3. Workers Education attempts to give
workers a better understanding of their
status, rights and responsibilities as
workers, as union members, as family
members and as citizens.
Workers Education addresses a whole
range of skills and knowledge, which
contribute to the harmonious
development of a worker’s personality, his
role in the society and the knowledge and
attitudes required for such roles.
4. Workers Education emphasizes group
advancement and solution of group problems. It
differs from vocational and professional education,
which is meant for individual advancement whereas
the Workers Education lays stress on group
advancement.
Workers education in Nigeria is one of the
principle objectives of the Federal Ministry of
Labour and Employment which, seeks to achieve
through the enforcement of various Labour Laws
and implementation of various schemes and
Programmes.
5. Michael Imoudu National Institute for Labour
Studies, a parastatal under the Federal Ministry of Labour
& Employment, was legally established vides Labour Act
Cap 261 of the Law of the Federation of Nigeria, 1990
(formerly known as Decree No 5 of the 1986).
This Federal Government Institute was established
for workers’ education. It has initiated Workers Education
Scheme in Nigeria (since inception), which has been playing
a very significant role in our national development; creating
an enlightened and disciplined work force and bringing
about desirable behavioral changes in our workforce in the
organized, unorganized and rural sectors.
6. The Institute’s mandates are as follow:
i. To provide workers’ education generally so as to
enhance the role of trade Unions in the social and economic
development of the country
ii. Provide opportunities for policy makers in the field of
labour and social policy in industry, in the trade unions and
in government to acquire by personal experience a full
understanding of the issues which confront them in their
day-to-day work
iii. To provide and arrange comparative study and
investigations of the principles and techniques of trade
unionism and thereby assist the government in evolving a
virile and well organized trade union movement capable of
giving full responsible expression to the needs of workers
and the aspirations of the country
7. iv. To promote research through
collaboration with Universities and
Institutes concerned with Industrial
relations and labour matters
v. To undertake, organize and facilitate
study courses, conferences, lectures,
seminars and the like with a view to
improving the standard of trade union
administration and infusing a sense of
direction and accountability
8. vi. To award grants, scholarships or travel
fellowships for research in labour studies
and allied subjects
vii. To undertake and provide for
publication of journals, research papers and
books in furtherance of the aforesaid
objectives.
Viii. To equip trade union officials and
managers with skills normally required for
collective bargaining and joint consultation
in fostering the growth of better labour and
management relations
9. To identify the process which the organization use
for educating workers in Nigeria
To examine the extent to which the organization has
been able to meet the mandate
To study the historical development of the
organization and its relevance to workers education in
Nigeria
To study the organizational structure and all the
major departmental activities which are responsible for
actualizing the mandate of workers education
To identify the future potential of the organization

11. Education and training of workers

whole, of employers and of workers.
Two major concepts that influence the

of industrial relations and students of
labour and related subjects.
