The Regional Greenhouse Gas Initiative (RGGI) is a cap and trade initiative set to regulate and reduce the emissions of greenhouse gases from power
generating facilities with an electrical capacity equal or greater than 25 electrical megawatts (RGGI, 2015). The drafting of this initiative started in
2003 when Connecticut (CT), Delaware (DE), Maine (ME), Massachusetts (MA), New Hampshire (NH), New Jersey (NJ), New York (NY), Rhode
Island (RI), and Vermont (VT) showed interest in reviewing greenhouse gas emissions and a cap–trade coalition to address the emission from power

The Problem Of A Program Funding For Public Services
There is a crisis in California today creating a stalemate in decision making and solving of any problems the state faces. There are so many problems
and so many solutions, that no progress can be made properly without conflicting interestests and opinions pausing any headway that might have been
made. Most people believe that California is stuck where it is because of rules and regulations that are great on their own, but terrible when combined.
The result of this crisis is a downwards spiral towards lower funding for public services and a seemingly insurmountable problem with budgeting.
Some changes have been made to help the budget, but they still aren 't enough due to the many elements that cause this crisis to be so complicated. The
element that causes a program funding to go down is the fact that a two thirds majority is required for any increase in taxes to occur. This is with every
member, not just those that are present and voting. While in the past, this has not posed as great of a problem, currenty the majority of the Republican
Party are against any tax increases, creating a deadlock where no tax can be increased due to no way to get a two thirds majority in a vote. The problem
with the lack of tax increase, though, is that the burden of the state budgeting crisis ends up effecting lower income residents that rely on public
services. In 2012, a Democratic supermajority of seats were won, meaning they could finally raise taxes wihtout any Republican support.

In order for the initiative of bedside handover with the use of ISBAR framework to be implemented and work efficiently, a change management theory
can be applied. One change management theory that is commonly used amongst nurses in different specialty areas is Kurt Lewin's change management
theory. This theory is of particular relevance to my initiative as in the last stage of the theory involves sustainability which is of great importance when
it comes to delivery quality care. Lewin's change management theory involves three steps; unfreeze, change and refreeze. From Lewin's perspective,

The purpose of this policy shall be to outline the general rules and procedures of referenda and plebiscites. The BUCSC strives to ensure to the best of
its abilities fairness and equity between parties and the process are upheld. This comes with the understanding that situations may occur outside of the
bylaws scope of jurisdiction and control. Referenda can be susceptible to outside influences and external actors.
1.0 DEFINITIONS
1.01 "By–Laws" means the By–Laws relating to the transactions and affairs of the BUCSC, including By–Law #1 and By–Law #2 and ... Show more
2.04 The results of a plebiscite shall not be binding.
2.05 Any referendum or plebiscite requiring a motion of Council must be posted as required by By–Law #1. The CCO shall advertise meetings of

Initiatives like any other issues have two sides to it; we must assess both sides to get a better scope of the issue. Contrary to the believe, propositions
gave some benefits to the people of California as well as the legislature. In 1911 the California legislature passed the initiative process and was later
approved through an election by Californians. By doing so Californians were given the right to directly vote on constitutional amendments and statues.
In California, the legislature is prohibited from repealing or amending any statutory initiatives. The first initiative that had a beneficial effect on the

We see that propositions have changed the function of the legislature by creating constraints and mandating certain actions. The stipulations and
mandate of Proposition 13 and 58 is problematic for it makes it difficult for legislators to create policies or pass the budget. Proposition13 created a
two–thirds majority rule, which made it difficult to pass any tax revenue. This is problematic especially during an economic crisis for the legislature is
not able to create new revenue sources when needed. The two–thirds rule imposed by Proposition 13 creates "hostage taking" in the legislature for it
allows the legislative minority to demand major concession for their vote. By doing so, the minority in the chamber can stall the passage of policies or
even the budget. We see that reform initiatives really hinder the efficiency of the legislature; it creates unnecessary barriers for policymaking. Thus, it

California Politics and Government California is the wealthiest and most diverse state in the country. Just like the National government, California is
comprised of three branches; Legislative, Executive and Judicial. The legislative branch is the largest, and is made up of the state Senate and Assembly.

We see that the passage of these initiatives affected the ability of the legislature to create important policies. Proposition 140 is a reform initiative that
drastically changed the fundamentals of the legislative system. This proposition halted the cycle of institutional knowledge for legislators who become
experts in certain policies. They are barred from running for office once the term limit is fulfilled. In the bigger picture, legislative committee leaders
are sometimes new legislators who do not have expertise in the policy. This is problematic because lack of expertise hinders the creation of innovative
and effective policy. Proposition 140 created a better over turn thus, giving minorities and women the chance to represent their constituents; the point of
the term limit was to repopulate the legislature. By creating this constant repopulation, it allows expertise to be achieved by legislators but it bars them
to contribute into policy making once their term limit is achieved. Proposition 118 on the other hand intends to change the composition of the
legislature but makes it harder for redistricting to occur. By passing Proposition 118, the legislature will not be able to represent the people of California
accurately; thus, creating policy problems since enacted policies will not

2.It's been said and heard in many forms. You need to love yourself and be yourself one hundred percent before you can actually love someone else. If
you have the ability to love, love yourself first. The most terrifying thing is to accept oneself completely. And now, if you want to win the Public
Victory, you must win the Private Victory first. To define a Private Victory one must define the habits that make up a Private Victory which would be
first, the habit of being proactive. To define proactive it's best to evaluate it in reference to its opposite re–active. Re–active means to react to a situation
as it occurs, without taking any initiative or preventative measures. Proactive therefore means the opposite of the definition of re–active making
proactive the action of taking any initiative or preventative measures. As a UCSB undergraduate, I can confidently say that I have been very proactive
in my first year. Since I've become a part of the Gaucho family I have taken the initiative to go through formal recruitment to then join a sorority. I took
the initiative to apply for the Leadership Training Course through UCSB Adventure Programs and even more so, I made the choice to then continue to
pursue and attend all trainings after I was waitlist taking all the measures necessary for me to eventually become an official participant. I am thankful to
