As identified by the Land Use Development Team:
• Sustain a judicial complex that is safe and secure for visitors and
employees.
• Create a welcoming and accessible complex, designed to efficiently
facilitate access and interaction with county-wide judicial and public
safety functions that is compatible with the surrounding community and
its context.
• Respect the integrity of on-site historic resources and enhance the
public’s experience of these assets.
• Identify opportunities for public private partnerships to create
complementary secondary uses through strategic planning and site
design.
As identified by the Executive Leadership Team:
• Use available development capacity for consolidation of leased space and
additional county programs

• Burkholder Site - Allocated to Housing with possible childcare facility
• Police & Fire Evidence Storage Facility - Proposed location adjacent to the
Courthouse
• Phasing - Priority will be given to replacement space over new space/programs
whenever possible
• Health Dept & Ofc for Children – Some offices may relocate to the Judicial Complex
• Diversion & Community Re-Entry – Planned for mid to later phase. Feasibility
Study can proceed.
• Parking - Convenient and accessible parking for the Courthouse is critical
• Potential Commercial Uses - Focus on Multi-Use and Mixed-Use buildings along
West St
• Old Courthouse
o Removal of Old Courthouse Wings and the Old JDRDC Sallyport is a near term
priority due to maintenance issues and cost concerns

Massey Crossing New Town/Old Town
• Taller buildings, up to 6 stories with smaller
footprints to allow for additional open space
• Large central open space for community events
and activities, including option for a farmer’s
market
• Shorter buildings, 2-4 stories, with larger footprints
• Establishes a grid of streets which could facilitate
smoother traffic flow and way finding
• Page Ave. realignment, West St. frontage activated
• Includes a total of approximately 2 million GSF over 20 years
• Structured parking under the proposed buildings
• Garage B & JDRDC Detention remain for the next 20 years

• Slight preference for Option 1 – Massey Crossing
• Diversion & Community Re-Entry Center Advocates want the facility phased in asap
• Positive reaction to the visual connection between the two Courthouses and the
activation along West Street
• Lots of concern expressed about the size of the Hotel/Performing Arts Development
• Police are concerned about any option that may increase development cost or time for
Police & Fire Evidence Storage facility
• Parking for the Courthouse is a critical concern
• Favorable reaction towards the addition of Workforce Housing and Diversion &
Community Re-Entry Center
• Additional traffic impacts and wayfinding is a critical concern
• Support for an active green space – especially during the Courts off hours
• Stressed importance of preservation of Historic Resources

Judicial (Massey) Complex Master Plan Briefing DPWES Capital Facilities Building Design & Construction Key Master Plan Decisions /Directions To-Date 8 • Burkholder Site - Allocated to Housing with possible childcare facility • Police & Fire Evidence Storage Facility - Proposed location adjacent to the Courthouse • Phasing - Priority will be given to replacement space over new space/programs whenever possible • Health Dept & Ofc for Children – Some offices may relocate to the Judicial Complex • Diversion & Community Re-Entry – Planned for mid to later phase. Feasibility Study can proceed. • Parking - Convenient and accessible parking for the Courthouse is critical • Potential Commercial Uses - Focus on Multi-Use and Mixed-Use buildings along West St • Old Courthouse o Removal of Old Courthouse Wings and the Old JDRDC Sallyport is a near term priority due to maintenance issues and cost concerns
