The project surrounds the refranchising of the cable television system serving King County which provides services to Vashon Island. Vashon Island has a community media center and as part of this renewal process is developing a plan for media uses for the community over the next ten years. Known as Public Educational and Government channels, or PEG Access, this system offers a tremendous amount of opportunity to the island community.
The PEG or Community Access movement began in the early 1970s in NYU School of the Arts. George Stoney and Red Burns ran an Alternative Media Ctr. which had received funding through a grant from the Nat. Endowment for the Arts for a 4 year program to enable videomakers to experiment in local programming for cable TV systems. History of what happened around the country: Grand Rapids Media Ctr. Dirk Koning, work of Sue Miller Buske,, etc..
Local PEG Access programming now produces 20,000 hours of weekly content covering arts, culture, environment, civic government, neighborhood, youth, senior groups plus. More than all of the major networks combined.
The 1996 Telecommunication Policy Act : Competition and Consumer Act opened up competition in cable TV and telecommunications for telephone and cable TV companies to go into each others business. It also provided an opportunity for public and investor owned public utilities to enter the marketplace as well. History about what happened and what is happening in competitive environment.
The cable franchise renewal process in King County offered an opportunity to vision what media should be for a community through a community ascertainment process. Explain details and why important.
