This document summarizes a presentation on the Minneapolis Energy Pathways Study. It discusses four pathways to implement the city's energy vision: 1) an enhanced franchise agreement with utilities, 2) city-utility partnerships, 3) community choice aggregation, and 4) forming a municipal utility. Short-term legislative options proposed include authorizing agreements between the city and utilities to implement the climate action plan and establishing a clean energy partnership. Developing community choice aggregation and pursuing municipal utility formation are identified as longer-term options. The presentation recommends capturing shorter-term opportunities in the 2014 legislative session and continuing to develop community choice aggregation and municipal utility formation as longer-term alternatives.
