1. CDA DEO 2018 Annual Accomplishment
I. Foreword
It is our pleasure to present the 2018 Annual Report of CDA-DEO.
The first part of the report comprises the background of the Agency
followed by the highlights of accomplishments from the various operational
units, including human resource and accountability reports.
The management supported and demonstrated leadership and
commitment with respect to the Quality Management System (QMS) and
the responsibilities of the management under ISO 9001:2015 which
evolves around Quality Management Principles such as: customer focus,
leadership, engagement of people, process approach, improvement,
evidenced based decision making and relation management.
For customer focus, feedbacks from clients were given importance
and continual improvement was promoted and supported by management.
Employees who received appreciation from the customers were
announced and appreciated during meetings and feedbacks posted in the
freedom wall.
To enhance more the engagement of staff, 38 trainings were
attended by the CDA workforce both at the regional and national levels.
Further, it was supplemented by quarterly staff meetings, REXECOM
meetings, staff development activities and quarterly, semiannual and
annual performance assessments. Orders, Memoranda, advisories
were issued and communicated by the management as well as tracked for
progress.
Complimentary, the resource needs were reviewed and addressed
by management in terms of office supplies, equipment, replacement of
furniture and fixture and printers for the employees to have a good
working environment to work.
The CDA participated in the 4Ps Sustainable Livelihood Program of
the DSWD with financial support from DSWD amounting to PhP
1,479,580.00. It likewise assisted National Tobacco Authority, through
various technical assistance.
The strengthening of the micro and small cooperatives was made
possible through various handholding ativities, provision of TAS, capacity
building in partnership with LGUs, NGAs, Federation and Unions as well
as the implementation of the Coop SEED, Koop Kapatid Program and Big
Brother Small Brother Program.
2. The CDA – DEO was also a recipient of various recognition from
partner agencies namely: DSWD RO1 (1); City of Alaminos (2) and
Province of La Union (2).
On its official capacity, the Regional Director also presented paper in
Cooperative Statistics at LNU, Dagupan City last October 2018 and
presented another paper on the Future of Philippine Statistics at the
International Cooperative Conference, DAP, Tagaytay City.
Supplementary to the advocacy of the Agency, the RDC-1 Passed
two resolution clarrifying the issue on local taxation and supporting HB
5682 to make Cooperative Officer a mandatory position. The partnership
with other NGAs like DAR, DA, ATI FTC, DTI, NCIP was more stronger
due to various MOA at the national level and rolled over to the regional
level.
Finally, based on the 2018 OPCR, the CDA-DEO once again
performed “Very Satisfactorily” in the implmentation of its Work and Financial
Plan with an average of 4.74 1st

II. Background
The Cooperative Development Authority (CDA) is the lead government
agency in the registration, regulation, promotion and development of
cooperatives in the Philippines. It was established in 1990 by virtue of
Republic Act No. 6939 pursuant to the constitutional provision that “Congress
shall create an Agency to promote the viability and growth of cooperatives as
instruments for social justice and economic development” (Section 15, Article
XII, 1987 Philippine Constitution) under the Office of the President. The CDA
promotes the growth and viability of the cooperatives as instruments of equity,
social justice and economic development in fulfillment of the mandate in Sect.
15, Art XII, of the 1987 Philippine Constitution.
Executive Order # 1 of President Rodrigo Duterte listed twelve
government agencies concerned with poverty alleviation, and placed them
under the supervision of the Cabinet Secretary. First on the list of agencies
was the Cooperative Development Authority (CDA), the sole regulatory
agency for cooperatives. President Duterte issued the first Executive Order of
his administration entitled “Reengineering the Office of the President Towards
Greater Responsiveness to the Attainment of Development Goals.”
Last year, Malacanang Palace issued Executive Order 67 on October
31. 2018 ordered the Cooperative Development Authority (CDA) to be placed
under the Department of Trade & Industry (DTI) to harmonize policies and
coordinate their programs and activities, as well as their systems and
3. processes, to ensure responsiveness and efficiency in the delivery of
essential public services, and the attainment of the Administration’s ten point
socio economic agenda and development goals as articulated in the
Philippine Development Plan.
The powers, functions and responsibilities of the CDA are stated in RA
6939 or the CDA Charter and in RA 9520 or the Philippine Cooperative Code
of 2008. The cooperative registration process of the Cooperative
Development Authority is ISO 9001:2015 certified.
III. Highlights of Accomplishments
1. Handholding Program for Micro and Small Cooperatives. This type of
services are developmental interventions (training/workshops/seminars,
advisory, coaching, mentoring, cliniquing) intended to capacitate micro
and small cooperatives for them to graduate to the next category.
The total micro and small is 668 cooperatives broken down per
province as: Pangasinan (356); La Union (122); Ilocos Sur (85) and Ilocos
Norte (105). Per total population of Micro and small only 159.88% were
served. Of the 485 cooperatives targeted, CDA DEO exceeded their
performance (222.01%).
By embracing customer centricity of the ARTA law RA 11032, 218
% of the clients of CDA DEO rated the handholding program as good or
better. And moreover, in the promotion of efficient delivery of services,
218 % of the clients of CDA DEO rendered handholding services within
the prescribed period.

4. 2. The Cooperative Development Authority (CDA) is the lead government
agency mandated by virtue of Republic Act No. 9520 (Philippine
Cooperative Code of 2008) to promote the viability and growth of
Philippine cooperatives. It is the only government agency that registers
cooperatives. The CDA-DEO registered 101 new cooperatives with
280.55% accomplishment. To measure client satisfaction on the process
of registration, a feedback forms were given only to those who have been
issued the Certificate of Registration. Based from the feedback forms,
cooperatives rated CDA as good and better with an accomplishment of
219.44%, the registration application documents acted upon within the
period in the Citizen's Charter was noted as 277.77 %.
1. Monitoring of Cooperatives. Pursuant to Sec. 6, Article XII, of the 1987
Philippine Constitution, Articles 34 (4) and 52 of RA9520 and Section 3
(m), (o) of RA 6939, the Authority prescribes the following Guidelines
governing the conduct of inspection of cooperatives. n line with this policy,
the CDA adopts the inspection of cooperatives as a mechanism to directly
pursue its mission of ensuring the safe and sound operation of
cooperatives.( Memorandum Circular No. 2015-02 s 2015). The CDA-
DEO accomplished 104% on the number of cooperatives inspected with
reports transmitted to cooperatives. Based on the target of 2146
corrected violations from preceding years, only 51.72% was met due to
other external factor such as non issuance of CTE by BIR. Meanwhile,
there were 12 cooperative s examined with a accomplishment of 109.09%.

2. Regulation of Cooperatives. The regulation of cooperatives covers
complaints received and acted upon. The legal unit of the CDA acted on
42 complaints resulted to 300% accomplishment; there were 121 non-
compliant coops complying with sanctions and/or directives (SCO) with
an accomplishment of 119.80%. Moreover 24 request for legal opinions
were acted upon within 15 days from receipt of request resulting to
171.42%.

III. Narrative Report of Units
Registration Unit. As of December 31, 2018 there are 1,694b total
Registered Cooperatives. The newly registered cooperatives were 79. There
were 36 cooperative that amended their articles of cooperation and by-laws.
About 9 Certificate of Authority for branches, 7 Satellite were issued Letter of
Authority and with 1 Laboratory cooperative recognized under the guardian of
United Christian Multipurpose Cooperative, Lingayen, Pangasinan.
It appears from the table of 2018 Registered Cooperative Per type that
the Multi Purpose is the leading type of cooperative (836) followed by ARC
(237), credit (230), Consumers (146) and marketing (63).

inspection, mandatory reports, on changes in category based on assets. And
other statistics taken from reports submitted.

(CDA-PL-WFPIS-FR-026), CDA-Dagupan Extension Office Through field
CDS II, inspected Eight Hundred Forty (840) Cooperatives for the Calendar
Year 2018 with total findings of Eight Thousand Sixty (8,060) wherein micro
cooperative has the most number of findings.

Research, Information and Training Unit. Assist in the conduct of
capacity building for cooperatives.
Handholding Program for Micro and Small Cooperatives. The total
number of TAS rendered by the field CDS for the year 2018 is 840, where
various issues and concerns of the cooperative sector were provided by way
of Inquiry, Training Assistance, Mentoring, Coaching, Cliniquing and
Consultancy. These TAS rendered were also rated by the clients earning the
Extension Office an Excellent Rating rated by 667 clients and a Very Good
Rating rated by 173 clients.
Pre-Registration Seminar (PRS) for Prospective
Cooperatives. From the annual target of forty-five (45) PRS conducted, there
were one hundred twelve (112) PRS conducted for the year both in the regional and
field level taking into consideration the center and most accessible place for 3,996
prospective members.
18. The Vigan City Cooperative Development Office sponsored the
conduct of training on the Fundamentals of Cooperatives spearheaded by Mr.
Efraim Dayap, Cooperative Development Officer of LGU Vigan City. There
were 24 participants who attended the said training coming from various
cooperatives in Vigan City.
There was a deluge of request for PRS on
account of those wanting to organize transport
co-ops.
Nonetheless, only 79 co-ops were registered
out of 112 would-be co-ops (70%) who
attended the seminar.
19. Fundamentals and Governance. Among the identified technical
assistances to be provided by CDA is provision of mandatory
training/seminars such as: Fundamentals & Governance. The officers of the
two identified participants were gathered on March, 2018 in the Bacarra
Training Center. They attended the said seminar with the end view of
implementing/adopting the lessons they have learned in their own co-ops.
Another activity is a province-wide endeavor in partnership with the
ACDI Multi-Purpose Cooperative. It was offered as a FREE training to the
officers of registered MICRO CO-OPS in Pangasinan. There were a total of
two hundred (200) participants. The resource speaker for the activity is no
less than the Chairperson of SACDECO – Mr. Alexander B. Raquepo shared
his expertise and professional experiences to the participants presenting
practical approaches and setting the proper standard in managing their co-
ops.
The CDA-DEO assisted PHINMA University for the conduct of the
above-titled seminar for their graduating accountancy students as it was
explained during the opening program that there is already a revision in the
subject matters to be covered in the CPA board exams which includes
cooperatives as business enterprises. Thus, there is a need for the students
20. to learn the basics of cooperatives. The activity was attended by twenty nine
(29) senior regular and irregular accountancy students. The activity is a first
partnership of the EO in the region which capitalizes on the need of the
academic sector to be appraised on the cooperative movement particularly in
its basic structure and governance side.
Parliamentary Procedures. The National Tobacco Administration (NTA
initiated the conduct of the said training for the leaders and workers of
tobacco-based co-ops and organizations in the province. As an identified
need of the participants, the NTA also recognized the essential role of the
agency in terms of empowering the marginalized sector especially during
these times when the tobacco industry is affected by the shift in priority
policies of the Government.
The imposition of higher excise taxes on tobacco products under the
TRAIN law may discourage farmers from planting the crop and may force the
country to import more medium & large category), LGU-CDO for the major
awards while two (2) for special citations [federation & electric co-op]. The
table evaluation was undertaken by the designated EO team personnel to
check the completeness and verify the submitted documents of all the entries.

Regional Cooperative Development Council. With the assistance of
the Legal Unit, the following were the resolution passed by RCDC-1:
1. A resolution be passed asking the large category co-ops in the
region to contribute at least P10, 000.000 to augment the necessary
expenses for the conduct of the regional CMC.
2. Resolution be passed advising co-ops in the region to use the
official Facebook Photo Frame format for their co-op profile pictures in their
respective CMC, as approved by the Co-op Month Celebration Steering
Committee of the CDA.
29. 3. Resolution be passed endorsing the said letter to the Regional
Development council I to assist CDA in mandating LGUs to strictly observe
the:
Absolute Exemption of Cooperatives from the Payment of Local
Taxes;
Limit to Php1, 500.00 from the Total Payment of Local Fees and
Charges in compliance w/ BLGF MC NO. 11-001-2016 & DILG
MC No. 2017-16.
4. A resolution endorsing the conduct Orientation on Laboratory
Cooperative in the region as a penultimate activity before having a regional
Lab Coop Congress.

Project Development Assistance Unit. For the handholding program for
micro and small cooperatives, there were 72 handholding rendered thru capacity
building, mentoring and coaching on the following concerns namely: preparation of
mandatory reports; liquidation of financial grants; how to secure CTE; participation to
trade fairs; training assistance; orientation on koop kapatid program/ big brother
small brother; amendment of documents; audit subsidy requirements and others.
30. Under the Capability Building Program for Cooperatives particularly the
KOOP KAPATID Program, it was launched on March 12, 2018 at NSCC Bath &
Coffee, Vigan City, Ilocos Sur during the Regional Cooperative Development Council
– I (RCDC-I) meeting.

For the COOP-SEED Program, a CDA-DTI Partnership, the identified
beneficiaries were LBN Multi Purpose Cooperative for Micro level and Garnaden
Multi Purpose Cooperative for Small level, both from the province of Ilocos Norte. To
implement this program effectively and accordingly, the CDA DEO coordinated with
the DTI Regional Director Florante O. Leal Regional Office, San Fernando City on
May 11, 2018. The said program was launched and at the same time an orientation
of COOP SEED was conducted during the RCDC-I meeting held on March 12, 2018
at NSCC Bath & Coffee, Vigan City, Ilocos Sur. On May 15, 2018, another
orientation of the program was conducted with the presence of the two (2)
beneficiaries namely LBN MPC & Garnaden MPC. Also present during the
orientation were Ms. Rosario Quodala, DTI - OIC Provincial Director of Ilocos Norte
and Mr. Cezar Vidad of LGU Vintar, Ilocos Norte.

LBN MPC and Garnaden MPC were also given technical assistance on the
preparation of the mandatory reports and were able to secure the Certificate of
Compliance (CoC). The said beneficiaries were also endorsed to DTI for the
needed technical, technology intervention or financial assistance and likewise
referred to be considered in the business directory.
Various trainings were conducted and attended by the officers and members
of LBN MPC and Garnaden MPC to further enhanced their skills, capabilities and
become more efficient and productive in delivery of services to their cooperative
members as well as to the community. The officers & members of the two
cooperatives were grateful to be the beneficiaries of the program and to undertake
trainings free of charge. The said trainings were conducted in coordination and
assistance from our partners, like the DTI, LGU of Vintar and the Provincial
Government of Ilocos Norte. The trainings conducted were: Fundamental of

various Negosyo Centers. Likewise, around 109 cooperatives were endorsed for
any possible assistance to DTI offices both in Regional & Provincial level.

Nueva Segovia Consortium of Cooperatives – Mutual Benefit Association
(NSCC-MBA), Inc. of Vigan City, Ilocos Sur was registered with the Insurance
Commission on September 1, 2017. A total of 17 cooperatives were enrolled for
2017.
37. CDA-DSWD
The CDA Central Office approved the Resolution No. 342, S-2017 allowing
the CDA-DEO to enter into a Memorandum of Agreement with the DSWD-FOI
specifically for the conduct of various skills training on microenterprise development
projects in Region 1 for Sustainable Livelihood Program (SLP) beneficiaries that will
enable said beneficiaries to actively participate in the local economy as coop-
entrepreneurs. The partnership agreed to conduct Skills Training on Bookkeeping
for Seven Hundred Eighty (780) qualified SLP beneficiaries with 26 batches. The
duration of the project was three (3) months from April – June, 2018. As of June 30,
2018, a total of 2 trainings were conducted and a total of 769 SLP beneficiaries
benefitted from this project. Since the project cost was not totally utilized as of June
2018, the partnership agreed to conduct four (4) more trainings with 30 participants
per batch for the province of Pangasinan. In totality, 31 trainings conducted with a
total of 889 participants.

cooperatives.

41. Value Chain Program for Cooperatives
For the coop profile collection, 93 were consolidated broken down as follows:
Pangasinan (33), La Union (11), Ilocos Sur (23) and Ilocos Norte ( 26).
Linkages to Financing & Marketing Services - Some cooperatives were
referred to NGAs/LGUs/GOs /Other Partners on Skills & Technical Trainings,
Governance & Management Training and Entrepreneurship Trainings.
Environment Protection Program
Under this program, 224 cooperatives as follows: Pangasinan (174); La Union
(21); Ilocos Sur (19); Ilocos Norte (10) were identified to be engaged in
environmental protection program such as coastal clean-up, tree planting,
distribution of seedlings to members, solid waste management; Parongking River
rehabilitation; clean-up during brigade eskwela; participated in the observance of
international clean-up activity; participated in the climate change forum; and road
pavement clean-up.
Asset Recovery Program
The CDA DEO exerted its best effort to collect the loans receivables and the
liquidation of financial grants to cooperatives/associations released from 1996-1999,
however, most of the beneficiaries are already non-operating, delisted/cancelled.
The office requested to the COA Resident Auditors for the authority to write off of the
dormant accounts. As of December 31, 2017, the balance on grants is
P10,707,716.00 and the loans receivables is P1,085,056.00. This year, our COA
auditors approved our request for authority to write off in the amount total amount of
Php 4,665,462.50 broken down as follows:

Corollary, the CDA-DEO received recognition from partner
agencies on its contribution to the implementation of their
programs/projects/activities related to cooperative development.
On its official capacity, the Regional Director also presented paper
in Cooperative Statistics at LNU, Dagupan City last October 2018 and
presented another paper of the Future of Philippine Statistics at the
International Cooperative Conference, DAP, Tagaytay City.
We are proud to reognized two large cooperatives graduating to
billionaire status level: namely GLEDCO MPC and Calasiao Plant and
Related Company Employees MPC. Region 1 has now 6 billionaire
cooperatives.
