UAE Masdar to build $100 million solar project in Uzbekistan

Abu Dhabi’s Masdar will build a $100 million (Dh367.2 m) solar power project in Uzbekistan after it
submitted the lowest tariff, according to the company. The construction of the project to start in
second quarter of 2020.
Masdar had tendered the lowest tariff of 2.679 US cents per kilowatt hour in the programme’s
competitive auction to develop the 100-megawatt utility- scale photo-voltaic solar plant, which will
be located in Navoi region.

“Today’s signing is a historic milestone for Uzbekistan and its ambitions to diversify its energy
mix,” said Mohamed Jameel Al Ramahi, chief executive of Masdar in a statement.
“At Masdar, we have an impressive track record in helping emerging markets to unlock the growth
potential of renewable energy, not only in terms of attracting investment into the modernisation of
their energy infrastructure but also their wider economy,” he added.
As per the agreement, Masdar will design, finance, build and operate the country’s first public-
private partnership solar plant for 25 years. The construction of the project will start in the second
quarter of 2020, with commissioning scheduled for the second quarter of 2021.
The International Finance Corporation helped Uzbekistan's Ministry of Investments and Foreign
Trade and the Ministry of Energy to design and tender the PPP, which attracted more than 40
bidders, under its Scaling Solar programme.
“We will continue to implement such projects in a transparent and competitive manner to find the
solutions, which are the most acceptable for the benefit of Uzbekistan,” Sardor Umurzakov,
minister of investments and foreign trade of the Republic of Uzbekistan said.

Uzbekistan, which borders large oil and gas producers Kazakhstan and Turkmenistan, has
hydrocarbon reserves but is not a massive operator in the sector. The country has an ambitious
plan to develop 5 gigawatts of renewable energy by 2030 to diversify its power mix, with the IFC's
Scaling Solar scheme expected to help install at least 1 gigawatt of capacity.

Egypt connects its Ready Ras Ghareb wind farm station to grid

Egypt's largest wind farm has been connected to the grid ahead of schedule, as the Arab world's
most populous state looks to add more renewables to its energy mix.
The 262.5 megawatt Ras Ghareb wind energy project was completed 45 days ahead of schedule,
with the 125-turbine wind farm connected to the grid and ready to operate last Thursday, 31
October.
The Engie, Orascom and Toyota Tsusho Corporation are the developers behind the 262MW wind
scheme. Generating electricity from wind is gaining increasing traction in the Middle East, with
Egypt, Saudi Arabia tendering a number of schemes.
The wind scheme — the largest in Egypt — was executed by a consortium of Orascom
Construction (OC), Engie and Toyota Tsusho Corporation. It was developed via a build-own-
operate scheme, with the power generated being sold to the Egyptian Electricity Transmission
Company under a 20-year agreement.
Orascom, which executed the engineering, procurement and construction phases of the scheme,
has a 20 per cent stake in the project.
Egypt is faced with rapidly-growing demand for both industrial and residential power use. The
country meets more than half of its power needs from gas at 53 per cent, with oil accounting for 43
per cent of requirements. The government is prioritising adding renewables to the mix, with plans
to raise capacity from clean sources to 20 per cent by 2020.
"This project highlights our construction and financing capabilities along with the successful
collaboration with our international partners, financial institutions and the client," Orascom chief
executive Osama Bishai said in a statement.
"We remain focused on expanding our portfolio of recurring income projects," he added.
Last week, Riyadh-based Acwa Power signed a power purchase agreement with the Egyptian
government to operate a 200MW solar photovoltaic plant in the country. Under the terms of the
agreement, the Saudi company will develop, finance, construct and operate the Kom Ombo plant.

IRENA’s Renewable Energy Outlook Report For Egypt Sees 53% Share Of
Renewables In Country’s Total Electricity Mix Contributing $900 Million As Annual
Savings In 2030; Suggests Investing $6.5 Billion Per Year Now To Reap Benefits

Some of the challenges that need to be addressed include factoring in global and local market
changes like falling costs of renewables, environmental problems with coal generation, among
others to reflect in the country’s energy policy.
Simplifying complex administrative procedures and making the National Renewable Energy
Agency (NREA) as a one-stop-shop for all matters and approvals related to renewable energy
deployment will be helpful and encourage private sector’s participation.
Renewable energy power purchase agreements (PPAs) too need to be reviewed so as to have a
standard document to refer to. The report suggests bundling renewable energy projects to
strengthen risk mitigation and ensure their financial viability.
The IRENA report goes deep into policy, regulatory, financial and capacity readiness challenges
that the country needs to overcome to make the most of the opportunity that renewables offer for
Egypt.
“This analysis offers the Egyptian energy sector a roadmap, building on current ambitions and
plans, to enhance our position as an energy hub connecting Europe, Asia and Africa,” said Dr.
Mohamed Shaker, Egyptian Minister of Electricity and Renewable Energy.
“Job creation, economic development and the growth of local manufacturing capabilities are at
the heart of our renewables programme, and with the support of IRENA we can pursue our
plans to grow the country’s installed capacity base through smart policies, and the
latest renewable technologies.”

Oman: Rex subsidiary Masirah Oil awards drilling rig contract

Rex International Holding subsidiary Masirah Oil has announced that it has awarded a drilling rig
contract to Foresight Offshore Drilling, to utilise the Foresight Driller IX jackup rig, to drill one
appraisal well in Block 50, offshore Oman.
The drilling rig contract will be effective for a minimum period of 30 days and is expected to
commence in December 2019. Masirah Oil has an option to retain the rig for extended well testing
and to drill additional wells. The appraisal well will be drilled to determine the potential of the
Yumna field (previously known as the GA South field).

Masirah Oil owns a 100% interest in Block 50. Rex International Holding holds an effective interest
of 92.65 per cent in Masirah Oil through its indirect wholly-owned subsidiary, Rex Oman. Petroci,
the National Oil Company of the Cote D’Ivoire, and Schroder & Co Banque, hold shareholding
interests of 2.35 per cent and 5 per cent in Masirah Oil respectively.
The offshore Block 50 concession, which covers an area of almost 17,000 sq km, contains the GA
South oil discovery, which was made in 2014, and was the first offshore discovery east of Oman,
after 30 years of exploration activity in the area.

Germany: Nord Stream 2 faces hurdles as Germany dismisses waiver plan

The controversial Nord Stream 2 natural gas pipeline faces potential delays as a German
government adviser denied the country was drawing up legislation that would waive the project
from European Union energy laws.

nonsense” media reports that the bill would provide an exemption for the Russian-German
pipeline. Legislators are expected to approve the bill next week. A vote was postponed on
Thursday.
The EU law requiring separate ownership of gas and transmission lines extends into pipelines
from third countries. It offers an exemption to links completed by May 23, a provision that Nord
Stream 2 says should apply to its business. The company behind the project can seek a waiver
from the law though the German energy authority, the Bundesnetzagentur.
“It is not 100% that Bundesnetzagentur will decide negatively on the derogation, but I would say it
is rather probable they cannot decide positively on the derogation,” Rolle said on Thursday. “And I
do not see any scope for a derogation for Nord Stream 2.”
The European Union gas directive came into effect in May, and member states are obliged to
adopt it into their domestic laws by February 24. The German law implementing the EU directive
“probably” will become effective in the beginning of December, according to Rolle.
Nord Stream 2 wasn’t immediately available to comment.
Bild Zeitung and Bloomberg reported on Wednesday that Chancellor Angela Merkel’s coalition
was working to set up its domestic law in a way that would allow Nord Stream 2 to redefine the
legal definition of the project’s “completion.”

The 1,230km (764-mile) undersea pipeline from Russia to Germany is 87% complete and the
company still has to lay 336km of the infrastructure. It was initially planned to start at the end of
this year.

comply with Europe’s gas directive, Rolle said.
Project owner Gazprom PJSC is preparing to create a legal entity that will comply with the
directive, the Handelsblatt newspaper reported on Thursday. The pipeline overcame a major
hurdle last week when it received approval to cross Denmark’s waters. But it could take several
months between when the pipeline is completed and flows ramp up.
Other obstacles could delay the process even more. The link has drawn the threat of sanctions
from the US, which wants Europe to buy its liquefied natural gas. It has also divided EU
governments, with nations led by Poland concerned about the bloc’s increasing dependence on
Russian gas.
Ukraine, one of the biggest routes for Russian gas to Europe, called on Germany not to waive
parts of the EU gas directive for Nord Stream 2. Prime Minister Oleksiy Honcharuk said on
Thursday that it would “mean a violation of the consensus decision adopted by all EU member
states.”
“You can’t really count on Nord Stream 2 to be operational in the first half of next year,” said
Thierry Bros, a senior research fellow of The Oxford Institute for Energy Studies and a member of
the EU-Russia Gas Advisory Council. “It is always harder to lay down the pipeline during the
winter,” he said. “Also, ramping up is a challenge. If you look at Nord Stream 1, it took from five to
six years to ramp up. And people can appeal. Other things can happen.”
French electricity and gas firm Engie SA, OMV AG, Royal Dutch Shell Plc, Uniper SE and
Wintershall DEA, are also investors in the Nord Stream 2 project along with Gazprom.

GCC targets $76bn in cost savings from green energy

With the GCC rapidly adopting renewable energy generation and lower carbon emissions,
International Renewable Energy Agency (Irena) is predicting that if its sustainable plans are
realised, it result in cost savings of $76 billion by 2030.
The GCC’s installed power capacity grew four-fold between 2014 and 2017, Irena said.
The UAE, which already hosts 68 percent of the GCC’s installed renewable energy capacity, by
2050 hopes to generate 50 percent of its power from renewables in line with its long-term Energy
Strategy.
Connecting the region’s ambitions to the global stage is the World Future Energy Summit’s
Energy Expo & Forum, to be hosted by Masdar, from January 13 to 16, 2020, as part of the Abu
Dhabi Sustainability Week.

storage, smart grids, Artificial Intelligence and blockchain, and a host of hot topics in

The forum aims to provide a global meeting point for governments, energy companies, utilities
providers, nuclear agencies, and independent power providers, while sharing the new thinking and
technologies that are increasingly instrumental to the global transition to clean energy.
Worldwide research by multi-national energy company BP shows that global renewable energy
power generation has posted double-digit annual growth in recent years, including 14 per cent
from 2017 to 2018. The company is making substantial investments in renewables and will be a
major exhibitor at the Energy Expo & Forum.
Irena expects that global power supply is set to double by 2050, with renewable energy –
especially across solar, wind, and hydroelectric power, along with bioenergy and geothermal –
meeting 86 per cent of new power demand. Irena adds that renewable energy adoption could
boost GDP by 2.5 percent by 2050.
“Without question, in recent years, energy sources like wind and solar have entered the
mainstream,” said Yousif Al Ali, acting executive director for Clean Energy at Masdar, host of Abu
Dhabi Sustainability Week. “The Energy Expo & Forum is an extremely valuable platform for the
renewable energy projects, technologies and innovative solutions that are driving decarbonisation
of the power sector, particularly in emerging markets like Mena and Asia.”
During the Energy Forum, topics are set to include financing for solar power, the roles of artificial
intelligence and blockchain in renewable energy and energy storage, GCC country roadmaps,
Irena research, and outlines for next-generation concentrated solar power plants. The largest
event of its type in the Middle East and among the largest in the world, the World Future Energy
Summit attracted about 800 exhibitors and 33,500 attendees in 2019

Oil rises after falling on Trump comments on U.S.-China trade

Oil prices edged higher on Friday, after falling more than 1% following comments from U.S.
President Donald Trump that he has not agreed to roll back tariffs on China.
Brent crude futures rose 22 cents to settle at $62.51 a barrel. West Texas Intermediate (WTI)
crude rose 9 cents to settle at $57.24 a barrel. Brent posted a weekly rise of 1.3%, while WTI
gained 1.9%. Prices pared losses in midday trade, after Brent reached a session low of $60.66 a
barrel and WTI sank to $55.76 a barrel.
“Given the volatility around the U.S.-China trade saga, it’s hard to be short over the weekend,”
said John Kilduff, a partner at Again Capital LLC. “The turn of a phrase could restore the very
hopes that were dashed just last night over a deal being struck.” The 16-month trade war between
the world’s two biggest economies has slowed economic growth around the world and prompted
analysts to lower forecasts for oil demand, raising concerns that a supply glut could develop in
2020.

Oil prices fell earlier on Friday after Trump told reporters he has not agreed to roll back tariffs on
China but that Beijing would like him to do so.
The comments come after officials from both countries on Thursday said China and the United
States have agreed to roll back tariffs on each others’ goods in a “phase one” trade deal if it is
completed.
However, the plan faces stiff internal opposition in the U.S. administration, Reuters reported on
Thursday, and U.S. officials have signaled opposing views on the status of talks.
Oil prices have also been under pressure since OPEC Secretary-General Mohammad Barkindo
said this week that he was more optimistic about the outlook for 2020, appearing to downplay any
need to cut output more deeply.
A deal between the Organization of the Petroleum Exporting Countries and its allies, such as
Russia, will limit supplies until March next year. The producers meet Dec. 5-6 in Vienna to review
that policy.
“Even if a partial (U.S.-China) agreement is reached, the impetus for demand will not be enough
to avoid an oversupply next year, meaning that OPEC will still need to make bigger production
cuts,” Commerzbank said in a note.
While customs data showed that China’s crude oil imports in October rose 11.5% from a year
earlier to a record high, bearish signals elsewhere tempered the news. U.S. crude oil stockpiles
rose sharply last week as refineries cut output and exports dropped, the Energy Information
Administration said on Wednesday.
U.S. energy firms this week reduced the number of oil rigs operating for a third week in a row.
Drillers cut seven rigs in the week to Nov. 8, bringing the total count down to 684, the lowest since
April 2017, General Electric Co’s Baker Hughes energy services firm said.
Money managers boosted their net long U.S. crude futures and options positions in the week to
Nov. 5 by 22,512 contracts to 138,389, the U.S. Commodity Futures Trading Commission (CFTC)
said.

EIA projects energy consumption in air transportation to
increase through 2050

According to the U.S. Energy Information Administration’s (EIA) International Energy Outlook
2019 (IEO2019), EIA projects global demand for jet fuel to continue increasing through 2050, with
consumption growing at a faster rate in countries that are not members of the Organization for
Economic Cooperation and Development (OECD).
EIA expects jet fuel consumption to increase the most in China and other Asian non-OECD
countries, driven by greater demand for freight air transport and passenger air travel.
EIA expects jet fuel consumption to increase at a faster rate than any other liquid transportation
fuel through 2050. During this time, global commercial jet fuel use more than doubles from 13
quadrillion British thermal units (quads) in 2018 to 29 quads in 2050. More than half of the growth
occurs in non-OECD countries, whose collective consumption of jet fuel surpasses OECD
countries’ jet fuel consumption by 2040.

Countries in Asia are the largest source of future jet fuel demand, and China and Southeast Asia
represent more than half (59%) of global growth during the IEO2019 projection period. In
particular, China’s jet fuel consumption more than triples, from 1.6 quads in 2018 to 6.0 quads in
2050. EIA expects the United States and countries in Europe and the Middle East to also
experience considerable growth in jet fuel consumption.
Globally, air freight transport, measured in revenue ton miles, grows at an annual rate of 2.6%
during the IEO2019 projection period and reaches 330 billion revenue ton miles in 2050. Much of
the increase occurs in China and other Asian countries where growth in certain goods results in
increased air freight travel.
Passenger air travel nearly triples during the IEO2019 projection period, from 6 trillion seat miles
in 2018 to about 18 trillion seat miles in 2050. EIA expects that a growing global middle class will
travel more both domestically and internationally as household incomes rise. In particular,
projected Asian jet fuel consumption grows faster than in any other world region, increasing to
more than 40% of global commercial jet fuel use in 2050.
Growth in jet fuel consumption is lower than the growth in these freight and passenger travel
indicators because the global aircraft fleet is expected to become more fuel efficient: overall
aircraft fleet efficiency improves by more than 20% between 2018 and 2050. EIA expects air travel
energy demand will continue to be met with mostly petroleum-based fuels.

The construction of the project to start in second quarter of 2020. Masdar had tendered the lowest tariff of 2.679 US cents per kilowatt hour in the programme’s competitive auction to develop the 100-megawatt utility- scale photo-voltaic solar plant, which will be located in Navoi region. Mohamed Jameel Al Ramahi, chief executive of Masdar, and Sardor Umurzakov, minister of investments and foreign trade of Uzbekistan after signing the new deal. Supplied by Masdar. “Today’s signing is a historic milestone for Uzbekistan and its ambitions to diversify its energy mix,” said Mohamed Jameel Al Ramahi, chief executive of Masdar in a statement. “At Masdar, we have an impressive track record in helping emerging markets to unlock the growth potential of renewable energy, not only in terms of attracting investment into the modernisation of their energy infrastructure but also their wider economy,” he added. As per the agreement, Masdar will design, finance, build and operate the country’s first public- private partnership solar plant for 25 years. The construction of the project will start in the second quarter of 2020, with commissioning scheduled for the second quarter of 2021. The International Finance Corporation helped Uzbekistan's Ministry of Investments and Foreign Trade and the Ministry of Energy to design and tender the PPP, which attracted more than 40 bidders, under its Scaling Solar programme. “We will continue to implement such projects in a transparent and competitive manner to find the solutions, which are the most acceptable for the benefit of Uzbekistan,” Sardor Umurzakov, minister of investments and foreign trade of the Republic of Uzbekistan said.

Page 3 Egypt connects its Ready Ras Ghareb wind farm station to grid The National + newbase Egypt's largest wind farm has been connected to the grid ahead of schedule, as the Arab world's most populous state looks to add more renewables to its energy mix. The 262.5 megawatt Ras Ghareb wind energy project was completed 45 days ahead of schedule, with the 125-turbine wind farm connected to the grid and ready to operate last Thursday, 31 October. The Engie, Orascom and Toyota Tsusho Corporation are the developers behind the 262MW wind scheme. Generating electricity from wind is gaining increasing traction in the Middle East, with Egypt, Saudi Arabia tendering a number of schemes. The wind scheme — the largest in Egypt — was executed by a consortium of Orascom Construction (OC), Engie and Toyota Tsusho Corporation. It was developed via a build-own- operate scheme, with the power generated being sold to the Egyptian Electricity Transmission Company under a 20-year agreement. Orascom, which executed the engineering, procurement and construction phases of the scheme, has a 20 per cent stake in the project. Egypt is faced with rapidly-growing demand for both industrial and residential power use. The country meets more than half of its power needs from gas at 53 per cent, with oil accounting for 43 per cent of requirements. The government is prioritising adding renewables to the mix, with plans to raise capacity from clean sources to 20 per cent by 2020. "This project highlights our construction and financing capabilities along with the successful collaboration with our international partners, financial institutions and the client," Orascom chief executive Osama Bishai said in a statement. "We remain focused on expanding our portfolio of recurring income projects," he added. Last week, Riyadh-based Acwa Power signed a power purchase agreement with the Egyptian government to operate a 200MW solar photovoltaic plant in the country. Under the terms of the agreement, the Saudi company will develop, finance, construct and operate the Kom Ombo plant.

Page 4 IRENA’s Renewable Energy Outlook Report For Egypt Sees 53% Share Of Renewables In Country’s Total Electricity Mix Contributing $900 Million As Annual Savings In 2030; Suggests Investing $6.5 Billion Per Year Now To Reap Benefits Later. Some of the challenges that need to be addressed include factoring in global and local market changes like falling costs of renewables, environmental problems with coal generation, among others to reflect in the country’s energy policy. Simplifying complex administrative procedures and making the National Renewable Energy Agency (NREA) as a one-stop-shop for all matters and approvals related to renewable energy deployment will be helpful and encourage private sector’s participation. Renewable energy power purchase agreements (PPAs) too need to be reviewed so as to have a standard document to refer to. The report suggests bundling renewable energy projects to strengthen risk mitigation and ensure their financial viability. The IRENA report goes deep into policy, regulatory, financial and capacity readiness challenges that the country needs to overcome to make the most of the opportunity that renewables offer for Egypt. “This analysis offers the Egyptian energy sector a roadmap, building on current ambitions and plans, to enhance our position as an energy hub connecting Europe, Asia and Africa,” said Dr. Mohamed Shaker, Egyptian Minister of Electricity and Renewable Energy. “Job creation, economic development and the growth of local manufacturing capabilities are at the heart of our renewables programme, and with the support of IRENA we can pursue our plans to grow the country’s installed capacity base through smart policies, and the latest renewable technologies.”

Page 5 Oman: Rex subsidiary Masirah Oil awards drilling rig contract Source: Rex International Holding Rex International Holding subsidiary Masirah Oil has announced that it has awarded a drilling rig contract to Foresight Offshore Drilling, to utilise the Foresight Driller IX jackup rig, to drill one appraisal well in Block 50, offshore Oman. The drilling rig contract will be effective for a minimum period of 30 days and is expected to commence in December 2019. Masirah Oil has an option to retain the rig for extended well testing and to drill additional wells. The appraisal well will be drilled to determine the potential of the Yumna field (previously known as the GA South field). Location of Oman Block 50 (Source: Rex Annual Report 2018) Masirah Oil owns a 100% interest in Block 50. Rex International Holding holds an effective interest of 92.65 per cent in Masirah Oil through its indirect wholly-owned subsidiary, Rex Oman. Petroci, the National Oil Company of the Cote D’Ivoire, and Schroder & Co Banque, hold shareholding interests of 2.35 per cent and 5 per cent in Masirah Oil respectively. The offshore Block 50 concession, which covers an area of almost 17,000 sq km, contains the GA South oil discovery, which was made in 2014, and was the first offshore discovery east of Oman, after 30 years of exploration activity in the area.

The German law implementing the EU directive “probably” will become effective in the beginning of December, according to Rolle. Nord Stream 2 wasn’t immediately available to comment. Bild Zeitung and Bloomberg reported on Wednesday that Chancellor Angela Merkel’s coalition was working to set up its domestic law in a way that would allow Nord Stream 2 to redefine the legal definition of the project’s “completion.”

Page 7 The 1,230km (764-mile) undersea pipeline from Russia to Germany is 87% complete and the company still has to lay 336km of the infrastructure. Nord Stream 2 could consider creating an independent pipeline operator to comply with Europe’s gas directive, Rolle said. Project owner Gazprom PJSC is preparing to create a legal entity that will comply with the directive, the Handelsblatt newspaper reported on Thursday. The pipeline overcame a major hurdle last week when it received approval to cross Denmark’s waters. But it could take several months between when the pipeline is completed and flows ramp up. Other obstacles could delay the process even more. The link has drawn the threat of sanctions from the US, which wants Europe to buy its liquefied natural gas. It has also divided EU governments, with nations led by Poland concerned about the bloc’s increasing dependence on Russian gas. Ukraine, one of the biggest routes for Russian gas to Europe, called on Germany not to waive parts of the EU gas directive for Nord Stream 2. Prime Minister Oleksiy Honcharuk said on Thursday that it would “mean a violation of the consensus decision adopted by all EU member states.” “You can’t really count on Nord Stream 2 to be operational in the first half of next year,” said Thierry Bros, a senior research fellow of The Oxford Institute for Energy Studies and a member of the EU-Russia Gas Advisory Council. “It is always harder to lay down the pipeline during the winter,” he said. “Also, ramping up is a challenge. If you look at Nord Stream 1, it took from five to six years to ramp up. And people can appeal. Other things can happen.” French electricity and gas firm Engie SA, OMV AG, Royal Dutch Shell Plc, Uniper SE and Wintershall DEA, are also investors in the Nord Stream 2 project along with Gazprom.

The GCC’s installed power capacity grew four-fold between 2014 and 2017, Irena said. The UAE, which already hosts 68 percent of the GCC’s installed renewable energy capacity, by 2050 hopes to generate 50 percent of its power from renewables in line with its long-term Energy Strategy. Brent crude futures rose 22 cents to settle at $62.51 a barrel. West Texas Intermediate (WTI) crude rose 9 cents to settle at $57.24 a barrel. Brent posted a weekly rise of 1.3%, while WTI gained 1.9%. Prices pared losses in midday trade, after Brent reached a session low of $60.66 a barrel and WTI sank to $55.76 a barrel. “Given the volatility around the U.S.-China trade saga, it’s hard to be short over the weekend,” said John Kilduff, a partner at Again Capital LLC. “The turn of a phrase could restore the very hopes that were dashed just last night over a deal being struck.” The 16-month trade war between the world’s two biggest economies has slowed economic growth around the world and prompted analysts to lower forecasts for oil demand, raising concerns that a supply glut could develop in 2020. The comments come after officials from both countries on Thursday said China and the United States have agreed to roll back tariffs on each others’ goods in a “phase one” trade deal if it is completed. However, the plan faces stiff internal opposition in the U.S. administration, Reuters reported on Thursday, and U.S. officials have signaled opposing views on the status of talks. Oil prices have also been under pressure since OPEC Secretary-General Mohammad Barkindo said this week that he was more optimistic about the outlook for 2020, appearing to downplay any need to cut output more deeply. A deal between the Organization of the Petroleum Exporting Countries and its allies, such as Russia, will limit supplies until March next year. The producers meet Dec. 5-6 in Vienna to review that policy. “Even if a partial (U.S.-China) agreement is reached, the impetus for demand will not be enough to avoid an oversupply next year, meaning that OPEC will still need to make bigger production cuts,” Commerzbank said in a note. While customs data showed that China’s crude oil imports in October rose 11.5% from a year earlier to a record high, bearish signals elsewhere tempered the news. U.S. crude oil stockpiles rose sharply last week as refineries cut output and exports dropped, the Energy Information Administration said on Wednesday. U.S. energy firms this week reduced the number of oil rigs operating for a third week in a row. Drillers cut seven rigs in the week to Nov. 8, bringing the total count down to 684, the lowest since April 2017, General Electric Co’s Baker Hughes energy services firm said. Money managers boosted their net long U.S. crude futures and options positions in the week to Nov. 5 by 22,512 contracts to 138,389, the U.S. Commodity Futures Trading Commission (CFTC) said.

Page 12 NewBase Special Coverage News Agencies News Release 03 August 2019 EIA projects energy consumption in air transportation to increase through 2050 Source: U.S. EIA, International Energy Outlook 2019 According to the U.S. Energy Information Administration’s (EIA) International Energy Outlook 2019 (IEO2019), EIA projects global demand for jet fuel to continue increasing through 2050, with consumption growing at a faster rate in countries that are not members of the Organization for Economic Cooperation and Development (OECD). EIA expects jet fuel consumption to increase the most in China and other Asian non-OECD countries, driven by greater demand for freight air transport and passenger air travel. EIA expects jet fuel consumption to increase at a faster rate than any other liquid transportation fuel through 2050. During this time, global commercial jet fuel use more than doubles from 13 quadrillion British thermal units (quads) in 2018 to 29 quads in 2050. More than half of the growth occurs in non-OECD countries, whose collective consumption of jet fuel surpasses OECD countries’ jet fuel consumption by 2040.

Page 13 Countries in Asia are the largest source of future jet fuel demand, and China and Southeast Asia represent more than half (59%) of global growth during the IEO2019 projection period. In particular, China’s jet fuel consumption more than triples, from 1.6 quads in 2018 to 6.0 quads in 2050. EIA expects the United States and countries in Europe and the Middle East to also experience considerable growth in jet fuel consumption. Globally, air freight transport, measured in revenue ton miles, grows at an annual rate of 2.6% during the IEO2019 projection period and reaches 330 billion revenue ton miles in 2050. Much of the increase occurs in China and other Asian countries where growth in certain goods results in increased air freight travel. Passenger air travel nearly triples during the IEO2019 projection period, from 6 trillion seat miles in 2018 to about 18 trillion seat miles in 2050. EIA expects that a growing global middle class will travel more both domestically and internationally as household incomes rise. In particular, projected Asian jet fuel consumption grows faster than in any other world region, increasing to more than 40% of global commercial jet fuel use in 2050. Growth in jet fuel consumption is lower than the growth in these freight and passenger travel indicators because the global aircraft fleet is expected to become more fuel efficient: overall aircraft fleet efficiency improves by more than 20% between 2018 and 2050. EIA expects air travel energy demand will continue to be met with mostly petroleum-based fuels.
