Frank S. Chuang is the president of L-C Associates and has headed numerous engineering projects as a project engineer and manager. As president, his responsibilities include supervising report preparations, feasibility studies, detailed plans, and maintaining contacts with clients. He has experience working on projects throughout the US, including for various state departments of transportation and Metro-North Commuter Railroad in New York.

president of the company, he undertakes many
responsibilities including supervision of report
preparations, feasibility studies, detailed
plans, maintaining contacts with present and
prospective clients.

numerous projects throughout the United States of
America. He has worked with the State of Connecticut,
DOT; State of Rhode Island, DOT; State of New York,
DOT; Commonwealth of Massachusetts, MHD;
Metro-North Commuter Railroad–NY; TBTA-
Triborough Bridge & Tunnels Authority and more.
4. He has headed numerous projects and has been highly
appreciated for completing all the projects dedicatedly,
efficiently and professionally. During the Connecticut
Emergency Bridges Program, Frank S. Chuang reviewed
shop drawings for various bridge superstructures and
substructures. He also headed Connecticut Bridge
Rehabilitation Program Lists 3, 4, 5, 6, 7, 8 and 9 Bridge
Rehabilitation Programs in which he performed in-depth
inspection of bridges. He even prepared inspection reports
along with repair details and analyzed load rating for the
inspected bridges.
5. When Frank S. Chuang was heading Connecticut
Statewide Complex Bridge Biennial Bridge Safety
Inspection Program, he ensured in-depth inspection
of bridges. He also prepared inspection reports in
accordance with the requirements of Connecticut
Department of Transportation. He has even been the
Project Manager for Widening of I-
95, Bridgeport, Bridge No. 00115, Substructure
Rehabilitation and Design. He has performed
numerous tasks and has undertaken all the
responsibilities very sincerely.

Metro-North Commuter Railroad, New York. He got a
chance to head numerous projects in New York
including Grand Central Terminal Structure
Evaluation, Park Avenue Tunnel Rehabilitation
Program, North White Plains Maintenance Facility
Upgrade, Maintenance Facility Upgrade and Track
Relocation in Harmon Yard and Port Jervis and
Amtrak New Haven to Boston High-Speed Rail
Construction Management.
