WHY
KAZAKHSTAN
MATTERS
azakhstan’s Krem-
lin-friendly presi-
dent called in Rus-
sian-led troops to
help quell violent
protests triggered by a govern-
ment decree that doubled fuel
prices. The protests forced the
government to resign, but the
country’s political trajectory re-
mains uncertain, as does the
impact of the Kremlin’s latest
imperial intervention on Rus-
sia’s relations with neighboring
states and the West.
In this Big Picture, former
Kyrgyz prime minister
Djoomart Otorbaev explains
why what started as a relatively
peaceful protest against the fuel-
price hike quickly escalated into
a chaotic battle among oligarchs
for political influence. And in a
2019 commentary, Harvard Uni-
versity’s Nargis Kassenova ar-
gued that then-President Nur-
sultan Nazarbayev’s resignation
could have unpredictable conse-
quences, including the potential
for major social unrest. The re-
cent unrest also raises the ques-
tion of Russian President
Vladimir Putin’s intentions.

K
n the run-up to
Christmas, there
was considerable
anxiety about
shortages of fes-
tive food and gifts. Trade fric-
tion was already at the core
of the Brexit debate, and sup-
ply chain issues have been
made much worse by the
COVID-19 pandemic.
For example, a computer
chip shortage had a knock-
on effect across many indus-
tries. Concerns have also
been raised about everything
from lithium supply for elec-
tric vehicle batteries to res-
taurant food supplies to even
coffee shortages.
Never has the issue of sup-
ply chain management been
so prominent. The question
now is what challenges sup-
ply chains face in the year
ahead. So what can we ex-
pect? Products reach con-
sumers through a chain of
companies involved, which
typically includes manufac-
turers, logistics firms – who
provide storage, distribution
and transport – and retailers.
Not surprisingly, the whole
system is highly complex.
There’s a whole philosophy
of contemporary supply
chain management (SCM)
concerned with making sup-
ply chains much more inte-
grated than they used to be.
Done well, it can significantly
improve the overall perfor-
mance of companies, as well
asbenefitingtheeconomyand
society
. Yet this long-term ef-
fort to make the whole system
more efficient has been set
back by a whole host of chal-
lengesinglobalsupplychains.
Industry academia are
collaborating to develop in-
novative sustainable prac-
tices, as can be seen in the
work of the Centre for Sus-
tainable Road Freight, for
example. The year ahead will
be key in adoption of these
practices, each of which re-
quires change in the opera-
tional practices of firms.

Military Leadership @74
he nation celebrates the 74th
Army Day on Saturday, Janu-
ary 15. Armed Forces are the
last instrument of statecraft
of any nation state; therefore
they can’t afford to fail. It is
this zero error professional-
ism that sets the military
leaders as a class above the
rest. In India, the Armed
Forces have a great history of
providing excellent and
praiseworthy military lead-
ership. The Royal Army left
behind a great legacy of so-
cially deep-rooted and well
established military culture
for Indian Armed Forces,
when they left in 1947.  Once
a coveted profession, the Ser-
vices today are no longer the
preferred career option for
the millennials.
CHALLENGES IN
21ST CENTURY
The 21st Century brings in
large amount of challenges
for military leaders. The
working environment within
the Armed Forces is rapidly
changing with paradigm
changes in social value sys-
tems and technological ad-
vancements. The dynamic
nature of modern warfare
and expansion of national in-
terests sans frontiers have
placed fresh challenges on
military leadership. Materi-
alism and economic progress
have exerted their own pres-
sures on the moderately paid
soldiers and officers. Several
pay commissions have taken
away the privileges and spe-
cial status of soldiers. The
swag of being elite class and
privileged is slowly fading
away
. Soldiering is no longer
in fashion. Service to the Na-
tion no longer motivates the
youth to undergo a hard life
as soldiering demands. In the
rapidly changing socio-eco-
nomic environment in the
country, the military leader-
ship has to be transformed
and matured to the next level
of competence. Some of the
major challenges faced by
military leadership on 74th
Army Day, are discussed
hereafter.
CHANGED
SOCIO-ECONOMIC
BACKGROUND
The society is undergoing a
rapid  transformation on ac-
count of the high growth in
economy and other related
factors including prolifera-
tion of multiple social media
platforms. It also results in
significant changes in the
value system and percep-
tions. Military leadership
need to be responsive to such
changing environment. Given
the higher levels of IQ, it calls
for improved transparency in
functioning. Decision mak-
ing need to be made more in-
clusive to integrate all ranks
in military matters. Despite
these social changes, the need
for military leaders with
strong fundamentals- charac-
ter, integrity and ethics will
never change.
WOMEN IN THE COMBAT
Induction of women into
Armed Forces is the new fla-
vour of 21st Century, which
has brought in winds of
change in this male-dominat-
ed establishment. The gender
bias will slowly fade away, as
we move further in this cen-
tury. The implementation
must be deliberate, progres-
sive and adaptable to all
ranks without sacrificing
training standards. The en-
try of female cadets to NDA
adds a new ‘co-ed’ dimension
to the army training. Induc-
tion of women officers and
their rise to ranks of com-
manding officers and beyond
will harbinger a paradigm
shift in military leadership
styles.
POLITICO-CIVIL-
MILITARY DYNAMICS
Politico-civil-military rela-
tionship in India has been a
low point in the last 75 years.
In fact, much that is amiss in
India’s national security
framework today, could be at-
tributed a civil–military rela-
tionship which has failed to
grow and mature in step with
the needs of modern-day se-
curity challenges. The result-
ant dissonance has severely
impaired the national secu-
rity discourse and strategic
decision-making process.
In the near future, senior
leaders of Armed Forces will
have to also cope up with in-
creasing political pressures.
Ambitious military leader-
ship can be the bane of de-
mocracy, if some leaders,
whose ambition exceeds their
ability, lend themselves to po-
litical manipulations. In the
arena of national security
, the
consequences of moral fail-
ure can be grave. Future mili-
tary leaders will have to deal
with such political pressures
and stand tall for the national
pride and for the welfare of
the men, that they command.
MORAL VALUES
AND ETHICS
Degradation of value system
in society as a whole has had
a profound effect on the mili-
tary leaders. Individualism,
materialism, economic gains
and ‘success at all costs’ are
all traits embedded in the pre-
sent day society
. The individu-
als joining the service also
come from same society and
therefore, cannot totally es-
cape from its effects. However,
a class apart, military leader-
ship demands highest level of
ethics and values to be able to
lead in war. Military Leader-
ship will be able to withstand
all pressures if they adhere to
fundamental values and eth-
ics of army culture.
CONCLUSION
India is going through a
transformation to claim its
rightful place as super power
in the present century
. As the
Indian Armed Forces chart
their way through the 21st
century, the victory in future
battles will be largely depend-
ent on the quality of astute
leadership displayed by our
armed forces senior leaders.
In the changing kaleidoscope
of 21st Century, reform and
reinvention may well be the
only options for the Armed
Forces to retain their superla-
tive standards of leadership
at all times.

10 MINISTERS MAY
QUIT BJP: RAUT
Lobo can be of use to Cong but his aim
is to remain in power,no matter what!
Mahesh Sharma
New Delhi: In Goa,
Congress has dealt a
majorblowtotheruling
BJP as Michael Lobo,
a minister in the state
government for five
years, resigned from
both government and
BJP joined Congress.
He is an MLA from
Calangute and was ear-
lier in Congress. For
five years, when he was
in the BJP and was a
minister in the state
government, Congress
leaders levelled major
allegations against him
like irregularities in
land grabbing in the
Calangute area and
horse-trading. But
when he returned to
Congress, the party for-
got all the charges and
welcomed him with
open arms. That’s be-
cause he can be of great
use to Congress. He is a
Catholic Christian and
has good hold among
voters of this group. He
is the third Catholic
Christian to leave BJP,
so Congress sees more
profit in him.
However, now the
BJP leaders are accus-
ing him of land dispute.
Meanwhile, it is also be-
ing said that Congress
can also give ticket to
his wife Delaila. BJP is
already saying that
Lobo was asking for a
ticket for his wife De-
laila, for which BJP
was not ready, after
which he left the party
.
It is being said that
Michael Lobo has influ-
ence in six Catholic-
dominated seats and
with his help, the Con-
gress will win the elec-
tions on these six seats.
However, Congress
leaders are also saying
that no one can guaran-
tee what he will do after
the elections.
His aim is to remain
in power as for him the
party is not of much
importance.
Kavita Pant
Lucknow: With the
poll-bugle for the As-
sembly elections of five
states including Uttar
Pradesh being sounded,
the process of applying
for voluntary retire-
ment by civil servants
has started. Rajeshwar
Singh, Joint Director of
Enforcement Directo-
rate and well-known of-
ficer of UP Police has
applied for VRS and it is
being said that he will
contest from any seat in
NCR region adjoining
Delhi on BJP’s ticket.
Recently, Asim Arun,
who was appointed
commissioner in Kan-
pur, has also talked
about taking VRS and
word is that he can fight
from Kannauj Sadan
seat on BJP ticket.
But the question is,
from where are the IAS
and IPS officers getting
the inspiration to con-
test elections by taking
VRS? How are execu-
tives, who are worried
about their career,
transfer-posting and se-
cure future, suddenly
choosing an insecure
field like politics?
Officers have been con-
testing elections in the
pastaswell,butitseems
that the large number
of retired and voluntar-
ily retired officers,
whom the BJP has
brought on important
position, seems to have
been the inspiration for
other officers and per-
haps that is why most
are joining the BJP.
Last year, Arvind Shar-
ma, an additional secre-
tary level officer in
PMO took VRS in a
hurry and was sent to
Uttar Pradesh. A few
days after reaching Luc-
know, he became a
member of the Legisla-
tive Council and also
became party’s Vice
President. It is every
bureaucrat’s dream to
get a job in PMO but
Sharma left PMO and
went to do politics in
UP! Although he could
not become a minister,
but it is believed that if
the BJP government
comes to power yet
again in UP, he will get
a big role because he
has been a close officer
of the PMO from Guja-
rat to Delhi.
Last year, when the
Prime Minister expand-
ed the first Cabinet of
his second government,
Ashwini Vaishnaw, an
IAS officer of Odisha
cadre, was given three
huge ministries like
Railways, Communica-
tions and IT. He is a 1994
batch IAS.
Aparajita Sarangi, an
IAS officer of batch and
cadre similar to
Vaishnaw, is currently
a Lok Sabha MP of the
BJP. It is not surprising
then that the same IAS
officer of his batch and
Kanpur Commissioner
Aseem Arun also wants
to contest the elections.
Apart from Vaishnaw,
many former bureau-
crats like RK Singh, S
Jaishankar, Hardeep
Singh Puri, who are
ministers in Modi’s gov-
ernment, are also the
inspiration for new of-
ficers to quit their jobs
and contest elections.

Will the tradition
be broken in UP?
Sharat K Verma
Lucknow: The poli-
tics of Uttar Pradesh
is bizarre compared
to the rest of the na-
tion, as in this state,
there is no tradition,
for the past 20 years,
of Chief Ministers
contesting Assembly
polls. Rajnath Singh
was the last CM who
had fought the As-
sembly elections in
2002 and in that elec-
tion too he contested
by getting an Opposi-
tion MLA to vacate
the seat.
BSPchief Mayawa-
ti became CM in 2007
 instead of going
through the elector-
ate, she remained a
member of the Legis-
lative Council. Akh-
ilesh Yadav, who be-
came CM in 2012, was
an MP and he also
became a member of
the Legislative Coun-
cil.
Then in 2017, when
Yogi Adityanath be-
came the CM, he was
also an MP at that
time and after be-
coming CM, he be-
came a member of
the Legislative Coun-
cil.
Therefore, the
question is, will this
tradition be broken
this time around?
The BJP’s Central
Election Committee
held a meeting on
Thursday to decide
the names of the can-
didates.
It is being said that
this time the party
wants CM Yogi Adi-
tyanath and both the
Deputy CMs—Kes-
hav Prasad Maurya
and Dinesh Shar-
ma—to contest the
Assembly elections.
With this, the tradi-
tion of contesting the
election by Chief
Ministers can be re-
stored. As far as for-
mer Chief Ministers
and CM candidates
are concerned, as of
now, BSP chief
Mayawati’s party has
announced that she
will not contest polls.
There is no informa-
tion if SP chief Akh-
ilesh Yadav will con-
test the elections or
not as he is currently
a member of the Lok
Sabha.

intensive services
should hold up.
Nomura further
says that the previous
waves of the Covid-19
pandemic led to sup-
ply-side disruptions
and a flare-up in infla-
tionary pressures,
which it says, to per-
sist even after the wave
ends, adding another
headwind to house-
holds’ balance sheets.
The research firm
believes that that third
wave will adversely af-
fect India’s growth in
the fourth quarter of
the current fiscal but
that the loss in momen-
tum could be much less
than during the second
wave and largely con-
centrated in services
for a shorter duration.
It has lowered its Q4
GDP growth forecast to
3.2% year-on-year from
5.2% earlier.
Although, Nomura
has also said that the
slowdown in Q4FY22
should lead to a faster
catch-up in Q1FY23,
owing to recovery from
the third wave.
When it comes to in-
flation, Nomura says
that while the third
wave will be inflation-
ary
, it won’t be as bad as
it was during the earli-
er two waves. It expects
headline inflation to
rise from 5.6% year-on-
year in December to
6.0-6.5% in January
. Do
note, MPC’s mandated
tolerance band for in-
flation is 2-6%.
On the policy front,
Nomura expects the Re-
serve Bank of India to

rate hike from its cur-
rent expectation of Feb-

Jaipur: The officials of

ter Pratap Singh
Khachariyawas. The
minister has demanded
a staff of total 18 per-
sonnel for his office
residence. This in-
cludes clerks, peons,
drivers etc. The depart-
ment has so far, been
able to arrange 8 per-
sonnel only
. Some of the
staffers are making ex-
cuses not to work at the
minister’s place. Secre-
tary Naveen Jain is
worried as to how to
spare staff from dept’s
small cadre strength.
When PSK was Trans-

Jain was coincidentally

time, the Minister’s
similar demand was ful-
filled as there were hun-
dreds of staff in the

time, Naveen Jain is
facing a dilemma.
Rajasthan Roadways

men and MDs so far,
haven’t been able to
change its condition de-
spite all efforts. Now,
the command of this
organisation is in the
hands of a senior IAS
officer Sandeep Verma.
He has also been trying
for the last six months
to bring in some im-
provement. What
changes he would bring,
only the time will tell,
but he has introduced
an appreciable initia-
tive. The Roadways
head office building at

old dilapidated. Ver-
ma has taken the initia-
tive to renovate and give
a face lift to this build-
ing. The main porch has
been given a new look

appears to be attractive.
It is worth mentioning
that when Verma was in

hard for new construc-

building there as well.

First India Bureau
Jaipur: The investiga-
tion of cross-voting in
Baran Zila Pramukh
election has been com-
pleted. Now the state
leadership will decide
based on the inquiry re-
port. Due to this cross-
voting, the BJP had to
face defeat on the Zila
Pramukh seat despite
getting the majority
.
Baran’s election in-
charge Vasudev Dev-
nani said that the in-
vestigation has been
completed. It is expect-
ed that the state leader-
ship will take action
against guilty leaders
and workers. “We have
also given information
about suspected leaders
and activists involved
in cross-voting in the
report. It was only after
the defeat that we be-
came active and every
aspect has been investi-
gated and then the re-
port has been submit-
ted to the state leader-
ship,” he said.
The workers had also
vandalised the office of
MP Dushyant Singh,
son of former Chief
Minister Vasundhara
Raje. BJP leaders had
expressed their dis-
pleasure about this too.
State President Sat-
ish Poonia himself had
sent a two-member
committee to Baran for
investigation. Not only
this, but Chhabra MLA
was also included in the
inquiry committee, but
he resigned from the
committee.

Jaipur: The State
government is yet to
receive any response
from the Central gov-
ernment to its letter
regarding construc-
tion of the proposed
North Ring Road in
the city.
It had written to the
Centre to make the Rs
4,500 crore project a
joint venture of Jaipur
Development Authori-
ty (JDA) and National
Highway Authority of
India (NHAI) with
equal share.
Though almost 6
months have elapsed,
the State government
has not got any reply.
This has compelled
the JDA to stop the
paper work like ‘re-
quest for proposal’
required for it.

Jaipur: The PCC has
taken a step forward to
make the 'Digital Mem-
bership Campaign,' a
success. Under the
campaign, the state
PCC aims to become a
leader in Congress
committees across the
country. PCC Presi-
dent Govind Singh Do-
tasra claims to make
more than 50 lakh
members in the stipu-
lated time.
In wake of Corona
pandemic, the State
Congress Committee
has the lone option that
new members of Con-
gress should be made
only through the digital
membership campaign.
Dotasra has given the
target of participation
in the digital campaign
to Ministers, MLAs,
District Presidents,
PCC officials and Panch
Pradhans.
Digital membership
in-charge will be made
after acquiring two
names from each as-
sembly constituency,
informed Dotasra.
Seven Chief En-
rollers will also be ap-
pointed in each assem-
bly constituency, who
will be given the charge
of 30 - 40 booths of the
said Assembly constitu-
ency
.
Two workers will be
appointed at all 50,062
booths of Rajasthan,
who will make 100 peo-
ple members of Con-
gress through the digi-
talmedium.400persons
of contacts have been
selected in 200 Assem-
bly constituencies.
However, the State
Congress leadership is
angry that the partici-
pation of MLAs in the
first VC of the PCC
President regarding
digital membership
was low, while the min-
isters showed full inter-
est. However, a report
will be sent to state
Congress in-charge
Ajay Maken, if the
MLAs don't take the
digital membership
campaign seriously

of indulging in ‘selective politics’
New Delhi: The BJP
on Friday hit out at
Congress leader Pri-
yanka Gandhi Vadra
over the suspected rape
case of a mentally-chal-
lenged minor girl in
Rajasthan, alleging
that she engages in ‘se-
lective politics’ and
uses the cause of atroc-
ities against women to
push her politics.
While she claims to
champion the cause of
women in Uttar
Pradesh with a slogan
like ‘Ladki hoon, lad
sakti hoon,’ but her
suggestion to women
in a Congress-ruled
state like Rajasthan is
“Ladki ho to ladna
mana hai”, BJP
spokesperson Sambit
Patra said.
“In reality, you are a
Congress politician and
can only do politics,” he
said.
While everyone
should speak for justice
for women and raise
their voice against any
atrocity against them,
when the issue is used
selectively due to one’s
political ambition as
Priyanka Gandhi Vadra
and Rahul Gandhi have
done, then this becomes
‘unforgivable.’
They post their pic-
tures with victims’ fam-
ilies there but did they
meet the girl in Ra-
jasthan, he asked.
Speakingtoreporters,
he alleged that Vadra
was celebrating her
birthday at Ranthamb-
hore in Rajasthan and a
BJP delegation wanted
to meet her over the is-
sue but was denied.
Patra asked if she had
sought report from Ra-
jasthan Chief Minister
Ashok Gehlot about the
ghastly incident. —PTI
Under the Digital Mem-
bership Campaign, an

digital member of Con-
gress by submitting his

fter a hard time of COVID, Ma-
kar Sankranti was celebrated
by people across the country
with immense joy, happiness
and love on Friday. Being the
first festival of the year, it
was celebrated with great
enthusiasm, people were seen en-
joying with their family and friends
all day long, with ‘vo kaaate’ and
lots of prayers and laughter
across.
The festival was enjoyed with
the sweetness of rewri, moongfa-
li, and popcorn. People not only
enjoyed the delicacies but had
fun with colourful kites, bal-
loons, music and wonderful com-
pany around.
Makar Sankranti marks the
beginning of Uttarayan, which
lasts for six months, and the
starting of the month of Magh
in the Hindu calendar. The fes-
tival suggests the movement of
the sun towards the northern
hemisphere, signifying the on-
set of warmer and longer days.
City First shares a few glimps-
es of the Makar Sankranti
celebration which portrays
the pure love and happiness
of the people, in regards to
this festival. Since it’s the
best time to spend the entire
day with your loved ones,
this festival is loved by eve-
ryone and is definitely a spe-
cial one for all of them.
This year, keeping the fact in
mind that COVID is still not
over, everyone took the re-
quired precautions and made
sure the day was not only
about fun and laughter but
about safety too.

Every 14th of January, people in India celebrate the festival of Makar Sakranti to mark the transition of the sun into the zodiac sign of Capricorn (Makar rashi in Hindi, hence the name). During the day, the sky of Pinkcity was flooded with
kites. The rooftops of all buildings were packed with people taking part in this annual activity and for most of the day, noise all across the city was deafening. But as the night approached, the kites in the sky give way to sky lanterns and
fireworks. As darkness prevailed, the city came alive with the lights of stunning lanterns slowing ascending into the sky. Photojournalist Suman Sarkar and Santosh Sharma captured and justified this beautiful moment gracefully.

The protests forced the government to resign, but the country’s political trajectory re- mains uncertain, as does the impact of the Kremlin’s latest imperial intervention on Rus- sia’s relations with neighboring states and the West. In this Big Picture, former Kyrgyz prime minister Djoomart Otorbaev explains why what started as a relatively peaceful protest against the fuel- price hike quickly escalated into a chaotic battle among oligarchs for political influence. And in a 2019 commentary, Harvard Uni- versity’s Nargis Kassenova ar- gued that then-President Nur- sultan Nazarbayev’s resignation could have unpredictable conse- quences, including the potential for major social unrest. The re- cent unrest also raises the ques- tion of Russian President Vladimir Putin’s intentions. —PROJECT-SYNDICATE.ORG TOP TWEETS K n the run-up to Christmas, there was considerable anxiety about shortages of fes- tive food and gifts. Trade fric- tion was already at the core of the Brexit debate, and sup- ply chain issues have been made much worse by the COVID-19 pandemic. For example, a computer chip shortage had a knock- on effect across many indus- tries. Concerns have also been raised about everything from lithium supply for elec- tric vehicle batteries to res- taurant food supplies to even coffee shortages. Never has the issue of sup- ply chain management been so prominent. The question now is what challenges sup- ply chains face in the year ahead. So what can we ex- pect? Products reach con- sumers through a chain of companies involved, which typically includes manufac- turers, logistics firms – who provide storage, distribution and transport – and retailers. Not surprisingly, the whole system is highly complex. There’s a whole philosophy of contemporary supply chain management (SCM) concerned with making sup- ply chains much more inte- grated than they used to be. Done well, it can significantly improve the overall perfor- mance of companies, as well asbenefitingtheeconomyand society . Yet this long-term ef- fort to make the whole system more efficient has been set back by a whole host of chal- lengesinglobalsupplychains. Industry academia are collaborating to develop in- novative sustainable prac- tices, as can be seen in the work of the Centre for Sus- tainable Road Freight, for example. The year ahead will be key in adoption of these practices, each of which re- quires change in the opera- tional practices of firms. —theconversation.com BIG CHALLENGES FOR SUPPLY CHAINS IN 2022 Business has to be resilient capable of adapting to major disruptions so that it can develop long-term strategies solutions to these complex challenges I Military Leadership @74 he nation celebrates the 74th Army Day on Saturday, Janu- ary 15. Armed Forces are the last instrument of statecraft of any nation state; therefore they can’t afford to fail. It is this zero error professional- ism that sets the military leaders as a class above the rest. In India, the Armed Forces have a great history of providing excellent and praiseworthy military lead- ership. The Royal Army left behind a great legacy of so- cially deep-rooted and well established military culture for Indian Armed Forces, when they left in 1947.  Once a coveted profession, the Ser- vices today are no longer the preferred career option for the millennials. CHALLENGES IN 21ST CENTURY The 21st Century brings in large amount of challenges for military leaders. The working environment within the Armed Forces is rapidly changing with paradigm changes in social value sys- tems and technological ad- vancements. The dynamic nature of modern warfare and expansion of national in- terests sans frontiers have placed fresh challenges on military leadership. Materi- alism and economic progress have exerted their own pres- sures on the moderately paid soldiers and officers. Several pay commissions have taken away the privileges and spe- cial status of soldiers. The swag of being elite class and privileged is slowly fading away . Soldiering is no longer in fashion. Service to the Na- tion no longer motivates the youth to undergo a hard life as soldiering demands. In the rapidly changing socio-eco- nomic environment in the country, the military leader- ship has to be transformed and matured to the next level of competence. Some of the major challenges faced by military leadership on 74th Army Day, are discussed hereafter. CHANGED SOCIO-ECONOMIC BACKGROUND The society is undergoing a rapid  transformation on ac- count of the high growth in economy and other related factors including prolifera- tion of multiple social media platforms. It also results in significant changes in the value system and percep- tions. Military leadership need to be responsive to such changing environment. Given the higher levels of IQ, it calls for improved transparency in functioning. Decision mak- ing need to be made more in- clusive to integrate all ranks in military matters. Despite these social changes, the need for military leaders with strong fundamentals- charac- ter, integrity and ethics will never change. WOMEN IN THE COMBAT Induction of women into Armed Forces is the new fla- vour of 21st Century, which has brought in winds of change in this male-dominat- ed establishment. The gender bias will slowly fade away, as we move further in this cen- tury. The implementation must be deliberate, progres- sive and adaptable to all ranks without sacrificing training standards. The en- try of female cadets to NDA adds a new ‘co-ed’ dimension to the army training. Induc- tion of women officers and their rise to ranks of com- manding officers and beyond will harbinger a paradigm shift in military leadership styles. POLITICO-CIVIL- MILITARY DYNAMICS Politico-civil-military rela- tionship in India has been a low point in the last 75 years. In fact, much that is amiss in India’s national security framework today, could be at- tributed a civil–military rela- tionship which has failed to grow and mature in step with the needs of modern-day se- curity challenges. The result- ant dissonance has severely impaired the national secu- rity discourse and strategic decision-making process. In the near future, senior leaders of Armed Forces will have to also cope up with in- creasing political pressures. Ambitious military leader- ship can be the bane of de- mocracy, if some leaders, whose ambition exceeds their ability, lend themselves to po- litical manipulations. In the arena of national security , the consequences of moral fail- ure can be grave. Future mili- tary leaders will have to deal with such political pressures and stand tall for the national pride and for the welfare of the men, that they command. MORAL VALUES AND ETHICS Degradation of value system in society as a whole has had a profound effect on the mili- tary leaders. Individualism, materialism, economic gains and ‘success at all costs’ are all traits embedded in the pre- sent day society . The individu- als joining the service also come from same society and therefore, cannot totally es- cape from its effects. However, a class apart, military leader- ship demands highest level of ethics and values to be able to lead in war. Military Leader- ship will be able to withstand all pressures if they adhere to fundamental values and eth- ics of army culture. CONCLUSION India is going through a transformation to claim its rightful place as super power in the present century . As the Indian Armed Forces chart their way through the 21st century, the victory in future battles will be largely depend- ent on the quality of astute leadership displayed by our armed forces senior leaders. In the changing kaleidoscope of 21st Century, reform and reinvention may well be the only options for the Armed Forces to retain their superla- tive standards of leadership at all times. “Dil Mange More- from the Military Leaders” THE VIEWS EXPRESSED BY THE AUTHOR ARE PERSONAL T India is going through a transformation to claim its rightful place as super power in the present century. Mahesh Sharma New Delhi: In Goa, Congress has dealt a majorblowtotheruling BJP as Michael Lobo, a minister in the state government for five years, resigned from both government and BJP joined Congress. He is an MLA from Calangute and was ear- lier in Congress. For five years, when he was in the BJP and was a minister in the state government, Congress leaders levelled major allegations against him like irregularities in land grabbing in the Calangute area and horse-trading. But when he returned to Congress, the party for- got all the charges and welcomed him with open arms. That’s be- cause he can be of great use to Congress. He is a Catholic Christian and has good hold among voters of this group. He is the third Catholic Christian to leave BJP, so Congress sees more profit in him. However, now the BJP leaders are accus- ing him of land dispute. Meanwhile, it is also be- ing said that Congress can also give ticket to his wife Delaila. BJP is already saying that Lobo was asking for a ticket for his wife De- laila, for which BJP was not ready, after which he left the party . It is being said that Michael Lobo has influ- ence in six Catholic- dominated seats and with his help, the Con- gress will win the elec- tions on these six seats. However, Congress leaders are also saying that no one can guaran- tee what he will do after the elections. His aim is to remain in power as for him the party is not of much importance. Kavita Pant Lucknow: With the poll-bugle for the As- sembly elections of five states including Uttar Pradesh being sounded, the process of applying for voluntary retire- ment by civil servants has started. Rajeshwar Singh, Joint Director of Enforcement Directo- rate and well-known of- ficer of UP Police has applied for VRS and it is being said that he will contest from any seat in NCR region adjoining Delhi on BJP’s ticket. Recently, Asim Arun, who was appointed commissioner in Kan- pur, has also talked about taking VRS and word is that he can fight from Kannauj Sadan seat on BJP ticket. But the question is, from where are the IAS and IPS officers getting the inspiration to con- test elections by taking VRS? How are execu- tives, who are worried about their career, transfer-posting and se- cure future, suddenly choosing an insecure field like politics? Officers have been con- testing elections in the pastaswell, butitseems that the large number of retired and voluntar- ily retired officers, whom the BJP has brought on important position, seems to have been the inspiration for other officers and per- haps that is why most are joining the BJP. Last year, Arvind Shar- ma, an additional secre- tary level officer in PMO took VRS in a hurry and was sent to Uttar Pradesh. A few days after reaching Luc- know, he became a member of the Legisla- tive Council and also became party’s Vice President. It is every bureaucrat’s dream to get a job in PMO but Sharma left PMO and went to do politics in UP! Although he could not become a minister, but it is believed that if the BJP government comes to power yet again in UP, he will get a big role because he has been a close officer of the PMO from Guja- rat to Delhi. Last year, when the Prime Minister expand- ed the first Cabinet of his second government, Ashwini Vaishnaw, an IAS officer of Odisha cadre, was given three huge ministries like Railways, Communica- tions and IT. He is a 1994 batch IAS. Aparajita Sarangi, an IAS officer of batch and cadre similar to Vaishnaw, is currently a Lok Sabha MP of the BJP. It is not surprising then that the same IAS officer of his batch and Kanpur Commissioner Aseem Arun also wants to contest the elections. Apart from Vaishnaw, many former bureau- crats like RK Singh, S Jaishankar, Hardeep Singh Puri, who are ministers in Modi’s gov- ernment, are also the inspiration for new of- ficers to quit their jobs and contest elections. IN UTTAR PRADESH, BABUS WILL ALSO CONTEST POLLS? SOUNDING OF POLL BUGLE  It seems large number of retired voluntarily retired officers, whom BJP has brought on important position, seems to have been inspiration for others Will the tradition be broken in UP? Sharat K Verma Lucknow: The poli- tics of Uttar Pradesh is bizarre compared to the rest of the na- tion, as in this state, there is no tradition, for the past 20 years, of Chief Ministers contesting Assembly polls. Rajnath Singh was the last CM who had fought the As- sembly elections in 2002 and in that elec- tion too he contested by getting an Opposi- tion MLA to vacate the seat. BSPchief Mayawa- ti became CM in 2007 instead of going through the elector- ate, she remained a member of the Legis- lative Council. Akh- ilesh Yadav, who be- came CM in 2012, was an MP and he also became a member of the Legislative Coun- cil. Then in 2017, when Yogi Adityanath be- came the CM, he was also an MP at that time and after be- coming CM, he be- came a member of the Legislative Coun- cil. Therefore, the question is, will this tradition be broken this time around? The BJP’s Central Election Committee held a meeting on Thursday to decide the names of the can- didates. It is being said that this time the party wants CM Yogi Adi- tyanath and both the Deputy CMs—Kes- hav Prasad Maurya and Dinesh Shar- ma—to contest the Assembly elections. With this, the tradi- tion of contesting the election by Chief Ministers can be re- stored. As far as for- mer Chief Ministers and CM candidates are concerned, as of now, BSP chief Mayawati’s party has announced that she will not contest polls. There is no informa- tion if SP chief Akh- ilesh Yadav will con- test the elections or not as he is currently a member of the Lok Sabha.

GDP growth to take a hit; RBI may delay reverse repo rate hike New Delhi: While the Omicron variant-led third wave of Covid-19 inIndiamightbearound forashorterduration,it may mildly increase the inflationary pressures andmaycauseadelayin a reverse repo rate hike from February to April, research firm Nomura wrote. Research shows that the Indian economy has entered the third wave in a far healthier state relative to the second wavebutvoluntarypull- backs and reimposition of state restrictions are starting to bite. Private airline IndiGo recently cut back on 20% of its flights while IRCTC re- duced the frequency of the Mumbai- Ahmedabad Tejas Ex- press from five days a week currently to three days between 12 Janu- ary and 11 February . The media reported on Thursday that con- sumers have started to load their pantries with essentials to avoid stepping out frequent- ly amid a spike in Cov- id-19 infections and state-level curbs. Nomura says the re- imposition of restric- tions is likely to delay the recovery in the ser- vicessector, whicheven prior to the third wave, was still trailing pre- pandemic levels, but it believes that manufac- turing and non-contact- intensive services should hold up. Nomura further says that the previous waves of the Covid-19 pandemic led to sup- ply-side disruptions and a flare-up in infla- tionary pressures, which it says, to per- sist even after the wave ends, adding another headwind to house- holds’ balance sheets. The research firm believes that that third wave will adversely af- fect India’s growth in the fourth quarter of the current fiscal but that the loss in momen- tum could be much less than during the second wave and largely con- centrated in services for a shorter duration. It has lowered its Q4 GDP growth forecast to 3.2% year-on-year from 5.2% earlier. Although, Nomura has also said that the slowdown in Q4FY22 should lead to a faster catch-up in Q1FY23, owing to recovery from the third wave.
