Hello everyone and welcome to Social Welfare and Policy II. I wanted to provide a brief introduction to this course and information on this textbook. After taking Social Welfare and Policy I, you should be familiar with what social work is and the history of social welfare and policy up until the early 20th century. This course will expand on your current knowledge of social welfare and policy, as well as provide new information for you to learn. The theory was that everyone would work for the better good of the state and others. The major pillars of Marxism and production are culture, politics and the natural climate. Marxism created tension in these three spheres as Wolff and Resnick (2012) say,
This in turn implies that the economy is always in a state of tension and change. A change in climate will favor some kinds of production and distribution and inhibit others. Changing political trends will favor and inhibit certain kinds of production and distribution. Changing cultural patterns too will stimulate some kinds of production and distribution and stifle others. (p. 144)
Besides the tension in the three spheres, another reason why Marxism collapsed especially in Russia is due to mismanagement and corruption. Marxism states that the fundamental power is to be given to workers and overproduction is supposed to benefit them. However this was not the case in Russia whereby greedy heads of government took over the benefits that came with the laborer’s work.

The freedom to choose the right theoretical foundations to follow as a nation whether neoclassic, Marxism or Keynesian theory is fundamental because it affects how people in the country see the world. For example Americans who live in a capitalist society view the world differently to Russians who are socialists and communists. Wolff and Resnick (2012) say that,
It follows that individuals will likely act differently depending on which theory they use in thinking about the economic aspects of their lives and social surroundings. The word “community” can mean different things to different people. Community can be used to refer to communities of association (e.g., religious communities), gender, race, or geography. Cohen (
1985
) defines community as a system of norms, values, and moral codes that provide a sense of identity for members. Fellin (
2001
) describes a community as a group of people who form a social unit based on common location (e.g., city or neighborhood), interest and identification (e.g., ethnicity, culture, social class, occupation, or age) or some combination of these characteristics. In many community organizing approaches, geography is the determining factor for community, including “... people who live within a geographically defined area and who have social and psychological ties with each other and with the place where they live” (
Mattessich, Monsey, & Roy, 1997
, p. 6). This workbook uses a definition of community that emphasizes geography, including neighborhoods, and relationships, including social and psychological connections and networks.
Scholars as far back as Alexis de Tocqueville (

) have emphasized the engagement of the community as a focal point of a healthy democracy. More recently, scholars and researchers have argued that civic engagement and participation are decreasing, jeopardizing our democratic system. Etzioni (

The flaw is that they need the criminal to be apprehended and processed in order for the DNA to be in the system.
In Knoxville Tennessee, FBI Emergency Response agents train how to excavate a body at the Body Farm. The agents pair up in teams with forensic anthropologists to learn how to best identify and excavate human remains to preserve the clues and pieces of evidence that decaying bodies may leave behind. The weeklong training gives agents step by step instructions while surprising the agents with twists and surprises during their excavations. This was very interesting to me because it helps put things into perspective. Teaches them to put the victim first, which will motivate them to slow down, be methodical with their techniques and be very thorough because it only can be done once.

The word “community” can mean different things to different people. Community can be used to refer to communities of association (e.g., religious communities), gender, race, or geography. Cohen (
1985
) defines community as a system of norms, values, and moral codes that provide a sense of identity for members. Fellin (
2001
) describes a community as a group of people who form a social unit based on common location (e.g., city or neighborhood), interest and identification (e.g., ethnicity, culture, social class, occupation, or age) or some combination of these characteristics. In many community organizing approaches, geography is the determining factor for community, including “... people who live within a geographically defined area and who have social and psychological ties with each other and with the place where they live” (
Mattessich, Monsey, & Roy, 1997
, p. 6). This workbook uses a definition of community that emphasizes geography, including neighborhoods, and relationships, including social and psychological connections and networks.
Scholars as far back as Alexis de Tocqueville (
Stone & Mennell, 1980
) have emphasized the engagement of the community as a focal point of a healthy democracy. More recently, scholars and researchers have argued that civic engagement and participation are decreasing, jeopardizing our democratic system. Etzioni (
1993
) warned that declining civic engagement and responsibility were eroding the fabric of American society. Putnam’s (

)
Bowling Alone
provided statistical evidence of the decline in citizen participation over the past 50 years and its negative implications for democratic life. However, Smock (

The Questioned Documents Unit (QDU) provides forensic support to federal, state and local law enforcement agencies by conducting examinations on evidence collected during their investigation as well as expert testimony concerning information contained in the reports. The Cryptanalysis and Racketeering Records Unit (CRRU) supports law enforcement by assisting in the analysis of cryptic communications such as codes found in letters, notes and diaries (FBI.gov).
After an individual is arrested, I will obtain fingerprints and photographs of the subject and complete a number of forms that are used to start a criminal file on the subject. I will use the Buccal Collection DNA test kit provided by the FBI on my subject. Once completed properly and submitted to the FBI, the kit will be sent to the Federal DNA Database Unit (FDDU). The FDDU will take the DNA test kit and upload it into NDIS creating a DNA profile for my subject. The subject’s DNA profile will be searched against unknown forensic profiles from crime scenes across the country. If my subject’s DNA matches with another crime from another state he can be charged for that crimes as well. In my opinion this is the most important service the FBI has. This was very interesting to me because it helps put things into perspective.
