Policy

National Policy is 
his formula to build 
Canada.
Follow the formula to build a Country 
 The National Policy has 3 pieces 
 1. Protective Tariffs 
 2. Western Settlement 
 3. The Canadian Pacific Railway
Protective Tariffs 
Protect

industry from 
American 
goods 
 Eastern 
Manufacturing
Western Settlement 
Farmers in the 
prairies grow 
crops for export 
back East. 
The west needed 
to farm so the 
East could 
develop its 
manufacturing.
The CPR: at all costs 
 A huge part of the 
National Policy 
 Needed to 
transport goods 
across the 
country 
 Most important 
item on the 
political agenda
After the Manitoba Act 
 Métis were promised 1.4 million acres when 
Manitoba joined Canada. 
 They were NOT given title to the lands they were 
on. 
 Instead in 1876 they got SCRIP, a piece of paper 
that could be sold for cash, or registered for 
land… in square plots, not along the river.
Métis move West 
 Why were the Métis 
leaving? 
 Didn't value (or 
understand) scrip. 
 Land speculators took 
advantage. Bought scrip 
at low prices from Métis
Métis start again 
 Head to Saskatchewan to join existing 
Metis communities. 
 Gabriel Dumont is a leader is this new 
community
Surveyors Again !!???!!?!?!?! 
Canada sends 
surveyors to plot out 
land for MORE 
western settlers and 
the Railway. 
 On the British grid 
system threatens 
how they do things.

 You have 20 min to 
read and summarize 
the comic strip. 
 Ask yourself what 
happened in the 
comic? 
 These will be collected 
after you share them 
with your group.
Discussion Group Work 
 In your group talk about your summaries. Then as a 
group come up with 2 questions that we will go over 
as a class. You will have 10 min. 
 One question Must be BIG PICTURE 
Example: Did the Merger of the HBC and NWC make 
relationships better or worse for the Metis in Red River? 
 The other must be FACTUAL 
Example: What was the Pemmican Proclamation? 
When you are done write your questions on the 
board.
Check your Understanding 
Are you RIELatively confident? 
 Which parts of 
the National 
Policy are at 
work here? 
 Can you identify 
any causes for 
the Northwest
