Abstract APA—Disaster Recovery and Public Education
Abstract
Two major catastrophic events have forced a nationwide reaction and prompted reevaluations of disaster planning, response and recovery: Hurricane Hugo in 1986, and the Gulf hurricane season of 2005. These catastrophes revealed major discrepancies in the recovery process as well as public education. Given the increase in public awareness of natural disasters, education becomes more crucial along with the need for local governments to become more proactive in preparation for and self-sufficiency throughout the duration of a disaster. This paper will provide examples of shortcomings in public education regarding disasters and offer suggestions for correcting this problem. It will also provide an overview of some long term recovery glitches and examples of methods that have proven successful in other areas. The suggestions and solutions are being taken from sources such as the Journal of Homeland Security and the United States Government Accountability Office. Other sources that have been consulted were produced by specialists being consulted by the emergency and disaster management leaders. Long term recovery and public education go hand in hand. When the members of a community know what situations they could be facing in a disaster, they will be better equipped to face, survive, and recover more effectively than those of the same community who have not been given crucial information. Long term recovery regarding members of a community who understand the importance of their role as citizens is much more effective than that of a helpless community who has not been given the proper tools.

Thesis Statement: The widening availability and growing popularity of organic and natural food sources, as well as increased use in natural and alternative medicines, are creating an overall healthier lifestyle for American and will reduce mortality and prevalence of life altering illnesses.

efficiency, found in the majority of foods we eat today. The
European Union has established limits to the use of this
ingredient, mainly due to its health effects.
III: The use of aspartame and other artificial sweeteners is
causing a large increase in cancer related deaths.
a. Aspartame is a chemically modified sweetener to replace the
use of sugar, allowing low caloric foods and beverages to retain
a sweet taste
b. The production and use of aspartame and many other
chemically created sweeteners are the subject of major
controversy over health concerns. Aspartame metabolizes in the
human body to produce methanol, formaldehyde, and aspartic
acid.
IV: The use of growth hormones and wide range antibiotics in
our industrialized food supply has created more medicine
resistant infections and viruses, with an increase in genetic
disorders and illnesses.

b. Antibiotics are widely used to prevent illness and death of
cattle and poultry due to confined space and abhorrent industrial

Credible Author: Jerome P. Bjelopera is recognized as a
specialist in organized crime and terrorism by his peers. A
Google search revealed numerous hits for him. The hits on the
first page were for reputable sites ending with .edu and .org.
Also, a search of his name on the Amazon website revealed he
has authored a couple of books in addition to some other
articles.
Reliable Publisher: The Congressional Research Service (CRS)
is a reliable organization. The CRS falls under the Library of
Congress, and they provide policy and legal analysis to Capitol
Hill members. This service is provided to all parties and is
unbiased in nature. The CRS has existed for almost 100 years.
Accuracy: The article appears to be accurate in its facts. I
could not find any errors or conclusions that did not add up.
5. The author had a section on the Newburgh Four case as well as
the Liberty City Seven case. These cases are well known and
the facts can be easily verified through other websites if a
reader was not already familiar with the cases. Bjelopera’s
article is reasonable and balanced, and he backs up his
assertions with credible sources. He also presented the reader
with some of the existing policies in this post 9/11 world. An
example of this is a quote he used from Deputy Attorney
General, Paul McNulty letting the reader know what the Justice
Department’s policy is regarding preventive policing. . The
information he has presented in this article is pretty consistent
with other information I have read on the topic.
Currency: This article was published in 2011 and is therefore,
very current. The author addresses topics that are very relevant
in this post 9/11 world. Two examples are the section titled
“The Role of State and Local Law Enforcement” and the section
called “Detecting the Shift from Radical to Violent Jihadist.”
Objectivity: Jerome P. Bjelopera’s article appears to be
unbiased. It is obvious he believes that we need to do
everything in our power to prevent future terrorist attacks, and
he writes from this perspective. However, he does bring up
opposing views. An example of this is in the section called
“The Capone Approach.” He acknowledges that this method has
come under attack by the media.

Credible Author: Dr. Daniel L. Byman is a professor at
Georgetown University in the School of Foreign Service. He
was a member of the 9/11 Commission and the Joint 9/11
Inquiry Staff of the House and Senate Intelligence Committees.
6. He is highly respected in topics related to terrorism,
international security, and the Middle East. In addition, he had
numerous hits come up after conducting a google search on him.
Reliable Publisher: Annual Reviews is a nonprofit scientific
publisher. Annual Reviews has been in existence since 1932. It
was created by scientists and its mission is to publish scientific
reviews in 40 different scientific fields. It is managed by
scientists and is considered a reliable organization.
Accuracy: The information is very accurate and backed up with
numerous, credible sources. It is filled with a lot of useful,
factual information that can be easily verified. The report
appears to be well balanced and complete. Byman offered six
examples of missed opportunities for intelligence in regards to
the 9/11 terrorist attacks. These aren’t just his assumptions,
these are facts that were uncovered by the 9/11 Commission.
They are all well documented.
Currency: This report was published in 2005 and the
information is still accurate and current today in this post 9/11
world.
Objectivity: The author was unbiased in his report. He
presented ideas that were backed up by facts. Although this
report discusses the failure to anticipate the 9/11 terrorist
attacks, the points he brought up are widely agreed upon by
various government officials and organizations.

7. Research Proposal
Background/introduction: Infrastructure is essential to the
successful transportation of goods and services. Without one
you cannot have the other. Infrastructure in America is aging
and is unfit for the modern transportation requirements in our
current economy. Bridges, highways, railroads, airports, and
seaports must be upgraded to support the increased amount of
traffic which traverses them in the millions of tons daily.
Description: My concern is that America’s transportation
infrastructure is in dire need of quality control inspections.
These inspections are a critical step in requisitioning major
improvements, leading to our nation’s success as a world power.
Businesses of all sorts rely on moving their goods and services
from point A to point B in a safe and timely manner.
My main questions are, What types of problems exist in all
types of transportation infrastructure? Who is responsible for
maintaining and repairing the faults? My secondary questions
include, How does the quality of infrastructure affect the
marketplace? What role does private ownership of infrastructure
play, and what role should it play? What dangers are involved
in private ownership of infrastructure? How will long-term
funding help alleviate this problem? The thesis statement for
this research will look something like this: In today’s highly
competitive, fast paced, and changing global marketplace, it is
the responsibility of the American public, through government
funding, to improve the transportation infrastructure of
pipelines, bridges, highways, railroads, airports, and seaports to
facilitate the free-flow of commerce.
Plans, methods and procedures: I plan to investigate specific
problem areas within each type of transportation infrastructure.
Researching this topic will take me to various federal, state, and
local departments of transportation websites, as well as
approved journals and articles on the deep web. I will utilize
8. quotes from experts in the field of logistics and engineering,
which will be used to identify the specific problems
that exist and what should be done to remedy those. The tools I
plan on using
most is the EBSCO Academic Search Premier, Lexis Nexis, and
the APU Ebrary because they are all jam packed full of great
peer reviewed sources, very easy to use the citation help, and I
really liked the advanced search functions to narrow my
searches down.

Week 5: Conduct further analysis and research. Add additional

precise according to the APA style I plan on using. Possibly

in all, but in isolating specific problems and proposing solutions

changes to our infrastructure needs. The bottom line is that it is
important to have a good infrastructure in place for safety
purposes and is paramount to shipping goods and services in a
timely manner to stay competitive in today’s global

Analysis of Rhetorical Situation
Thesis Statement: Homeland security vulnerabilities are at the
forefront of national defense policies, especially concerning
seaport security in the United States. There is a solution to this
issue, ensuring we leverage technology and finance the
protection of our ports.
1. What is the goal in this paper? The goal of my paper is to
provide a solution to the identified vulnerabilities currently
affecting seaport security. In order to provide solutions to these
vulnerabilities, I must identify them, show that the current
mitigation strategies are not enough, and then provide viable
solutions.
2. What do I already know about my topic? Since I am a
homeland security major, I am very familiar with the
vulnerabilities which affect our seaports. Additionally, through
my research, I know the current mitigating strategies are not
enough to secure our ports.
3. What do my readers already know? Most of the readers in
this class, probably know that our seaports are vulnerable to a
terrorist incident. They probably do not know what specific
aspects of port security are specific vulnerabilities.
Additionally, they may not know what the current United States
mitigating strategies are for those vulnerabilities.
13. 4. What do my readers need to know to understand my point?
In order understand my solution, my readers must first
understand the vulnerabilities facing port security. Also, my
readers must be informed on the current mitigating strategies,
what they are and to what degree they are effective. I will
provide my readers with the four most important vulnerabilities
facing seaport security. I will also provide some of the
mitigation strategies currently being used by the Department of
Homeland Security. Finally, I will provide my readers with
supported solutions the current problems facing seaport
security.
5. What information do I need to research and add to my paper?
The information I need to research my paper includes the
current mitigation strategies for seaport security. I must also
research technological solutions which have not been
implemented for seaport security.
