The landmark Afghan peace deal has received
“tremendous support”, President Trump said
on Monday, ahead of a possible agreement
between the US and the Taliban in the
war-torn country on February 29. The US is
set to sign a peace deal with the Taliban on
Saturday provided that a week-long reduction

‘Might is Right’, yes it is an established fact
in the drug controller department and this
‘Might’ has nothing to do with the seniority of
the officer. Whoever can pull the right strings
at the right time proves his might and makes
the most of it. There are two drug controller
posts namely Drug Controller – I and Drug
Controller – II adorned by Diwakar Patel and
Rajaram presently. Interestingly Ajay Fatak, who
is designated as Asst Drug Controller, due to his
proximity to Former Health Minister Kalicharan
Saraf was designated as Drug Controller – I
for quite a long time during BJP Govt’s tenure.
Then Rajaram had to contend working as Drug
Controller – II. With Congress coming to power
in the state, Fatak was shown the door and
Rajaram pulled the right strings smartly and
surprisingly he was asked to handle both I &
II posts. Senior Diwakar Patel was reduced to
a mere spectator but he didn’t lose heart and
searched for the right strings and finally pulled
them. Now Diwakar Patel is Drug Controller – I
and Rajaram is back to his old post of Drug
Controller – II as per orders released on 19th
February... . Indeed ‘Might is Right’.

CM Gehlot to give wings to Jaipur Flying SchoolFirst India News
Jaipur: Chief Minister
Ashok Gehlot, in his
budget speech, an-
nounced the re-opening
of Jaipur Flying School
at Jaipur Airport which
was closed around 12
years ago. Jaipur Flying
Club has a history
worth a mention. When
the club started its op-
erations in 1958, after it
was founded on Novem-
ber 16, 1957, the then PM
Jawahar Lal Nehru was
the patron of the club.
With initiation of ‘C’
certificate course,
flights to cities like Del-
hi, Kota, Bharatpur,
Shahpura, Bikaner,
Gwalior, Bhatinda, Jal-
landhar, Indore and
Lucknow were took off.
The club gave many dis-
tinguished pilots to In-
dian Air Force, Air In-
dia and Indian Airlines.
But the golden journey
of the club came to an
unceremonious end in
2008 after the scam in
allotment of Commer-
cial Pilot Licenses came
to light. Since then,
many unsuccessful at-
tempts to restart the
facility have been made.
The last time in 2016,
NCC tried to get state
hanger no. 2 for its glid-
ers which was refused
by the then CS.
Once the condition of
compulsorily having
multi engine and 2-4
seater aircraft didn’t let
the plan of restarting
the club take off, while
at other time, the inabil-
ity to self finance the
salaries of its employ-
ees was another reason.
In the last attempt, a let-
ter was written to Modi
government to which
they had replied by
starting the flying
school under PPP mode.
Now with CM Gehlot’s
personal interest, all
the formalities with
civil aviation ministry
and DGCA are being
looked into. Even a fea-
sible fee structure is be-
ing discussed which
could be between Rs 10-
15 lakhs or less depend-
ing on the total number
of students. All the con-
cerned will have to take
lesson from the past so
that the youth of Ra-
jasthan are not denied
of bright opportunities
in the aviation sector
and provide them with
world class facilities
and bring the golden
era of the Jaipur Flying
Club back.

will be demolished: Govt

Jaipur: The state gov-
ernment on Monday
agreed that the 5 storey
building adjacent to the
army area is completely
illegal and the process
to demolish it has been
initiated. AAG Anil Me-
hta filed this reply on
behalf of the state gov-
ernment, to the con-
tempt petition filed by
the Indian Army in HC.
Court had, on 11 Feb-
ruary, issued notices to
JDC T Ravikant and VP
Singh, the then CEO of
JMC, for their negli-
gence in the matter and
allowing the illegal con-
struction to go on in a
strategically sensitive
area. AAG Mehta ap-
pearing for JDA and the
state government did
not only accept that the
building was illegal but
also submitted that the
building had also flout-
ed the bylaws. Court
was also updated that 12
flats of the building had
been seized and evic-
tion notices for six have
been served to the resi-
dents. ASG RD Rastogi
withdrew contempt pe-
tition after AAG’s sub-
mission. Court decided
to hear main petition in
the case on 24 March.
It may be recalled
that the aforesaid build-
ing was under construc-
tion since 2017. Army
had written to JDA,
JMC and state govern-
ment citing the building
to be threat to national
security but the builder
continued with the con-
struction and rented out
flats as well. This was
challenged by the Army
in HC which had or-
dered status quo, yet a 5
storey building was con-
structed. A contempt
petition filed by Army
subsequently resulted

JMC by annoyed HC.

missed a petition chal-
lenging Muslim Women
(Protection of Rights on
Marriage) Act, 2019
which has been passed
by the central govern-
ment in Parliament to
abolish Triple Talaq.
The double bench
comprising of Justice
Sabeena and Justice
Narendra Singh Dad-
dha dismissed the peti-
tion, citing that the pe-
titioner Shantanu Pa-
reek wasn’t affected of
the act passed by the
government.
Advocate Pareek, in
his petition, had point-
ed an anomaly ques-
tioning how could gov-
ernment’s law declare
‘Triple Talaq’ illegal
when Supreme Court,
in Saira Bank case, had
questioned the legal
sanctity and status of
the term ‘Triple Talaq’
itself.
When a term doesn’t
have a legal status how
can anybody be pun-
ished on the basis of a
law passed with this
term as it’s basis, said
the petition.
But the High Court
dismissed the petition
even before going in it’s
merits. Petitioner was
given the option to with-
draw the petition but he
refused.

Not long ago a Gama loved his present posting for it had the fruit Mandi in
it’s jurisdiction area. He took it as a blessing for his family health along
with his prime duty of crime control. But now this Gama hates the Mandi
the most. Reason..well the Gama almost on daily basis recieves calls from
superiors asking for fruits delivered to their door steps. This makes Gama

There have been murmurs of Gama

Jaipur: Rashtriya Lok-
tantrik Party (RLP) and
BJP on Monday walked
out from the House over
the issue of Dalit atroc-
ities in Nagaur.
The RLP members
later sat on dharna in
the Well of the House.
RLP MLA Narayan
Beniwal raised the is-
sue during the Zero
Hour and this triggered
a fierce debate between
the treasury benches
and Opposition. Ulti-
mately, the RLP and the
BJP members walked
out of the House.
Beniwal said that the
incident of Nagaur in
which two Dalit youths
were tortured is a mat-
ter of concern.
The government
must pay attention to it.
He alleged that the po-
lice initially pressur-
ised the victims for
compromise and took
action only when the
video of the incident
went viral. He said that
this incident was no
less serious than the Al-
war gang rape.
Beniwal demanded
compensation for the
victims as well as put-
ting Nagaur SP APO.
He was supported by
Leader of Opposition
Gulab Chand Kataria
and deputy LoP Rajen-
dra Rathore.
They asked the gov-
ernment to give state-
ment on this issue and
walked out of the House
with RLP. Later RLP
MLA returned to the
House and started dhar-
na in the well.

First, the govern-

tricky situation when
BJP MLA Bihari Lal
Vishnoi asked about va-
cant posts of patwaris
in his constituency
Nokha.
Revenue minister
Harish Choudhary re-
plied that 34 out of 57
posts of patwaris are
vacant in Nokha. He
said that patwaris have
been instructed to stay
in the village that has
been designated as his
headquarter by district
collector.
He can move out only
after written permis-
sion from collector.
Minister said that ad-
vertisement has been
issued for recruitment
of 4,421 patwaris after
which vacant posts
would be filled through
direct recruitment.
The revenue minister
also agreed for an in-
quiry in response to
BJP MLA Chandrakan-
ta Meghwal’s question
regarding farmers.

stinging attack on the
BJP and its band of sup-
porters crated huge up-
roar in the Assembly on
Monday.
While speaking dur-
ing debate on the budg-
et, Lodha asked who the
real traitor was. “Those
protesting at Shaheen
Bagh in Delhi are called
traitors but are they the
real traitors or those
who offered flowers at
Jinnah’s mazar and
went to Pakistan with-
out invitation to cele-
brate their PM’s birth-
day,” Lodha asked while
talking about veteran
BJP leader LK Advani
and PM Narendra
Modi’s visits to Paki-
stan.
It is to be noted that
Advani during his visit
to Pakistan in 2005 had
gone to Pakistan’s
founder Jinnah’s mazar
and in his controversial
tribute called him ‘secu-
lar’ whereas Modi while
made unexpected stopo-
ver in Pakistan to greet
then PM Nawaz Sharif
on his birthday while
returning from Afghan-
istan.
However, Lodha’s
comments enraged BJP
MLAs who warned that
such allegations will
force them to retaliate
with similar allega-
tions. Just as situation
became normal after in-
tervention from the
chairperson, Lodha
launched another at-
tack. This time former
chief minister Vasund-
hara Raje came into his
firing line. Lodha said
that the present govern-
ment had to bring ‘Jan
Aadhar Card’ because
BJP government had
spent Rs400crore to put
BJP flag and Raje’s pho-
to on the card. “Was the
BJP thinking that it
would remain in the
government forever,” he
asked. Lodha also ques-
tioned the BJP govern-
ment’s scheme in the
name of RSS ideologue
Guru Golwalkar. “Who
was Golwalkar? Why
BJP launched schemes
in his name when he
had questioned tricolor
and the Constitution,”
he said.
This is not the first
time when Lodha’s com-
ments have created up-
roar in the House. In
fact, Lodha and UDH
minister Shanti Dhari-
wal relentlessly attack
the RSS and this ideo-
logical clash often turns
into heated debate.

Affairs Minister Shanti
Dhariwal on Monday
ordered an inquiry into
reported police action
at a guest house of a re-
gional daily for playing
loud music during a
birthday party.
Leader of Opposition
Gulabchand Kataria
raised the matter dur-
ing Zero Hour in the As-
sembly alleging that the
police led by Jaipur Po-
lice Commissioner en-
tered the campus in
Civil Lines area on Sun-
day night.
He said two police-
men could have gone to
stop the music being
played after 10 pm and
questioned the pres-
ence of the police com-
missioner at the guest
house of ‘Rajasthan
Patrika’.
Kataria alleged that
the police took action as
the venue was located
near the chief minis-
ter’s residence, adding
that women guests were
asked to stand in a cor-
ner, but there were no
women police person-
nel. Kataria also ques-
tioned why the search
was carried out in all
the rooms.
Speaking on the is-
sue, deputy LoP Rajen-
dra Rathore said why a
search warrant was not
taken from the court.
Also, the DJ was on in
two other places within
a 100 metres radius, but
no action was taken
against them.
Reacting to the alle-
gations, Dhariwal said
an inquiry will be con-
ducted into the incident
by an officer of the rank
higher than police com-
missioner.
Kataria & Rathore al-
leged that Congress
government was an-
noyed with the newspa-
per as it was running a
series of news stories
against the present dis-
pensation. Reacting
sharply to this, Dhari-
wal said no action was
possible against the
newspaper by present
government. He said it
was the former BJP
government which had
stopped advertisements
to the newspaper.
When contacted,
Jaipur Police Commis-
sioner Anand Srivasta-
va said action was tak-
en for playing loud mu-
sic in night hours.

Jaipur: Taking action
once again, the Cus-
toms officials at Jaipur
Airport caught an ac-
cused smuggling gold.
The accused Imran,
who is a Delhi resident,
did not give information
about possessing gold in
the declaration form,
but the customs officials
suspected him when he
arrived at the airport.
The accused came to
JaipurfromBangkokon
Sunday night via an Air
Asia flight.
When the Customs of-
ficials asked him about
the gold, Imran denied
having anything. But
during the checking on
the green channel, four
paste pallets of gold
were found from his
jeans pocket. During the
detailed investigation,
the accused confessed
that the remaining gold
was hidden in his rec-
tum.
After that, two gold
pallets were recovered
from his rectum.
The total gold recov-
ered is 618.9 grams and
itsvalueisbelievedtobe
around Rs27.09 lakh.
Custom officials did a
detailed interrogation
of the passenger on
Monday.
It may be recalled that
the customs police had
recently confiscated
smuggled gold worth
Rs45 lakh in two differ-
ent cases from two pas-
sengerswhohadarrived
at Jaipur Airport from
Dubai and Bangkok.
Both had hidden over 1
kg gold in their rectums.

li, a senior professor at

Jaipur: Chief Secre-
tary DB Gupta on
Monday took an impor-
tant decision regarding
the scooty distribution
schemes to various sec-
tions of the social strata
and cleared all the am-
biguities regarding the
process, responsibility
and monitoring.
While chairing the
meeting at the Secre-
tariat, the CS clarified
that from now on all
scooty distribution
schemes will be done
under only two heads.
First the Devnarayan
Scheme and second Ka-
libai Scheme. Although
the govt wanted all the
scooty distribution to
come under one um-
brella of Kalibai
Scheme but the Gurjar
representatives had ob-
jected to the proposal.
So from now onwards
on the ST and minority
students will be reward-
ed scooties under Kali-
bai Scheme whereas the
other scheme will be
called Devnarayan
Scooty Scheme.
The scooty distribu-
tion at the school level
will be the responsibil-
ity of the Director
(School Education)
while Director (College
Education) will be re-
sponsible for college
level scooty distribu-
tion.
The college educa-
tion officials informed
the CS that the tenders
for scooties have been
received and will be
opened on Tuesday.
The Social Empower-
ment department will
keep on monitoring the
distribution of scooties
underboththeschemes.
The meeting was at-
tended by officers of
Social Empowerment

and some officers from

Jaipur: Health Minis-
ter Raghu Sharma has
informed that the re-
cruitmentprocessof 737
doctors is in the final
stage. Responding to
questions from MLAs,
he said that these doc-
tors would be given post-
ings soon and all vacant
posts including nursing
staff will be filled with
priority.
Earlier, the health
minister while replying
to the original question
from Chandrabhan Sin-
gh Akya tabled details
of govt hospitals and
sanctioned posts of doc-
tors,numberof working
doctorsandvacantposts
in these hospitals in
Chittorgarh. He in-
formed that the state
government issued two
orders in August last
year and February this
year to cancel the depu-
tation of all the staff.
He also tabled details
of nursing, paramedical
and non-medical em-
ployees of the health
department in Chittor-
garh. He said that va-
cant posts of health of-
ficers would be filled
when the recruitment
process of Rajasthan
health Science Univer-
sity is completed while
dentists will be trans-
ferred fromotherplaces
to fill vacant posts.
He said that the re-
cruitment of nurse II
grade, female health
worker, pharmacist,
physiotherapist, and lab
assistants is under pro-
cess. He said that there
was no proposal to set

Jaipur: A village devel-
opment officer in Rajsa-
mand district was ar-
rested on Monday for
allegedly taking a bribe
in exchange to provide
certified copies of docu-
ments sought under the
RTI Act, an official said.
Murlidhar Pandey, the
village development of-
ficer posted at Bhim, was
caught accepting Rs
10,000 bribe from the
complainant who had
filed an RTI application
for the copies of the doc-
uments, the Anti-Cor-
ruption Bureau official
said. In another inci-
dent, the ACB sleuth’s
arrested a head consta-
ble for allegedly accept-
ing a bribe of Rs 10,000 in
Kota district, he said.
The accused, Ajit Singh,
had asked for monthly
bribe to allow transpor-
tation of sand, the offi-
cial said.

ayurvedic com-
pounders. He as-
sured that after the
promotion of senior
medical officers and
senior compounders
the process of re-
cruitment on vacant
posts in the Ayurve-
da department would
start soon.
Replying to ques-
tions from MLAs, Dr
Sharma said that the
Ayurveda depart-
ment has three posts
including doctors,
compounder and as-
sistant. He said that
because of backlog
some Ayurveda hos-
pitals ds not have
any employee.

gifted to US President
Donald Trump and his
wife Melania during
their visit to the Sa-
barmati Ashram
here on Monday.
Prime Minister
Narendra Modi
gifted the iconic
statue of “three
wise monkeys”, represent-
ing the message “see no
evil, hear no evil and speak
no evil,” to Trump and his
wife on behalf of the In-
dian government.
The sculpture was a rep-
lica of the statue that was
gifted to Gandhi by a Japa-
nese monk way back in
1933, a trustee of the Sa-
barmati Ashram said.
While presenting the
statue, Modi explained the
message behind the ges-
ture of the three monkeys
in detail, which Trump
and the US First Lady lis-
tened in rapt attention.

mati Ashram, Kartikeya
Sarabhai, said the ashram
also gifted America’s first
couple Gandhi’s engraved
Talisman, which he wrote
in August 1947, guiding
people in public life to
make a decision while re-
calling the face of the

here was colour, there was pomp
and there were people as Donald
Trump arrived at a heart-warm-
ing welcome by millions lined
along with the 22-kilometer road-
show and over 100,000 filling every inch of
space at the iconic Motera stadium for the
Namaste Trump event. Prime Minister Nar-
endra Modi delivered what he had promised
and President Trump looked visibly pleased
with the gala show.
In his speech at the Motera stadium, he
repeatedly thanked his friend Prime Min-
ister Narendra Modi and complimented
him, a humble chaiwala “whom everyone
loves”, for scripting an India story as a
tolerant democracy which is unrivaled in
the world. Lifting of millions out of poverty
and its growing middle class found a special
mention along with laudatory remarks about
Chandrayan and the space programme. So did
Bollywood, Tendulkar, Virat Kohli, and DDLJ.
Such is the personal bonhomie between
POTUS and Modi that at the Sabarmati Ash-
ram, instead of writing something on Ma-
hatma Gandhi, President Trump simply
wrote in the visitors’ book, “To my great
friend Prime Minister Modi. Thank you
for this. Wonderful visit.” He made up for
this by paying tribute to the Mahatma in
his speech at Motera.
President Trump outlined the serious as-
pects on the agenda for tomorrow (February
25). On trade issue, Trump expects to reach a
fantastic trade deal with “tough negotiator
Modi”. He himself is no soft negotiator when
it comes to protecting American interests.
The manner in which he tightened the screws
on protectionist Beijing had shaken up China
and financial markets not very long ago. In
India’s case, President Trump may not
get the trade concessions that he wants,
but the $3 billion deal to be signed on
military helicopters and other defence
equipment will mollify his ego. Whatever
concessions he is able to extract on the trade
front would be the icing on the cake. For India
though, the defence deal would be a setback
if it does not involve Make in India or any
project for the upcoming defence corridor in
Uttar Pradesh. It must be borne in mind that
Trump is a businessman and under him, the
American economy is in its best phase. On
the contrary, the Indian economy is faced
with myriad problems. A protectionist
approach with Trump, who coined Amer-
ica’s First slogan, won’t work.
His speech outlined the framework around
which the talks would revolve: Energy sector,
anti-terrorism measures, in which the US is
also working with Islamabad, and Indo-Pacif-
ic strategic co-operation.
Later he visited the monument of love at
Agraandtweeted,“TheTajMahalinspiresawe
and timeless testament to the rich and diverse
beauty of Indian culture! Thank you India.”
BJP’s Sangeet Som and others of his ilk,
who describe the monument as a “blot” on
Indian culture, must have squirmed.

cend from our conscious,

subconscious that resides
deep within. It is a capti-
vating spectacle — a dain-
ty ‘keepsake’ of our ‘na-
ture’ that dwells in us. It
is also the nature outside,
all by itself. It isn’t that
each of us can explain this
extraordinary feeling in
purple prose, yet it is a reso-
nance anyone can appreci-
ate from the inside out.
This sublime experience
is fascinating, contextual,
also somewhat mystifying,
to our so-called refined
modes of thinking, or
knowing, in a modern con-
text. Yet, it is all too evident
when one accepts the reci-
procity of Mother Nature’s
direct participation and
insight. It is often said
that anyone living fully
and venerating the laws
of nature is never ever
alone. This is primarily
because nature ought to
be treated with rever-
ence — the same kind of
respect you expect others
to give you. These are ap-
parently subtle feelings.
When consciously accred-
ited, they significantly pro-
pel our behaviour. The rea-
son being — when we
think we belong and care
for all things, big and
small, we embrace what
philosophers call as our
‘environmental ethic.’
This is an elevating
thought — it leads us to
esteem, accommodate
and accept our fellow hu-
man beings as part of not
just the community, but
also the cosmos. This, in
turn, leads to a mindful
‘connect’ for us with na-
ture, flora and fauna. The
inferenceisobvious—such
an empathetic outlook is
imperative, also indispensi-
ble, for our renewed atten-
tiveness, and participation,
in everything that articu-
lates our shared, recipro-
cal, also collective purpose
for a common good.

streaming of proceedings in
a case seeking entry of chil-
dren born to Parsi woman
and non-Parsi man into a fire
temple, a Zoroastrian place
of worship in the city.
Seeking permission for live
streaming of the proceedings
Parsi Zoroastrian Association
of Calcutta (PZAC) lawyer Phi-
roze Edulji submitted before
the court that hearing in the
case is of utmost importance to
all Parsis in the country and
they would be benefited from
the outcome of the matter.
Allowing PZAC’s prayer a
division bench comprising
justices Sanjib Banerjee and
Kaushik Chanda directed
that two special cameras be
placed in the court room to
telecast the proceedings on
YouTube.
The Court directed that the
cost of the telecast would be
borne by PZAC.
The Patsi body is one of
the parties in the petition
filed by Prochy N Mehta and
Sanaya Mehta Vyas who are
seeking access to a fire tem-
ple at Metcalfe Street in the
central part of the city;
PZAC is opposed to it.
The petition was moved by
Mehta and Vyas before the
High Court against Nishit N
Tankariwala, YJ Dastoor, JS
Billimoria, trustees of the late
E-reader Dhunjeebhoy Byram-
jee Mehta’ s Zoroastrian Anju-
man Atadh Adaraneey Trust,
who opposed their access to the
fire temple.
Their access to the fire
temple was allegedly denied
since they were born to a
Parsi mother and a non-Par-
si father, even if they were
initiated to the religion
through a ceremony.
The date for the final hearing
in the matter, live streaming of
which was allowed by the
court, has not yet been fixed.
A Single Bench of the
High Court has earlier dis-
allowed the prayer for live
streaming, following which
an appeal on the issue was
moved before the Division
Bench.
The original petition seeking
access to the fire temple will be
heard by the Single Bench.
The High Courts in our
country, are courts of record
and if live-streaming of the
court proceedings, in my
opinion may be permitted
with the permission of the
Court. IN-CAMERA proceed-
ings which are held in cham-
bers may however not be al-
lowed to be live- streamed.
When live telecast of pro-
ceedings of Parliament and As-
semblies is permitted then why
courts are made exception?
The people of this country
have right to know as to how
court proceedings are con-
ducted.
With the permission of the
Chief Justice, CCTV cameras
may be installed in the Court
rooms.
If such action is taken it
will increase the working
capacity of the courts.

IAF PILOT KILLED IN MICRO
LIGHT AIRCRAFT CRASH
New Delhi: A micro light aircraft crashed in
Punjab’s Patiala on Monday morning in the Army
cantonment area, killing an Indian Air Force pilot
and injuring two NCC cadets on board, an official
spokesperson said. The trainer aircraft crashed
soon after taking off from the Patiala Aviation
Club airport around 11.30 am, killing Wing
Commander G S Cheema. The IAF has ordered
an inquiry to ascertain the cause of the accident,
the spokesperson said. The two injured cadets
injured were admitted to the military hospital.

The decision to accept the

meeting in Lucknow. “It
has been decided at a
meeting of the board to
take the five-acre land
given to us by the Uttar

will set up a trust soon for
construction of mosque.
“Besides mosque, there
will be an Indo-Islamic
research centre, a public
library, a charitable hospi-

politically induced. “The anti-

After violent clashes in North-East district area of the city, the Delhi Metro
Rail Corporation has closed the entry and exit gates of Jaffrabad, Maujpur-
Babarpur, Gokulpuri, Johri Enclave, & Shiv Vihar on Monday evening
citing security reasons. Trains will terminate at the Welcome metro station,
DMRC said in a tweet. The entry & exit at Jaffrabad metro station and
Maujpur-Babarpur metro station were closed in morning. DMRC had also

Ladakh. However, before
modern medicines be-
came commonly availa-
ble, injuries and ailments
could take painfully long
to heal or even prove to
be unnecessarily fatal.
With barely adequate
production capabilities,
communities would
face severe challenges
to their survival during
the years of drought and
other natural calamities.
Still, the people were
self-sufficient most of
the time. Hectic work
during the short sum-
mer agricultural season
was followed by a long
and relatively relaxed
winter, with scope for
heightened family and
community interactions.
Their livelihood, based
on agriculture, livestock
rearing and trade was in
harmony with their envi-
ronment. There was no
wastage, and everything
discarded was always
biodegradable. They
had achieved a sustain-
able mode of life many
centuries before that
term gained its current
urgency in environmen-
tal discourse.
Now, however, trucks
from the Indian plains
bring in food grains,
made available to the
local population at sub-
sidised rates. There is
also a substantial influx
of tourists and defence
personnel. These chang-
es have led to a rapid
and chaotic, unplanned
urban construction in
the major settlements,
to cater to the summer
rush. The new eco-
nomic opportunities now
available are taking the
people away from their
former hard-working,
self-sufficient, cheerful
and contented lives. It
also creates unsustain-
able stress on the local
physical environment.
To secure the future of
Ladakh, it will have to
make informed choices
instead of an unthinking
wholesale adoption of
the model of develop-
ment through rapid
urbanisation.

CHALLENGES CONFRONTING THE NEW UT OF LADAKH
Hidden behind the mighty Himalayas, Ladakh had always been a remote area. Throughout history, its
political destiny has been decided mostly by its powerful neighbours. That recurring pattern repeated
itself with the recent abrogation of Articles 370 and 35A of the Constitution. Local opinion was always
in favour of autonomy as a Union Territory. The disappointment is with the status of a UT without a
Legislature. Inadequate control over their future has created a nagging apprehension of the area
being flooded by ‘outsiders’, who may buy land locally and steer future developments in a direction
adverse to their interests. Protection of their tribal rights needs to be extended to them under the
Fifth Schedule to the Constitution to assuage their fears. As an ecologically sensitive and culturally
unique area, challenges before Ladakh are many.
The Community
At the core of the
Ladakhi way of life was
the community. Interac-
tion with external agencies
and influences, whether
in the economic, political
or the religious domain,
was invariably at the level
of the local community,
rather than the individual.
Reaching out to the im-
mediate neighbours for
organising family func-
tions, construction of their
houses and the manage-
ment of the elaborate
irrigation channels in a
spirit of mutuality was the
norm. Potential individual
conflicts were contained
and resolved through the
intervention of the com-
munity. Personal good
was traditionally accepted
to be subservient to the
welfare of the collective.
However, recent
changes are creating
ruptures in the fabric of
their harmonious social
structure. Young men are
moving to the urban hubs
of tourist inflow drawn by
the emerging economic
opportunities there. They
leave behind the wom-
enfolk and their children
to take care of the fields
and the livestock on their
own; creating a disrupted
family. In contact with the
‘outsiders’ in these urban
environments, the men
encounter a monetised
economy that measures
values by its market
price. They experience a
consumerist culture that
gauges happiness by
the quantum of expense
incurred. The new culture
celebrates individualism as
opposed to their traditional
collective aspirations.
A large dose of
self-confidence in their
long-held value system
and the local ethos of
cooperation would be
required by the Ladakhis
to deal with such alien
influences adequately, and
to avoid being swept off
their feet. The time-tested
cooperative behaviour is,
perhaps, also essential for
ensuring a joyous survival
in their harsh cold desert
landscape.
Ahuman-centric
worldview, taken for
granted today, is a rela-
tively new development
in the history of human
culture. The forces of
nature overawed most
ancient societies. Ancient
Ladakh too, had a deep
respect, tinged with an
element of fear, for the
ferocity of the natural
world as reflected in their
thought processes – a
belief in the spirits of the
mountains, passes, lakes,
the sky and the earth.
They considered these
entities to be poten-
tially evil and, therefore,
requiring appeasement,
usually through the
medium of the shaman
who could communicate
with the diabolical spirits.
The shaman was also
the medicine man and an
oracle. Animism, or the
worship of nature, is fun-
damentally opposed to
monotheism. There were
too many natural forces
to deal with, independent
of each other.
Buddhism was sub-
sequently adopted in
Ladakh, not at the cost
of but in addition to,
their traditional animist
worldview. In the local
mindset, fear of nature
got easily morphed into
compassion for all living
beings under the influ-
ence of the new religion.
Buddha got elevated to
the status of God, with
gigantic statues commis-
sioned to honour him.
However, the traditional
pantheist beliefs were
not satisfied with Bud-
dha as the sole deity.
Many Bodhisattvas, or
deities who had attained
Enlightenment but chose
to stay on in the world
to help others achieve
nirvana, came into being.
Such a composite value
system has been the
common heritage of the
entire region of Tibet,
and survives today, in a
largely unchanged form,
in Ladakh.
The Kargil region
of Ladakh was a part
of the Ladakhi Bud-
dhist culture, till a
majority of its inhabit-
ants converted to the
Shia sect of Islam in
the fifteenth century.
Polo, a popular sport
in Central Asia, was
introduced into Ladakh
through Kargil. But the
orthodox Muslims now
frown upon its practice.
Shared environmental
challenges demand a
similarity in response.
Today, the Ladakhi Mus-
lims are torn between
an allegiance to the lo-
cally evolved traditional
culture and the modern
Muslim orthodoxies,
whose agenda is set by
far off and culturally
alien religious centres.

‘winds of
c h a n g e ’
starting to
blow for the Rajya Sab-
ha ie retirement of doz-
ens of MPs of the Up-
per House, those hope-
ful of a berth have
started making a bee-
line to their respective
party high commands.
Amongst those retiring,
are eighteen MPs of the
Congress party as well
and according to an es-
timate, the age-old par-
ty believes that it can
easily get re-elected on
at least ten seats, if not
more. The Congress
party formed govern-
ments in Rajasthan,
Madhya Pradesh and
Chattisgarh a need-
less to say, the party
will be supremely
benefited by this de-
velopment.
Since Congress is
the main opposition
to the current govern-
ment, the party would
ant to send those stal-
warts to the Lok Sab-
ha who could provide
a tough ‘front’ to the
BJP and thus the
names of senior and
well known leaders
would be finalized in
the first round. Thus
Rajasthan, MP, Chat-
tisgarh, Maharash-
tra, Haryana and
Karnataka are the six
states from where one
senior leader each
could be sent to the
upper house.
Although the Con-
gress has no dearth of
leaders who could be
sent to the RS but sourc-
es claim that Rahul
Gandhi’s ‘youth lead-
ers’ are also equally up-
beat about going to the
upper house and have
started lobbying. Inter-
estingly, names of sen-
ior leaders like Digvijay
Singh from MP and Ku-
mari Selja from Hary-
ana, are touted to be fi-
nal and are part of the
half adozenorsonames
already finalized by the
party high command.
Interestingly, an-
other senior leader
Mallikarjun Kharge
is also being reported
to be sent to the upper
house from Karnata-
ka, since he was the
leader of the party in
the previous Lok Sab-
ha. Moreover, the
name of KC Venugo-
pal, who is known to
be close to Gandhi-
scion Rahul, is also in
the foray for Rajya
Sabha after he did not
contest Lok Sabha
elections in 2019, for
having won from Ala-
phuza constituency
for two straight elec-
tions. But it remains
to be seen if he is sent
from his home state
Kerala or any other
state, since Kerala is
due for RS election
next year.
However, it would be
interesting to see if the
party stands up to its
promise to young turk
from MP and Rahul’s
confidante Jyotiraditya
Scindia.
Although the scion
of the erstwhile
Gwalior royal family
is touted to be sent to
the Upper House, but
it is yet not confirmed
where will he be sent
from since sending
another ‘ruler’ elite’ (
first being ‘Diggi
Raja’) from the state
could hamper the
‘caste equation’. Scin-
dia and other such
leaders could be sent
from Rajasthan or
Chattisgarh where
the Congress is in a
driving position. No-
tably, in case Scindia
replaces Kamal Nath as
PCC Chief, then he will
not be a Rajya Sabha
candidate.
Interestingly, an-
other senior Congress
leader Avinash Pane
could also be sent into
the upper House from
Rajasthan. Pande,
who has vast knowl-
edge of the desert
state, being its in
charge, also enjoys
the trust and confi-
dence of Gandhi fam-
ily as well as an excel-
lent working relation-
ship with CM Ashok
Gehlot.

Jaipur: Chief Minis-
ter Ashok Gehlot has
sought more financial
assistance from the
center. He has asked
the central govern-
ment to increase the
ratio of central finan-
cial assistance under
Jal Shakti Mission to
Rajasthan.
At present the center
and Rajasthan have
equalshare(50:50).How-
ever, considering diffi-
cult geographical condi-
tion of the state includ-
ing lack of surface wa-
ter and a large part be-
ing desert, the CM want-
ed the center to reduce
the state’s burden to
10% and increase the
center’s share to 90%.
The CM has written
a letter to the union
Jal Shakti minister
Gajendra Singh Shek-
hawat pointed out that
Rajasthan has been
clubbed with Karnata-
ka, Maharashtra, Gu-
jarat, Bihar, Uttar
Pradesh and Chhattis-
garh under Jal Shakti
mission, which was
unfair.
“The center and
states have equal share
under Jal Shakti mis-
sion. However, consid-
ering Rajasthan’s chal-
lenging geographical
and environment condi-
tions, it is not fair to
compare it with other
states. It is the largest
state in the country but
availability of surface
water resources is
least,” he reasoned.
According to Ge-
hlot, 95% area of Ra-
jasthan is in dark
zone and the 1/3 vil-
lages and hamlets of
the country affected
by poor quality of wa-
ter are in Rajasthan.
Gehlot said that in
desert area most habi-
tations are scattered
and situated in remote
areasbecauseof which
cost of implementing
drinkingwaterscheme
s higher. He said that
being native of Rajas-
than, he (Shekhawat)
is aware of drinking
water problems.
Gehlot said that to
provide every person 5
liter water per day in 13
districts of eastern re-
gion of the state, the
government would re-
quire interlinking riv-
ers, which would be
very costly.
The Chief Minister
stressed that in the
past, the desert states
used to get 90% finan-
cial assistance from
the center under the
national rural drink-
ing water programme
till 2013. But, it was
later reduced to 60%
then 50%.
Gehlot said that con-
sidering limited finan-
cial resources and chal-
lenging conditions, Ra-
jasthan needs more
central assistance.

When the makers of
‘Thalaivi’ released
Kangana’s first in the
film a few months ago,
it brought its share of
criticism, with many
saying that the actress
looked nothing like the
Iron Lady of Tamil
Nadu. However, Kan-
gana’s new look seems
flawless.
AL Vijay, director of
the film said “We’ve
brought in specialists
from the USA to work
on Kangana’s look. In
terms of the story, we
would like to portray
her (Jayalalithaa’s) hu-
man side without try-
ing to glorify her.”
At a media interac-
tion a while back, Kan-
gana had said. “It is a
big challenge to fit into
Jayalalithaa’s shoes
because she was a
glamorous actress like
Aishwarya Rai, which
I am not.” Kangana
opined that the com-
mon point is that both
of them are reluctant

tion that lead to self-
realisation for her,
leading to her walk-
ing out of the mar-
riage.
‘Thappad’ also fea-
tures Pavail Gulati,
Kumud Mishra, Rat-
na Pathak Shah, Tan-
vi Azmi, Dia Mirza
and Ram Kapoor,
among others. The
film, is slated to re-
lease on Friday.

Jaipur Flying Club has a history worth a mention. When the club started its op- erations in 1958, after it was founded on Novem- ber 16, 1957, the then PM Jawahar Lal Nehru was the patron of the club. With initiation of ‘C’ certificate course, flights to cities like Del- hi, Kota, Bharatpur, Shahpura, Bikaner, Gwalior, Bhatinda, Jal- landhar, Indore and Lucknow were took off. The club gave many dis- tinguished pilots to In- dian Air Force, Air In- dia and Indian Airlines. But the golden journey of the club came to an unceremonious end in 2008 after the scam in allotment of Commer- cial Pilot Licenses came to light. Since then, many unsuccessful at- tempts to restart the facility have been made. The last time in 2016, NCC tried to get state hanger no. 2 for its glid- ers which was refused by the then CS. Once the condition of compulsorily having multi engine and 2-4 seater aircraft didn’t let the plan of restarting the club take off, while at other time, the inabil- ity to self finance the salaries of its employ- ees was another reason. GOLDEN PERIOD Building near army area will be demolished: Govt First India News Jaipur: The state gov- ernment on Monday agreed that the 5 storey building adjacent to the army area is completely illegal and the process to demolish it has been initiated. AAG Anil Me- hta filed this reply on behalf of the state gov- ernment, to the con- tempt petition filed by the Indian Army in HC. Court had, on 11 Feb- ruary, issued notices to JDC T Ravikant and VP Singh, the then CEO of JMC, for their negli- gence in the matter and allowing the illegal con- struction to go on in a strategically sensitive area. AAG Mehta ap- pearing for JDA and the state government did not only accept that the building was illegal but also submitted that the building had also flout- ed the bylaws. Court was also updated that 12 flats of the building had been seized and evic- tion notices for six have been served to the resi- dents. ASG RD Rastogi withdrew contempt pe- tition after AAG’s sub- mission. Court decided to hear main petition in the case on 24 March. It may be recalled that the aforesaid build- ing was under construc- tion since 2017. Army had written to JDA, JMC and state govern- ment citing the building to be threat to national security but the builder continued with the con- struction and rented out flats as well. This was challenged by the Army in HC which had or- dered status quo, yet a 5 storey building was con- structed. A contempt petition filed by Army subsequently resulted innoticestoJDC&CEO, JMC by annoyed HC. People from MP, Raj letting loose cattle in UP: Minister Plea challenging Triple Talaq act dismissed First India News Jaipur: Rajasthan High Court has dis- missed a petition chal- lenging Muslim Women (Protection of Rights on Marriage) Act, 2019 which has been passed by the central govern- ment in Parliament to abolish Triple Talaq. The double bench comprising of Justice Sabeena and Justice Narendra Singh Dad- dha dismissed the peti- tion, citing that the pe- titioner Shantanu Pa- reek wasn’t affected of the act passed by the government. Advocate Pareek, in his petition, had point- ed an anomaly ques- tioning how could gov- ernment’s law declare ‘Triple Talaq’ illegal when Supreme Court, in Saira Bank case, had questioned the legal sanctity and status of the term ‘Triple Talaq’ itself. When a term doesn’t have a legal status how can anybody be pun- ished on the basis of a law passed with this term as it’s basis, said the petition. But the High Court dismissed the petition even before going in it’s merits. Petitioner was given the option to with- draw the petition but he refused. FOR A CAUSE Three checks worth more than Rs 51.93 crore were presented to Chief Minister Ashok Gehlot on behalf of State Minerals Corporation, State Warehousing Corporation and RIICO as dividend on the share capital of the state government in these corporations. The RLP members later sat on dharna in the Well of the House. RLP MLA Narayan Beniwal raised the is- sue during the Zero Hour and this triggered a fierce debate between the treasury benches and Opposition. Ulti- mately, the RLP and the BJP members walked out of the House. Beniwal said that the incident of Nagaur in which two Dalit youths were tortured is a mat- ter of concern. The government must pay attention to it. He alleged that the po- lice initially pressur- ised the victims for compromise and took action only when the video of the incident went viral. He said that this incident was no less serious than the Al- war gang rape. Beniwal demanded compensation for the victims as well as put- ting Nagaur SP APO. He was supported by Leader of Opposition Gulab Chand Kataria and deputy LoP Rajen- dra Rathore. They asked the gov- ernment to give state- ment on this issue and walked out of the House with RLP. Later RLP MLA returned to the House and started dhar- na in the well. First India News The government found itself dominated by an aggressive Opposition and a proactive Speaker on Monday. The minis- ters were compelled to announce inquiry in the issues raised by the Opposition. First, the govern- ment found itself in a tricky situation when BJP MLA Bihari Lal Vishnoi asked about va- cant posts of patwaris in his constituency Nokha. Revenue minister Harish Choudhary re- plied that 34 out of 57 posts of patwaris are vacant in Nokha. He said that patwaris have been instructed to stay in the village that has been designated as his headquarter by district collector. He can move out only after written permis- sion from collector. Minister said that ad- vertisement has been issued for recruitment of 4,421 patwaris after which vacant posts would be filled through direct recruitment. The revenue minister also agreed for an in- quiry in response to BJP MLA Chandrakan- ta Meghwal’s question regarding farmers. While speaking dur- ing debate on the budg- et, Lodha asked who the real traitor was. “Those protesting at Shaheen Bagh in Delhi are called traitors but are they the real traitors or those who offered flowers at Jinnah’s mazar and went to Pakistan with- out invitation to cele- brate their PM’s birth- day,” Lodha asked while talking about veteran BJP leader LK Advani and PM Narendra Modi’s visits to Paki- stan. It is to be noted that Advani during his visit to Pakistan in 2005 had gone to Pakistan’s founder Jinnah’s mazar and in his controversial tribute called him ‘secu- lar’ whereas Modi while made unexpected stopo- ver in Pakistan to greet then PM Nawaz Sharif on his birthday while returning from Afghan- istan. However, Lodha’s comments enraged BJP MLAs who warned that such allegations will force them to retaliate with similar allega- tions. Just as situation became normal after in- tervention from the chairperson, Lodha launched another at- tack. This time former chief minister Vasund- hara Raje came into his firing line. Lodha said that the present govern- ment had to bring ‘Jan Aadhar Card’ because BJP government had spent Rs400crore to put BJP flag and Raje’s pho- to on the card. “Was the BJP thinking that it would remain in the government forever,” he asked. Lodha also ques- tioned the BJP govern- ment’s scheme in the name of RSS ideologue Guru Golwalkar. “Who was Golwalkar? Why BJP launched schemes in his name when he had questioned tricolor and the Constitution,” he said. This is not the first time when Lodha’s com- ments have created up- roar in the House. In fact, Lodha and UDH minister Shanti Dhari- wal relentlessly attack the RSS and this ideo- logical clash often turns into heated debate. First India News Jaipur: Parliamentary Affairs Minister Shanti Dhariwal on Monday ordered an inquiry into reported police action at a guest house of a re- gional daily for playing loud music during a birthday party. Leader of Opposition Gulabchand Kataria raised the matter dur- ing Zero Hour in the As- sembly alleging that the police led by Jaipur Po- lice Commissioner en- tered the campus in Civil Lines area on Sun- day night. He said two police- men could have gone to stop the music being played after 10 pm and questioned the pres- ence of the police com- missioner at the guest house of ‘Rajasthan Patrika’. Kataria alleged that the police took action as the venue was located near the chief minis- ter’s residence, adding that women guests were asked to stand in a cor- ner, but there were no women police person- nel. Kataria also ques- tioned why the search was carried out in all the rooms. Speaking on the is- sue, deputy LoP Rajen- dra Rathore said why a search warrant was not taken from the court. Also, the DJ was on in two other places within a 100 metres radius, but no action was taken against them. Reacting to the alle- gations, Dhariwal said an inquiry will be con- ducted into the incident by an officer of the rank higher than police com- missioner. Kataria & Rathore al- leged that Congress government was an- noyed with the newspa- per as it was running a series of news stories against the present dis- pensation. Reacting sharply to this, Dhari- wal said no action was possible against the newspaper by present government. The accused Imran, who is a Delhi resident, did not give information about possessing gold in the declaration form, but the customs officials suspected him when he arrived at the airport. The accused came to JaipurfromBangkokon Sunday night via an Air Asia flight. When the Customs of- ficials asked him about the gold, Imran denied having anything. But during the checking on the green channel, four paste pallets of gold were found from his jeans pocket. During the detailed investigation, the accused confessed that the remaining gold was hidden in his rec- tum. After that, two gold pallets were recovered from his rectum. The total gold recov- ered is 618.9 grams and itsvalueisbelievedtobe around Rs27.09 lakh. Custom officials did a detailed interrogation of the passenger on Monday. President Trump outlined the serious as- pects on the agenda for tomorrow (February 25). On trade issue, Trump expects to reach a fantastic trade deal with “tough negotiator Modi”. He himself is no soft negotiator when it comes to protecting American interests. The manner in which he tightened the screws on protectionist Beijing had shaken up China and financial markets not very long ago. In India’s case, President Trump may not get the trade concessions that he wants, but the $3 billion deal to be signed on military helicopters and other defence equipment will mollify his ego. Whatever concessions he is able to extract on the trade front would be the icing on the cake. For India though, the defence deal would be a setback if it does not involve Make in India or any project for the upcoming defence corridor in Uttar Pradesh. Seeking permission for live streaming of the proceedings Parsi Zoroastrian Association of Calcutta (PZAC) lawyer Phi- roze Edulji submitted before the court that hearing in the case is of utmost importance to all Parsis in the country and they would be benefited from the outcome of the matter. Allowing PZAC’s prayer a division bench comprising justices Sanjib Banerjee and Kaushik Chanda directed that two special cameras be placed in the court room to telecast the proceedings on YouTube. The Court directed that the cost of the telecast would be borne by PZAC. The Patsi body is one of the parties in the petition filed by Prochy N Mehta and Sanaya Mehta Vyas who are seeking access to a fire tem- ple at Metcalfe Street in the central part of the city; PZAC is opposed to it. The petition was moved by Mehta and Vyas before the High Court against Nishit N Tankariwala, YJ Dastoor, JS Billimoria, trustees of the late E-reader Dhunjeebhoy Byram- jee Mehta’ s Zoroastrian Anju- man Atadh Adaraneey Trust, who opposed their access to the fire temple. Their access to the fire temple was allegedly denied since they were born to a Parsi mother and a non-Par- si father, even if they were initiated to the religion through a ceremony. The date for the final hearing in the matter, live streaming of which was allowed by the court, has not yet been fixed. A Single Bench of the High Court has earlier dis- allowed the prayer for live streaming, following which an appeal on the issue was moved before the Division Bench. The original petition seeking access to the fire temple will be heard by the Single Bench. The High Courts in our country, are courts of record and if live-streaming of the court proceedings, in my opinion may be permitted with the permission of the Court. IN-CAMERA proceed- ings which are held in cham- bers may however not be al- lowed to be live- streamed. When live telecast of pro- ceedings of Parliament and As- semblies is permitted then why courts are made exception? The people of this country have right to know as to how court proceedings are con- ducted. With the permission of the Chief Justice, CCTV cameras may be installed in the Court rooms. If such action is taken it will increase the working capacity of the courts. However, before modern medicines be- came commonly availa- ble, injuries and ailments could take painfully long to heal or even prove to be unnecessarily fatal. With barely adequate production capabilities, communities would face severe challenges to their survival during the years of drought and other natural calamities. Still, the people were self-sufficient most of the time. Hectic work during the short sum- mer agricultural season was followed by a long and relatively relaxed winter, with scope for heightened family and community interactions. Their livelihood, based on agriculture, livestock rearing and trade was in harmony with their envi- ronment. There was no wastage, and everything discarded was always biodegradable. They had achieved a sustain- able mode of life many centuries before that term gained its current urgency in environmen- tal discourse. Now, however, trucks from the Indian plains bring in food grains, made available to the local population at sub- sidised rates. There is also a substantial influx of tourists and defence personnel. These chang- es have led to a rapid and chaotic, unplanned urban construction in the major settlements, to cater to the summer rush. The new eco- nomic opportunities now available are taking the people away from their former hard-working, self-sufficient, cheerful and contented lives. It also creates unsustain- able stress on the local physical environment. To secure the future of Ladakh, it will have to make informed choices instead of an unthinking wholesale adoption of the model of develop- ment through rapid urbanisation. Throughout history, its political destiny has been decided mostly by its powerful neighbours. That recurring pattern repeated itself with the recent abrogation of Articles 370 and 35A of the Constitution. Local opinion was always in favour of autonomy as a Union Territory. The disappointment is with the status of a UT without a Legislature. Inadequate control over their future has created a nagging apprehension of the area being flooded by ‘outsiders’, who may buy land locally and steer future developments in a direction adverse to their interests. Protection of their tribal rights needs to be extended to them under the Fifth Schedule to the Constitution to assuage their fears. As an ecologically sensitive and culturally unique area, challenges before Ladakh are many. The Community At the core of the Ladakhi way of life was the community. Interac- tion with external agencies and influences, whether in the economic, political or the religious domain, was invariably at the level of the local community, rather than the individual. Reaching out to the im- mediate neighbours for organising family func- tions, construction of their houses and the manage- ment of the elaborate irrigation channels in a spirit of mutuality was the norm. Potential individual conflicts were contained and resolved through the intervention of the com- munity. Personal good was traditionally accepted to be subservient to the welfare of the collective. However, recent changes are creating ruptures in the fabric of their harmonious social structure. Young men are moving to the urban hubs of tourist inflow drawn by the emerging economic opportunities there. They leave behind the wom- enfolk and their children to take care of the fields and the livestock on their own; creating a disrupted family. In contact with the ‘outsiders’ in these urban environments, the men encounter a monetised economy that measures values by its market price. They experience a consumerist culture that gauges happiness by the quantum of expense incurred. The new culture celebrates individualism as opposed to their traditional collective aspirations. A large dose of self-confidence in their long-held value system and the local ethos of cooperation would be required by the Ladakhis to deal with such alien influences adequately, and to avoid being swept off their feet. The time-tested cooperative behaviour is, perhaps, also essential for ensuring a joyous survival in their harsh cold desert landscape. Ahuman-centric worldview, taken for granted today, is a rela- tively new development in the history of human culture. The forces of nature overawed most ancient societies. Ancient Ladakh too, had a deep respect, tinged with an element of fear, for the ferocity of the natural world as reflected in their thought processes – a belief in the spirits of the mountains, passes, lakes, the sky and the earth. They considered these entities to be poten- tially evil and, therefore, requiring appeasement, usually through the medium of the shaman who could communicate with the diabolical spirits. The shaman was also the medicine man and an oracle. Animism, or the worship of nature, is fun- damentally opposed to monotheism. There were too many natural forces to deal with, independent of each other. Buddhism was sub- sequently adopted in Ladakh, not at the cost of but in addition to, their traditional animist worldview. In the local mindset, fear of nature got easily morphed into compassion for all living beings under the influ- ence of the new religion. Buddha got elevated to the status of God, with gigantic statues commis- sioned to honour him. However, the traditional pantheist beliefs were not satisfied with Bud- dha as the sole deity. Many Bodhisattvas, or deities who had attained Enlightenment but chose to stay on in the world to help others achieve nirvana, came into being. Such a composite value system has been the common heritage of the entire region of Tibet, and survives today, in a largely unchanged form, in Ladakh. The Kargil region of Ladakh was a part of the Ladakhi Bud- dhist culture, till a majority of its inhabit- ants converted to the Shia sect of Islam in the fifteenth century. Polo, a popular sport in Central Asia, was introduced into Ladakh through Kargil. But the orthodox Muslims now frown upon its practice. Shared environmental challenges demand a similarity in response. Today, the Ladakhi Mus- lims are torn between an allegiance to the lo- cally evolved traditional culture and the modern Muslim orthodoxies, whose agenda is set by far off and culturally alien religious centres. Kartikey Dev Singh W ith the ‘winds of c h a n g e ’ starting to blow for the Rajya Sab- ha ie retirement of doz- ens of MPs of the Up- per House, those hope- ful of a berth have started making a bee- line to their respective party high commands. Amongst those retiring, are eighteen MPs of the Congress party as well and according to an es- timate, the age-old par- ty believes that it can easily get re-elected on at least ten seats, if not more. The Congress party formed govern- ments in Rajasthan, Madhya Pradesh and Chattisgarh a need- less to say, the party will be supremely benefited by this de- velopment. Since Congress is the main opposition to the current govern- ment, the party would ant to send those stal- warts to the Lok Sab- ha who could provide a tough ‘front’ to the BJP and thus the names of senior and well known leaders would be finalized in the first round. Thus Rajasthan, MP, Chat- tisgarh, Maharash- tra, Haryana and Karnataka are the six states from where one senior leader each could be sent to the upper house. Although the Con- gress has no dearth of leaders who could be sent to the RS but sourc- es claim that Rahul Gandhi’s ‘youth lead- ers’ are also equally up- beat about going to the upper house and have started lobbying. Inter- estingly, names of sen- ior leaders like Digvijay Singh from MP and Ku- mari Selja from Hary- ana, are touted to be fi- nal and are part of the half adozenorsonames already finalized by the party high command. Interestingly, an- other senior leader Mallikarjun Kharge is also being reported to be sent to the upper house from Karnata- ka, since he was the leader of the party in the previous Lok Sab- ha. Moreover, the name of KC Venugo- pal, who is known to be close to Gandhi- scion Rahul, is also in the foray for Rajya Sabha after he did not contest Lok Sabha elections in 2019, for having won from Ala- phuza constituency for two straight elec- tions. But it remains to be seen if he is sent from his home state Kerala or any other state, since Kerala is due for RS election next year. However, it would be interesting to see if the party stands up to its promise to young turk from MP and Rahul’s confidante Jyotiraditya Scindia. Although the scion of the erstwhile Gwalior royal family is touted to be sent to the Upper House, but it is yet not confirmed where will he be sent from since sending another ‘ruler’ elite’ ( first being ‘Diggi Raja’) from the state could hamper the ‘caste equation’. Scin- dia and other such leaders could be sent from Rajasthan or Chattisgarh where the Congress is in a driving position. No- tably, in case Scindia replaces Kamal Nath as PCC Chief, then he will not be a Rajya Sabha candidate. Interestingly, an- other senior Congress leader Avinash Pane could also be sent into the upper House from Rajasthan. Passengers suffer at Jaipur airport First India News Jaipur: Chief Minis- ter Ashok Gehlot has sought more financial assistance from the center. He has asked the central govern- ment to increase the ratio of central finan- cial assistance under Jal Shakti Mission to Rajasthan. At present the center and Rajasthan have equalshare(50:50).How- ever, considering diffi- cult geographical condi- tion of the state includ- ing lack of surface wa- ter and a large part be- ing desert, the CM want- ed the center to reduce the state’s burden to 10% and increase the center’s share to 90%. The CM has written a letter to the union Jal Shakti minister Gajendra Singh Shek- hawat pointed out that Rajasthan has been clubbed with Karnata- ka, Maharashtra, Gu- jarat, Bihar, Uttar Pradesh and Chhattis- garh under Jal Shakti mission, which was unfair. “The center and states have equal share under Jal Shakti mis- sion. However, consid- ering Rajasthan’s chal- lenging geographical and environment condi- tions, it is not fair to compare it with other states. It is the largest state in the country but availability of surface water resources is least,” he reasoned. According to Ge- hlot, 95% area of Ra- jasthan is in dark zone and the 1/3 vil- lages and hamlets of the country affected by poor quality of wa- ter are in Rajasthan. Gehlot said that in desert area most habi- tations are scattered and situated in remote areasbecauseof which cost of implementing drinkingwaterscheme s higher. He said that being native of Rajas- than, he (Shekhawat) is aware of drinking water problems. Gehlot said that to provide every person 5 liter water per day in 13 districts of eastern re- gion of the state, the government would re- quire interlinking riv- ers, which would be very costly. The Chief Minister stressed that in the past, the desert states used to get 90% finan- cial assistance from the center under the national rural drink- ing water programme till 2013. But, it was later reduced to 60% then 50%.
