Dropping Out Effects
Scientific studies have established that dropping out is a process rather than an instant phenomenon (Wahlgren & Mariager–Anderson, 2016). This
means that a person does not simply decide to stop attending school. Instead, there are many factors that can ultimately make a student decide to not
continue attending classes and drop out. For instance, substantial evidence exists that shows that among the strongest determinants of dropping out is
poor academic achievement (Rumberger & Sun, 2008). A student who does not do well in his classes may not automatically drop out; instead, this
person would likely strive to improve his performance. However, if personal and external circumstances would not allow him to improve his academic
performance, this person may be discouraged from finishing his schooling and drop out. Other strong indicators of dropping out are behavioral
problems, including, delinquency, substance abuse, and absenteeism. Of the three, substance abuse is likely the strongest since a person who abuses
substances would be distracted from his classes and more focused on attending to his addictive behaviors or habits. At the other end of the spectrum,
retention of students as well as graduation rates are improved through stable home environments and adequate access to social and financial resources
(Rumberger & Sun, 2008). These factors encourage students to do well because their basic needs are met. They can focus on studying and enriching
their knowledge. Meanwhile, there is extensive literature regarding dropping out, many of which address traditional students rather than adult learners.
Nevertheless, there have also been empirical investigations into the determinants of dropping out among adult learners. Here, the distinction between

Like many other colleges Austin Community College has reasonable rules, policies, and procedures which students and faculty must abide by
however there is one policy that I feel should be completely revised or better yet discarded. ACC requires students who did not score high enough on

Approximately 11 million undocumented immigrants are currently living in the U.S., an estimated 2.3 million undocumented students are in the U.S.
K–12 system and yet only an estimated 65,000 graduate from high school (Jauregui, Slate, & Stallone Brown, 2008; Diaz–Strong, Gomez,
Luna–Duarte, & Meiners, 2011). Of those 65,000 students, only 5–10% will go on to pursue any kind of postsecondary degree (Herrera, Garibay,
Garcia, & Johnston, 2013). The issues and implications of these numbers clearly frame two issues surrounding access policy for postsecondary
attainment: how can institutions of higher education assist this student population and can institutions of higher education ethically serve this
population. These are issues that directly affect access to higher education for this population, as well as choice of institution to attend.
History and Background of Access to Education for Undocumented Students
The U.S. Supreme Court case, Plyler v. Doe (1982) created legal protection of undocumented students to receive a free K–12 education in the United
States that is still upheld today (Olivas, 2009). However, no such legal protection or mandate exists at the national level for undocumented students or

America take some sort of standardized testing each year. The reason behind kids taking this test is because states think that it is helping the students

POLICY: A clear statement which describes employer vision and commitment towards safety compliances at allmanagement levels of organization but
especially at CEO/GM levels. Policy has three parts statement of intent– signed by CEO/GM,HSE
Organization with roles, Arrangements as general and specific arrangements.
ORGANIZING: A detailed framework of HSE roles and responsibilities with accountabilities from CEO level to downwards general worker level
including appointment of HSE management and competent specialists of safety.
PLANNING AND IMPLEMENTING: A detailed Arrangement must be made by employer as GENERAL– how organization will manage safety like
R/A, Inspections, Audits, Control Measures with review of process after accident/audits and SPECIFIC– how employees will comply safety at
organization like specific type of procedures, lone working, emergency, safe systems.
EVALUATION: The methods that monitor and review effectiveness of placed arrangements through Proactive and Reactive
Methods like before and after an accident or audit.

Analysis Of Postecondary Remedial Education
To effectively address the epidemic of students entering postsecondary remedial education takes a strong partnership between CCC and CUSD. CUSD
has taken a three–pronged approach to helping combat this epidemic through the following: changing the college–going culture, system alignment, and
increased parental involvement.
College–Going Culture
As noted by the College Board (2006) a college–going culture is "An environment that builds the expectation of post–secondary education for all...it
inspires the best in every student, and it supports in achieving their goals" (p. 2, para 1). CUSD has begun to change the perception of college,

This renewed emphasis on collaboration as recommended by R.I.S.E. has resulted in developing workshops emphasizing college–related issues, such
as: how to write statement essays, how and whom to ask for recommendations, preparing for tests, and applying for financial aid. At these workshops,
counselors and faculty wear something that represents what college they attended. This provides a visual representation of the college and helps to lay
further a foundation of the college–going culture. CUSD has furthered the collaboration between CCC and CUSD by having a CCC counselor on each
high school campus once per week to provide opportunities for students to have "drop–in one–on–one" sessions with college counselors to supplement
the use of installed kiosks. As a result, CUSD has seen an increase in student visits, applications, and acceptance to two–year colleges and four–year
universities.
CUSD has changed the physical look of its high schools, where college banners from all across the country are placed around the school campus.
College banners of where CSUD alumni have attended are placed in high traffic areas. This is another visual representation for creating and sustaining
the college–going culture. Within the district and local high school websites, CUSD alumni are highlighted with a

Not only is universal preschool necessary for targeting sensitive periods, research showed it develops skills in preparation for future education and sets
students up for success. Children enrolled in programs similar to preschool demonstrated higher achievement or IQ test scores, displayed more
