10. • BALLOT ENTRY SLOT – This is where
completed ballots are fed personally by the
voter. It will accept any of four (4)
orientations and will allow four (4) attempts
at feeding.
11. • TOUCH SCREEN – This will be where
data about the PCOS machine will
appear such as error, status, and
confirmation messages.
12. •THERMAL PRINTER – This will
print out Election Returns,
Audit Logs, and transmission of
returns.
13. • Transmission Port – This is where
the transmission cable to the
modem shall be connected. Make
sure this is closed before and
after transmission.
14. •Memory Card Slots – This will be
where the main CF memory card
and backup memory card will be
inserted. All data for the voting
will be stored here.
15. REMOVABLE MEMORY CARD
The PCOS machine uses a COMPACT FLASH removable
memory card . This is where the application is stored
and is used for backing up data, like election results
and audit logs.

This is the paper that is used
for printing election results and
is installed inside the THERMAL PRINTER
COMPARTMENT.

18. PRE TESTING OF PCOS MACHINES
• To be conducted 3 days before
elections (7 May 2010).
• To be held by the Board of
Election Inspectors (BEI).
• In the presence of watchers.
19. Steps in Pre Testing of PCOS machines:
The BEI shall break
the seal of the box
where the PCOS
machine is
contained and take
out the shrink
wrapped PCOS
machine.
26. Preparing the PCOS machines:
• Install the PCOS machine properly on
top of the ballot box.
• Connect the PCOS machine to its
battery.
• Plug the power cord of the PCOS
machine to nearest outlet.
27. Trial Voting:
• The BEI shall choose ten (10) persons for trial
voting.
• Persons chosen shall vote on new genuine
ballots.
• After voting, the ballots shall be inserted into
the PCOS machine for counting.
• The BEI shall then print eight (8) Election
Returns from the PCOS machine.
28. Transmission of Trial Votes:
• Connect the transmission cable to
the PCOS machine.
• The results of the trial election shall
be transmitted to the City or
Municipality Canvassing Center.
29. Manual Audit:
• The ballots inside the ballot box shall be taken out and
shown to everyone.
• The BEI shall count the number of ballots cast. There should
be ten (10) ballots.
• The votes cast shall be manually counted and compared
with the Election Returns printed by the PCOS machine.
• If the results are the same, the BEI and the watchers shall
sign the Election Returns. The signed Election Returns shall
be placed inside its designated envelope and given to the
Election Officer.
• If the results do not match, it should be recorded in the
Minutes and reported to the BEI Chairman.
30. Resetting and Resealing of PCOS
machines:
• Reset the ballot counter indicator of the PCOS machine.
• Seal the Transmission Port, the Printer Cover, and the
Memory Card Slot.
• Lock and Seal the ballot box.
• Wrap the PCOS machine and the ballot box in shrink wrap.
• Record the serial numbers of the seals on the PCOS machine
and the ballot box.
The PCOS machine and ballot box shall not
be opened again until the day of the
elections.
