MINUTES OF THE MEETING: GNI / May 2, 2013

I. Erap and Lim
Dr. Leachon stated that the mindset of these two politicians is to win the
majority, and they will continue to side with the poor regardless of the problems
arising from them because they constitute the larger number of voters. Because of
this, he proposed an attack strategy that focuses on their images and the reputations
they are trying to maintain.
Other than that, he also said that the main problems faced by the GNI falls down
to three things: 1. money involved (kotong, lagay, etc.) 2. influence and power
tripping 3. politicians themselves
II. Use of Different Forms of Media
Because of this, Dr. Leachon suggested to utilize the media as a means of
addressing our concern, specifically online, print, and television forms. He said that
online media is very useful since information can rapidly become viral, even small
forms such as tweets are powerful given the amount of participation that the UP
Manila Community gives out involves everyone. Stories addressed through would
contain the history of this movement, the procedures already taken, and the possible
solutions that would solve this.
III. Goal Setting
After stating all these problems and suggestions, Dr. Leachon, with consultation
from those present esp Dean Gloriani, set three goals, each with different timeframes.
A. Short Term Goal
Use of twitter and social media websites to voice out
three main messages: 1. safety and cleanliness concerns
through stating of objective information 2. accountability of our
leaders to ensure this safety and cleanliness 3. vendors’ rights
and safety as well
2. He suggested to use the time before elections to launch this
online campaign, using the hashtag #CleanManilaForever, however,
he said that he must first submit the executive summary of the GNI so
that everyone will be informed about the advocacy. This was also the
concern raised by the student council chairs since not all students are
aware that such a movement exists and it would be best to let them
know before enlisting them to join.
Ms. Zubiri will coordinate with the students as soon as the
executive summary is submitted.
B. Medium Term Goal
Enlisting known media personnel to make a
story/documentary/editorial article about the GNI.
Dr. Leachon mentioned several names that would be beneficial to
exposing the GNI problem to a national level, since it not only involves UP
Manila itself but the problem is still part of the city of Manila.
The means that would be used included printing in news and
editorial sections, holding of a press conference, and exposes done by
media personnel (XXX, etc.)
C. Long Term Goal
Passing of a law about the environmental clean-up of
Manila.
Dr. Leachon mentioned that this would be blue-sky thinking,
however, if the GNI would escalate and be part of nationwide news,
politicians (esp the Mayor who would win in the elections) would be
pressured to address this concern. Also, Dr. Leachon and Ms. Zubiri
stated that environmental lawyers and partylists would surely want to
help out given that this is a pressing matter. The GNI could also be used
to address the persistent flood problem and safety issues brought about
by this situation.
