‘Food for All’ a reality in Uttar Pradesh

Lucknow: Ensuring
that no one sleeps hun-
gry in the state even
amid the Covid-19 pan-
demic, the Uttar
Pradesh government
has so far distributed
approximately 100 Lakh
MT of free food grains
since the first wave of
the COVID-19 pandemic
(April 2020).
As per the Chief Minis-
ter’s directives, the dis-
tribution was carried
out entirely through
point-of-sale (PoS) de-
vices with biometric
Aadhaar and dealer au-
thentication in a most
transparent manner.
The Yogi-led govern-
ment in Uttar Pradesh
has distributed 76, 39,
378.955 MT of free food
grains under PMGKAY.
While approximately
23,60,402.64 MT of free
ration was separately
distributed by the gov-
ernment, which is ‘over
and above’ the ration
being distributed under
PMGKAY. The total dis-
tribution amounts to
100 lakh MT in the state.
In order to help mi-
grants, poor and under-
privileged sections of
the society to tide over
the hardship of pan-
demic times, the gov-
ernment is providing
free 5 kg food grains to
over 15 crore beneficiar-
ies of the PMGKAY. Un-
der the scheme, each
beneficiary receives 3
kg wheat and 2 kg rice.

the total allocation of
58,02,845.950 MT food
grains under PMG-

Kandahar: Taliban on Thursday said they had killed an Afghan police officer,
better known for posting humourous videos online, after clips emerged on
social media showing him being beaten and his dead body. Fazal Moham-
mad, popularly referred to as “Khasha Zwan”, was stationed in southern
Kandahar province but was taken away by the Taliban after returning home.
Mumbai: BSE index climbed 209.36 points or 0.40 per cent to close at

INDUSTRIAL PARKS PLANNED IN MANY UTTAR PRADESH DISTRICTS

Lucknow: In a novel
initiative to attract
maximum investments
to the state, the Yogi-led
Uttar Pradesh Govern-
ment is gearing up to
develop private indus-
trial parks in many dis-
tricts. The industrial
parks to be built on PPP
(public private partner-
ship) model are expect-
ed to boost exports from
the state as well.
The districts where
private industrial parks
are intended to be devel-
oped include Lucknow,
Unnao, Amethi, Sultan-
pur, Pratapgarh, Aurai-
ya, Hamirpur, Jalaun,
Noida, Ghaziabad,
Meerut, Azamgarh,
Ambedkar Nagar, Gora-
khpur and Prayagraj.
The State Govern-
ment intends to build
the first industrial
park in Unnao near
Agra-Lucknow Ex-
pressway. Land has
also been identified to
build this private in-
dustrial park in Ba-
rauli Kalan village of
the district. Indus-
tries manufacturing
textile and ready-
made garments, food
processing, perfumes,
brass products, toys
and electronic equip-
ment can be set up in
these private indus-
trial parks.
It is worth mentioning
here that Chief Minis-
ter Yogi Adityanath had
announced a number of
facilities for entrepre-
neurs intending to
build industrial parks
and warehouses as well
as providing logistics
services last year. It in-
cluded significant re-
duction in the land re-
quired for setting up a
private sector industri-
al park through an
amendment in the Uttar
Pradesh Industrial In-
vestment and Employ-
ment Promotion Poli-
cy-2017. Now, entrepre-
neurs can set up private
industrial parks in at
least 20 acres of land in
Bundelkhand and
Purvanchal regions of
the state whereas 30
acres or more would be
required for setting up
a private industrial
park in Pashchiman-
chal, including Mad-
hyaanchal, Noida and
Ghaziabad.
In order to encourage
big investors from with-
in the country and
abroad to come forward
to build private indus-
trial parks in the state,
the Industrial Develop-
ment Department has
identified about 9,000
hectares of land in 15
cities along the express-
ways on the instruc-
tions of CM Yogi .
The reason behind
identifying lands for in-
dustrial parks near ex-
pressways was that it
would facilitate faster
movement of goods and
transportation would
be cheaper. Soon pri-
vate investors will be
allotted land on liberal
terms for industrial
projects to be taken up
in their areas.

that Microsoft, Adani
and other companies
have pruposed to set
up their data centres in
Noida andhas directed of-
ficials to complete
all needed
formalities.

officials to tighten
the noose around illicit
liqour manufacturers
under a dedicated cam-
paign, so that not even

liqour consumption be
reported from UP

Yogi government is not leaving any stone unturned
to get rid of corrupt practices in the state. Action
has been taken against 50 PCS officers and 2100
other officials in the Yogi regime 2017. Out of
these, 43% cases were the ones where the officials
have been caught red handed. Anti-Corruption
Bureau (ACB) has recovered Rs 45 lakh in cash and
has sent more than 280 people behind bar.

Pradesh’s success in
crushing the covid-
curve, the state’s Recov-
ry Rate has climbed up
to a remarkable 98.6 per-
cent, testifying the suc-
cess of the ‘UP’s Cov-
id-19 Model’ in eradicat-
ing the fatal virus.
These districts in-
clude Aligarh, Amroha,
Basti, Etah, Hathras,
Kasganj, Kaushambi,
Mahoba and Shravasti
who have zero active

The Active Caseload in
the most populous state
of India now stands at
729 which has been
brought down by over
99.6 per cent from its
peak capped at 3,10,783
cases on April 30.
On the contrary
sparsely populated
states like Kerala, Ma-
harashtra and Tamil
Nadu account for a
heavy Active Caseload
of 1,45,876, 85,000 and
22,000 respectively
.
Proactive measures
such as the aggressive
‘Trace, Test & Treat’ and
prevention through vac-
cination and Partial Co-
rona Curfews to eradi-
cate the pandemic, the
UP government has left
no stone unturned to
minimise its devastat-
ingimpact,asaresultof
whichthepositivityrate
has slumped to 0.01 per
cent, the lowest in the
country
.
Arresting the spread
of the virus, Uttar
Pradesh limited the
number of fresh infec-
tions to just 42. In the
same period, another 91
patients recovered from
the infection adding to
the recovery of 16,84,925
people in the state so far.
The fresh infections
have been reduced by
nearly 38,000 from its
peak which was 38,055
capped on April 24.

Thereafter, he joined

It was alleged that
Navneet Verma had ac-
quired assets worth
Rs 76,45,092 (approx)
which were dispropor-
tionate to his known

December 31, 2017.
Itwasalsoallegedthat
during the said period,
the accused had ac-
quired immovable and
movable assets, amount-
ing to Rs 81,42,360 (ap-
prox) in his name and in
the name of his wife.
Investigations were
being conducted on Fri-
day at four locations in-
cluding at Lucknow,
Jaunpur and Mau in the
office and residential
premises of the accused,
which has led to recov-
ery of several incrimi-
nating documents,
sources said.

wave, CM Yogi has
given instructions to
ensure 24*7 availabil-
ity of ambulance ser-
vices in every district

In this sequence,
the district magis-
trates have been asked

ments of ambulance
operations in their re-

“democratic recession” and

Amidst the reports of Tali-
ban leaders’ successful visit
to China, Russian military
exercises on the Afghani-
stan’s western borders were
announced , and the US Sec-
retaryof State,AntonyBilkin
arrives in New Delhi for his
two-day sojourn, while the US
Defence Secretary
, LIyod Aus-
tin, was in Singapore to as-
sess and supervise the USA’s
forces to keep “peace” in the
Indo-Pacific region.
During this crucial week,
the Chinese foreign Minister,
Wang Yi, spreads the red car-
pet to welcome the nine-
member delegation of the
Afghan Taliban led by Abdul
Ghani Biradar, the chief ne-
gotiator at the Doha, at Tian-
jin, 100 kilometres off he
capital, Beijing. A Pakistani
delegation simultaneously
arrives in Washington to en-
sure “peaceful transition” of
Kabul and other urban cen-
tres to the Taliban. The Paki-
stani delegation comprising
the Pakistani National Secu-
rity advisor, Moeed Yusuf,
and the Inter-Services Intel-
ligence (ISI) chief, Faiz Ha-
mid, had met senior officials
of the Pentagon and the
White House. As expected,
the American side reiterated
that the Taliban should work
for ‘sharing power’ with the
Ghani government in Kabul.

to China, Biradar has report-
edly assured Wang Yi that
Taliban would not promote
insurgency in the Pre-domi-
nantMuslimareasof western
China. China has just 76 kilo-
metres long border with Af-
ghanistan and there are re-

with Taliban forces. China is
averse to deploying its Peo-
ple’s Liberation Army (PLA)

Before hosting the Taliban
delegation, Wang Yi had sum-
moned his Pakistani counter-
part, Mehmud Qureshi, to

asked “to do more”, if it want-
ed access to the Chinese
funds. With the growing re-
luctance of the US-led west
and the Arab world to fund
Pakistan, it has little option
but to succumb to the Chi-
nese demands. Earlier, Paki-
stan was clandestinely serv-
ing Taliban forces as the con-
duit to the “Qatar Funds’,
‘Chinese weapons and ammu-
nitions and also had ensured
adequate share in the drug
trafficking through Karachi
sea-port. It has been well-doc-
umented by the British au-
thor, Andrew Small. In his
book, “China-Pakistan Axis”
published in 2015, he had cau-
tioned the world about the
new-geo-political alliance in
the region. He had predicted
that Pakistan, though ideo-
logically different from Chi-
na, would be serving the com-
munist giant.
However, a fragile attempt
was also being made to save
Pakistan from the Dragon,
when the National Security
advisor of the Kabul govern-
ment,HamdullahMohib,met,
Nawaz Sharif, now exiled in
London.Thethree-timeprime
minister, Sharif, was ousted
by the military establishment
by implicating him in false
corruption cases and had got
him convicted by manipulat-
ing the higher judiciary
. It is
also stated that this crucial
meetingwasarrangedbySau-
di Arabia. A Saudi diplomat
hadadvisedNawaztoholdthe
meeting, which is being seen
as an attempt to signal China
and the Pakistani army that
onlyaneffectivepoliticallead-
ermightservethe“interestof
peace” at this crucial period
and save Pakistan, which is
inching towards a grave po-
litical and economic crisis.
Nawaz Sharif has reportedly
told the Kabul representative
thatthePakistanipeoplewant
peaceful ties with Afghani-
stan. Earlier, a few months
ago an Afghan government
representative had met the
former prime minister on be-
half of the Afghan President
Ashraf Ghani to convey re-
gards to Nawaz and to ask
about his well-being.
Welcoming the gains of
Taliban in Afghanistan, the
leader of the Tehreek-e-Tali-
ban of Pakistan (TTP), Nur
Masood, in an interview to a
western channel, has stated
that “now our agenda is to
establish a Sharia-based Is-
lamic regime in Pakistan too.
“ He also claimed that TTP’s
volunteers have been fighting
along with the Afghan Tali-
ban and they would now help
TTP to establish an Islamic
regime in Pakistan too. It has
caused as expected panic in
the civil society of Pakistan.
During the high-level visit
of the Afghan Taliban’s visit
to China, Russia moves its
tanks to the Afghan borders.
Themovementof theRussian
troops is taking place follow-
ing the entry of more than
1000 Afghan Government
troops in the Tajikistan bor-
der earlier this month, who
had taken refuge in the neigh-
bouring country

posed joint exercise would
takeplaceatthefamousHarb-

New Delhi: The Con-
gress-led UPA, now a
day
,isnottheoldstrong-
hold of politics and
power rather a dilapi-
dated facade of once
reigning force of the
nation. Barring a hand-
ful of major political
players, there is not
much to write about in
UPA, which is trying to
find its relevence in the
current political land-
scape.
In fact, parties that
are not part of the UPA
have started calling out
for a new alliance of op-
position parties. For ex-
ample Congress’ ‘ally’
in Maharashtra, Shiv
Sena, whose MP Sanjay
Raut gave the clarion
call for a new opposition
stressing that UPA has
become defunct. Nota-
bly, Sena and Congress
are part of the Mahavi-
kas Aghadi government
in Maharashtra.
Moreover, another
constituent of the MVA,
the NCP, is definitely a
constituent party in the
Congress-led UPA but
its leaders are behaving
completely differently
as Sharad Pawar and
his close leaders are try-
ing to form a separate
opposition alliance. Pa-
war recently met Prime
Minister and there was
speculation about ‘vari-
ous possibilities’.
And even being part
of UPA, Sharad Pawar
has made several re-
marks on Rahul Gandhi,
due to which the leaders
of thenewgenerationof
Congressareangrywith
him. So, in a way
, the
NCP is different from it
despitebeingintheUPA.
Similarly
, both the re-
gional parties of Uttar
Pradesh are in opposi-
tionandbothhavepoliti-
cal commonality with
Congress, but neither of
them - Bahujan Samaj
Party (BSP) and Sama-
jwadi Party (SP - is in
UPA.
At present, the biggest
face of opposition poli-
tics is that of Mamta Ba-
nerjee and her Trina-
mool Congress is the
largest party of the op-
position, but Didi too is
not a part of UPA.
The Congress formed a
coalition with JDS in
KarnatakabutJDStoois
not a part of the UPA.
The Congress has good-
willwiththeLeftparties.
It had given outside sup-
port to the UPA-I govern-
ment and both the par-
ties have been fighting
the Bengal assembly
elections together for
two terms. But the left
too,isoutof UPA
’sambit.
Another major oppo-
sition party is Aam Aad-
mi Party but that too is
not in UPA. DMK, RJD
and JMM; these are the
only three big parties,
which are in UPA and
theirleadersattendUPA
meetings. Apart from
these, some other small
parties are definitely in
the UPA which takes the
numbers to 40, but these
parties do not have any
special meaning.
Therefore, the Con-
gress should form a
fresh alliance and the
parties who believe in
the leadership of the
Congress should be in-
cluded in it.
The problem with
Congress in rebuilding
the UPA structure or
forming a new alliance
is that most opposition
leaders have a problem
with Rahul Gandhi.
Leaders of most major
parties are not ready to
accept Rahul as their
leader. Some people
have their own ambi-
tions, and question put-
ting Rahul over them-
selves; then there are
some people who have
started believing the
campaign done by the
BJP against Rahul is
right. Keep in mind that
the BJP has established
Rahul Gandhi as ‘Pap-
pu’ with the help of its
IT cell in the last seven
years. BJP leaders fight
only with Rahul Gandhi
by all means, and are
also engaged in proving
him that he is not worth
anyone. The BJP has
created an impression
that the BJP benefits
from the existence of
Rahul Gandhi, the poli-
tician. Leaders of many
opposition parties con-
sider this to be true and
they feel that staying
with Rahul can harm
them.

New Delhi: With seven prominent leaders from
the Congress joining the Trinamool Congress
in Tripura, the ruling party of West Bengal said
that the state committee of the Tripura unit of
Trinamool would be announced on Monday after
the party’s National General Secretary Abhishek
Banerjee arrives in the BJP-ruled state. Cong
leaders Subal Bhowmik, Prakash Das, Md Idrish
Mia, Tapan Dutta, Panna Deb, Debnath, and

New Delhi: Days after a Jharkhand Judge was
killed in an alleged hit-and-run incident, Ad-
ditional District and Sessions Judge (ADJ)
Mohd Ahmed Khan, posted in Uttar Pradesh’s
Fatehpur, was injured when a speeding vehicle
rammed into his car in Kaushambhi district. The
accident took place on Thursday night when the
ADJ was returning from Prayagraj to Fatehpur.
Judge Khan’s gunner was also hurt in the
accident, reports said.

they didn’t hold talks
on farm laws and they

sion. Since the begin-
ning of the session I
am giving adjourn-
ment notice and I will
continue to give till the
centre agrees to hold

The Monsoon ses-
sion of the Parliament,

laundering case. A Bench headed by
Justice AM Khanwilkar posted the
plea for August 3 along with similar
petitions seeking no coercive action in
money laundering cases.
New Delhi: The Supreme Court on
Friday deferred the hearing of the
case against the two Italian Marines
accused of killing two Indian fisher-
men on the west coast of Kerala on
August 2, 2012. An apex court bench
headed by Justice Indira Banerjee
was hearing the petitions, seeking a
stay of the disbursement of com-
pensation to the families of the two
Kerala fishermen killed in the case.
Earlier, on June 15, the apex court
had accepted the compensation of Rs
10 crore deposited by the Republic
of Italy.

Mumbai: The Bombay HC on Friday
while hearing actor Shilpa’s defamation
case said that news reports based on
police sources cannot be termed as
malicious and defamatory. The court
further told the plaintiff’s lawyer that
what the actor was expecting from it
will have serious consequences on the
freedom of the press. “Now do you
expect the court to sit back and check
what sources media houses?” the court
told Shilpa’s lawyer. The court further
said, “What you are expecting me to do

Pegasus row a “major is-
sue of national security”,
senior Congress leader
and Leader of the Opposi-
tion in Rajya Sabha, Ma-
likarjun Kharge on Fri-
day accused the Centre of
not allowing a debate and
discussion on multiple is-
sues ranging from farm-
ers, inflation, Mizoram-
Assam border dispute,
and Chinese aggression.
He also said that the
Pegasus issue is a matter
of people’s freedom and ac-
cused the Central govern-
ment of curtailing it in a
democratic set-up.
Speaking to ANI,
Kharge said, “The Opposi-
tion wants a debate on the
Pegasus issue. There are
other issues as well which
include farmers, infla-

gression. These are among

the government does not
want to discuss and is not
allowing a debate upon
them. Pegasus is a big is-

New Delhi: Supreme Court on Friday conducted its
first physical hearing in a case after a gap of over
16 months. Since beginning of lockdown in March
last year, SC has been taking up matters through
video conferencing. On July 2, a bench comprising
Justices L. Nageswara Rao and S Ravindra Bhat had
recorded in its order that parties in a criminal appeal
have voluntarily agreed to appear physically in court
to argue the matter on July 30. On Friday, counsel
involved in the matter appeared physically before
a bench of Justices L Nageswara Rao & Aniruddha
Bose. SC in its order said, “The learned counsel for
the parties are physically present today. Parties to
appear physically on the next date of hearing.”

New Delhi: Supreme Court Friday said it cannot
quash at behest of a third party FIRs lodged for
allegedly pasting posters critical of PM Narendra
Modi in connection with vaccination drive, as it
will set a very wrong precedent in criminal law. A
bench of Justices D Y Chandrachud and M R Shah
allowed petitioner-in-person, advocate Pradeep
Kumar Yadav, to withdraw the plea but clarified
that the dismissal of the petition will not come in
the way of a genuinely aggrieved person approach-
ing the court for quashing of the FIR. Yadav said
he filed the case details as the court had asked
for it, and sought permission to withdraw his PIL,
which the court allowed him to do so.

Development Authority (LDA). The
senior engineers of the authority
have accused the officers of
sending biased investigation report
to the government. The issue is
about illegal construction of high-
rise building of former BSP MP
Dawood Ahmad near protected
monument of Residency.
Even though the building was
demolished last week following
repeated objections issued by the
Archaeological Survey of India
(ASI) the senior LDA officers in
their probe report, while protecting
PCS officers, have blamed senior
engineers for hobnobbing with the
accused in the construction of
illegal building and sought action
against them. Now a row has
erupted in LDA over the report to
the government. The engineers
have accused that PCS officers
were responsible for the
construction as they sat on the
objections of ASI and never issued
directives for the action. Pointing
out the accusing finger chief
engineer in his missive to
additional chief secretary (Home)
Awanish Awasthi said that some
senior officers were responsible
for the scandal. Holding the vice
chairman directly responsible he
said responsibility to order
demolition was vested with VC
action should have been initiated at
his level. However, VC in his report
only held the engineers responsible
for the lapses accusing them of
hands in glove with Dawood
Ahmad. Resentment is brewing
among the engineers over the

Lucknow: The people
and various organiza-
tions in the state have
called for even more
stricter actions against
those who flout the
work-in-progress popu-
lation control law of
the state.
The State Law Com-
mission which had in-
vited suggestion for
the population control
law received over 8,500
suggestions of with
suggestions ranging
from denial of reserva-
tion to those having
more than 2 children to
denial of permission to
stand in elections.
A lot of suggestions
also advocated for
bringing local body
elections (from munici-
pal to panchayat elec-
tions) as well as MP
and MLA elections un-
der the ambit of this
law. Though the sug-
gestions received were
overwhelming, many
of these suggestions
are above the scope of
the Commission as it is
the central govern-
ment which has to take
steps.
At present, the com-
mission is brainstorm-
ing on the suggestions
by dividing them into
different categories
and are also looking at
the legal aspects in
depth.
The draft of the Ut-
tar Pradesh Popula-
tion (Control, Stabili-
zation and Welfare)
Bill-2021 is said to be
submitted by the com-
mission by the second
week of August. The
State Law Commission
had prepared the draft
of the Uttar Pradesh
Population (Control,
Stabilization and Wel-
fare) Bill-2021 and up-
loaded it on its website
and invited sugges-
tions from the people
on it. The commission
had fixed July 19 as the
deadline for making
suggestions and had by
the end of the deadline
received close to 8500
suggestions of which
many were similar
ones. In the sugges-
tions sent to the com-
mission, many people
have also talked about
making a law for maxi-
mum 3 children in-
stead of 2 while many
have stated that this
should have been im-
plemented earlier.
People standing in
favor of population
control have even rec-
ommended denial of
ration to those who
break the law.
The commission has
now started studying
the practical, legal 
social aspects of all the
suggestions and have
segregated the sugges-
tion based on category
wise. Sources said that
as many as 50 types of
suggestions have been
received and a table of
different suggestions
along with their per-
centage and comments
of the Commission on
them is also being pre-
pared. The commis-
sion will then submit
the draft to the govern-
ment, after which the
state government will
take a decision.
Some of the unique
suggestions include d
free Haj pilgrimage to
Muslim families who
have only 2 children,
additional benefits to
all families having
only 1 child, the law
should apply to 3 chil-
dren instead of two
children. If anyone has
2 daughters, they will
get the exemption of
the 3 children, exemp-
tion of third child if
one of the two children
is disabled, etc.

Panic after water level of
Ganga  Yamuna rises

Water level of River
Ganga and River Ya-
muna in Prayagraj,
spreading panic among
the people living in the
settlements on the
banks of these rivers.
On Friday, the water
level of River Ganga
and River Yamuna rose
at an alarming speed of
2 to 2.30 cm per hour
due to which two pucca
ghats built on the Gan-
ga-Yamuna have start-
ed to submerge.
The increase in the
water level has also
prompted pilgrims and
priests to abandon
Sangam. The increase
in the water level of
River Ganga and Ya-
muna since Friday
morning panicked the
people in the area as
they started to move
their shops and other
vulnerable things to
safer places.
According to the re-
cords of Prayagraj
flood control room, till
8 am on Friday, the wa-
ter level of Ganga in
Phaphamau has been
recorded at 78.63 me-
ters, 76.5 meters in
Chhatnag and76.21 me-
ters in Naini.

out the owner of the
car was an Inspector

fine of Rs. 5000 was

Meanwhile, a strange
sight was witnessed in
Hapur, where a BJP
MLA Kamal Malik was
made to walk in sewer
water logged on the
road, so that he could
feel the pain of people.
The pictures and vid-
eos of this went viral on
internet  it is being
told that the MLA did
not come to village Na-
nai for 4 years after win-
ning the election in 2017
 that when he reached
the village to address
the MLA meeting, the
public made him listen
to his woes after which
he was made to walk
through the waterlog-
ging on road.
The very next day af-
ter Nanai, villagers ex-
pressed their displeas-
ure with the regional
BJP MLA in village
Dholpur and showed
him the situation of wa-
terlogging in the area.
Malik has been march-
ing in villages of Baha-
durgarh along with his
supporters for several
days carrying water
from the Brajghat Gan-
ga, when they reached
village Dholpur on
Thursday, the villagers
lost their cool  narrat-
ed their woes to MLA.

previous regimes.
The booklet is going
to be distributed widely
in the rural areas. The
government is also tell-
ing farmers that 45 lakh
sugarcane farmers
have got Rs 1.4 lakh
crore in dues in
last 4.5 years,
which is also the
highest in any
regime. Some
BJP MPs have
meanwhile asked
the party leadership to
consider increasing
procurement price of
sugarcane.
The BJP is also
stressing that Rs 32,500
crore has come to near-
ly 2.5 crore farmers un-
der the PM Kisan Sam-
man Nidhi scheme
while Rs 2,208 crore was
given as damages to
over 25 lakh farmers
under the PM Crop In-
surance Scheme after
they suffered loss-
es due to natural
c a l a m i t i e s .
BJP’s poll prom-
ise of farm loan
waiver has also
been fulfilled with
Rs 36,000 cr waived off
that benefitted 86 lakh
farmers, says BJP. The
booklet also says that
there has been an in-

in them so that black

from banks through
bogus companies and
these loans were spent

dismissed the PIL filed
by an advocate ag-
grieved by the current
response and function-
ing of the District
Court, Ghaziabad.
The bench of Justice
DY Chandrachud and
Justice MR Shah did not
entertain the petition
filed by petitioner-in-
person Sanjeev Gupta.
The petitioner stated
that he had been every-
where, but there was a
complete abdication of
Allahabad HC, and he
had written a letter to
PM, letter to the Su-
preme Court, letter to
the administration but
to no avail.
The lawyers at the
district courts don’t get
the certified copy, if
one wants a date one
needs to go on a date to
ask for one.
The bench observed
that the petitioner’s
plea under Article 32
cannot be entertained
and he should file the
same under Article 226
to move the High Court
concerned, otherwise
the Supreme Court
will be flooded by such
petitions.
Justice MR Shah stat-
ed, “Agar aapko koi dik-
kat hai toh Ghaziabad
court jaiye ya Alla-
habad HC jaeiye bhai-

abad, Uttar Pradesh.”

On Friday, Akhilesh
Yadav took a jibe at the
BJP MPs going from vil-
lage to village to take
‘blessings’ as he tweet-
ed “I have heard that
BJP will go from village
to village to take ‘bless-
ings’, while it was them
who took away the

not giving oxygen, ex-
tinguished the stove
with expensive cylin-

farmers, labourers,
women, teachers,

quiring about the plight

state to Delhi. He added
that this shows the dis-
tance between Delhi
and Lucknow and that
no matter how many
meetings the BJP may

state will take their
breath away by remov-
ing them from power.

  • 1. ‘Food for All’ a reality in Uttar Pradesh First India Bureau Lucknow: Ensuring that no one sleeps hun- gry in the state even amid the Covid-19 pan- demic, the Uttar Pradesh government has so far distributed approximately 100 Lakh MT of free food grains since the first wave of the COVID-19 pandemic (April 2020). As per the Chief Minis- ter’s directives, the dis- tribution was carried out entirely through point-of-sale (PoS) de- vices with biometric Aadhaar and dealer au- thentication in a most transparent manner. The Yogi-led govern- ment in Uttar Pradesh has distributed 76, 39, 378.955 MT of free food grains under PMGKAY. While approximately 23,60,402.64 MT of free ration was separately distributed by the gov- ernment, which is ‘over and above’ the ration being distributed under PMGKAY. The total dis- tribution amounts to 100 lakh MT in the state. In order to help mi- grants, poor and under- privileged sections of the society to tide over the hardship of pan- demic times, the gov- ernment is providing free 5 kg food grains to over 15 crore beneficiar- ies of the PMGKAY. Un- der the scheme, each beneficiary receives 3 kg wheat and 2 kg rice. INDUSTRIAL PARKS PLANNED IN MANY UTTAR PRADESH DISTRICTS UP GOVT ‘PARKING’ INVESTMENTS First India Bureau Lucknow: In a novel initiative to attract maximum investments to the state, the Yogi-led Uttar Pradesh Govern- ment is gearing up to develop private indus- trial parks in many dis- tricts. The industrial parks to be built on PPP (public private partner- ship) model are expect- ed to boost exports from the state as well. The districts where private industrial parks are intended to be devel- oped include Lucknow, Unnao, Amethi, Sultan- pur, Pratapgarh, Aurai- ya, Hamirpur, Jalaun, Noida, Ghaziabad, Meerut, Azamgarh, Ambedkar Nagar, Gora- khpur and Prayagraj. The State Govern- ment intends to build the first industrial park in Unnao near Agra-Lucknow Ex- pressway. Land has also been identified to build this private in- dustrial park in Ba- rauli Kalan village of the district. Indus- tries manufacturing textile and ready- made garments, food processing, perfumes, brass products, toys and electronic equip- ment can be set up in these private indus- trial parks. It is worth mentioning here that Chief Minis- ter Yogi Adityanath had announced a number of facilities for entrepre- neurs intending to build industrial parks and warehouses as well as providing logistics services last year. It in- cluded significant re- duction in the land re- quired for setting up a private sector industri- al park through an amendment in the Uttar Pradesh Industrial In- vestment and Employ- ment Promotion Poli- cy-2017. Now, entrepre- neurs can set up private industrial parks in at least 20 acres of land in Bundelkhand and Purvanchal regions of the state whereas 30 acres or more would be required for setting up a private industrial park in Pashchiman- chal, including Mad- hyaanchal, Noida and Ghaziabad. In order to encourage big investors from with- in the country and abroad to come forward to build private indus- trial parks in the state, the Industrial Develop- ment Department has identified about 9,000 hectares of land in 15 cities along the express- ways on the instruc- tions of CM Yogi . The reason behind identifying lands for in- dustrial parks near ex- pressways was that it would facilitate faster movement of goods and transportation would be cheaper. Soon pri- vate investors will be allotted land on liberal terms for industrial projects to be taken up in their areas. CMYogi Adityanath said that Microsoft, Adani and other companies have pruposed to set up their data centres in Noida andhas directed of- ficials to complete all needed formalities. These districts in- clude Aligarh, Amroha, Basti, Etah, Hathras, Kasganj, Kaushambi, Mahoba and Shravasti who have zero active Covid-19 positive cases. With emphasis on strict screening, treat- ment and vaccination, the achievement of all the nine districts has given a major boost to the state’s fight against the virus. Making a rapid stride towards wiping out the fatal coronavirus, Uttar Pradesh has also been recording a consistent decline in the number of Active Covid cases. The Active Caseload in the most populous state of India now stands at 729 which has been brought down by over 99.6 per cent from its peak capped at 3,10,783 cases on April 30. On the contrary sparsely populated states like Kerala, Ma- harashtra and Tamil Nadu account for a heavy Active Caseload of 1,45,876, 85,000 and 22,000 respectively . In the same period, another 91 patients recovered from the infection adding to the recovery of 16,84,925 people in the state so far. The fresh infections have been reduced by nearly 38,000 from its peak which was 38,055 capped on April 24. Barring a hand- ful of major political players, there is not much to write about in UPA, which is trying to find its relevence in the current political land- scape. In fact, parties that are not part of the UPA have started calling out for a new alliance of op- position parties. For ex- ample Congress’ ‘ally’ in Maharashtra, Shiv Sena, whose MP Sanjay Raut gave the clarion call for a new opposition stressing that UPA has become defunct. Nota- bly, Sena and Congress are part of the Mahavi- kas Aghadi government in Maharashtra. Moreover, another constituent of the MVA, the NCP, is definitely a constituent party in the Congress-led UPA but its leaders are behaving completely differently as Sharad Pawar and his close leaders are try- ing to form a separate opposition alliance. Pa- war recently met Prime Minister and there was speculation about ‘vari- ous possibilities’. And even being part of UPA, Sharad Pawar has made several re- marks on Rahul Gandhi, due to which the leaders of thenewgenerationof Congressareangrywith him. So, in a way , the NCP is different from it despitebeingintheUPA. Similarly , both the re- gional parties of Uttar Pradesh are in opposi- tionandbothhavepoliti- cal commonality with Congress, but neither of them - Bahujan Samaj Party (BSP) and Sama- jwadi Party (SP - is in UPA. At present, the biggest face of opposition poli- tics is that of Mamta Ba- nerjee and her Trina- mool Congress is the largest party of the op- position, but Didi too is not a part of UPA. The Congress formed a coalition with JDS in KarnatakabutJDStoois not a part of the UPA. The Congress has good- willwiththeLeftparties. It had given outside sup- port to the UPA-I govern- ment and both the par- ties have been fighting the Bengal assembly elections together for two terms. But the left too,isoutof UPA ’sambit. Another major oppo- sition party is Aam Aad- mi Party but that too is not in UPA. DMK, RJD and JMM; these are the only three big parties, which are in UPA and theirleadersattendUPA meetings. Apart from these, some other small parties are definitely in the UPA which takes the numbers to 40, but these parties do not have any special meaning. Therefore, the Con- gress should form a fresh alliance and the parties who believe in the leadership of the Congress should be in- cluded in it. The problem with Congress in rebuilding the UPA structure or forming a new alliance is that most opposition leaders have a problem with Rahul Gandhi. Leaders of most major parties are not ready to accept Rahul as their leader. Some people have their own ambi- tions, and question put- ting Rahul over them- selves; then there are some people who have started believing the campaign done by the BJP against Rahul is right. Keep in mind that the BJP has established Rahul Gandhi as ‘Pap- pu’ with the help of its IT cell in the last seven years. BJP leaders fight only with Rahul Gandhi by all means, and are also engaged in proving him that he is not worth anyone. The BJP has created an impression that the BJP benefits from the existence of Rahul Gandhi, the poli- tician. The senior engineers of the authority have accused the officers of sending biased investigation report to the government. The issue is about illegal construction of high- rise building of former BSP MP Dawood Ahmad near protected monument of Residency. Even though the building was demolished last week following repeated objections issued by the Archaeological Survey of India (ASI) the senior LDA officers in their probe report, while protecting PCS officers, have blamed senior engineers for hobnobbing with the accused in the construction of illegal building and sought action against them. Now a row has erupted in LDA over the report to the government. The engineers have accused that PCS officers were responsible for the construction as they sat on the objections of ASI and never issued directives for the action. Pointing out the accusing finger chief engineer in his missive to additional chief secretary (Home) Awanish Awasthi said that some senior officers were responsible for the scandal. Holding the vice chairman directly responsible he said responsibility to order demolition was vested with VC action should have been initiated at his level. However, VC in his report only held the engineers responsible for the lapses accusing them of hands in glove with Dawood Ahmad. The State Law Com- mission which had in- vited suggestion for the population control law received over 8,500 suggestions of with suggestions ranging from denial of reserva- tion to those having more than 2 children to denial of permission to stand in elections. A lot of suggestions also advocated for bringing local body elections (from munici- pal to panchayat elec- tions) as well as MP and MLA elections un- der the ambit of this law. Though the sug- gestions received were overwhelming, many of these suggestions are above the scope of the Commission as it is the central govern- ment which has to take steps. At present, the com- mission is brainstorm- ing on the suggestions by dividing them into different categories and are also looking at the legal aspects in depth. The draft of the Ut- tar Pradesh Popula- tion (Control, Stabili- zation and Welfare) Bill-2021 is said to be submitted by the com- mission by the second week of August. The State Law Commission had prepared the draft of the Uttar Pradesh Population (Control, Stabilization and Wel- fare) Bill-2021 and up- loaded it on its website and invited sugges- tions from the people on it. The commission had fixed July 19 as the deadline for making suggestions and had by the end of the deadline received close to 8500 suggestions of which many were similar ones. In the sugges- tions sent to the com- mission, many people have also talked about making a law for maxi- mum 3 children in- stead of 2 while many have stated that this should have been im- plemented earlier. People standing in favor of population control have even rec- ommended denial of ration to those who break the law. The commission has now started studying the practical, legal social aspects of all the suggestions and have segregated the sugges- tion based on category wise. Sources said that as many as 50 types of suggestions have been received and a table of different suggestions along with their per- centage and comments of the Commission on them is also being pre- pared. The commis- sion will then submit the draft to the govern- ment, after which the state government will take a decision. Some of the unique suggestions include d free Haj pilgrimage to Muslim families who have only 2 children, additional benefits to all families having only 1 child, the law should apply to 3 chil- dren instead of two children.
