The document outlines the development of a diagnostic tool to allow countries to benchmark their progress on achieving the 17 Sustainable Development Goals (SDGs). The tool would identify gaps in achieving the 169 targets, help formulate policies to address the gaps, estimate resource needs, and allocate resources from public and private domestic and external sources through a national plan. An example is provided showing how the tool could analyze gaps and resource allocation for SDG 9 to build resilient infrastructure and foster innovation.

Development Finance Impact Project – Digital Artifact
Target audience
Country Teams of MDBs, Finance ministries, Civil Society, private sector stakeholders, think tanks and research institutes
Objective
Develop a diagnostic tool with drill down features which allows developing counties to benchmark against the 17 SDGs
and their 169 targets in the inception year of SDGs – 2016. The results can be used to
identify and prioritize where the greatest gaps exist
formulate remedial policies
estimate resources required to meet the SDG targets by 2030
allocate resources by public and private sectors; domestic or external sources
prepare a matrix of the national plan allocating resources and instruments against the SDGs
