• Tonight's update includes project status of all transportation
projects in Reston.
• This approach intended to:
• Provide an all-inclusive update of transportation improvements
taking place in and around Reston.
• Inform the public that there are many efforts in motion with
respect to project implementation.
• All projects discussed are consistent with the Reston Phase I
Comprehensive Plan Amendment adopted February 11, 2014.

Dulles Rail SilverLine Phase2
Description: Extend Metrorail Silver Line 11.2 miles from Wiehle-
Reston East to Route 772 in Ashburn. This rail extension will include
the construction of six new rail stations: three in Fairfax County, one
at Dulles International Airport, and two in Loudoun County.
Total Project Estimate: $2,778,000,000.
Schedule:
• Overall Phase 2 – 78% complete.
• Package A (Rail line, system, and stations) – 78%.
• Package B (Rail yard at Dulles) – 79%.
• Contractual Substantial Completion – August 2019.
• WMATA Board to establish Revenue Operations Date.

Widen eastbound approach to create dual lefts, a thru lane, and a thru-right.
Lengthen the northbound left turn lane on to Reston Parkway.
• Sunrise Valley Drive and Herndon Station Site/Roark Drive:
Widen eastbound approach to create dual lefts. Add a right-in/right-out
entrance for the existing Herndon-Monroe garage assisted by a new right
turn lane from Sunrise Valley Drive.
• Sunrise Valley Drive and Edmund Halley Drive:
Lengthen the westbound right turn lane and eastbound left turn lane on
Sunrise Valley Drive. Upgrade Edmund Halley Drive to VDOT standard, so
that it may be accepted into the state system upon completion of Phase 2.

• Improvements to transform current superblock street network to a more
urban model.
• Allows for more options when going from point A to point B, reducing
the demand on arterial streets.
• Funded by private sources.
• Estimated cost of $1.021 billion.
• In-kind construction - $716 million.
• Reston Road Fund/Service District (minimal contribution) - $305
million.
• 2018 rates: $2,142/residential unit, and $9.80/non-residential sq. ft.
• Approved by the Board February 20, 2018. Effective March 1,
2018.
• Staff is actively engaging developers since 2014 (comp plan approval) on
their rezoning cases in an effort to implement the grid of streets.

Description: Extend Soapstone Drive from Sunrise Valley Drive over
the Dulles Toll Road (DTR) to Sunset Hills Road. This project will
provide additional multimodal capacity on a new north‐south
alternative to mitigate congestion on Wiehle Avenue and Reston
Parkway.
Total Project Estimate: ~$170,000,000.
Schedule:
• 2017 – 2022: Environmental, engineering, design.
• 2022 - ~2024: Right of way, land acquisition.
• 2024 – mid to late ‘20s: Construction.

• FCDOT is responding to a request from the Virginia Department of
Historic Resources.
• Necessary before Environmental Assessment (EA) approval.
• VDOT currently conducting preliminary engineering (e.g. survey,
geotechnical, etc.) tasks ahead of EA approval.
• Funding agreement between VDOT and Fairfax County for the
implementation of the project executed December 19, 2017.
• FCDOT applied for:
• $132,060,000 in NVTA FY18-23 regional funds.
• $ 18,000,000 in FY24 federal RSTP funds.
• $ 6,540,000 in FY19-20 Revenue Sharing funds.

Description: Study realignment options for Sunset Hills Road to
Crowell Road, with a roundabout as the intersection control.
Objectives: Address congestion; address queuing along Hunter Mill
Road and Sunset Hills Road; improve access to the Dulles Toll Road by
minimizing congestion; maintain Hunter Mill Road’s character by
applying context sensitive solutions.
Total Project Estimate: N/A.
Schedule:
• March 6, 2018: Board of Supervisors approves Plan Amendment
change.
• Next Steps: Initiate design study.

Total Project Estimate: ~$170,000,000.
Schedule:
• Approximately (~) four years for: Environmental, engineering,
design.
• ~ two years: Right of way, land acquisition.

Description: Widen Route 7 from 4 to 6 lanes from Jarrett Valley Drive to
Reston Avenue, with intersection improvements, shared use trail on both
sides of road, and upgraded bus stops.
Total Project Estimate: $234,000,000.
Status/Schedule:
• Board endorsed design plans: Spring 2017.
• VDOT issued a Design-Build Request for Qualifications in August 2017.
• Formal Request for Proposals was issued in November 2017. Bids
received today, VDOT reviewing.
• Contractor selection, Spring 2018.
• Construction start: Spring 2019, and estimated completion: Spring 2024.
