6. COMPETENCY UNIT (CU) DESCRIPTOR
1) Pre-Production and Operation Process Halal Compliance Inspection describes the competency in
carrying out inspection on various activities and product during pre-production and operation of the
company./ Proses Pra-Pengeluaran dan Operasi Pemeriksaan Pematuhan Halal menerangkan
kecekapan dalam menjalankan pemeriksaan ke atas pelbagai aktiviti dan produk semasa pra-
pengeluaran dan operasi syarikat.
2) The person who is competent in this CU should be able to carry out raw material Halal compliance
inspection, carry out packaging Halal compliance inspection, carry out sub parts Halal compliance
inspection and carry out transportation and storage Halal compliance inspection/ Orang yang kompeten
dalam CU ini seharusnya boleh menjalankan pemeriksaan pematuhan halal bahan mentah,
menjalankan pemeriksaan pematuhan halal pembungkusan, menjalankan pemeriksaan pematuhan
halal sub-bahagian dan menjalankan pemeriksaan pematuhan halal pengangkutan dan penyimpanan.
3) The outcome of this CU is the pre-production and operation compliance requirement on Halal
certification are met in accordance with Malaysian Halal Management System (MHMS) and Manual
Procedure for Malaysian Halal Certification (Domestic) (MPPHM) compliance requirement. / Hasil
daripada CU ini adalah keperluan pra-pengeluaran dan pematuhan operasi bagi pensijilan halal
dipenuhi selaras dengan keperluan pematuhan Sistem Pengurusan Halal Malaysia (MHMS) dan
Prosedur Manual untuk Pensijilan Halal Malaysia (Domestik) (MPPHMP).

MENJALANKAN PEMERIKSAAN PEMATUHAN HALAL PENGANKUTAN DAN PENYIMPANAN
1) Inspection checklist for transportation and storage obtained according to company SOP / Senarai Semak
pemeriksaan pengangkutan dan penyimpanan yang diperolehi mengikut SOP syarikat.
2) Procurement documentation obtained according to company SOP/ Dokumentasi perolehan diperolehi
mengikut SOP syarikat.
3) Product shipment information obtained according to company SOP / Maklumat penghantaran produk yang
diperolehi mengikut SOP syarikat.
4) Transportation compliance confirmed against MPPHM/ Pematuhan pengangkutan disahkan terhadap
MPPHM.
5) Storage compliance confirmed against MPPHM/ Pematuhan penyimpanan disahkan terhadap MPPHM.
6) Recommendation for non-compliance criteria provided according to halal compliance requirement/ Syor
baki kriteria ketidakpatuhan yang disediakan mengikut keperluan.
7) Transportation and storage halal compliance inspection report submitted to superior according to company
SOP/ Pengangkutan dan penyimpanan laporan pemeriksaan pematuhan halal diserahkan kepada pihak
atasan mengikut SOP syarikat.

13. KEPERLUAN UMUM PENSIJILAN HALAL:
PENGANKUTAN DAN PENYIMPANAN
1. INDUSTRI BESAR & SEDERHANA
- Melaksanakan keperluan HAS secara menyeluruh dengan memenuhi
keperluan yang terkandung dalam MHMS 2020.
- Syarikat dan/ atau pemohon hendaklah:
i - Mewujudkan prosedur kawalan risiko halal yang melibatkan aktiviti tambahan di
Kawasan penggudangan dan/ atau peruncitan (cross docking, pecah pukal,
consolidating dan sebagainya);
ii- Mewujudkan prosedur kawalan risiko halal bagi kontrak pihak ketiga; (jika
berkaitan)
iii - Membangunkan prosedur kawalan risiko halal bagi penerimaan atau pemilihan
produk dagangan (peruncitan) beserta senarai produk dengan kawalan risiko halal yang
lengkap; (jika berkaitan) dan
iv - Melantik Eksekutif Halal bagi setiap cawangan premis.

Syarikat dan/ atau pemohon hendaklah melaksanakan Internal Halal
Control System (IHCS) dengan memenuhi keperluan berikut:
i - Mewujudkan polisi halal;
ii - Membangunkan prosedur kawalan risiko halal dan prosedur kawalan
halal tambahan bagi keperluan khusus 7 (4) (a) (i) (ii) dan (iii) mana
yang berkaitan; dan
iii – Membangunkan prosedur kebolehkesanan (traceability).
