It is difficult to say exactly what the dominant cultural values, traditions, and beliefs exist within the
population of young adults transitioning out of foster care. However, according to childwelfare.gov
(2014), 42% of those in foster care were white, 24% were black, and 22% were Hispanic. Cultural
values, traditions, and beliefs of the separate races may lead to bonding experiences and a sense of
belonging amongst different members of these subcommunities.

Of these individuals who exited, 22, 392, or 9%, exited due to emancipation, more informally
identified as "aging out" (AFCARS Report, 2015). In 2013, only 48.3% of individuals who were
previously in foster care obtained employment in New York State when interviewed at age 26, while
same–aged peers towered over employment statistics in comparison, with 79.9% being currently
employed. The average annual earnings of the 48.3% were only $13,989, as compared to $32,312 of

Proposal On Foster Care
Providing a child with an outstanding support system is a vital key in creating an environment in
which he or she can learn how to grow as a child, and as a human being. Here at American Airlines
we strive to provide children with the absolute highest of quality in foster care. We are pleased to
create a proposal that, we believe, will help the Dallas foster care system improve on some of their
current issues. The proposal aims to not only construct and provide local events to raise awareness
about these issues, but to also host fundraisers geared towards improving the living conditions of
foster children. One of these issues is the overcrowding of current foster homes in the Dallas
metroplex area.

Figure 1 shows foster home capacity needs by county: red meaning an under supply of foster homes,
and blue meaning an oversupply of foster homes. From figure 1, we can see that Dallas County is
facing a deficit (undersupplied) of foster homes available to foster children. We can also see from
Figure 1 that the surrounding areas of Dallas, such as: Denton county, Collin county, Kaufman
county, and Rockwall county all have an oversupply of foster homes. This means that children from
Dallas county have no other choice but to move to foster homes outside of Dallas county. This
results in moving away from friends and family, which can be traumatizing to a child. We feel that

Problems In Foster Care
Throughout the United States, only about half of all foster children graduate from high school by
age eighteen, well below the U.S. rate of 83 percent. According to the advocacy group, Children's
Rights, students in the foster care system also miss about five weeks of school a year on average,
and just 4 percent graduate from a four–year college by the age 26 (Eaton–Robb). Foster care is a
government–base program, temporary system for children and adolescents whose biological parents
are either unwilling or unable to parent and support the needs of their child. Students in the foster
care system struggle to get the education they deserve. Often students in foster care struggle to meet
educational standards in society and have a difficult time trying to keep up with everyone else in
their life who were able to get a more advanced education without the interruptions of the foster care
system. Students in foster care are often moved from placement to placement and are denied
immediate enrollment in another school because they need the transfer of credits and proof of where
they live. They often struggle in an academic environment because of IEPs and their past traumatic
experiences that can cause behavioral and emotional problems for the students. An IEP is a
document that is developed for each public school child who needs special education. Students in

Foster care is a system of giving a family life for children who cannot live with their parents. Foster
families welcomes children in need and share their family life with them. Foster care is often used to
provide temporary care while parents get help, or to help children or young people through a hard
time. Often children will return home once their parents can look after them safely nor may stay in
long–term foster care, some could be adopted, and others will move on to live autonomously.
Attachment refers to the bond and the lasting relationships that young children form with one or
more adults. It relates specifically to the child's sense of security and safety when in the company of
an adult. Children require a relationship with a caregiver who is sensitive and receptive, who
comforts the child when upset and allows them to feel safe enough to play and learn. This is the
basis of a secure attachment. Children who are strongly attached have higher self–esteem, empathy
and can deal with stress more effectively. Securely attached adolescents are less probable to engage
in excessive drinking, drug use, and risky sexual behaviours. They are also expected to have fewer
mental health problems.
Attachment disorder is a very commonly seen in foster or adopted children, they are angry, they
don't like any show of affection from their caregivers and, they lose control trying to control many
situations. The Attachment bond takes time to be formed, and in many cases, foster children do not
stay long enough in the foster home to create the attachment. Children taken from their primary
caregivers in many instances are already attached and independently what are the causes for the
separation the child can suffer from separation anxiety and stranger distress, and it is a challenging
situation when presented to a new caregiver. Developing a secure attachment with a substitute carer
is key to improving outcomes for foster children.
Foster and adopters social workers can use attachment theory to identify children with attachment

With the thousands of children in foster care, there is "an enormous financial and human cost"
(Nakyanzi). The parents may want to get these kids the necessary things for school or their
development, but cannot afford to get them; the kids will then not receive these necessities. If there

The Foster care system appears to be a no–win solution. The children are taken from their family
into the foster care system and never see their family again. Often, children are removed from their
family at an early age to never return home before the age of 18. At the age of 18, these children can
choose where to live and the majority return to the family they were taken from. This starts the
foster care process all over again. However, if the government would mandate the family to become
part of the solution and work together to raise these children, we might be able to stop years of

the family for the removal of the children. Next, the family should be brought into the office and a

As of 2016 there were nearly a half million children in the foster care system, with roughly 25,000
"aging–out" each year (Ahmann, 2017). Most adolescents "age out" of the system with no one to
mentor or serve as a caring parent figure. Foster youth are in dire need of long–term adult role
models to guide them to achieve success. According to Ahmann, 50% of foster youth left "the

Assignment #1 The creation of the foster care system was with the expectation to support in the
child's safety and health in their personal homes. When children experience child neglect and abuse
in their homes, Child Protection Services (CPS) will have to become involved and remove the child
from their homes. Once the child is removed from their homes, they become a fart of the Child
Welfare System for the protection of the child. Children are placed in foster care homes with foster
families. A foster home is a household where a child or children are raised by someone else other
than their biological or adoptive parent or parents. It is fortunate when these children are removed

Foster Care Problems
The foster care system has been a public policy issue for some time. Advocates say there are six
problems that hinder foster care in the U.S. The first problem hindering foster care is that too often
group homes are the go–to. Because there are rarely enough foster families, there are more than
56,000 children that live in a group setting. Advocates argue that children who are placed in family
settings from the beginning have more success than those that were defaulted to group settings.
Group homes are also lacking in sufficient support and do not make financial sense since group
homes cost seven to ten times more than if the child was placed with a family.
The second problem hindering foster care is that teens that are placed in group homes often age out
of the system without proper support. When placed into group homes, children and especially teens
are left without the chance to connect with a permanent, adoptive family and the connections to
create a supportive system. Unfortunately, the reality of aging out of the system is pretty upsetting.
One in five teens who have aged out of the system will become homeless, more than 40% of these
teen won't complete high school and within two years of leaving foster care, one in four will end up
tangled up in the justice system.
The third problem hindering foster care is that foster parents need support and resources. Many
times foster parents are not trained to deal with the traumatic experiences these kids have gone
through and other things going on in their child's lives. Even though family placement is better than
group homes, sometimes foster families cannot meet the needs of those children and teens in the
system the way that workers in group care can.
The fourth problem hindering foster care is that reunification is often overlooked as an option when
talking or thinking about a young person's future. This can sometimes be a mistake because not all
children removed from their families actually wanted to be and neglect and abuse is not always the
issue as it could be a struggling family not being able to afford taking care of their children.

legal adulthood have been taught essential life skills and have a safety net of family and community

Youth exiting the foster care system have higher levels of mental health issues than their
counterparts. This leads to various negative outcomes such as lack of education, unemployment,

Problems In Foster Care
The U.S foster care system is corrupt and the children trapped in it face the worst of it. The goal of
foster care is to eventually reunite children with their parents or find the child a safe, loving home.
Instead, foster kids face the harsh reality of abuse, mental illness, and temporary homes. The
children and ripped from the homes they've known their entire lives because their parents struggle
financially. The system would rather pay strangers to the child to take care of him/her rather than
helping the parents of the child. This case would be called "neglect" when in reality most parents
were doing all they could to take care of their children. The children's new foster parents are paid
hundreds of dollars per month. Often times, the money doesn't go to the child and he/she is left truly
neglected. The system is broken because children are taken from their homes for the wrong reasons
and put into unsafe environments that will have a traumatic effect on the rest of their lives. Poor
parents are held to a higher standard than parents who are well– off. Parents of color are held to a
higher standard than white parents. The system targets poor parents because financial instability is
one of the most often causes for a case of "neglect". Most of these parents love their children and do
anything to take care of them. Rather than being helped they have their kids taken away. Poor
parents who work may not be able to afford a babysitter. They may leave their children at home
