Delhi rumours: 1880 distress
calls, 40 arrested, say cops
New Delhi: Maximum
number of distress
calls were received by
the police from West
Delhi, Dwarka, and
Outer Delhi after ru-
mours of violence
spread across parts of
the national capital
on Sunday. 481 calls
were received from
west Delhi, followed
by 310 from Dwarka
and 22 from Outer
Delhi, said Delhi Po-
lice. (Total 1880 calls).
A total of 40 persons
, 21 from Northwest dis-
trict, 1 from Rohini dis-
trict and 18 from South
district, have also been
arrested for rumour-
mongering so far. The
death toll in the vio-
lence in northeast Del-
hi which broke out last
week rose to 47 on Mon-
day afternoon.

though suffering from
fever and knee pain,
Chief Minister Ashok
Gehlot, who returned
to Jaipur on Monday
after a two day visit to
Jodhpur, called a
meeting at the CMR
on corona virus after
an Italian tourist,
touring the state, was
found positive and ad-
mitted to a special
ward at the SMS Hos-
pital. Gehlot demand-
ed a feedback on the
episode in the meet-
ing attended by Medi-
cal and Health Minis-
ter Dr Raghu Sharma,
ACS Medical Rohit
Kumar Singh and of-
ficials from the health
department along
with doctors of the
SMS Medical College.
During the meeting,
the Chief Minister was
apprised of the current
health condition of the
Italian tourist along
with the precautions
taken by the State Gov-
ernment and specially
the SMS Hospital.
“We will get a
screening of the em-
ployees and staff
members done along
with tourists of the
hotel, where the Ital-
ian national stayed at
Jodhpur and Udaipur
and anyplace else.
Those who came in his
contact will be kept in
isolation,” said Health
Minister Dr Raghu
Sharma, further add-
ing, “There is no need
to fear Coronavirus,
we just need to be a bit
alert and cautious. At
the moment, we are
giving four different
medicines to the sus-
pects.”
Notably, the State
Government has made
special arrangements
to keep a vigil on the
outbreak as officials
and doctors are con-
stantly keeping an eye
on developments and
holding routine video
conferences and confer-
ence calls with officials
at the centre. Moreover,
screening and medical
checkup of passengers
at the airport is also be-
ing conducted. Interest-
ingly, more than 23,000
passengers have been
screened since March 1
itself.
CM Gehlot, who has
always been dedicated
to the needy, has made
provisions for the devel-
opment of children
through various
schemes. In the recent-
ly presented budget, he
has announced the set
up of the Nehru Child
Protection Fund with a
budget of Rs. 100 crore

Tihar authorities, during
the hearing, said the ball

court after the filing of the
mercy petition, and the
judge has no role for now.
They said the President
will seek a status report
from the jail on Pawan's
mercy plea and when that
happens, it will suo motu
stay the execution.
The court had on
February 17Â ordered that
the four convicts-Mukesh
Kumar Singh (32), Pawan
Gupta (25)Vinay Kumar
Sharma (26) and Akshay
Kumar Singh (31) —be
hanged on March 3 after
it issued fresh death
warrants,observing that
deferring the execution
any further would be
"sacrilegious" to the
rights of the victim for
expeditious justice.
This was for the third
time that the death
warrants were issued by
the court against them.
The court had noted that
death warrants were earlier
issued on January 7 and
the execution was later
deferred twice- on January
17 and January 31.
The first date of
execution, January
22, was postponed to
February 1 by a January
17 court order. Then, the
trial court on January
31, stayed, 'till further
orders' the execution of
the four convicts as they
had not exhausted all
their legal remedies.

POINT
New Delhi: Delhi judge Dhar-
mendra Rana on Monday,
stopped the execution of the
four Delhi gang-rape con-
victs, barely 13 hours before
the four were to walk to the
gallows at Tihar prison to-
day morning.
The judge ruled that a last-
minute mercy petition filed
by Pawan Gupta - the last of
the four to file the plea - is
still pending with Rashtra-
pati Bhavan.
“I am of the opinion that the
death sentence cannot be exe-
cuted pending the disposal of
the mercy petition of the con-
vict. It is hereby directed that
the execution of death warrants
against all the convicts sched-
uled for 03.03.2020 at 6 am if de-
ferred till further orders,”
the judge said in his order.
Reacting to stay on
the executions for the
third time, the victim’s
mother blamed the
“failure of the system
and the government.”
“This is the failure of
the system and the gov-
ernment which has led to
the delay of the execu-
tion. Till the time the con-
victs are not hanged, I will
not be relieved.”she said.
Earlier on Monday, the judge
had rejected Pawan’s request to
stop the executions yet again
but reserved the order because
the convict had petitioned the
President to commute his death
sentence to life imprisonment.

Singh had filed the mercy plea
shortly after the Supreme
Court dismissed the con-
vict’s curative petition Mon-
day morning. A curative
petition is the last judicial
resort available to a convict
for redressal against the fi-
nal judgment.
The Supreme Court had
dismissed curative petitions
filed by two other convicts,
Mukesh Singh and Vinay
Sharma on January 14. The
curative petition filed by the
third convict, Akshay Thakur
was dismissed on January 30.
Earlier on Monday, Justice
Rana also underlined during
the hearing that Pawan Gup-
ta had missed the seven-day
deadline that the Delhi High
Court had set last month for
the convicts to avail their le-
gal remedies.
The court had first issued
the death warrant against
the four convicts on January
7, 2020 and scheduled their
execution on January 22.
The execution date was post-
poned twice, first to Febru-
ary 1 and then to March 3.
In December 2012, five men
and a juvenile had raped and
brutalised a young para-medic
student in a moving bus in Delhi
before throwing her and a male
friend out of the vehicle. The
victim later died of injuries a
fortnight later in a Singapore
hospital. One of the accused
committed suicide in Tihar jail

The bureaucracy undoubtedly is a magical maze
otherwise how does one explain a change in orders
with the change of a officer! If it appears a bit difficult
to comprehend then a latest example will make it easy.
The memory of the push & pulls,that went on at the
highest levels of bureaucracy, for an appeal in Supreme
Court (SC) against an NGT order are still fresh. This
NGT order said that the job of industrial pollution control
in Jodhpur should be done by the police. The state
government decided to appeal against the order in the
highest court. Who should bell the cat? was the bone
of contention among the senior officers. In a high level
meeting chaired by the ACS (Home) Rajeeva Swarup,
PS (Environment) Shreya Guha clearly refused her
department being a party in the SC appeal and suggested
that this task should be handled by the Pollution Control
Board (PCB). But PCB chairman PK Goyal insisted that
the onus lies with Guha’s department. This ensued an
altercation between Swaroop and Guha which ended
with Rajeev Swaroop, as chairman, deciding that it will
be the Environment department which will go into the
appeal. When this file reached CS DB Gupta he reversed
the decision by ACS (Home) and noted that the PCB will
appeal against the NGT order and same was conveyed
to the PCB by way of a written order yet PCB chairman
PK Goyal wasn’t in agreement with the CS orders.
Goyal requested the CS to reconsider his decision in
a detailed note stating constitutional obligations, rules
& regulations and other logical points. CS did actually
reconsider his decision and in a fresh order issued last
week said that the appeal against the NGT order will be
jointly done by the Environment and Home departments.
Both these departments have started the preparations
for the appeal. Now the most important and interesting
part of the whole case...the change in order took place
only after the adamant officer of the Environment had
also changed. Sudhanshu Pant has taken over the charge
of PS (Environment) from Shreya Guha. Now this might
be a sheer coincidence that the order and officer both
changed or it might also be construed that Shreya Guha
had her way till the day she headed the department.

on Monday, at BJP head-

BJP state president Sat-

deadly coronavirus
seems to have hit the
pink city sending the
largest hospital in the
state in a tizzy albeit the
patient is a foreigner.
An Italian citizen
who was travelling with
19 others from his coun-
try reached the capital
from Udaipur and test-
ed positive for coronavi-
rus in the reports to the
second test.
He was initially ad-
mitted to a private hos-
pital in the city and was
shifted to SMS hospital
onFebruary29wherehe
was admitted in ICU as
his first investigation
report was negative. But
when his health deterio-
rated second round of
tests were done which
proved the fears true.
He was then immedi-
ately shifted to the iso-
lation ward and com-
plete health machinery
of the capital was on its
toes, nervously.
Health minister Dr
Raghu Sharma sprung
into action and took
complete report from
the health officials and
gave them instructions
for screening everybody
whohadcomeincontact
with the Italian while he
was in ICU at the SMS
and at every conceivable
movement area.
Sharma appealed for
calm and assured that
government was doing
everything possible to
mitigate the situation.

ples to NIV, Pune for
cross checking.
An emergency meet-
ing was called in SMS
hospital to deal with the
situation and specially
to screen the staff and
patients who might have

dhir Bhandari was af-
firmative on patient be-
ing admitted to the ICU
initially but stressed
thathewasshiftedtoiso-
lationwardonreceiptof
the second report.
The fellow passen-
gers of the coronavirus
patient in Jaipur moved
to Delhi via Agra. Cent-
er has been informed of
all the relevant facts re-
garding them. If the the
dreaded disease has re-
ally knocked the city
and the patient did
transmit it to someone
else then a dreaded Pan-
dora’s box is waiting to
be opened because the
patient was in a private
hospital for some time
before being diagnosed
of coronavirus at SMS.

the state Assembly.

raised the issue of
charging fee for setting

and Camps en route
Khatushyamji temple.
Sharma said that gov-
ernment was charging
Rs21,000 as registration
and Rs11,000 as cleaning
fee. He asked the govt
whether it was charging
similar fees from the
devotees of Ajmer Dar-
gah. He demanded gov-
ernment to stop charg-
ing any such fee.
This started a series
of allegations and coun-
ter allegations in the
House. Satish Poonia
increased the crescendo
of the BJP attack by al-
leging that Congress
has time to offer ‘Cha-
dar’ at the Ajmer Dar-
gah but it can’t spare
time to visit a temple
and to make matters
worse it was levying fee
on people having faith
in temples.
Madan Dilawar took
the attack to its peak by
directly labeling the
government to be anti-
Hindu. He said if the
govt was so poor then it
should stand near Kha-
tushyam temple with
an empty coffer and the
devotees will fill it. Dila-
war accused state gov-
ernment to have always
appeased a section and
now it was blatantly
turning anti-Hindu.
Vasudev Devnani too
joined the chorus. Safia
Zuber stood to defend
her govt by saying that
if the govt had in-
creased the said fee,
there must be a reason
to it and if the govt does
not levy such fees in
case of Ajmer Dargah,
it should do so.
She justified the in-
creased fee by saying
that after all the amount
collected will go
towards public welfare
schemes.

sation to farmers in
Udaipur because of
crop damage due to ad-
verse climate. Meghwal
replied that there was
no crop damage in De-
cember 2018. He said
that later the total area
of crop damage was cal-
culated to 55,768 hec-
tare.

Chand Kataria ques-
tioned selection of
merger 902 farmers out
of 1.69 lakh. Joshi who
had asked the original
question asked if gov-
ernment had intention
of doing girdawari
again. “Crop damage in
my constituency was
more than Mawli and
Vallabhnagar where
only 454 hectare was re-
corded for crop dam-
age,” he said. Mean-
while, Subhash Garg
felt the heat on a ques-
tion by Meena Kanwar
regarding nursing
course in Ayurveda
University. He gave con-
tradictory answers. On
this the Speaker inter-
vened and asked the
minister that why the
letter was written to
UGC when recognition
was not needed. The
minister said clarifica-
tion was sought from
UGC because some stu-
dents had approached.

ties have been neglected
and falling behind on

that tribals too can avail
benefits of mainstream

that there is sizable
number of tribals in
Barmer, Jaisalmer, Ja-
lore and Sirohi districts
in Jodhpur division
who have not been able
to take benefit of ST res-
ervation due to lack of
education.

age. They said that hail-
storm has damaged
farmers’ crops and gov-
ernment should order
girdawari for crop dam-
age assessment and to
decide compensation.

and wheat crop has al-
ready been destroyed
and now potato crop is
in danger because of
waterlogging. He said
government should ap-
point additional offi-
cials for girdawari of
potato because this crop
is below surface.

ers will get adequate
compensation. Gov-
ernment has ordered
girdawari till March 5.
He also promised prop-
er girdawari of potato
crop notwithstanding
how much time it may
take. However, the
minister clarified that
the orders were for
regular girdawari and
immediate compensa-
tion would be released
in case of more than
33% damage.

classes while its police

language for them.
Minister BD Kalla
replied by stating that
law applied to all and
encroachments by the
Banjara community
were removed in com-
pliance of a court or-
der. He said that the
process to ask for privi-
lege motion was wrong
as no documents were
presented.

Meena also objected to
the process by saying
that Assembly secre-
tary wasn’t given prior
information of the
privilege motion, as
per rules. Speaker cat-
egorically said that the
police had gone above
the rules laid by the
House by issuing no-
tices to the members
while House is in ses-
sion. He said an MLA
might have crossed
the line of the law
while adhering to his
duties as MLA. Joshi
informed the House
that the MLAs hail
from a backward sec-
tion of the society and
they have contested
and won elections
with great courage.
Now the police is try-
ing to debar them
from their right of at-
tending the proceed-
ings as members.
Joshi informed that
he would decide on the
matter after receiving
government version.

Health Minister Dr
Raghu Sharma held a
public hearing in Jodh-
pur Circuit House on
Monday. Sharma heard

to resolve the issues.

CM Gehlot.

with media, Sharma
said health department
has been a victim of ne-
glect in the last five
years and we have com-
pleted just 9 months in
the state and have
worked towards the di-
rection of opening med-
ical colleges, increasing
PG seats and ending
shortage of specialist
doctors. Keeping these
things in mind, we have
recruited about 15,500
people, including 750
doctors during this
time. Sharma added
that now, 2,000 more
doctors would be re-
cruited. The field of
medicine is a priority
for the government and
will always remain so.
Later Sharma also
laid the foundation
stone of multi-level ICU
to be built at the cost of
Rs17 crore in the Ma-
thuradas Mathur Hos-
pital premises in Jodh-
pur. This ICU would be
ground plus four floors.
Sharma said that multi-
level ICU would have all
kinds of modern facili-
ties and equipment,
and would be a signifi-
cant step towards pro-
viding better medical
facilities in coming
days. The innovative
thinking and initiative
of our CM are always
there in providing best
medical facilities in
the state. Sharma also
met many organisa-
tion representatives
and student leaders in

Ruckus in House over hike in bhandara fee of Khatushyamji

Jaipur: Two people
died in a gas cylinder
explosion at a house in
the Tadkeshwar Temple
premises, situated at
Chaura Rasta area of
jaipur. In the tragic inci-
dent that occurred on
Monday morning wife
of the temple’s mahant
and a 16-year-old boy
died. The deceased have
been identified as Man-
ju, the wife of the ma-
hant and Abhishek who
was living on rent with
his uncle Rajesh in the
temple premises. Rajesh
too sustained serious
burn injuries in the in-
cident and is said to be
critical. The explosion
was so severe that it
ripped apart a part of
their house.
The incident took
place on the second
floor of the house near
the temple. Manak
Chowk station Police
and Civil Defense team
reached the spot on get-
ting the information.
The fire department
personnel rescued and
extracted the people
out from the debris in
about half an hour and
three injured were
rushed to SMS Hospi-
tal, where the doctors
declared two dead.

the bodies to next of kin

case of paper leak be-
fore the examination in
Rajasthan University
has come to light.
However, the Ra-
jasthan University ad-
ministration has re-
fused to accept the pa-
per leak. On Monday,
the students were to
write a paper of Zoolo-
gy from 3 pm, but the
paper got viral on What-
sapp at around 2:40 pm.
After the paper leak
incident, Vice Chancel-
lor of Rajasthan Uni-
versity RK Kothari said
that the paper reaches
the examination centre
at 2:30 pm. If the paper
is leaked, then it is not
considered as a paper
out. If the paper is re-
vealed 1-2 hours before
the exam, then there is
a serious issue.
Kothari also said that
we are investigating the
whole matter and find-
ing out from which ex-
amination centre the
paper was leaked. Strict
action would be taken
against the ones found
guilty, he added.

Jaipur: HC has given a huge relief to
about 650 retired and existing officers
and employees of RFC by cancelling the
notification of July 21, 2017, in which
pension of employees retiring after Aug
12, 2004, was discontinued. After the
order, pension will be given to retired and
existing staff of RFC who had contrib-
uted pension from their salary. The order
was passed by division bench of Justices
Sabina and NS Dhadda while approving
plea filed by Sudeep Kumar Pokharna.

murder case of Bhilwara, SC-ST Court
convicted three criminals of murder and
sentenced them to life imprisonment.
Radha Kishan was killed 3 years ago at
Kanoli Chauraha in Puri police station
area adjacent to Bhilwara. Public pros-
ecutor Narayani Bagaria said that the
victim was killed on May 16, 2017, due
to enmity. After investigation, the police
had produced a challan against Shivraj
Gadri, Satyanarayan Jat and Ramlal.

Staging a protest at

be able to prohibit or

said the ECI’s view is
that for addressing the
real issues, there have
to be radical changes in

so as to provide for com-

the matter.

NORTHERN RLYS TO RUN 16

New Delhi: Northern Railways will operate 16
special trains in wake of huge rush during the
festive season of Holi. “Northern Railway is
running 16 pairs of Holi Special trains having 430
trips overall as compared to last years 19 special
trains with 324 trips. In addition to that 32 trains
have already been augmented during Holi festival
period to meet the demand,” said General Man-
ager Northern Railway Rajiv Chaudhry in a review
meeting. Principal Heads of Department of North-
ern Railway were also present at the meeting.

Kolkata: Situation in China is fast returning to
normal as evident by increasing rate of resumption
of work in the coronavirus-hit country, Chinese
consulate General to Kolkata Zha Liyou said. Zha
made the remarks after participating in a prayer
meeting held to send out a message of love and
solidarity for the people of China. “For the major
state-owned companies, and for the medium-sized
companies, the rate of resumption to work is 70.9
per cent. That is huge. Nationwide, the major key
projects are resuming work,” Zha said.

ONCE AGAIN

that Nirbhaya’s rapists and killers
too have a charmed life like the
feline. They know their lives
hang by a thread yet, taking
advantage of legal loopholes, the quartet
of Pawan Gupta, Akshay Kumar Singh,
Mukesh Kumar, and Vinay Kumar Shar-
ma have been able to once again evade the
noose that awaits them in Tihar jail.
Their scheduled hanging at 6 a.m. tomorrow
has been deferred because, as the judge said,
they have not exhausted all their legal op-
tions. Pawan Gupta’s mercy petition is pend-
ing with President Ram Nath Kovind.
“The condemned convict must not meet
his creator with a grievance in his bosom
that the courts of this country have not
acted fairly in granting him an opportu-
nity to exhaust his legal remedies,” the
Patiala House court in Delhi said. The
hanging had earlier been deferred on
January 22 and February 1.
Pawan Gupta (25) and others, who have
been filing petitions separately to buy time
and delay the inevitable, waited for the Su-
preme Court to decide on his curative peti-
tion. After the Apex Court dismissed the peti-
tion on Monday morning, Gupta filed his
mercy petition and moved Patiala House
court praying for deferment of his execution.
An upset prosecution lawyer Seema
Kushwaha said, “Can’t the court under-
stand the manipulation of law? Our sys-
tem is completely rotten. It takes years to
get justice. We have to fix it together.”
The Central govt moved the SC last month
seeking change in laws which, it said, were
skewed in criminals’ favour. The delaying
tactic has been used despite the Delhi HC giv-
ing them a week’s time last month to exhaust
all their legal remedies.
Nirbhaya’s mother Asha Devi, who has
been relentless in her pursuit of justice for
her daughter, was distressed by the develop-
ment and called it “delaying tactics” as she
asked the court about her rights as the vic-
tim’s mother. On Monday, the distraught
mother said, “She was savagely raped and
thrown on the streets. Her intestines
were ripped out. And all these courts are
sitting and watching tamasha.”
On December 16, 2012, a paramedical stu-
dent was assaulted and tortured brutally by
these men. She died a few days later. Media
named her Nirbhaya. Their partners in the
gruesome crime were an 18-year-old and
the main accused Ram Singh. The teen-
ager was released after three years in a
reform home, while Ram Singh commit-
ted suicide in Tihar.
A law was specially formulated after the hei-
nous crime. The Criminal Law (Amendment)
Act 2013 (Nirbhaya Act) was legislation passed
byparliamenttoensurejusticetothevictimsof
sexual assault, harassment, stalking, etc. That
does not seem to be happening, as the convicts
have been able to dodge the noose a third time.

books grossed US$8.5 bil-
lion (almost A$13 billion),
book sales totalled US$7.7
billion (A$11.7 billion),
US$7.3 billion (A$11 bil-
lion) has been made from
toys and merchandise, and
US$2 billion (A$3 billion)
from DVD sales. The Harry
Potter “empire” has an es-
timated total worth of
US$25billion(A$38 billion).
With bars, theme
parks, fan conventions,
mugs, costumes and
knitting patterns going
gangbusters, it seemed
the little wizard could do
no wrong. Words like
“muggle”, “quidditch”
and “Hogwarts” have be-
come part of our vocabu-
lary. But more than a dec-
ade since the last Harry
Potter book was published,
it appears the lucrative
spell is wearing off.

Since the end of the belov-
ed series (the last book in
2007 and film in 2011), there
have been two spin-off sto-
ries: the film Fantastic
Beasts and Where to Find
Them, and the play Harry
Potter and The Cursed
Child, both released in
2016. The film’s sequel
Fantastic Beasts: The
Crimes of Grindelwald
was released in 2018.
The first Fantastic
Beasts film performed
reasonably well at the
box office, grossing
US$814 million world-
wide (A$1.2 billion),
which is within the earn-
ings range of the first
eight Harry Potter films.
However, the Fantastic
Beasts sequel resulted in
less box office revenue
than the first, at US$654
million (A$1 billion) glob-
ally, the lowest grossing of
all the “Harry-verse” films.
Subsequent questions
have been raised about
how the third planned film
will perform, let alone the
rest of the five-film series
that had previously been
mooted.
The Harry Potter and
the Cursed Child play is
broadly considered a
West End and Broadway
success and has toured
internationally. Despite
the huge amount of money
invested and the creative
approach taken in promot-
ing the production, ticket
sales have seen a consider-
able drop in the past year
(50% since their peak).
A TURNING POINT
In and of itself the play
was always going to be a
challenge: it is a two-part
production which means
theatre goers have to buy
two tickets and attend
twice. The producers say
it is intended to be seen
“in order on the same
day (matinee and even-
ing) or on two consecu-
tive evenings”.
This makes cost a prob-
lematic factor. It’s also a big
timecommitment.Theplay
has a rather daunting run-
ning time of around two
hours and 40 minutes each
time, making a total dura-
tion of just over five hours.
That’s likely to be too much
for many young fans.
And about those “young
fans”. When the Harry Pot-
ter and the Chamber of
Secrets movie debuted in
2002, 60% of the audience
was under the age of 15.
This cohort are now in
their 30s and this age group
is considered as “non-thea-
tre goers”. In the UK the
average theatre audience
member is 52. The average
age of the Broadway the-
atregoer is 42 years old.
Australian audiences at
musicals and operas were
last estimated to be pre-
dominantly between 55 and
74 years of age in 2014.

hen the world’s second-largest
economy gets hit, the tremors
are bound to be felt by both large
economies such as the US and
developing ones like our own.
The coronavirus epidemic,
with its epicenter in Wuhan, the
capital of the busy province of
Hubei in China, has claimed
more than 3,000 lives and infect-
ed over 88,000. It has spread to
over 60 countries and sent
shockwaves through finan-
cial markets. Beyond its path-
ological implications, lies its
impact on the global economy.
IMPACT ON INDIA
The trade between China and
India is worth $87 billion, of
which we import goods worth
$70 billion from China. It in-
cludes everything from electric
componentsandmachines,med-
ical instruments and pharma
raw materials, vehicles and auto
parts,ironandsteelcomponents
to nuclear machinery.
While China takes 5.1 per-
centof ourtotalexports,inthe
form of cotton, salt and organ-
ic chemicals, and mineral and
metal ores among others, we
get 13.7 percent of our total
imports from China alone.
Needless to say then, when
our second-largest trading part-
ner hits the brakes on its facto-
ry output, companies in India
break into a sweat.
Wemayhavepushedforsmart-
phonemanufacturerstoincrease
their domestic production, but
they still depend on China for
theircomponents.Otherelectron-
ic goods manufacturers would
also be facing production issues.
A supply shortfall in consum-
er electrical and electronic
goods in India (either due to
coronavirus-led Chinese cuts or
our economic slowdown) would
also trouble online sales, as
they form a sizable portion of
e-commerce goods sales.
Pharma companies bring
in key raw ingredients from
China to make medicines.
Automobile manufacturers,
too, are heavily dependent
for their components on
their Chinese suppliers.
However, the Chinese New
Year in January-February
would have proved to be a great-
er boon than usual as compa-
nies would have stocked up by
December last year, anticipat-
ing the Chinese holiday season.
The extra stock will act as a
cushion for some weeks till
March, as will India’s weak con-
sumer demand. But if the Cov-
id-19 virus continues its ram-
page, the second quarter could
see more manufacturing dis-
ruption in this slowdown.

straints have affected the US
economy as well, besides its dar-
ling stocks like Apple, with its
manufacturing and services ac-
tivities at their lowest levels this
February in over six years on
fearsof thecoronavirusoutbreak
slowing global demand, accord-
ing to a monthly private survey.
Businesses are worried
about tepid demand as well
as managing the limited sup-
ply for existing demand, with
news of how even e-com-
merce giant, Amazon, taking
precautions as Chinese sellers
cut back on their visibility and
promotions to limit orders.
Global GDP
The global GDP will be compro-
mised due to the economic fall-
out of the coronavirus. China
accounts for around 18 percent
of the global GDP (2019) com-
pared to 4 percent when the
Sars epidemic had broken out
in 2003. Chinese businesses
are now more ingrained in
global supply chains.
Sars had robbed China of 1
percent of its economic growth
in the eight months it had last-
ed. The coronavirus is expected
to shave off 1-2 percentage
points off China’s GDP growth
in the first quarter of 2020.

filed in the SC on Mon-
day sought a court-mon-

gation into the violence
that rocked the national
capital last week.
The PIL, filed by so-
cial activist Yogita
Bhayana through advo-
cate Utsav Singh Bains,
sought a court-moni-
tored SIT probe into the
murder of IB officer
Ankit Sharma, damage
of places of worship in
Ashok Nagar, incidents
of throwing of acid on
CRPF officials etc. “Is-
sue an appropriate writ,
order or direction di-
recting the respondents
to set-up a court-moni-
tored SIT of officers
with impeccable integ-
rity to investigate all
deaths of persons in the
Delhi riots including,
damaging/destruction/
vandalizing of places of
worship in Ashok Na-
gar and elsewhere in
Delhi, incidents of
throwing acid on CRPF,
destruction of home of

The petition also
sought directions to ini-

14,591 FARMERS COMMITTED
SUICIDE IN FIVE YEARS IN MAHA
Mumbai: As many as
14,591 farmers com-
mitted suicide in Maha-
rashtra, state Relief and
Rehabilitation Minister
Vijay Wadettiwar said
on Monday. He also said
that 1,286 farmers ended
their lives in 2019 in 11
districts falling under the
Nagpur and Amravati rev-
enue divisions.The minis-
ter gave this information
in the state Legislative
Council while replying
to a question raised by
Congress MLC Sharad
Ranpise. “From October
2014 to August 2019, as
many as 14,591 farmers
have committed suicide,
of which 5,430 cases are
disqualified for any help,
while another 214 cases
are pending for enquiry,”
Mr Wadettiwar said.

found to be committed.”
It said that the sub-
sequent violence in
the national capital
has “no connection to
the speeches men-
tioned in the com-
plaint”. Police further
sought more time to
file a final ATR in the
matter. “Situation in

lice is busy and, hence

n 20 December 2013, at its 68th
session, the United Nations Gen-
eral Assembly (UNGA) pro-
claimed 3 March – the day of sig-
nature of the Convention on International
Trade in Endangered Species of Wild
Fauna and Flora (CITES) in 1973 – as UN
World Wildlife Day to celebrate and raise
awareness of the world’s wild animals and
plants.
The UNGA resolution also designated
the CITES Secretariat as the facilitator for
the global observance of this special day
for wildlife on the UN calendar. World
Wildlife Day has now become the most im-
portant global annual event dedicated to
wildlife.
World Wildlife Day will be celebrated in
2020 under the theme “Sustaining all life
on Earth”, encompassing all wild animal
and plant species as key components of the
world’s biodiversity. This aligns with UN
Sustainable Development Goals 1, 12, 14
and 15, and their wide-ranging commit-
ments on alleviating poverty, ensuring sus-
tainable use of resources, and on conserv-
ing life both on land and below water to
halt biodiversity loss.
Earth is home to countless species of
fauna and flora – too many to even attempt
counting. This rich diversity, and the bil-
lions of years during which its myriad ele-
ments have interacted, are precisely what
has made our planet inhabitable for all
living creatures, including humans. His-
torically, we have depended on the con-
stant interplay and interlinkages between
all elements of the biosphere for all our
needs: the air we breathe, the food we eat,
the energy we use, and the materials we
need for all purposes. However, unsustain-
able human activities and overexploita-
tion of the species and natural resources
that make up the habitats and ecosystems
of all wildlife are imperiling the world’s
biodiversity. Nearly a quarter of all species
are presently at risk of going extinct in the
coming decades, and their demise would
only speed up the disappearance of count-
less others, putting us in danger as well.
On World Wildlife Day, we will celebrate
the special place of wild plants and ani-
mals in their many varied and beautiful
forms as a component of the world’s bio-
logical diversity. We will work to raise
awareness of the multitude of benefits of
wildlife to people, particularly to those
communities who live in closest proximity
to it, and we will discuss the threats they
are facing and the urgent need for govern-
ments, civil society, private sector actors
and individuals to add their voices and
take actions to help conserve wildlife and
ensure its continued use is sustainable.

adhya Pradesh, the tiger state of
India has reiterated its focus on
wildlifetourismandstrengthening
its ongoing efforts towards combating the
threats of climate change and global warm-
ingbyfocusingonwildlifeconservationand
upliftment of forest dwellers.
Thestatewillalsobefocusingoncreating
favourable conditions for the conservation
of tigers especially the endangered Bengal
Tiger and the rare White Tiger. Madhya
Pradesh ranks first in the country with 526
tigers as per the results of the All India Ti-
ger Assessment declared on July 29, 2019.
Sustained tiger conservation efforts have
paidrichdividendsinMPwherethepopula-
tion of the big cat registered a healthy rise
of 218 in four years from 308 tigers in 2014
to 526 in the 2018 census.
The State has six tiger reserves (combin-
ing parts of National Parks and Wildlife
Sanctuaries) namely Kanha, Pench, Sat-
pura, Bandhavgarh, Panna and Sanjay.
The state also plans to create around 11
more protected areas within the state from
the current numbers of 24 wildlife sanctu-
aries and 11 national parks.
“Madhya Pradesh is referred to as wild-
life state of India with numerous sanctuar-
ies and reserves. At a time where the num-
bers of many animal species are declining,
Madhya Pradesh has played a pivotal part
in India’s wildlife conservation programs.
As the World Wildlife Day approaches on
March 3, we would like to reiterate our
commitment to protecting endangered
wildlife, especially tigers through a scien-
tific, planned and people-centric approach
with strict enforcement guidelines and
team support,” said Faiz Ahmed Kidwai
(IAS), Secretary Tourism, Govt of Mad-
hya Pradesh and Managing Director, Mad-
hya Pradesh Tourism Board.
“From preserving tiger population, to
being the state with the highest leopard,
vultures and gharial (an ‘endemic’ croco-
dile species) population to having success-
fully increased the population of the
highly endangered Barasingha (a hard
ground swamp deer), Madhya Pradesh
has come a long way in protecting the
natural order and habitat for animals. It
has implemented many important conser-
vation policies and ensured a crackdown
on poaching,” he further added.
Six of the 11 national parks of Madhya
Pradesh are also integrated with Project
Tiger, a conservation programme that
was launched in 1973 by the Central Gov-
ernment when the tiger numbers had
dwindled so dramatically that there were
fears that the big cat was in danger of ex-
tinction.

The court had on February 17Â ordered that the four convicts-Mukesh Kumar Singh (32), Pawan Gupta (25)Vinay Kumar Sharma (26) and Akshay Kumar Singh (31) —be hanged on March 3 after it issued fresh death warrants,observing that deferring the execution any further would be "sacrilegious" to the rights of the victim for expeditious justice. This was for the third time that the death warrants were issued by the court against them. The court had noted that death warrants were earlier issued on January 7 and the execution was later deferred twice- on January 17 and January 31. The first date of execution, January 22, was postponed to February 1 by a January 17 court order. Then, the trial court on January 31, stayed, 'till further orders' the execution of the four convicts as they had not exhausted all their legal remedies. CASE IN POINT New Delhi: Delhi judge Dhar- mendra Rana on Monday, stopped the execution of the four Delhi gang-rape con- victs, barely 13 hours before the four were to walk to the gallows at Tihar prison to- day morning. The judge ruled that a last- minute mercy petition filed by Pawan Gupta - the last of the four to file the plea - is still pending with Rashtra- pati Bhavan. “I am of the opinion that the death sentence cannot be exe- cuted pending the disposal of the mercy petition of the con- vict. It is hereby directed that the execution of death warrants against all the convicts sched- uled for 03.03.2020 at 6 am if de- ferred till further orders,” the judge said in his order. Reacting to stay on the executions for the third time, the victim’s mother blamed the “failure of the system and the government.” “This is the failure of the system and the gov- ernment which has led to the delay of the execu- tion. Till the time the con- victs are not hanged, I will not be relieved.”she said. Earlier on Monday, the judge had rejected Pawan’s request to stop the executions yet again but reserved the order because the convict had petitioned the President to commute his death sentence to life imprisonment. Pawan Gupta’s lawyer AP Singh had filed the mercy plea shortly after the Supreme Court dismissed the con- vict’s curative petition Mon- day morning. A curative petition is the last judicial resort available to a convict for redressal against the fi- nal judgment. The Supreme Court had dismissed curative petitions filed by two other convicts, Mukesh Singh and Vinay Sharma on January 14. The curative petition filed by the third convict, Akshay Thakur was dismissed on January 30. Earlier on Monday, Justice Rana also underlined during the hearing that Pawan Gup- ta had missed the seven-day deadline that the Delhi High Court had set last month for the convicts to avail their le- gal remedies. The court had first issued the death warrant against the four convicts on January 7, 2020 and scheduled their execution on January 22. The execution date was post- poned twice, first to Febru- ary 1 and then to March 3. In December 2012, five men and a juvenile had raped and brutalised a young para-medic student in a moving bus in Delhi before throwing her and a male friend out of the vehicle. This NGT order said that the job of industrial pollution control in Jodhpur should be done by the police. The state government decided to appeal against the order in the highest court. In a high level meeting chaired by the ACS (Home) Rajeeva Swarup, PS (Environment) Shreya Guha clearly refused her department being a party in the SC appeal and suggested that this task should be handled by the Pollution Control Board (PCB). But PCB chairman PK Goyal insisted that the onus lies with Guha’s department. This ensued an altercation between Swaroop and Guha which ended with Rajeev Swaroop, as chairman, deciding that it will be the Environment department which will go into the appeal. When this file reached CS DB Gupta he reversed the decision by ACS (Home) and noted that the PCB will appeal against the NGT order and same was conveyed to the PCB by way of a written order yet PCB chairman PK Goyal wasn’t in agreement with the CS orders. Goyal requested the CS to reconsider his decision in a detailed note stating constitutional obligations, rules & regulations and other logical points. CS did actually reconsider his decision and in a fresh order issued last week said that the appeal against the NGT order will be jointly done by the Environment and Home departments. Both these departments have started the preparations for the appeal. Now the most important and interesting part of the whole case...the change in order took place only after the adamant officer of the Environment had also changed.   • 4. First India News Jaipur: Two people died in a gas cylinder explosion at a house in the Tadkeshwar Temple premises, situated at Chaura Rasta area of jaipur. In the tragic inci- dent that occurred on Monday morning wife of the temple’s mahant and a 16-year-old boy died. The deceased have been identified as Man- ju, the wife of the ma- hant and Abhishek who was living on rent with his uncle Rajesh in the temple premises. Rajesh too sustained serious burn injuries in the in- cident and is said to be critical. The explosion was so severe that it ripped apart a part of their house. They know their lives hang by a thread yet, taking advantage of legal loopholes, the quartet of Pawan Gupta, Akshay Kumar Singh, Mukesh Kumar, and Vinay Kumar Shar- ma have been able to once again evade the noose that awaits them in Tihar jail. Their scheduled hanging at 6 a.m. tomorrow has been deferred because, as the judge said, they have not exhausted all their legal op- tions. Pawan Gupta’s mercy petition is pend- ing with President Ram Nath Kovind. “The condemned convict must not meet his creator with a grievance in his bosom that the courts of this country have not acted fairly in granting him an opportu- nity to exhaust his legal remedies,” the Patiala House court in Delhi said. The hanging had earlier been deferred on January 22 and February 1. Pawan Gupta (25) and others, who have been filing petitions separately to buy time and delay the inevitable, waited for the Su- preme Court to decide on his curative peti- tion. After the Apex Court dismissed the peti- tion on Monday morning, Gupta filed his mercy petition and moved Patiala House court praying for deferment of his execution. An upset prosecution lawyer Seema Kushwaha said, “Can’t the court under- stand the manipulation of law? Our sys- tem is completely rotten. It takes years to get justice. We have to fix it together.” The Central govt moved the SC last month seeking change in laws which, it said, were skewed in criminals’ favour. The delaying tactic has been used despite the Delhi HC giv- ing them a week’s time last month to exhaust all their legal remedies. Nirbhaya’s mother Asha Devi, who has been relentless in her pursuit of justice for her daughter, was distressed by the develop- ment and called it “delaying tactics” as she asked the court about her rights as the vic- tim’s mother. On Monday, the distraught mother said, “She was savagely raped and thrown on the streets. Her intestines were ripped out. And all these courts are sitting and watching tamasha.” On December 16, 2012, a paramedical stu- dent was assaulted and tortured brutally by these men. She died a few days later. Media named her Nirbhaya. Their partners in the gruesome crime were an 18-year-old and the main accused Ram Singh. The teen- ager was released after three years in a reform home, while Ram Singh commit- ted suicide in Tihar. A law was specially formulated after the hei- nous crime. The Criminal Law (Amendment) Act 2013 (Nirbhaya Act) was legislation passed byparliamenttoensurejusticetothevictimsof sexual assault, harassment, stalking, etc. That does not seem to be happening, as the convicts have been able to dodge the noose a third time. POWERGallery 14,591 FARMERS COMMITTED SUICIDE IN FIVE YEARS IN MAHA Mumbai: As many as 14,591 farmers com- mitted suicide in Maha- rashtra, state Relief and Rehabilitation Minister Vijay Wadettiwar said on Monday. He also said that 1,286 farmers ended their lives in 2019 in 11 districts falling under the Nagpur and Amravati rev- enue divisions.The minis- ter gave this information in the state Legislative Council while replying to a question raised by Congress MLC Sharad Ranpise. “From October 2014 to August 2019, as many as 14,591 farmers have committed suicide, of which 5,430 cases are disqualified for any help, while another 214 cases are pending for enquiry,” Mr Wadettiwar said. `10L COMPENSATION FOR BSF’S HOUSE BURNT IN DELHI New Delhi: Border Security Force (BSF) jawan Mohammed Anees -- whose house was set on fire during the communal violence in north-east Delhi last week -- was presented an aid cheque of Rs. 10 lakh by Inspector General (IG) of BSF DK Upadhyay on Monday. The BSF jawan’s house in Khajuri Khas was torched during the violence on February 25. His colleagues have come forward to help Mr Anees at this crucial time. Mr Anees is going to get married soon and preparations for the wedding ceremony were on at his house. CONG LEADER SINGHVI SENDS DEFAMATION NOTICE TO SAROSH New Delhi: Congress leader Dr Abhishek Manu Singhvi has sent a legal notice for criminal and civil defamation to Lon- don-based lawyer Sarosh Zaiwalla for allegedly defaming his family name by linking his father LM Singhvi to Bofors case in a book. Singhvi, in the legal notice sent through his lawyer Jaiveer Sher- gill, sought a public apol- ogy from Zaiwala. The Congress leader alleged that London-based lawyer Sarosh Zaiwalla defamed his family name by linking his father LM Singhvi to Bofors case in the book. The book ‘Honour Bound - Adventures of an Indian Lawyer in the English Courts’, which was launched last month. Kolkata: West Bengal Chief Minister Mamata Banerjee on Monday c o n - demned the vio- l e n c e w h i c h had bro- ken out in North-East district of Delhi. “We are sad and de- pressed and condemn the incident that hap- pened in Delhi. Chief Metropolitan Magistrate Vishal Pa- huja deferred the mat- ter, while observing that the matter is be- ing heard by the high court following which he posted the matter for April 23. On the last date of hearing, the Crime Branch of the Delhi Po- lice said that “no cogni- zable offence is made out” against the two BJP lawmakers for their alleged inflamma- tory remarks. In the report filed on Wednesday, the police stated, “On the basis of allegations levelled in the complaint, no cogni- zable offence has been found to be committed.” It said that the sub- sequent violence in the national capital has “no connection to the speeches men- tioned in the com- plaint”. The UNGA resolution also designated the CITES Secretariat as the facilitator for the global observance of this special day for wildlife on the UN calendar. World Wildlife Day has now become the most im- portant global annual event dedicated to wildlife. World Wildlife Day will be celebrated in 2020 under the theme “Sustaining all life on Earth”, encompassing all wild animal and plant species as key components of the world’s biodiversity. This aligns with UN Sustainable Development Goals 1, 12, 14 and 15, and their wide-ranging commit- ments on alleviating poverty, ensuring sus- tainable use of resources, and on conserv- ing life both on land and below water to halt biodiversity loss. Earth is home to countless species of fauna and flora – too many to even attempt counting. This rich diversity, and the bil- lions of years during which its myriad ele- ments have interacted, are precisely what has made our planet inhabitable for all living creatures, including humans. His- torically, we have depended on the con- stant interplay and interlinkages between all elements of the biosphere for all our needs: the air we breathe, the food we eat, the energy we use, and the materials we need for all purposes. However, unsustain- able human activities and overexploita- tion of the species and natural resources that make up the habitats and ecosystems of all wildlife are imperiling the world’s biodiversity. Nearly a quarter of all species are presently at risk of going extinct in the coming decades, and their demise would only speed up the disappearance of count- less others, putting us in danger as well. On World Wildlife Day, we will celebrate the special place of wild plants and ani- mals in their many varied and beautiful forms as a component of the world’s bio- logical diversity. We will work to raise awareness of the multitude of benefits of wildlife to people, particularly to those communities who live in closest proximity to it, and we will discuss the threats they are facing and the urgent need for govern- ments, civil society, private sector actors and individuals to add their voices and take actions to help conserve wildlife and ensure its continued use is sustainable. Madhya Pradesh ranks first in the country with 526 tigers as per the results of the All India Ti- ger Assessment declared on July 29, 2019. Sustained tiger conservation efforts have paidrichdividendsinMPwherethepopula- tion of the big cat registered a healthy rise of 218 in four years from 308 tigers in 2014 to 526 in the 2018 census. The State has six tiger reserves (combin- ing parts of National Parks and Wildlife Sanctuaries) namely Kanha, Pench, Sat- pura, Bandhavgarh, Panna and Sanjay. The state also plans to create around 11 more protected areas within the state from the current numbers of 24 wildlife sanctu- aries and 11 national parks. “Madhya Pradesh is referred to as wild- life state of India with numerous sanctuar- ies and reserves. At a time where the num- bers of many animal species are declining, Madhya Pradesh has played a pivotal part in India’s wildlife conservation programs.
