This document outlines the various staff welfare schemes provided by Indian Railways to employees and their families. 2. What is Staff Welfare
• Staff welfare means beyond the statutory
provisions any thing done by the employer
for the welfare of the employees and their
family members in the sphere of Education,
Medical, Recreation, Relief in Distress, and
ameliorate the socio-economic condition.
3. WELFARE ORGANISATION in Railways
(A) Welfare Organization is functioning on each Zonal
Railway under the administrative control of CPO.
CPO is assisted by Dy.CPO(Welfare ) in the day to
day functioning of welfare organisation.
(B) In divisional level Sr.DPO/DPO is the in-charge of
Welfare organinsation
(B)In both the cases Staff and Welfare Inspectors
are assisted in the day to day functioning of
welfare organisation and settle the grievances of
Staff in consultation with concerned officers.

5. (2) SPORTS :
(A) RSPB encourages sports in Railway
(B) Recruitments are made on Sports grounds, both
through open market and talent scouting.
(C) Excellent Sporting facilities are provided
A separate sports Organisation is functioning under the Umbrella of
Railway Sports Promotion Board(RSPB) Railway Sports persons
participated in various National and International tournaments.
There are distinguished sports persons both men and women who
have won Medals and laurels for the country and the organisation.
6. (3) INSTITUTES AND RECREATION CLUBS
(A) Institute and clubs are established
for encouraging social and cultural
habits amongst railwaymen.
(B) Nominal membership is charged
P.M., which is optional.
(C) Assistance from S.B.F.
7. CULTURAL ASSOCIATION
(A) Cultural associations at Zonal
Railway level, Divisional Level
are functioning.
(B) Cultural Programmes
are regularly held including
Inter Railway/Division
competitions.
8. (5)SCOUTS AND GUIDES:
Scouts & Guides organisation
is functioning in each Railway and
on each division,spreading scouting
and youth movement throughout the
Railway. They play active role during
important events which a held on the
Railways.
9. (6) Mahila Samities and
Handicraft centres
(A) MS are social organisation of Women Railway
employees, wives and female dependants of
Rly. employees.
(B) Aim - Cordial relations, social contacts impart
technical, vocational and cultural education.
(C) Handicraft centres are set up for the benefit
of the families - Handicraft training weaving,
knitting tailoring.
10. (8) EDUCATIONAL TOUR OF EMPLOYEES
For better exposure of Railway
Employees, educational /sight seeing
tours under the guidance of welfare
Inspectors are conducted. twice in
a year. In these camps, Employees
who are due for retirement within
2/3 years are given preference
at the time of nomination.
11. (9) MOBILE LIBRARIES
Mobile Libraries are functioning
in the divisions which supply reading
material to the staff posted at way
side stations.
12. (10) HOLIDAY HOMES
(A) Holiday homes have been established
at prominent destinations which are
controlled by different Division/Railways
(B) Nominal charge are recovered
(C) Utensils, cots and beddings are also
provided
(D) Employees can Stay with family
13. (11) STATUTORY CANTEENS
(A) Legal obligation under Section -46
of Factories Act.
(B) Managed by Managing Committee.
(C) The Canteens are run on
“ No Profit” , “ No Loss” basis.

15. (13)VOCATIONAL TRAINING CENTRES
Vocational Training Centres are
established at suitable places where
classes may be held in the evening to
impart technical training to unskilled
and skilled workmen for improving
their future prospects.
16. (14) RAILWAY SCHOOLS
In Railway Colonies where there
are no schooling facilities, Railways
run schools for the benefit of the
children and dependents of Railway
employees.
17. (15) GRANT IN AID TO NON-RAILWAY
SCHOOLS
(A) The School should have wards of Rly.
employees to the extent of 1/3 of the
pupils on its rolls or 100 pupils whichever
is less.
(B) Fully recognised for all purpose by State
Government.
