Strategies for the Effective implementation of Total Quality Management: SFIMAR B–School Case
Study
Abstract: This paper focuses on the important elements of Total Quality Management (TQM) and
deals with the generic models for implementing TQM with five strategies to develop the TQM
Process. Deming's 14 Points on Quality Management, a core concept on implementing Total quality
management is also discussed in this study with the benefits of TQM. A case study of SFIMAR
Business School that Improved Learning, Research, and Placement Measures with TQM
implementation has been examined in this paper.

Total Quality Management Guru's
One of the foremost and well known philosophers of Total Quality Management is W. E. Deming.
Deming attended Yale University and received his PhD in Physics in 1928 and was a well trained
statistician. In 1950 he was invited to Japan by the Union of Japanese Scientists and Engineers
(JUSE), where he preformed several lectures for executive, managers and researchers. This was a
difficult time for Japan, the war had just ended and the county was struggling to keep its ' people

This show included an interview with some of the Japanese clients Deming 's had worked with
where they described the cost savings and high profit margin they had mostly due to Deming 's
principles. The show created an interest in Deming 's and his Total Quality Management Principles.
Utilizing his philosophy, Deming 's was able to assist several of largest businesses in America in
becoming the companies that truly valued what the customer wanted and delivered appropriately.
Along with Deming , Joseph Juran was another well known TQM philosopher and has been called
the "Father of quality". ( Feo, n.d) In 1937 he conceptualize the Pareto principle that stated that the
over 80% of quality defects are caused by factors controllable by management. (Lewis, Goodman,
Fandt, & Michlitsch, 2007). Juran 's philosophy revolved around the customer 's perspective,
believing that ; higher quality means a greater number of features that meet the customers need, and
higher quality consist of fewer defects. Juran is responsible for the management principle of

monitored in order to detect unexpected variation.
4. Integrated system
Although an organization may consist of many different functional specialties often organized into
vertically structured departments, it is the horizontal processes interconnecting these functions that
are the focus of TQM.
Micro–processes add up to larger processes, and all processes aggregate into the business processes
required for defining and implementing strategy. Everyone must understand the vision, mission, and
guiding principles as well as the quality policies, objectives, and critical processes of the
organization. Business performance must be monitored and communicated continuously.
An integrated business system may be modeled after the Baldrige National Quality Program criteria
and/or incorporate the ISO 9000 standards. Every organization has a unique work culture, and it is
virtually impossible to achieve excellence in its products and services unless a good quality culture

Total quality management, also known as TQM, which is an umbrella methodology drawing on
knowledge of the principles and practices of the behavioral sciences, the analysis of quantitative and
non–quantitative data, economic theories, and process analysis to continually improve the quality of
all processes. Three major contributors to the quality profession include: Walter A. Shewhart, W.
Edwards Demings, and Joseph M. Juran, who taught the concepts of controlling the quality and
managerial breakthrough. There are several common connections between the three contributors to
the quality profession. Shewhart mentored the latter two. Most of which, they adopted and reformed
much of Shewhart's work to expand and evolve their own studies. Shewhart's main focus was

completing quality control standards as organizations grew and expanded. Conflict developed as

If well crafted, the vision statement can serve through a torrent of change in product and service
technology. The strategic vision needs to consider both the external customer and the employees, but
should lack a defining or differentiating phrase between them. For example, General Motors
provides all employees a card with its strategic vision, including a cause–effect diagram that
indicates the importance of team work (figure 2). Simply stating a vision is not enough. It needs to
be demonstrated by the actions of the executives, managers , superiors, foremen, and individuals.
It should be done continuously in all their actions and initiatives. Moreover, deliberation must be
exercised in developing these goals and strategies. They must reflect the values and culture of the
work force. While top–management commitment is essential, managers should realize when to lead
and when to get out of the way. In a sense quality management is management from the bottom up.
An atmosphere of responsibility must be created toward the customer for whatever product is
produced or service is rendered (fig.3, below).

1.1: History and Evaluation of total quality management.
Total quality management (TQM) is a management philosophy developed by Deming based on his
experiences in US industry before and during the Second World War. The successive
implementation of TQM by Japanese industry, but not by the USA, is widely credited for the
former's marvelous post‐war economic modernization and the current massive trade inequity
between the two countries. Deming (1986) published a book entitled "Out of the Crisis", in which he
summarized his ideas and encouraged US industry to implement them as the Japanese had done so
successfully. The TQM philosophy has also been promoted by a number of prominent writers,
principally Crosby (1979, 1984), Ishikawa (1983, 1985) and Juran (1988, 1989).
Although TQM was originally intended for the industrial sector, Deming (1986) pointed out in the
preface to his book "Out of the Crisis" that his management principles could be applied equally well
in service industries. The service industries, he emphasized, "include government provisions,
education and the delivery". In fact, whenever an organization has a series of activities directed
towards a clear final result, it has business processes which can be examined and developed by

some differences between Total Quality Management (TQM), the Theory Of Constraints (TOC), Six
Sigma and Lean the desired outcome of each methodology is ultimately customer focused. TQM,
and Lean trace their origins to the quality evolution in Japan shortly after the Second World War
though the concepts within each have developed differently. Many TQM concepts and tools have
become integral parts Lean methodology, but they differ in their primary focus. While six sigma is
often viewed as a direct descendant of TQM it brings a more disciplined approach to process
improvement, organizational structure and focus. TOC was introduced to overcome the perceived
shortcomings of both Lean and TQM. Both were thought to lack focus on the throughput of a
product that was considered to provide a greater benefit in terms of improving an organization's
financial performance.
