strengthen local government capacity by providing a financing
mechanism for delivering climate change adaptation though local
government system.

13. Keys barriers of local adaptation financing
• Insufficient climate finance for local adaptation plan (project
support modality). NCDDS in the process for accreditation
Direct Access to GCF for local adaptation financing.
• Synchronization of local fund and adaptation fund (budget
planning and reporting).
• Private sector not potentially invest in local adaptation while
lack of supporting by law/regulation to sub-national authority.
