3. Organisation of multidisciplinary services
• First client category: young persons
• At first 5 employees, who have themselves created a model for the services
• Different kind of competence needed compared to the determination of a
single benefit
• Currently 27 employees in different parts of Finland
• New client category in January 2020: families with children
4. The young person’s circumstances
– Recognising the relevant issues
Kela has access to a wide range of information about young persons
• Failure to complete an education – Financial aid
• Exemption from or failure to complete conscript service – Conscript’s allowance
• Unemployment - Unemployment benefits
• Teen parents, custody cases – Family benefits
• Lack of income - Social assistance
• Challenges for work and study – Benefits relating to fitness for work
• Medication overuse – Reimbursements for medicine costs
• etc.
