Changing the Teenage Pregnancy Stigma
Pregnancy during teenage years has long been considered a "mistake" by society. Girls are told this
mistake will ruin their lives and will prevent them from achieving self–reliance or success.
However, as John Wooden would see it, perhaps this mistake is just one step in the progress of a
greater achievement. Teenage pregnancy no longer must carry the stigma of failure. Comprehensive
support programs, like those offered at Footsteps provide the necessary services for young women
who become pregnant to achieve educational and professional accomplishment. As the economic
environment fluctuates, government spending cuts can be felt most detrimentally by the population
of people in poverty. If assistance programs continue to increase in demand, the budget will not be
able to appropriately sustain the needs of welfare recipients. However, as the gap between the very
rich and very poor enlarges, climbing the ladder to the American Dream proves to be impossible for
marginalized populations. Footprints programs function to assist participants in achieving self–

Introduction:
Teenage pregnancy is a hot–button issue in the United States that has lured the attention of citizens
for many years. Since its peak in 1990, teen pregnancy has declined significantly, but is still held as
the center for much controversy, especially with recent reality television shows that many claim are
"glorifying" teenage pregnancy (The National Campaign to Prevent Teen and Unplanned Pregnancy,
2014; Henson, 2011). Although numbers of pregnant teens are down, certain areas continue to
struggle with this issue, and are seeking new ways to get the message across. This case study
focuses on a series of print and transportation advertisements that were distributed in Milwaukee
and Chicago from approximately 2009 through 2013 (Murray, 2013). The following study also
showcases the stigmas surrounding the ads and links relevant coursework from chapters two, three,
and four via the campaign's choice of tactics.
Overview of Case:
The key elements of this case study is the primary method of delivery (public transportation), use of
visual metaphor (showing a pregnant teen as male), and use of shock tactics. In the most recent case,
the persuader is the City of Chicago and the Chicago Department of Health (Murray, 2013). They

pregnancies and STD contraction. What is it about the US and its approach to sexual education that

highly destructive to its students in multiple ways.
Abstinence–only sexuality education does more harm to students than good, and is shown to have

of youth in the US have never been formally taught about HIV or AIDS, the majority being students

engage in unsafe sexual activity. Bruckner and Bearman studies conclude that 88% of teens who
pledge abstinence break that pledge, and of that 88%, ⅓ less likely to use contraception. (as cited in

and social inequality in our society. Specifically, teenage childbearing is a public health issue
because teenage mothers are more likely to experience negative social outcomes such as dropping
out of school. This is a self–reinforcing cycle, as children of teenage mothers face higher chances of
poor academic achievement as well as getting pregnant or getting someone else pregnant in their
teenage years (CDC). Although the overall rates of teenage pregnancy have dropped, ultimately, the
variations in the rates reflect the intersecting disparities regarding race and ethnicity, income
inequality, geography, and environmental factors, which in turn affect access to medical care,
education, and resources. According to 2013 data, 11% of females in the US will give birth before
age 20. This statistic is differentially distributed by race and ethnicity–8% of white teenage females,
16% of African American teenage females, and 17% of Hispanic teenage females. While Hispanics

A few weeks ago, I was at a store when I came across a very young girl. She must have been no
older than seventeen, but was so obviously pregnant. This did not surprise me since this is
something common here in the Imperial Valley; we have such a high rate of teen pregnancy. What
really caught my attention was that she was not alone; she had in her cart a toddler that kept
referring her to mom. All I could think of was that such a young girl should not be concerned with
raising a child, especially not two. Most young girls should be spending their teen years hanging out
with their friends, going to parties, and enjoying school, but getting pregnant so young cuts out all
your years of fun and freedom. The reality of the problem is that every year, teenage pregnancy, in
the Imperial Valley, is increasing at an alarming rate. The Imperial Valley Press states that the
"Imperial County has the fourth–highest teen pregnancy rate among 58 counties in the state" (Ruth
6). "Officials credit these high rates to a lack of sexual education that teaches both abstinence and

her first menstrual period, but usually occurs after the onset of her periods. In well–nourished girls,
menarche usually takes place around the age of 12 or 13. Most teenage girls don 't plan to get
pregnant, but many do. Teen pregnancies carry extra health risks to both the mother and the baby.
Often, teens don 't get prenatal care soon enough, which can lead to problems later on. They have a
higher risk for pregnancy–related high blood pressure and its complications. Risks for the baby
include premature birth and a low birth weight. The numbers of teenage pregnancy are very high but
when you think about the numbers most could have been prevented with the use of protection. Some
people may not afford condoms but if you cannot afford a condom you cannot afford a baby.

behaviors that lead to teenage pregnancy should be a #1 priority for healthcare workers and within
the community. In order to have a positive impact on this target population, there needs to be
increased awareness of the outcomes of teenage pregnancy, and more importantly how to change the

This case study focuses on a series of print and transportation advertisements that were distributed in Milwaukee and Chicago from approximately 2009 through 2013 (Murray, 2013). The following study also showcases the stigmas surrounding the ads and links relevant coursework from chapters two, three, and four via the campaign's choice of tactics. Overview of Case: The key elements of this case study is the primary method of delivery (public transportation), use of visual metaphor (showing a pregnant teen as male), and use of shock tactics.
