2. Vision Plan Amendment
• Vision Plan Amendment to the Comprehensive Plan
for the following area of the City:
• An area bounded to the west by Short Street, to the
south by 37th Street, to the east by Columbia
Street, and to the North by 44th Street. This area is
south and west of the Coliseum and bisected by North
Chadbourne Street.
Notification is not required

The City Council may:
• Approve the proposed Vision Plan map amendments
as presented;
• Remand the Vision Plan map back to Planning
Commission for further discussion; or
• Deny the proposed Vision Plan Map Amendment in its
entirety or on a property by property basis
6. Staff Recommendation
• Planning staff recommends no changes at this time to
the Vision Plan Map for the area that was examined.
• Planning Commission recommends increasing
(modifying the vision plan map) the Neighborhood
Center to the north and east as indicated in the final
map of this presentation by a vote of 5-1.

• Neighborhood Center already located at a future key
node
• Street network in the area is not fully improved at this
time
• Known issues with street network during events
• Gateway to major entertainment venue and into
community

• Present and anticipated development patterns of the
area
• Density and total amount of population in study area
• Infill development in the area not taking place at this
time
• Observed land use ratios of the area
• Plenty of parcels and acreage available at this time for
both commercial and residential development alike
