Problem
Career and Technical Education (CTE) or "vocational education" provides preparation and skill
building for careers. Some high school students will enter the workforce without additional training,
but many will receive secondary CTE professional certifications. The goal of CTE is to connect
students with growing industries in the American economy and give them the skills and training
required for long–term success. However, little is known about CTE. Therefore, students lack access
to high–quality secondary CTE.

Research Methods The author uses associational research to investigate relationships between taking
CTE courses and improving outcomes for those students. He used causal–comparative
methodologies to compare students who participated in CTE and students that did not.
Subjects Involved This study follows three cohorts of students– those who started ninth grade in
2008, 2009, and 2010 (the high school classes of 2012 through 2014)– from ninth grade through the
year after they should have graduated high school. These cohorts include over 100,000 individual
students and more than 350,000 student–year observations. More specifically, all of these students

through current–day society. Chronologically documented, the primary focus is on the Carl D.

to important federal government legislations. For an understanding of the Carl D. Perkins Career
and Technical Education 2006 Act, an introduction section will provide information on amended
acts, laws, and policies that led to the present act and career technical education. Other sections will
discuss time periods of local and national legislation changes in the Carl D. Perkins Act, how they
affect the present and future of career and technical education. A brief conclusion of the entire

Interest in Career and Technical Education programs as well as Career and Technical Student
Organizations has heightened over the past ten years (Wood, 2006; 2012). When I was a high school
sophomore, I sat in an Introductory Accounting course taught by a gruff teacher named Edward Key.
While everyone else complained and fussed at learning the Accounting Equation of Assets =
Liabilities + Owner's Equity, I hung on every debit and credit and soon discovered that my love of
numbers and financial matters could be turned in a profitable business. I soon began completing tax
forms for family members and continued through college. Supplementing my meager Work Study

I personally can attest to the fact that a four–year college degree isn't for everyone and that non–
traditional students have a better chance of succeeding in a vocational program. A study conducted
by the National Assessment of Vocational Education (NAVE) found that students with disabilities
attending vocational education programs had a successful chance of post–school employment as
compared to students with disabilities attempting to complete a four–year degree (Harvey 4). Even

an opportunity to prepare for a wide range of careers. Students are exposed many disciplines
including health care, agriculture, business, and graphic design. Through these programs students
get to explore various career paths and get hands on training, which will help them to be more
employable as they transition into the workforce.
Holland (2013) notes that, "Despite stubbornly high unemployment, many employers complain that
they can't find qualified candidates. Often, the mismatch results from applicants' inadequate
