T
he year 2014 was another shining example
of how ARTBA’s Transportation
Development Foundation bolsters the
association’s mission to build and protect the
transportation construction market at the federal
and state levels.
Led by a 12-member Board of Trustees
comprised of senior industry executives, the
TDF, as ARTBA’s “sister organization,” proudly
reports the following key achievements of its
comprehensive program of work:
•	 At the fourth annual “Dr. J. Don Brock
TransOvation™ Workshop” in Seattle,
ARTBA partnered with an unusual ally—
Microsoft—to explore the intersection of big
data and transportation infrastructure. The
event, which took place at the company’s
headquarters near Seattle, featured teams
working together to develop strategic
business plans for future U.S. mobility
needs. Such “outside the box” ideas will be
used to advance the industry’s interests with
policymakers.
•	 On the safety front, the Foundation—
through a variety of contracts with the
federal government and industry allies—
provided safety training to more than
6,000 professionals. It also helped lead a
successful workshop of industry allies at
CONEXPO that focused on developing best
practices to prevent worker fatalities within
road construction zones.
•	 The Young Executive Development
Program (YEDP), now in its 19th year,
hosted its largest class ever. During the
first week of June, more than 55 YEDP
fellows developed a solid understanding of
industry economics, how the highway and
transit program works, and how actions by
the federal government impact the industry.
With more than 550 graduates, the YEDP is
building the ranks of leaders who will shape
the industry’s future.
Chairman’s Message
•	 Industry firms, foundations, labor unions,
and AASHTO generously donated nearly
$70,000 to support the “Lanford Family
Highway Worker Memorial Scholarship Pro-
gram.” As a result, the Foundation is making
a positive difference in the lives of many
by providing major financial assistance to
support the post-high school education of
children of highway workers who were killed
or permanently disabled on the job.
•	 Under the ARTBA Foundation’s manage-
ment and in partnership with the Federal
Highway Administration, the Local Techni-
cal Assistance Program (LTAP) and Tribal
Technical Assistance Program (TTAP)
rolled out a new and integrated LTAP/
TTAP logo and brand. Sixty-five LTAP
and TTAP Centers provided a variety of
materials, training, technology updates and
technical assistance to help local counties,
parishes, cities and towns improve their
roads and bridges.
•	 Through six awards programs, the
Foundation provided a national platform to
honor and share with the public and
policymakers the stories of excellence in
community relations, work zone safety,
environmental protection, and innovation
by nearly 50 industry firms, public
agencies and organizations. These
programs collectively show the value of
transportation investment from a variety
of angles.
As it celebrates its 30th
Anniversary in 2015,
the ARTBA-TDF is preparing to unveil new
initiatives that will help strengthen ARTBA for
the next 30 years. Please take a few minutes to
read through this annual report. And special
thanks to you all for continuing to support the
Foundation’s valuable work on behalf of the
transportation construction industry!

Hall of Fame
The “Transportation Development Hall of Fame” honors individuals or families from the
public and private sectors who have made extraordinary contributions to U.S. transportation
development and demonstrated exceptional leadership over their lifetime.
Two people were inducted into the Transportation Design & Construction Industry Leaders
category, which recognizes men, women and families who have made significant
contributions—beyond just having successful businesses or careers—that have notably
helped advance the interests and image of the transportation design, construction and safety
industry. They included:
Doug Pitcock, founder, chief executive officer, and chairman of Williams Brothers
Construction in Houston, Texas; and
Horatio Earle, a “good roads” pioneer and former Michigan highway commissioner in the
early 20th century, and the founder of the American Road Builders Association in 1902.

Now in its 16th
year, the ARTBA-TDF continued to manage the operations of the National Work Zone Safety
Information Clearinghouse (www.workzonesafety.org), the world’s largest online safety resource with information in
seven languages, provided a broad array of services for industry professionals and public officials. The facility handles
about 175,000 information requests annually.

Clearinghouse
Safety Programs & Services
Through a variety of training contracts with the Federal Highway
Administration, Occupational Safety & Health Administration
(OSHA) and ARTBA Foundation-sponsored courses, the association
and its partners offered safety training to more than 6,000 industry
professionals during the year.
Among the other Foundation safety-related accomplishments under
these contracts:
Completion and distribution of thousands of new work zone safety
guidance documents on topics including:
•	 “Clear Zones in Work Zones”
•	 Hazard Communication—Globally Harmonized Standards
•	 Flagging on Low Volume Roadways
•	 Temporary Traffic Control on Low Volume Roads
•	 Sight Distances for Temporary Traffic Control

will have a long lasting impact on the live of the workers...The training
conducted was instrumental in ensuring the safe passage for
motorists and safe worksites for workers.”

Local & Tribal Technical
Assistance Program
Developed several new online training courses, including:
•	 Manual on Uniform Traffic Control Devices: Work Zone Training Suite
•	 Sight Distances for Temporary Traffic Control
•	 Internal Traffic Control Planning
Completion of a series of six safety training videos, highlighting incidents that
led to worker deaths, and providing recommendations for avoiding similar
hazards.
Redesign of the successful training program on “Preventing Runovers and
Backovers in Roadway Work Zones” to feature professionally-designed
curriculum, more interactive presentations and a revamped student workbook.
LTAP/TTAP Clearinghouse
The Local Technical Assistance Program (LTAP) and Tribal Technical
Assistance Program (TTAP), is composed of a network of 58 Centers—one in
every state, Puerto Rico and seven regional Centers serving tribal governments.
The Centers enable local counties, parishes, townships, cities and towns to
improve their roads and bridges by supplying them with a variety of training programs, new and existing technology
updates, personalized technical assistance and newsletters.
Under the ARTBA Foundation’s management, the Clearinghouse worked with the Federal Highway Administration
to successfully roll out a completely new and integrated LTAP/TTAP logo and brand. This included redesigned
marketing materials, a modernized exhibit booth, and a revamped LTAP website.

More than 55 “young guns” in the
transportation design and construction
industry took part in June 9-12 Young
Executive Development Program (YEDP).
Now in its 19th
year and held in the Nation’s
Capital, the YEDP provides rising leaders
within the transportation construction and
development sector with a solid under-
standing of the industry’s economics… how
transportation work in the U.S. is funded
and financed… how actions by the federal
government impact the industry… and how
they—and their company or agency—can
become politically engaged to help shape
transportation policy. During the event,
YEDP fellows went to Capitol Hill to press
their members of Congress to fix the
Highway Trust Fund and pass a long-term
surface transportation bill.

Institute
Through the Transportation Builder Institute’s Project Management, Project
Delivery and two Scheduling Academies, the ARTBA Foundation successfully
provided real-world and customized professional development and training to
more than two dozen transportation design, construction and safety executives.

Six students from around the country were named
recipients of the “Lanford Family Highway Worker
Memorial Scholarship,” the first-of-its-kind program that
provides post-high school financial assistance to the
children of highway workers killed or disabled on the job.
The 2014-15 class included:

Contractor Safety
Winners demonstrated a low “OSHA Recordable Rate”
as measured against benchmark metrics established by
the Bureau of labor Statistics. The awards were presented
September 8 at the ARTBA National Convention in
three categories, based on the number of employee hours
worked:
•	 500,000 or fewer hours: Seaboard Foundations, Inc.,
Blountville, Tenn.
•	 500,000 to 1,000,000 hours: Herzog Contracting
Corp., St. Joseph, Mo.
•	 More than 1 million hours: Fluor-Lane 95,
Springfield, Va.
TransOvation™ Awards
The fourth annual TransOvation™ Awards, presented
November 17 in Seattle at the Dr. J. Don Brock
TransOvation™ Workshop, honor “innovative
transportation infrastructure-related products, services,
technologies and techniques introduced over the past
five years that can be documented to provide a high
return-on-investment by: improving transportation
safety; saving transportation users and taxpayers time
and/or money; or making our transportation
infrastructure more environmentally sustainable.”

Women Leaders
The “Women Leaders in Transportation Design &
Construction Awards” were presented during the
ARTBA National Convention in three categories:
The Ethel S. Birchland Lifetime Achievement Award:
Named after ARTBA’s executive director from the
mid-1920s, it is given to individuals who have
demonstrated outstanding leadership, long-term service
in the industry’s public or private sectors and
dedication to the advancement of innovation and other
women leaders. Winners were:
•	 Linda Figg, president, CEO and director of bridge

•	 Katherine Nees, deputy director, strategic projects
division, Texas Department of Transportation
The Glass Hammer Award:
Honors companies in the transportation construction
industry that have innovative programs and activities
directed at successfully promoting women leaders within

The Future Industry Spotlight Award
Recognizes students enrolled in undergraduate or
graduate studies at a U.S. college or university who have
achieved an outstanding academic record and
demonstrated extraordinary leadership skills within
and outside of the academic environment.

  • 3. 2014 ARTBA Annual Report 3 T he year 2014 was another shining example of how ARTBA’s Transportation Development Foundation bolsters the association’s mission to build and protect the transportation construction market at the federal and state levels. Led by a 12-member Board of Trustees comprised of senior industry executives, the TDF, as ARTBA’s “sister organization,” proudly reports the following key achievements of its comprehensive program of work: • At the fourth annual “Dr. J. Don Brock TransOvation™ Workshop” in Seattle, ARTBA partnered with an unusual ally— Microsoft—to explore the intersection of big data and transportation infrastructure. The event, which took place at the company’s headquarters near Seattle, featured teams working together to develop strategic business plans for future U.S. mobility needs. Such “outside the box” ideas will be used to advance the industry’s interests with policymakers. • On the safety front, the Foundation— through a variety of contracts with the federal government and industry allies— provided safety training to more than 6,000 professionals. It also helped lead a successful workshop of industry allies at CONEXPO that focused on developing best practices to prevent worker fatalities within road construction zones. • The Young Executive Development Program (YEDP), now in its 19th year, hosted its largest class ever. During the first week of June, more than 55 YEDP fellows developed a solid understanding of industry economics, how the highway and transit program works, and how actions by the federal government impact the industry. With more than 550 graduates, the YEDP is building the ranks of leaders who will shape the industry’s future. Chairman’s Message • Industry firms, foundations, labor unions, and AASHTO generously donated nearly $70,000 to support the “Lanford Family Highway Worker Memorial Scholarship Pro- gram.” As a result, the Foundation is making a positive difference in the lives of many by providing major financial assistance to support the post-high school education of children of highway workers who were killed or permanently disabled on the job. • Under the ARTBA Foundation’s manage- ment and in partnership with the Federal Highway Administration, the Local Techni- cal Assistance Program (LTAP) and Tribal Technical Assistance Program (TTAP) rolled out a new and integrated LTAP/ TTAP logo and brand. Sixty-five LTAP and TTAP Centers provided a variety of materials, training, technology updates and technical assistance to help local counties, parishes, cities and towns improve their roads and bridges. • Through six awards programs, the Foundation provided a national platform to honor and share with the public and policymakers the stories of excellence in community relations, work zone safety, environmental protection, and innovation by nearly 50 industry firms, public agencies and organizations. These programs collectively show the value of transportation investment from a variety of angles. As it celebrates its 30th Anniversary in 2015, the ARTBA-TDF is preparing to unveil new initiatives that will help strengthen ARTBA for the next 30 years.   • 4. 4 2014 ARTBA Annual Report Hall of Fame The “Transportation Development Hall of Fame” honors individuals or families from the public and private sectors who have made extraordinary contributions to U.S. transportation development and demonstrated exceptional leadership over their lifetime. Two people were inducted into the Transportation Design & Construction Industry Leaders category, which recognizes men, women and families who have made significant contributions—beyond just having successful businesses or careers—that have notably helped advance the interests and image of the transportation design, construction and safety industry. They included: Doug Pitcock, founder, chief executive officer, and chairman of Williams Brothers Construction in Houston, Texas; and Horatio Earle, a “good roads” pioneer and former Michigan highway commissioner in the early 20th century, and the founder of the American Road Builders Association in 1902.   • 5. 2014 ARTBA Annual Report 5 Now in its 16th year, the ARTBA-TDF continued to manage the operations of the National Work Zone Safety Information Clearinghouse (www.workzonesafety.org), the world’s largest online safety resource with information in seven languages, provided a broad array of services for industry professionals and public officials. The facility handles about 175,000 information requests annually. NationalWork Zone Safety Information Clearinghouse Safety Programs & Services Through a variety of training contracts with the Federal Highway Administration, Occupational Safety & Health Administration (OSHA) and ARTBA Foundation-sponsored courses, the association and its partners offered safety training to more than 6,000 industry professionals during the year. Among the other Foundation safety-related accomplishments under these contracts: Completion and distribution of thousands of new work zone safety guidance documents on topics including: • “Clear Zones in Work Zones” • Hazard Communication—Globally Harmonized Standards • Flagging on Low Volume Roadways • Temporary Traffic Control on Low Volume Roads • Sight Distances for Temporary Traffic Control
  • 6. 6 2014 ARTBA Annual Report “It was a great success and the training provided by your organization will have a long lasting impact on the live of the workers...The training conducted was instrumental in ensuring the safe passage for motorists and safe worksites for workers.” —September 18 letter from Ken Nishiyama Atha, OSHA Regional Administrator in San Francisco, regarding the ARTBA Foundation’s safety training. Local & Tribal Technical Assistance Program Developed several new online training courses, including: • Manual on Uniform Traffic Control Devices: Work Zone Training Suite • Sight Distances for Temporary Traffic Control • Internal Traffic Control Planning Completion of a series of six safety training videos, highlighting incidents that led to worker deaths, and providing recommendations for avoiding similar hazards. Redesign of the successful training program on “Preventing Runovers and Backovers in Roadway Work Zones” to feature professionally-designed curriculum, more interactive presentations and a revamped student workbook. LTAP/TTAP Clearinghouse The Local Technical Assistance Program (LTAP) and Tribal Technical Assistance Program (TTAP), is composed of a network of 58 Centers—one in every state, Puerto Rico and seven regional Centers serving tribal governments. The Centers enable local counties, parishes, townships, cities and towns to improve their roads and bridges by supplying them with a variety of training programs, new and existing technology updates, personalized technical assistance and newsletters. Under the ARTBA Foundation’s management, the Clearinghouse worked with the Federal Highway Administration to successfully roll out a completely new and integrated LTAP/TTAP logo and brand. This included redesigned marketing materials, a modernized exhibit booth, and a revamped LTAP website.
  • 7. 2014 ARTBA Annual Report 7 More than 55 “young guns” in the transportation design and construction industry took part in June 9-12 Young Executive Development Program (YEDP). Now in its 19th year and held in the Nation’s Capital, the YEDP provides rising leaders within the transportation construction and development sector with a solid under- standing of the industry’s economics… how transportation work in the U.S. is funded and financed… how actions by the federal government impact the industry… and how they—and their company or agency—can become politically engaged to help shape transportation policy. During the event, YEDP fellows went to Capitol Hill to press their members of Congress to fix the Highway Trust Fund and pass a long-term surface transportation bill. “I thought this was a great class! Very interesting, informative, fun and the connections are invaluable.” —Gary Brown, Granite Construction Company, 2014 YEDP fellow “Thank you for a great program as it cer- tainly exceeded my expectations. Don Brock TransOvation™Workshop In November, more than 80 executives from all sectors of the industry and different parts of the country gathered in Seattle at Microsoft HQ to explore the intersection of big data and transportation infrastructure during the 4th Annual Dr. J. Don Brock TransOvation™ Workshop. The interactive learning offered the opportunities for teams to work together to develop strategic business plans that anticipate technological, social, political, economic and demographic changes in order to meet future U.S. mobility needs. “Big thinkers” delivering presentations included Microsoft’s Director of Test Ross Smith, HNTB’s Ted Zoli, HC Bridge Company’s John Hillman and 3M’s Dr. Raymond Chiu, each of whom shared their personal secrets for thinking outside of the box. Transportation Builder Institute Through the Transportation Builder Institute’s Project Management, Project Delivery and two Scheduling Academies, the ARTBA Foundation successfully provided real-world and customized professional development and training to more than two dozen transportation design, construction and safety executives.   • 9. 2014 ARTBA Annual Report 9 Six students from around the country were named recipients of the “Lanford Family Highway Worker Memorial Scholarship,” the first-of-its-kind program that provides post-high school financial assistance to the children of highway workers killed or disabled on the job. The awards were presented September 8 at the ARTBA National Convention in three categories, based on the number of employee hours worked: • 500,000 or fewer hours: Seaboard Foundations, Inc., Blountville, Tenn. • 500,000 to 1,000,000 hours: Herzog Contracting Corp., St. Joseph, Mo. • More than 1 million hours: Fluor-Lane 95, Springfield, Va. TransOvation™ Awards The fourth annual TransOvation™ Awards, presented November 17 in Seattle at the Dr. J. Don Brock TransOvation™ Workshop, honor “innovative transportation infrastructure-related products, services, technologies and techniques introduced over the past five years that can be documented to provide a high return-on-investment by: improving transportation safety; saving transportation users and taxpayers time and/or money; or making our transportation infrastructure more environmentally sustainable.” The two winners were: • EMSEAL JOINT SYSTEMS (Westborough, Mass.): Bridge Expansion Joint System • Transurban: “495 Express Lanes” in Virginia Awards TransOvation™ Award Winner: Transurban:“495 Express Lanes”in Virginia. Birchland Lifetime Achievement Award: Named after ARTBA’s executive director from the mid-1920s, it is given to individuals who have demonstrated outstanding leadership, long-term service in the industry’s public or private sectors and dedication to the advancement of innovation and other women leaders. Winners were: • Linda Figg, president, CEO and director of bridge art, FIGG Engineering Group • Katherine Nees, deputy director, strategic projects division, Texas Department of Transportation The Glass Hammer Award: Honors companies in the transportation construction industry that have innovative programs and activities directed at successfully promoting women leaders within their organization.
