Software Piracy in Bangladesh

Abstract- Software piracy means unauthorized use of
computer software which is a threat to the growing software
industry in Bangladesh. Bangladesh has ranked top position in
Asia-Pacific in software piracy and this rate is high among
college student and the rate is still growing because of inadequate
measures were taken in this problem. Therefore it is necessary to
take proper measure to control this problem. This study is an
approach to finding the reason behind this high piracy rate
among student and tries to find a solution. A simple survey and
interview are conducted to find out the users point of view. From
the analysis of survey and interview, we found out that low-
income rate, the high price of original software, lack of awareness
and ethical value, doesn’t aware of the effect using it is the reason
behind it. Based on this problem also try to find the best
alternative of problem like open source platform, all software
should be free for student purpose and so on. Based on the factor
and the point of view of people an effective strategy can be
formed to address the rising software piracy problem in
Bangladesh.

I. INTRODUCTION
In the last few decades, the world has witnessed rapid
growth and tremendous achievement in the field of
technological advancement. This growth has given birth to
many software companies. As the software companies have
expanded enormously so has the criminal activity of software
piracy. Software piracy is an unauthorized reproduction of
copyrighted software. It is commonly defined as illegal
copying, downloading, sharing, selling or installing of
copyrighted software. Software piracy has become a major
problem in the field of technological advancement. Today,
software privacy is an issue of global importance. With high
internet speed connection and as an increased power of
computing technologies, there has been an increasing trend
toward software piracy. Software companies have been
affected by piracy for years. Technological advances have
made it easy for anyone to replicate and distribute copyrighted
works anywhere, anytime and to anyone. These same
technologies have made large-scale commercial copyright
infringement a major form of thefts and fraud. Software piracy
has been pointed as the extreme problem facing the software
companies today. [1]
The Global Software Survey conducted by Business Software
Alliance (BSA) in partnership with International Data
Corporation (IDC) shows that 43 percent of the software
installed on personal computers around the world in 2013
were not properly licensed. The total loss due to installations
of unlicensed software was $62.7 billion. [2]
Software piracy has some social and ethical issues. Software
piracy is harmful and illegal. It has brought many ethical

dimensions, including not only serious effects on economies,
companies’ profits and individual losses in terms of money,
safety and health, but also those related to pricing policies and
software license terms and conditions. Software piracy occurs
in different ways. Such as End User policy, soft lifting,
Internet piracy, Software Counterfeiting, Hard disk loading
etc. [3]
According to Business Software Alliance (BSA) report, 2016
the rate of unlicensed software install in Bangladesh is 92% in
the year 2015 and commercial value of this software is $236
million. Which is 1% less than 2014. In the report, the rate of
software piracy in decreased in most of the country which is
good news for the software industry. But the rate is still
alarming. The average rate of unlicensed software use in Asia-
pacific region is 61% and the commercial value of this
unlicensed software is $19.1 billion for Asia-pacific region.
This information is based on BSA report 2016. The total
worldwide rate of unlicensed software is 39% in the year 2015
which is 4% less than the previous year and the cost of this
unlicensed software is $52,242 million.
The research found that the rate of software piracy in
Bangladesh is high because of college and university student
which is the breeding place for software piracy. Here student
can easily get software from a friend and this situation is
different from other countries because they can easily
download it from the internet. But this situation has begun to
change because of there is a revolutionary change is
happening in the communication sector. Another reason could
be that the small shop to big malls shop is filled with pirated
software. Because the third world country like us they don’t
have the financial ability to buy software like windows 10
price is $119. Most of the computer user uses the unlicensed
operating system. The most common type of pirated software
is operating system, Microsoft office package and other types
of entertainment, educational software. However, if this thing
going on it will be a threat to our IT market where the local
programmers are showing their talent in local and global
programming contest like ACM Programming Competition
which is the evidence of that. But because of the pirated
software, this programmer doesn't get the chance to show their
talent.
II. COURSE OUTCOME
We will cover first two outcomes in our research which were
given in the course outline.
They are:
• To identify social, professional, ethical, and legal issues
of computing.
• To analyze issues of practical complex computational
scenarios.
III. BACKGROUND STUDY
Software piracy is a threat for growing software industry.
Software piracy is a concept that can be understood by
individual behavior. A number of people try to find out the
reason behind individual using pirated software, their
motivation, and benefit of using pirated software. It is safe to
assume that people are interested in using this pirated software
because of financial reason and some of them are not aware
that this pirated software comes with a vulnerability risk. That
could easily compromise their system. Another reason could
be some software isn’t available for all country. So, the people
living in the third world country have no other option to go for
open source software or they go for the pirated version of the
software. But not all the software is available in open source
platform. The previous study suggests that most of the user of
this pirated software are college or university student. Where
most of them are not aware of the risk. But even though
software piracy is illegal there are millions of computers user
use pirated software and the rate is still growing.
From the study, there is also some reason that is correlated
with a problem that is the relation between software piracy
and age, gender, the level of skill, related area, ownership of a
computer, previous nature of collecting pirated software,
ethical and moral values, social and professional issue.
Software piracy is a potential threat for the growing and new
software company. Because these companies suffer the most
of the damage. The company loses a lot of money which turns
out that this company loses interest in further development of
new research. Because this company uses lot of effort, time
and manpower to build this software.
For the bigger company, they have a various different project
running at the same time. So, for them, they hit a major
damage in one sector but the overall damage is not much. But
the small company could not handle this kind of huge losses
and it might even turn out that they have to shut down their
company. From the study, it is also noticed that the rate of
software piracy is lower in the country which has higher
income rate than the country that has lower income rate. There
is also a risk that the country which has high piracy rate could
face the legal problem. Pirated software includes operating
system, database related software, network and security
related software, office package, application software,
development tools to create a software and so on.
According to Microsoft there are basically 5 type of software
piracy. They are 1. End user copying: Here a company or
organization purchase a copy of software and use the software
beyond its limit or they distribute or copy unauthorized or
unlicensed copy of a software; 2. Hard disk loading: this is
practiced by computer manufacturers who use a legal copy of
a software to install as many PC they want and sold to end
users who are not aware of the wrong doing; 3. Counterfeiting:
software and its packaging are illegally produced in a large
scale; 4. Online: Online piracy occurs when the end user
downloads the software from an online source without the
permission of the copyright owner; 5. License misuse:
software distributed with a discount rates for the high-volume

customers, computer manufactures, and academic institutions
that then redistribute these software to others who are not
qualified for the software [4]. There are also other kind of
software piracy. They are Mischanneling: Some software is
free for student purpose. The user could take this opportunity
to use the software for free. Renting, Cracks and patch and so
on.
It is being found from the research that the rate of software
piracy in high among college and university student.
According to BSA (Business Software Alliance) report 2003
that the percentage of software among college student is about
89%. The research also found some reason behind it. They are
(a) they were never told what was and was not expected of
them with respect to hardware and software use, (b) they were
not acquainted with the law, and (c) they were generally
confronted with ethical issues. [5]
By using pirated software there is a potential threat of virus
and information theft. 430 million new pieces of malware
were discovered in 2015, up 36 percent from 2014. [6]
Organizations experience some form of malware attack every
seven minutes. [7] In 2015 more than half a billion personal
information records were stolen or lost through data breaches.
[8] International Data Corporation (IDC) estimate that the
global cost of this cyber-attack is around $400 billion in 2015.
IV. PROBLEM STATEMENT
Affecting the IT development is the main problem of
software piracy. A pirated software is comparatively too
cheaper or free. So, it affects the producer in their business.
So, in our project we will try to figure out the issues for using
pirated software and make awareness between the users
against piracy.
V. GOAL
The aim or goal of the project is to uphold the present
condition of software piracy in Bangladesh and try to identify
the factors that cause piracy and also find the way to control it.
VI. OBJECTIVES
The main aim of this project is investigating the factors
that influence the use of pirated software in Bangladesh. To
suggest effective solution to reduces the software piracy.
1. To find out the problems in user level that comes by using
pirated software.
2. To find out the views of users.
3. To identify the possible ways of pirating and prevention for
it.
4.To identify the benefits of using original software.
VII. METHODOLOGY
Our paper is investigative by nature. The study is
done by collecting data and paper study. Online survey and
interview was the main technique for assembling the final
result. A questionnaire was developed and used for the online
survey. The survey mechanism was composed of questions to
perceive general people’s (student, businessman, service
holder etc) motive and opinion toward piracy act. Our online
survey was open for all as we wanted to perceive thoughts and
motive toward piracy act from all types of people around us.
On the other hand, from interviews we tried to get industrial
point of view about software piracy.From them, we try to
learn what they think about using pirated software, their
intention towards it and attribute towards using pirated
software. The survey is our main priority to know what people
think about this issue. From the interview, we will try to learn
the institutional point of view about this issue and from paper
reading, we learnt about similar work that conducted on this
subject and try to learn about the effect of this problem
globally.
In this survey, 118 participants were participated. Most of the
participants (94%) are student. 67% participants use their
computer for personal uses. About 83% participants are using
pirated software. maximum participants (44%) are self-
influence for pirating software.33% participants say, they have
not enough money for purchasing original software, for this
reason they are using pirated software. 58% pirated software
user download these software from internet. 43% participants
say, open source software could be solution of software
piracy.
VIII. RESULTS AND ANALYSIS
1. SURVEY
We have collected user’s opinion on software piracy by
an online survey. We made a questionnaire consisting 20
questions for every random individual participant. There were
six sections, the first section contained the terms and
conditions before participation of the user. The second section
was based on basic information of participants and software
piracy, the third was the questions for who is using pirated
software. The fourth section contained the question related to
original software, the fifth section was related to software’s
cost and the last section was based on the ethical view of
software piracy.
The total participants in our survey were 118. After collecting
every random individual participant’s opinion, now here we
will discuss about each question according to the participant’s
opinion.
A) The second section: Basic information about software
piracy
In the Second section, we set some questions to collect user’s
information and information about software piracy that
participants know also the information about the software
installed on the participant's computer.
The first question of this section was about the profession of
participants and options were teacher, student, technician, self-
employed, businessman and housewife.

The second question of this section was about the purpose of
using computer of the participants. We gave some options for
this question like Personal, Business, Entertainment,and
development also there were other fields for the participants to
giving answer.

By the third question of this section we asked a question to the
participant that how much he/she know about software piracy.
The ranges were from very low to very high in scale of 1 to 5

This question was about the software installed on participant’s
computer whether the software of participant’s computer
original or pirated. Options were all of them are Original, few
of them are pirated, most of them are pirated and all of them
are pirated.

Result: From the first question, we got to know about the
people who participated in the survey. We conducted the
survey over 118 people from them around 94% were student
3.4% technician and 2.6% self-employed (Table 1). In the
second question, we asked the user about their purpose of
using computer. Among that 67% use computer for personal
purpose, 1% business, 9% development,22% entertainment
and 1% for educational purpose (Figure 1). In the third
question, we asked the user how much they know about
software piracy. Among them 23.9% know highly about
software piracy, 60.7% people know about it, 9.4% people
have some knowledge about it and 6% people isn’t familiar
with it (Table 2). In the last question of the basic information
part we asked the user what kind of software they use. Options
were does all software are pirated or some of them are pirated
or all software are original. Here, around 17.1% people
answered the software they use all of them are original, 45.3%
answered that few software is pirated, 32.5% answered that
most of them are pirated and 5.1% people answered that the
software they are using are all pirated (Figure 3).

Analysis: The majority of the participants were students and
rest of the participants were technicians and self-employed
and nobody had participated in other occupations.
The Larger part of the participants use their computer for
personal uses and others are using for development,
entertainment, business and educational purpose.
Among all the participants almost all participants have at least
some idea about software piracy and a few number of the
participants do not know anything about software piracy. The
number is really low and we really can keep that out of our
focus.
Most of the participants are parallelly using pirated as well as
original software on their computer but a few number of the
participants are using either all original or all pirated software.
In this part, we focus about the objective where we try to learn
about the views about the user in this subject.
B) The Third section: People who are using pirated
software
These sections contain five questions about the participants
who already use pirated software. The participants who are not
using any pirated software they did not faced any question of
this section. All the question related to software piracy. In this
section, we asked question to the participants to find out the
facts of software piracy and that is the main objective of our
study.
The first question of this section was who influenced him/her
for using pirated software. Person can be influenced by his/her
friend, family also can be self-influenced so we gave some
options to the participants mentioned above. Also, participants
were able to give other answer.

The second question was why they are using pirated software.
There were several options for this question and participants
could select multiple answers. This question was for finding
the factors of software piracy.

The purpose of the third question in this section was to find
out the source of these pirated software’s. We set some
possible answers like downloading from internet, from friend,
CD/DVD or from any organization/institute also participants
got the option to give other answer.

The main objective of the fourth question in this section was
to find out problems for using pirated software. We set some
possible answers like computer of the user can be infected by
virus, crash, slowing down user’s computer etc. But we gave
the opportunity to give answer as the problems they are facing.
We collected all the opinions from the participants.

In the final and last question of this section we asked the
participants in ethical sense that how much he/she feel guilty
for using pirated software on the scale of 1 to 5. Here 1 is
considered for very low and 5 is considered for very high.

Result: Here we focused on the people who are using pirated
software. Among them 38.1% were influenced by friend, 4.1%
by family, 43.1% by himself, 11.4% have other reason and 1%
by boss, forum and internet (Table 3). In the next question, we
found that 41% use pirated software because it’s free, 33%
have financial problem, 11% answered that pirated software
are widely available, 10% have no valid payment method for
original software and 5% people are lazy to complete the legal
process (Table 4). In the question, we focus in the source of
this pirated software and 58% download from internet, 19%
from friend, 15% from CD/DVD, 5% from any
institution/organization and 3% from their Internet Service
Provider (ISP) (Figure 6). The next question in this part where
we focused on the problem, the user facing by using this
software and 32% people's computer is infected by virus, 8%
people’s computer crashed, 37.1% computed have slow down,
32% people couldn’t get update, 18.6% didn’t face any
problem(Figure 7) . In the last question, we wanted to know
about user’s guilty feeling in using pirated software and
among them 20.6% don’t feel guilty in using it, 56.7% feel
guilty, and other 21.7% people strongly feel guilty by using it
(Figure 8) .
Analysis: According to the survey, a large number of
participants are inspired by him or her to use pirated software.
Also, large numbers of people who are using pirated software
are influenced by others like family and friends.
Most of the people who have participated in our survey are
using pirated software because it's free. Yes, it's a great reason
to have the needy things free instead of buying it. But we have
some other large number of people who are using pirated
software just because they don’t have that huge money to
purchase the original software. Some people use pirated
software just because it is widely available. Yes, original
software is not available everywhere, one has to buy them
from authorized organization or company and also, he/she has
to a proper purchase method to buy that original one. Many of
them are noted this reason behind using pirated software. We
found some people too who are feeling lazy to complete the
process. These are the factors of using pirated software and
that was our objective.
Nowadays the internet made the world closer to everyone. It’s
beset with many legal as well as illegal things. So, it has
become the main source for pirated software as we can see
from the survey result. Some people also pointed friends and
CD or DVD buy from the shop that includes pirated software
as the source of pirated software.
People are facing many types of problems for using pirated
software. On our survey, they pointed some problems like
computer became infected with the virus through it. It means
hackers use it to install malware to target computer. People
also detected that computer are getting slower while they use
pirated software.
We asked people who took part in our survey that how much
guilty they are feeling when they are using pirated software.
Well result is interesting here. Some people get habituated
with it and they hardly feel guilty for this, some people are
there who are feeling guilty for this. But most of the people
are staying neutral. The reason behind this can be they can’t
use original version of software if they want, so they have
gone neutral.
C) The fourth section: People Who are using original
software
This section is for the participants who are using all original
software. The section contained five questions. The
participants who are using any pirated software, they did not
face this section. By this section we tried to collect factors
about using original software from the participants and the
benefits of using original software.
The first question of this section was who influenced him/her
for using original software. A person can be influenced by
his/her friend, family and also can be self-influenced for using
original software. So, we gave those options to the
participants. Also, participants were able to give other answer.

The second question of this section was to find out the reason
behind using original software. A person can use original
software for several reasons we gave several options for this
question and participants could select multiple answers at a
time. This question was for finding the factors about using
original software.

The third question was about the source of this kind of original
software and the options were internet, CD/DVD and
institute/organizations. User opinions are given below-

The question was about what kind of benefits do he/she
experience by using original software? and the options were
my computer becomes free from virus, malware and bugs, my
computer/mobile does not slow down, I can use the update
facility and nothing special.

This is the last and final question of this section and in this
question, we asked the participants that psychologically, how
much pride he/she feel for using original software on the scale
of 1 to 5. Here 1 was considered for very low and 5 was
considered for very high.

Result: 70% people using original software are influenced by
themselves, 10% influenced by friends, 10% influenced by
family and 10% influenced by bosses (Figure 9). There 35%
using for their ethical standard, 25% using to support software
development, 20% using free original software, 20% have the
willingness to pay and rest 2% from other reasons (Table 5).
60% people download it from internet, 20% people buy CD-
DVD, and 20% have it from their institutions (Figure 11).
65% of them say it keep their PC free from virus and malware,
15% say it prevent slowing down the device, 15% say they are
having the update facility, 5% don’t found any extra benefits
(Figure 12). 70% people say they are very satisfied with
original software, 25% people in medium satisfactory level
and 5% are not that much satisfied (Figure 13).
Analysis: According to our survey, Majority of the
participants who are using original software, they are self-
motivated and few of them are influenced by their family or
friend for using original software.
A large number of people says that they are using the original
software because of their ethical sense. Their ethical standard
does not permit to use pirated software. Some of the
participants are using the original software because they want

to support software development. Some of the original
software is free and that's also the reason behind using original
software. Few of the participants use the original software
because they have the willingness to pay for original software.
The survey says the greater number of participants from who
are using original software they are downloading that kind of
original software from the internet. Also, some of the original
software users use CD or DVD for collecting original
software. a few numbers of people who are using original
software, they have collected that kind of original software
from any institute or organization.
According to our survey result, a large number of participants
are secured from virus, malware and bugs just because of they
are using original software. Since they are using original
software a number of participants said that their
computer/phone runs fast and they are able to update their
system. And of course, one of our objective was to figure out
the benefits of using original software. Majority of the
participants says they feel proud because they are using
original software.
D) The fifth section: Software related
This section contains three questions related to original
software’s cost and the alternative ways for lessen software
piracy. Both type of participants original and pirated software
user was faced questions of this section. In this section, we
tried to find out the user’s intention about original software
and the best option rather than software piracy.
The first question in this section was related to the price of
original software. What is the thought of a user about original
software’s price. Exactly the question was, how expensive do
you think original software’s are? on the scale of 1 to 5. 1 is
considered not expensive at all and 2 is considered very much
expensive.
For this purpose, we only considered Microsoft office,
windows OS, android games and applications, less costly
software for computer.

The second question was asked to find out the best option
rather than software piracy. there are several options could
exist for this question and the given options was open source
Software, all software should be free for student, the most
used software should be free for third world country (like: MS
office), the company should sell software in less price for third
world country. User opinions are given below-

By the third and final question of this section, we asked the
participants about open source software. Exact question was,
do you think there are enough open source free alternatives for
the software you use every day? The options were on the scale
of 1 to 5. 1 is consider for very low and 5 is consider for very
high

Result: Here we only focused on the people who are using
original software and also tried to find out the alternative way
of reducing software piracy. In the first question user
expressed their opinion about how much costly original
software is and 6% people consider it less costly, 17.1%
people consider it costly and 76.9% people consider original
software is very costly (Figure 14). In the next question in this
part we asked user about the alternative of pirated software
and 33.1% people chose open source software, 59.3% believe

that all software should be free for student, 29.7% think that
original software should be free for third world country like us
and 22% think that the company should sell software in less
price for third world country (Table 6).
Analysis: According to the survey result, maximum
participants said that the original software is expensive. Only
few of them said that the original software is low in price.
May be that's the reason majority of the participants agreed
with the option ‘All software should be free for student’ some
participants are on behalf of open source software as well as
free software.
E) The sixth section: Ethical view
This is the last and final section of our survey, this section also
contained three questions related to ethical view and possible
solutions of reducing software piracy.
In the first question of this section we asked to the participants
that is he or she is aware about the law against software piracy
or not. There are three option yes, no or neutral.

Q-2) By the second question in the last section we asked about
how much he/she support software piracy. The given option

opposing, strongly opposing and participants opinions are
given below-

By the last and final question of our survey, we were asked the
participants for suggestions to prevent the software piracy. we
gave some options for the participants like, establish office
policies for purchasing software and respecting intellectual
property rights, Schedule regular software audits to guard
against piracy, explain to the user the importance of protecting
computers from unlicensed software and Open source
platform. Apart from these answers, there were other
opportunities for the participants to giving answer.

Result: In this part, we only focused on the ethical point of
view about user’s consuming pirated software. In the first
question, we wanted to know if the user is aware of the law
against software piracy and 40% knows about it, 27% doesn’t
know about the law and 33% remained neutral in their opinion
(Figure 17). In the second question, we asked the user if the
support software piracy and 33.1% support the cause, 50%
remain neutral and 17% doesn’t support the cause (Table 7).
In the last question in this part we asked for user suggestion
and 24.6% believe that establish office policies for purchasing
software and respecting intellectual property rights, 16.1%
people believe that schedule regular software audits to guard
against piracy, 38.1% people believe that explain to user the
importance of protecting computers from unlicensed software,
42.2% people believe that open source platform could be
solution and 10% people have other opinion (Figure 19).
Analysis: According to our survey result, most of the
participants have knowledge about the law against software
piracy few of the participants does not know about software
piracy. Though most of the participants have knowledge about

the law of software piracy but most of the person support
software piracy. Surprisingly a few number of person don’t
support software piracy. We asked participants for suggestions
to prevent the software piracy, most of the participants
suggested open source software, a number of people suggested
to explain the user about the importance of protecting
computers from unlicensed software. Some said that all
software should be free for student purpose; some suggested
for reducing the cost of useful software, one of the
participant’s suggestions was like-
1) University/institution should provide all legal software what
is needed for student.
2) For every important software there obviously need student
version.
3) They should give us some easy way to pay our bill like
PayPal or they should have local payment method.
4) OS has to be very strict & smart. If it finds any pirated copy
in its system then it will be down automatically.
Some opinion is like-Strong encryption system may help to
build a secure software. Concentrate on business policy not
product price.
Moral of the participant’s opinion software should be free for
student and original should be less cost as possible. And our
one of the objective was to identify the possible way for
prevention software piracy.
2. INTERVIEW

We have taken an interview of Md. Ataul Islam, System
manager, Head of ICS, East west university about software
piracy, at Wednesday 3:45pm at his office.
Are you using pirated software in your institution?
 Yes, but not all of them are pirated. There are mixed.
Why you are using pirated software?
 When I joined here I found most of the software was
pirated. So it is difficult to me to make all of them
licensed at a time. I found even our data center using
pirated software. I have made them licensed and new
software are coming all of them are licensed.
Turnitin, nNode, Autocad,kaspersky all of them are
licensed now.
What type of problem does your organization face for this?
 Not at all. There may some personal security issues.
But it doesn’t affect our system.
Do you have any future plan to use software legally under
some certain conditions or policy?
If yes, what are the conditions or policies?
 The most challenging thing is to make windows
Operating System licensed. Because they cost huge
approximately 12,500BDT for each and there is no
student or academic version of windows Operating
System and we are a non-profitable organization. So,
it really hard for us to use a licensed version. Now
we are trying to make an academic agreement with
windows to make them licensed.
In your opinion what is the reason behind software piracy?
 There should have proper rules and regulation a
proper application of it. Also, users have to strong
ethically.
We have done a survey where 84.1% of people have average
idea about software piracy and most of them are using pirated
software. They noted main reason behind it,
they have no money and it’s free and widely available in
internet,
some of them also saying they don’t have a valid payment
method,
do you agree with it? Why?
 I’m agreed with it. As I said before windows
operating system cost huge and use most and there is
no student version or academic version here. A
student can’t afford 12,500BDT for his operating
system so they use pirated version that is available
just for 80 BDT or less.
Based on our survey more than 60% of users feeling guilty to
use pirated software but they have no other way. They think
they will use software legally if they have these facilities:
a. All software should be free for students,
b. Open Source Software
c. The most used software should be free for third world
country (like: MS office)
d. The company should sell software in less price for third
world country,
What is your opinion about it?
 I’m agreed with it every they say is logical.
Do you have any suggestions about using pirate software?
 If one can afford he or she should always go for the
original one. It’s always safe and better.
IX. LIMITATIONS
Due to time and resource issue the sample size was not enough
as expected. If we could survey more people, maybe there
could be different results. And another problem is limited
number of participants have strongly knowledge about the
software piracy problem.

X. RECOMMENDATION AND CONCLUSION
Based on the suggestion of the user we recommend some step
that could help prevent this problem. Many users gave their
opinion about open source platform. It could be an answer to
this problem where all the software source code is free for the
user and the user who has knowledge about programming
could easily modify for their own need and encourage using
open source platform like Linux. The second, recommendation
that user recommend is that all software should be free for
student and educational purpose and an alpha trial or a lighter
version of the software should be free. The third
recommendation is that we could raise awareness about
Software Piracy, how it can be a threat to us and find some
way to make it easy to get original software. The fourth
recommendation that user provides is by reducing the price for
the poor country can prevent software piracy, In developed
country, no one uses pirated software because of reasonable
price. The fifth recommendation is most used software should
be free and a part of some software should be free not the full
version but the part of commonly used software as it's not
possible for everyone to buy all the software they needed
mainly for the third world countries. The sixth
recommendation is to develop a clear software policy
statement for company and employees have to sign an anti-
piracy statement. The seventh recommendation is
university/institution should provide all legal software what is
needed for student and for every important software there
obviously need student version and They should give us some
easy way to pay our bill like BKash and also operating
software should be maintained strictly. The last
recommendation is that the government should take action
against this piracy and should make a hard law to prevent this
from happening.
Software piracy is an unstoppable crime from the view of
technology. It disturbs the relationship between providers and
User’s. So, providers and users both should come to an end
point that will satisfy everyone’s need to prevent this crime.
And this is the only way to prevent the criminals from does so.
Only proper rules and regulation, law and ethics can prevent
this crime.

Bangladesh has ranked top position in Asia-Pacific in software piracy and this rate is high among college student and the rate is still growing because of inadequate measures were taken in this problem. Therefore it is necessary to take proper measure to control this problem. This study is an approach to finding the reason behind this high piracy rate among student and tries to find a solution. A simple survey and interview are conducted to find out the users point of view. From the analysis of survey and interview, we found out that low- income rate, the high price of original software, lack of awareness and ethical value, doesn’t aware of the effect using it is the reason behind it. Based on this problem also try to find the best alternative of problem like open source platform, all software should be free for student purpose and so on. Based on the factor and the point of view of people an effective strategy can be formed to address the rising software piracy problem in Bangladesh. Keywords - Software Piracy, Bangladesh, BSA, IDC. I. INTRODUCTION In the last few decades, the world has witnessed rapid growth and tremendous achievement in the field of technological advancement. This growth has given birth to many software companies. As the software companies have expanded enormously so has the criminal activity of software piracy. Software piracy is an unauthorized reproduction of copyrighted software. It is commonly defined as illegal copying, downloading, sharing, selling or installing of copyrighted software. Software piracy has become a major problem in the field of technological advancement. Today, software privacy is an issue of global importance. With high internet speed connection and as an increased power of computing technologies, there has been an increasing trend toward software piracy. Software companies have been affected by piracy for years. Technological advances have made it easy for anyone to replicate and distribute copyrighted works anywhere, anytime and to anyone. These same technologies have made large-scale commercial copyright infringement a major form of thefts and fraud. Software piracy has been pointed as the extreme problem facing the software companies today. [1] The Global Software Survey conducted by Business Software Alliance (BSA) in partnership with International Data Corporation (IDC) shows that 43 percent of the software installed on personal computers around the world in 2013 were not properly licensed. The total loss due to installations of unlicensed software was $62.7 billion. [2] Software piracy has some social and ethical issues. Software piracy is harmful and illegal. It has brought many ethical

Page 2 of 11 dimensions, including not only serious effects on economies, companies’ profits and individual losses in terms of money, safety and health, but also those related to pricing policies and software license terms and conditions. Software piracy occurs in different ways. Such as End User policy, soft lifting, Internet piracy, Software Counterfeiting, Hard disk loading etc. [3] According to Business Software Alliance (BSA) report, 2016 the rate of unlicensed software install in Bangladesh is 92% in the year 2015 and commercial value of this software is $236 million. Which is 1% less than 2014. In the report, the rate of software piracy in decreased in most of the country which is good news for the software industry. But the rate is still alarming. The average rate of unlicensed software use in Asia- pacific region is 61% and the commercial value of this unlicensed software is $19.1 billion for Asia-pacific region. This information is based on BSA report 2016. The total worldwide rate of unlicensed software is 39% in the year 2015 which is 4% less than the previous year and the cost of this unlicensed software is $52,242 million. The research found that the rate of software piracy in Bangladesh is high because of college and university student which is the breeding place for software piracy. Here student can easily get software from a friend and this situation is different from other countries because they can easily download it from the internet. But this situation has begun to change because of there is a revolutionary change is happening in the communication sector. Another reason could be that the small shop to big malls shop is filled with pirated software. Because the third world country like us they don’t have the financial ability to buy software like windows 10 price is $119. Most of the computer user uses the unlicensed operating system. The most common type of pirated software is operating system, Microsoft office package and other types of entertainment, educational software. However, if this thing going on it will be a threat to our IT market where the local programmers are showing their talent in local and global programming contest like ACM Programming Competition which is the evidence of that. But because of the pirated software, this programmer doesn't get the chance to show their talent. II. COURSE OUTCOME We will cover first two outcomes in our research which were given in the course outline. They are: • To identify social, professional, ethical, and legal issues of computing. • To analyze issues of practical complex computational scenarios. III. BACKGROUND STUDY Software piracy is a threat for growing software industry. Software piracy is a concept that can be understood by individual behavior. A number of people try to find out the reason behind individual using pirated software, their motivation, and benefit of using pirated software. It is safe to assume that people are interested in using this pirated software because of financial reason and some of them are not aware that this pirated software comes with a vulnerability risk. That could easily compromise their system. Another reason could be some software isn’t available for all country. So, the people living in the third world country have no other option to go for open source software or they go for the pirated version of the software. But not all the software is available in open source platform. The previous study suggests that most of the user of this pirated software are college or university student. Where most of them are not aware of the risk. But even though software piracy is illegal there are millions of computers user use pirated software and the rate is still growing. From the study, there is also some reason that is correlated with a problem that is the relation between software piracy and age, gender, the level of skill, related area, ownership of a computer, previous nature of collecting pirated software, ethical and moral values, social and professional issue. Software piracy is a potential threat for the growing and new software company. Because these companies suffer the most of the damage. The company loses a lot of money which turns out that this company loses interest in further development of new research. Because this company uses lot of effort, time and manpower to build this software. For the bigger company, they have a various different project running at the same time. So, for them, they hit a major damage in one sector but the overall damage is not much. But the small company could not handle this kind of huge losses and it might even turn out that they have to shut down their company. From the study, it is also noticed that the rate of software piracy is lower in the country which has higher income rate than the country that has lower income rate. There is also a risk that the country which has high piracy rate could face the legal problem. Pirated software includes operating system, database related software, network and security related software, office package, application software, development tools to create a software and so on. According to Microsoft there are basically 5 type of software piracy. They are 1. End user copying: Here a company or organization purchase a copy of software and use the software beyond its limit or they distribute or copy unauthorized or unlicensed copy of a software; 2. Hard disk loading: this is practiced by computer manufacturers who use a legal copy of a software to install as many PC they want and sold to end users who are not aware of the wrong doing; 3. Counterfeiting: software and its packaging are illegally produced in a large scale; 4. Online: Online piracy occurs when the end user downloads the software from an online source without the permission of the copyright owner; 5. License misuse: software distributed with a discount rates for the high-volume
  • 3. Page 3 of 11 customers, computer manufactures, and academic institutions that then redistribute these software to others who are not qualified for the software [4]. There are also other kind of software piracy. They are Mischanneling: Some software is free for student purpose. The user could take this opportunity to use the software for free. Renting, Cracks and patch and so on. It is being found from the research that the rate of software piracy in high among college and university student. According to BSA (Business Software Alliance) report 2003 that the percentage of software among college student is about 89%. The research also found some reason behind it. They are (a) they were never told what was and was not expected of them with respect to hardware and software use, (b) they were not acquainted with the law, and (c) they were generally confronted with ethical issues. [5] By using pirated software there is a potential threat of virus and information theft. 430 million new pieces of malware were discovered in 2015, up 36 percent from 2014. [6] Organizations experience some form of malware attack every seven minutes. [7] In 2015 more than half a billion personal information records were stolen or lost through data breaches. [8] International Data Corporation (IDC) estimate that the global cost of this cyber-attack is around $400 billion in 2015. IV. PROBLEM STATEMENT Affecting the IT development is the main problem of software piracy. A pirated software is comparatively too cheaper or free. So, it affects the producer in their business. So, in our project we will try to figure out the issues for using pirated software and make awareness between the users against piracy. V. GOAL The aim or goal of the project is to uphold the present condition of software piracy in Bangladesh and try to identify the factors that cause piracy and also find the way to control it. VI. OBJECTIVES The main aim of this project is investigating the factors that influence the use of pirated software in Bangladesh. To suggest effective solution to reduces the software piracy. 1. To find out the problems in user level that comes by using pirated software. 2. To find out the views of users. 3. To identify the possible ways of pirating and prevention for it. 4.To identify the benefits of using original software. VII. METHODOLOGY Our paper is investigative by nature. The study is done by collecting data and paper study. Online survey and interview was the main technique for assembling the final result. A questionnaire was developed and used for the online survey. The survey mechanism was composed of questions to perceive general people’s (student, businessman, service holder etc) motive and opinion toward piracy act. Our online survey was open for all as we wanted to perceive thoughts and motive toward piracy act from all types of people around us. On the other hand, from interviews we tried to get industrial point of view about software piracy.From them, we try to learn what they think about using pirated software, their intention towards it and attribute towards using pirated software. The survey is our main priority to know what people think about this issue. From the interview, we will try to learn the institutional point of view about this issue and from paper reading, we learnt about similar work that conducted on this subject and try to learn about the effect of this problem globally. In this survey, 118 participants were participated. Most of the participants (94%) are student. 67% participants use their computer for personal uses. About 83% participants are using pirated software. maximum participants (44%) are self- influence for pirating software.33% participants say, they have not enough money for purchasing original software, for this reason they are using pirated software. 58% pirated software user download these software from internet. 43% participants say, open source software could be solution of software piracy. VIII. RESULTS AND ANALYSIS 1. SURVEY We have collected user’s opinion on software piracy by an online survey. We made a questionnaire consisting 20 questions for every random individual participant. There were six sections, the first section contained the terms and conditions before participation of the user. The second section was based on basic information of participants and software piracy, the third was the questions for who is using pirated software. The fourth section contained the question related to original software, the fifth section was related to software’s cost and the last section was based on the ethical view of software piracy. The total participants in our survey were 118. After collecting every random individual participant’s opinion, now here we will discuss about each question according to the participant’s opinion. A) The second section: Basic information about software piracy In the Second section, we set some questions to collect user’s information and information about software piracy that participants know also the information about the software installed on the participant's computer. The first question of this section was about the profession of participants and options were teacher, student, technician, self- employed, businessman and housewife.

We gave some options for this question like Personal, Business, Entertainment,and development also there were other fields for the participants to giving answer. Figure 1: Purpose of using computer of participants By the third question of this section we asked a question to the participant that how much he/she know about software piracy. Options were all of them are Original, few of them are pirated, most of them are pirated and all of them are pirated. Figure 3: Installed software rate Result: From the first question, we got to know about the people who participated in the survey. We conducted the survey over 118 people from them around 94% were student 3.4% technician and 2.6% self-employed (Table 1). In the second question, we asked the user about their purpose of using computer. Among that 67% use computer for personal purpose, 1% business, 9% development,22% entertainment and 1% for educational purpose (Figure 1). In the third question, we asked the user how much they know about software piracy. Among them 23.9% know highly about software piracy, 60.7% people know about it, 9.4% people have some knowledge about it and 6% people isn’t familiar with it (Table 2). In the last question of the basic information part we asked the user what kind of software they use. Options were does all software are pirated or some of them are pirated or all software are original. Here, around 17.1% people answered the software they use all of them are original, 45.3% answered that few software is pirated, 32.5% answered that most of them are pirated and 5.1% people answered that the software they are using are all pirated (Figure 3).
  • 5. Page 5 of 11 Analysis: The majority of the participants were students and rest of the participants were technicians and self-employed and nobody had participated in other occupations. The Larger part of the participants use their computer for personal uses and others are using for development, entertainment, business and educational purpose. Among all the participants almost all participants have at least some idea about software piracy and a few number of the participants do not know anything about software piracy. The number is really low and we really can keep that out of our focus. Most of the participants are parallelly using pirated as well as original software on their computer but a few number of the participants are using either all original or all pirated software. In this part, we focus about the objective where we try to learn about the views about the user in this subject. B) The Third section: People who are using pirated software These sections contain five questions about the participants who already use pirated software. The participants who are not using any pirated software they did not faced any question of this section. All the question related to software piracy. In this section, we asked question to the participants to find out the facts of software piracy and that is the main objective of our study. The first question of this section was who influenced him/her for using pirated software. Person can be influenced by his/her friend, family also can be self-influenced so we gave some options to the participants mentioned above. Also, participants were able to give other answer. We set some possible answers like downloading from internet, from friend, CD/DVD or from any organization/institute also participants got the option to give other answer. Figure 6: Source of pirated Software The main objective of the fourth question in this section was to find out problems for using pirated software. We set some possible answers like computer of the user can be infected by virus, crash, slowing down user’s computer etc. But we gave the opportunity to give answer as the problems they are facing. We collected all the opinions from the participants.

Page 6 of 11 Figure 7: Problems of using pirated software In the final and last question of this section we asked the participants in ethical sense that how much he/she feel guilty for using pirated software on the scale of 1 to 5. Here 1 is considered for very low and 5 is considered for very high. Figure 8: guilty conscience of using pirated software Result: Here we focused on the people who are using pirated software. Among them 38.1% were influenced by friend, 4.1% by family, 43.1% by himself, 11.4% have other reason and 1% by boss, forum and internet (Table 3). In the next question, we found that 41% use pirated software because it’s free, 33% have financial problem, 11% answered that pirated software are widely available, 10% have no valid payment method for original software and 5% people are lazy to complete the legal process (Table 4). In the question, we focus in the source of this pirated software and 58% download from internet, 19% from friend, 15% from CD/DVD, 5% from any institution/organization and 3% from their Internet Service Provider (ISP) (Figure 6). The next question in this part where we focused on the problem, the user facing by using this software and 32% people's computer is infected by virus, 8% people’s computer crashed, 37.1% computed have slow down, 32% people couldn’t get update, 18.6% didn’t face any problem(Figure 7) . In the last question, we wanted to know about user’s guilty feeling in using pirated software and among them 20.6% don’t feel guilty in using it, 56.7% feel guilty, and other 21.7% people strongly feel guilty by using it (Figure 8) . Analysis: According to the survey, a large number of participants are inspired by him or her to use pirated software. Also, large numbers of people who are using pirated software are influenced by others like family and friends. Most of the people who have participated in our survey are using pirated software because it's free. Yes, it's a great reason to have the needy things free instead of buying it. But we have some other large number of people who are using pirated software just because they don’t have that huge money to purchase the original software. Some people use pirated software just because it is widely available. Yes, original software is not available everywhere, one has to buy them from authorized organization or company and also, he/she has to a proper purchase method to buy that original one. Many of them are noted this reason behind using pirated software. We found some people too who are feeling lazy to complete the process. These are the factors of using pirated software and that was our objective. Nowadays the internet made the world closer to everyone. It’s beset with many legal as well as illegal things. So, it has become the main source for pirated software as we can see from the survey result. Some people also pointed friends and CD or DVD buy from the shop that includes pirated software as the source of pirated software. People are facing many types of problems for using pirated software. On our survey, they pointed some problems like computer became infected with the virus through it. It means hackers use it to install malware to target computer. People also detected that computer are getting slower while they use pirated software. We asked people who took part in our survey that how much guilty they are feeling when they are using pirated software. Well result is interesting here. Some people get habituated with it and they hardly feel guilty for this, some people are there who are feeling guilty for this. But most of the people are staying neutral. The reason behind this can be they can’t use original version of software if they want, so they have gone neutral. C) The fourth section: People Who are using original software This section is for the participants who are using all original software. The section contained five questions. The participants who are using any pirated software, they did not face this section. By this section we tried to collect factors about using original software from the participants and the benefits of using original software. The first question of this section was who influenced him/her for using original software. A person can be influenced by his/her friend, family and also can be self-influenced for using original software. So, we gave those options to the participants. Also, participants were able to give other answer. Figure 9: Influence of using original software.

A person can use original software for several reasons we gave several options for this question and participants could select multiple answers at a time. This question was for finding the factors about using original software. User opinions are given below- Figure 11: Source of original software The question was about what kind of benefits do he/she experience by using original software? and the options were my computer becomes free from virus, malware and bugs, my computer/mobile does not slow down, I can use the update facility and nothing special. Figure 12: Benefits of using original software This is the last and final question of this section and in this question, we asked the participants that psychologically, how much pride he/she feel for using original software on the scale of 1 to 5. Here 1 was considered for very low and 5 was considered for very high. Figure 13: Satisfaction in using original software. Result: 70% people using original software are influenced by themselves, 10% influenced by friends, 10% influenced by family and 10% influenced by bosses (Figure 9). There 35% using for their ethical standard, 25% using to support software development, 20% using free original software, 20% have the willingness to pay and rest 2% from other reasons (Table 5). 60% people download it from internet, 20% people buy CD- DVD, and 20% have it from their institutions (Figure 11). 65% of them say it keep their PC free from virus and malware, 15% say it prevent slowing down the device, 15% say they are having the update facility, 5% don’t found any extra benefits (Figure 12). 70% people say they are very satisfied with original software, 25% people in medium satisfactory level and 5% are not that much satisfied (Figure 13). Analysis: According to our survey, Majority of the participants who are using original software, they are self- motivated and few of them are influenced by their family or friend for using original software. A large number of people says that they are using the original software because of their ethical sense. Their ethical standard does not permit to use pirated software. Some of the participants are using the original software because they want
  • 8. Page 8 of 11 to support software development. Some of the original software is free and that's also the reason behind using original software. Few of the participants use the original software because they have the willingness to pay for original software. The survey says the greater number of participants from who are using original software they are downloading that kind of original software from the internet. Also, some of the original software users use CD or DVD for collecting original software. a few numbers of people who are using original software, they have collected that kind of original software from any institute or organization. According to our survey result, a large number of participants are secured from virus, malware and bugs just because of they are using original software. Since they are using original software a number of participants said that their computer/phone runs fast and they are able to update their system. And of course, one of our objective was to figure out the benefits of using original software. Majority of the participants says they feel proud because they are using original software. D) The fifth section: Software related This section contains three questions related to original software’s cost and the alternative ways for lessen software piracy. Both type of participants original and pirated software user was faced questions of this section. In this section, we tried to find out the user’s intention about original software and the best option rather than software piracy. The first question in this section was related to the price of original software. What is the thought of a user about original software’s price. Exactly the question was, how expensive do you think original software’s are? on the scale of 1 to 5. 1 is considered not expensive at all and 2 is considered very much expensive. For this purpose, we only considered Microsoft office, windows OS, android games and applications, less costly software for computer. Figure 14: Average cost rate of original software The second question was asked to find out the best option rather than software piracy. there are several options could exist for this question and the given options was open source Software, all software should be free for student, the most used software should be free for third world country (like: MS office), the company should sell software in less price for third world country. Exact question was, do you think there are enough open source free alternatives for the software you use every day? The options were on the scale of 1 to 5. 1 is consider for very low and 5 is consider for very high Figure 16: Free alternatives of software piracy Result: Here we only focused on the people who are using original software and also tried to find out the alternative way of reducing software piracy. In the first question user expressed their opinion about how much costly original software is and 6% people consider it less costly, 17.1% people consider it costly and 76.9% people consider original software is very costly (Figure 14). In the next question in this part we asked user about the alternative of pirated software and 33.1% people chose open source software, 59.3% believe

Page 9 of 11 that all software should be free for student, 29.7% think that original software should be free for third world country like us and 22% think that the company should sell software in less price for third world country (Table 6). Analysis: According to the survey result, maximum participants said that the original software is expensive. Only few of them said that the original software is low in price. May be that's the reason majority of the participants agreed with the option ‘All software should be free for student’ some participants are on behalf of open source software as well as free software. E) The sixth section: Ethical view This is the last and final section of our survey, this section also contained three questions related to ethical view and possible solutions of reducing software piracy. In the first question of this section we asked to the participants that is he or she is aware about the law against software piracy or not. There are three option yes, no or neutral. Apart from these answers, there were other opportunities for the participants to giving answer. Figure 19: Suggestions to prevent the software piracy Result: In this part, we only focused on the ethical point of view about user’s consuming pirated software. In the first question, we wanted to know if the user is aware of the law against software piracy and 40% knows about it, 27% doesn’t know about the law and 33% remained neutral in their opinion (Figure 17). In the second question, we asked the user if the support software piracy and 33.1% support the cause, 50% remain neutral and 17% doesn’t support the cause (Table 7). In the last question in this part we asked for user suggestion and 24.6% believe that establish office policies for purchasing software and respecting intellectual property rights, 16.1% people believe that schedule regular software audits to guard against piracy, 38.1% people believe that explain to user the importance of protecting computers from unlicensed software, 42.2% people believe that open source platform could be solution and 10% people have other opinion (Figure 19). Analysis: According to our survey result, most of the participants have knowledge about the law against software piracy few of the participants does not know about software piracy. Though most of the participants have knowledge about
  • 10. Page 10 of 11 the law of software piracy but most of the person support software piracy. Surprisingly a few number of person don’t support software piracy. We asked participants for suggestions to prevent the software piracy, most of the participants suggested open source software, a number of people suggested to explain the user about the importance of protecting computers from unlicensed software. Some said that all software should be free for student purpose; some suggested for reducing the cost of useful software, one of the participant’s suggestions was like- 1) University/institution should provide all legal software what is needed for student. 2) For every important software there obviously need student version. 3) They should give us some easy way to pay our bill like PayPal or they should have local payment method. 4) OS has to be very strict & smart. If it finds any pirated copy in its system then it will be down automatically. Some opinion is like-Strong encryption system may help to build a secure software. Concentrate on business policy not product price. Moral of the participant’s opinion software should be free for student and original should be less cost as possible. And our one of the objective was to identify the possible way for prevention software piracy. 2. INTERVIEW Resource Person: MD. ATAUL ISLAM System Manager, Head of ICS, East West University We have taken an interview of Md. Ataul Islam, System manager, Head of ICS, East west university about software piracy, at Wednesday 3:45pm at his office. Are you using pirated software in your institution?  Yes, but not all of them are pirated. There are mixed. Why you are using pirated software?  When I joined here I found most of the software was pirated. So it is difficult to me to make all of them licensed at a time. I found even our data center using pirated software. I have made them licensed and new software are coming all of them are licensed. Turnitin, nNode, Autocad,kaspersky all of them are licensed now. What type of problem does your organization face for this?  Not at all. There may some personal security issues. But it doesn’t affect our system. Do you have any future plan to use software legally under some certain conditions or policy? If yes, what are the conditions or policies?  The most challenging thing is to make windows Operating System licensed. Because they cost huge approximately 12,500BDT for each and there is no student or academic version of windows Operating System and we are a non-profitable organization. So, it really hard for us to use a licensed version. Now we are trying to make an academic agreement with windows to make them licensed. In your opinion what is the reason behind software piracy?  There should have proper rules and regulation a proper application of it. Also, users have to strong ethically. We have done a survey where 84.1% of people have average idea about software piracy and most of them are using pirated software. They noted main reason behind it, they have no money and it’s free and widely available in internet, some of them also saying they don’t have a valid payment method, do you agree with it? Why?  I’m agreed with it. As I said before windows operating system cost huge and use most and there is no student version or academic version here. A student can’t afford 12,500BDT for his operating system so they use pirated version that is available just for 80 BDT or less. Based on our survey more than 60% of users feeling guilty to use pirated software but they have no other way. They think they will use software legally if they have these facilities: a. All software should be free for students, b. Open Source Software c. The most used software should be free for third world country (like: MS office) d. The company should sell software in less price for third world country, What is your opinion about it?  I’m agreed with it every they say is logical. Do you have any suggestions about using pirate software?  If one can afford he or she should always go for the original one. It’s always safe and better. IX. LIMITATIONS Due to time and resource issue the sample size was not enough as expected. If we could survey more people, maybe there could be different results. And another problem is limited number of participants have strongly knowledge about the software piracy problem.
  • 11. Page 11 of 11 X. RECOMMENDATION AND CONCLUSION Based on the suggestion of the user we recommend some step that could help prevent this problem. Many users gave their opinion about open source platform. It could be an answer to this problem where all the software source code is free for the user and the user who has knowledge about programming could easily modify for their own need and encourage using open source platform like Linux. The second, recommendation that user recommend is that all software should be free for student and educational purpose and an alpha trial or a lighter version of the software should be free. The third recommendation is that we could raise awareness about Software Piracy, how it can be a threat to us and find some way to make it easy to get original software. The fourth recommendation that user provides is by reducing the price for the poor country can prevent software piracy, In developed country, no one uses pirated software because of reasonable price. The fifth recommendation is most used software should be free and a part of some software should be free not the full version but the part of commonly used software as it's not possible for everyone to buy all the software they needed mainly for the third world countries. The sixth recommendation is to develop a clear software policy statement for company and employees have to sign an anti- piracy statement. The seventh recommendation is university/institution should provide all legal software what is needed for student and for every important software there obviously need student version and They should give us some easy way to pay our bill like BKash and also operating software should be maintained strictly. The last recommendation is that the government should take action against this piracy and should make a hard law to prevent this from happening. Software piracy is an unstoppable crime from the view of technology. It disturbs the relationship between providers and User’s. So, providers and users both should come to an end point that will satisfy everyone’s need to prevent this crime. And this is the only way to prevent the criminals from does so.
