Reorganization
Definition of 'Reorganization'
•
1. A process designed to revive a financially troubled or bankrupt
firm. A reorganization involves the restatement of assets and
liabilities, as well as holding talks with creditors in order to make
arrangements for maintaining repayments. Reorganization is an
attempt to extend the life of a company facing bankruptcy through
special arrangements and restructuring in order to minimize the
possibility of past situations reoccurring.
2. A change in the structure or ownership of a company through a
merger or consolidation, acquisition, transfer, recapitalization or
change in identity.

Purpose of Defense Institute Reorganization
 Top notch defense institute faculty will provide academic excellence and professional guidance to
students
 High caliber, mission-driven students will attain:
– Relevant knowledge and understand a chosen field of expertise
– Professional skills that are both relevant and adaptable to the rapidly changing global environment
– Upon education, an attractive job that meets career objectives
 Motivated and committed staff will work seamlessly to achieve an efficient and effective Defense
Institute

Defense Institute Reorganization
• Academic programs will reorganize into two schools:
– The Graduate School of International Policy and Management
– The Graduate School of Translation, Interpretation and Language Education
• There will be ten degree programs in total, the same as the current degree offerings
• Each school will have a Dean responsible for:
– Ensuring the excellence of the curriculum and faculty of each program within both schools
– Leading a process of curricular development
• In addition, each program at defense institute will head by a faculty member call a program head
– Both school Deans will work with the program heads to ensure excellence of degree offerings
• A new Dean of Advising and Student Services function will create
– The Dean and his/her team will manage an advising function that includes seamless, comprehensive
services of advising, mentoring, and career development for all Defense Institute students
• All degrees shall accredit including the MBA
• On the administrative side, Defense Institute will separate Communications team head by an
Executive Director, while Alumni Relations will become a part of Institutional Advancement

Defense Institute Reorganization
• The primary purpose of moving to two schools is to provide the highest quality academic
programs in an optimal learning and teaching environment, where:
– An integrated team of Deans and faculty can more effectively implement
– Students will easier access to a wider range of study options and the flexibility to shape their programs to
meet their specific career needs
– Administrative processes will streamline to increase overall capacity and provide better services to
entire Defense Institute community
• Students will also benefit from superior academic advising and centralized career services,
helping achieve greater professional development and secure a job upon education
• The reorganization will first take effect during the next academic year (2014-15)
– Students will remain unaffected, primarily as the curriculum and degree programs will not change
– The graduating class of 2014, however, will benefit from even stronger academic and career advising
services in their second year, while maintaining their existing degree programs

Defense Institute Leadership Team
• The Defense Institute President will have six direct reports
• While the three Deans will report to the Provost, the Defense Institute President will work
together with the Deans in helping Defense Institute achieve curricular excellence and best
practices for teaching and learning
• The Provost and three Deans will work as a team, collaborating together to achieve a consistent,
high quality curriculum in all degree programs and to ensure comprehensive academic and
career advising support to all students, building upon the foundation

Office of the Dean of Advising and Student Services
• The Office of the Dean of Advising and Student Services is being created to ensure that
students receive consistent support and first-rate guidance during their studies at Defense
Institute, from enrollment to graduation
• The Dean of Advising and Student Services will work closely with the two school Deans to
ensure that advising is informed by the curriculum, and that student needs and interests are
communicated back to the schools to inform curriculum development
• The Dean of Advising and Student Services will oversee and manage the consolidation of:
– Academic advising
– Career counseling, including internships
– Student services
– Registrar functions
• The overarching goal is to deliver Institute wide advising to the entire student body as
seamlessly and efficiently as possible with an emphasis on building relationships
• This means building upon the existing ‘culture of service’ among staff and faculty so that
students experience this new structure as a step toward the fulfilling Defense Institute’
commitment to academic excellence and employment upon graduation

Key Components
• An experienced and highly motivated staff will support the Dean of Advising and Student
Services and have cross-training in both advising and career services
– Staff members will continue to specialize in a degree and/or special program and maintain close working
relationships with program heads and faculty
– Staff members will also be able to provide career advising and job search preparation support to every
student, including initial internship and job research, resume and interview preparation, and access to
Defense Institute alumni and potential employers
• This means that all Defense Institute student will have the opportunity to benefit from a team of
professionals that can provide depth and breadth to their professional development
• All Defense Institute students will also develop a comprehensive academic and career road
map, tailored to a specific degree program, that will serve as a guide during their period of study
at Defense Institute and have the ultimate objective of securing a job by graduation

Defense Institute Reorganization Framework
• Provide comprehensive and extended orientation to students on functions of Dean of Advising and
Student Services
• Implement and maintain feedback mechanisms and task force for refining implementation process
• Assess progress at the end of each month in all areas and gather feedback from faculty and staff
• Submit reorganization plan for Defense Institute Board approval after initial preparations
• Introduce reorganization, including new organizational structure, rationale, and key components
• Meet with faculty, staff, and students to explain impact of reorganization and receive feedback
• Articulate guiding principles and expected outcomes for the reorganization process and outline overall
process and timeline for a successful reorganization – planning and implementation
• Begin initial preparations for reorganization retreats
Preparatory Work
Phase I
• Identify key required changes in each area, i.e., each school, Dean of Advising and Student Services,
and support functions
• Appoint Provost and three Defense Institute Deans with participation by Faculty Senate and Student
Council
• Plan and hold a series of retreats for the two schools and Office of the Dean of Advising and Student
Services with the aim to develop operating framework for the two schools and advising functions
• Select program heads in the two schools
• Develop implementation plans to be presented to President for final approval

• Launch training and development of staff and faculty, particularly in cross functional areas
• Begin pilot testing in both academic and administrative areas where appropriate during spring semester
• Hold reorganization workshops for faculty and staff on guiding principles, expectations, and requirements

Defense Institute Reorganization Task Forces
• There will be three reorganization task forces
– The Graduate School of Translation, Interpretation and Language Education; The Graduate School of
International Policy and Management; and Office of the Dean of Advising and Student Services
• Defense Institute faculty, students, and staff are encouraged to participate in the upcoming
reorganization efforts, including the upcoming February retreats
• Members of reorganization task forces ought to be committed to regular attendance and
engaged participation throughout the overall reorganization planning period for spring semester

  • 2. Reorganization Definition of 'Reorganization' • 1. A process designed to revive a financially troubled or bankrupt firm. A reorganization involves the restatement of assets and liabilities, as well as holding talks with creditors in order to make arrangements for maintaining repayments. Reorganization is an attempt to extend the life of a company facing bankruptcy through special arrangements and restructuring in order to minimize the possibility of past situations reoccurring. 2. A change in the structure or ownership of a company through a merger or consolidation, acquisition, transfer, recapitalization or change in identity. 2

  • 4. 4 Purpose of Defense Institute Reorganization  Top notch defense institute faculty will provide academic excellence and professional guidance to students  High caliber, mission-driven students will attain: – Relevant knowledge and understand a chosen field of expertise – Professional skills that are both relevant and adaptable to the rapidly changing global environment – Upon education, an attractive job that meets career objectives  Motivated and committed staff will work seamlessly to achieve an efficient and effective Defense Institute Future Success
  • 5. 5 Defense Institute Reorganization • Academic programs will reorganize into two schools: – The Graduate School of International Policy and Management – The Graduate School of Translation, Interpretation and Language Education • There will be ten degree programs in total, the same as the current degree offerings • Each school will have a Dean responsible for: – Ensuring the excellence of the curriculum and faculty of each program within both schools – Leading a process of curricular development • In addition, each program at defense institute will head by a faculty member call a program head – Both school Deans will work with the program heads to ensure excellence of degree offerings • A new Dean of Advising and Student Services function will create – The Dean and his/her team will manage an advising function that includes seamless, comprehensive services of advising, mentoring, and career development for all Defense Institute students • All degrees shall accredit including the MBA • On the administrative side, Defense Institute will separate Communications team head by an Executive Director, while Alumni Relations will become a part of Institutional Advancement Summary Overview
  • 6. 6 Defense Institute Reorganization • The primary purpose of moving to two schools is to provide the highest quality academic programs in an optimal learning and teaching environment, where: – An integrated team of Deans and faculty can more effectively implement – Students will easier access to a wider range of study options and the flexibility to shape their programs to meet their specific career needs – Administrative processes will streamline to increase overall capacity and provide better services to entire Defense Institute community • Students will also benefit from superior academic advising and centralized career services, helping achieve greater professional development and secure a job upon education • The reorganization will first take effect during the next academic year (2014-15) – Students will remain unaffected, primarily as the curriculum and degree programs will not change – The graduating class of 2014, however, will benefit from even stronger academic and career advising services in their second year, while maintaining their existing degree programs Key Rationale

Future Defense Institute Management 8 Defense Institute Leadership Team • The Defense Institute President will have six direct reports • While the three Deans will report to the Provost, the Defense Institute President will work together with the Deans in helping Defense Institute achieve curricular excellence and best practices for teaching and learning • The Provost and three Deans will work as a team, collaborating together to achieve a consistent, high quality curriculum in all degree programs and to ensure comprehensive academic and career advising support to all students, building upon the foundation Defense Institute Leadership Team Communications Exec Dir Provost Inst Advancement Exec Dir President Finance Exec Dir Special Projects & Planning Exec Dir Dean of Advising & Student Services Executive Assistant
  • 9. 9 Office of the Dean of Advising and Student Services • The Office of the Dean of Advising and Student Services is being created to ensure that students receive consistent support and first-rate guidance during their studies at Defense Institute, from enrollment to graduation • The Dean of Advising and Student Services will work closely with the two school Deans to ensure that advising is informed by the curriculum, and that student needs and interests are communicated back to the schools to inform curriculum development • The Dean of Advising and Student Services will oversee and manage the consolidation of: – Academic advising – Career counseling, including internships – Student services – Registrar functions • The overarching goal is to deliver Institute wide advising to the entire student body as seamlessly and efficiently as possible with an emphasis on building relationships • This means building upon the existing ‘culture of service’ among staff and faculty so that students experience this new structure as a step toward the fulfilling Defense Institute’ commitment to academic excellence and employment upon graduation Operates within a single office physically Summary Overview
  • 10. 10 Office of the Dean of Advising and Student Services Key Components • An experienced and highly motivated staff will support the Dean of Advising and Student Services and have cross-training in both advising and career services – Staff members will continue to specialize in a degree and/or special program and maintain close working relationships with program heads and faculty – Staff members will also be able to provide career advising and job search preparation support to every student, including initial internship and job research, resume and interview preparation, and access to Defense Institute alumni and potential employers • This means that all Defense Institute student will have the opportunity to benefit from a team of professionals that can provide depth and breadth to their professional development • All Defense Institute students will also develop a comprehensive academic and career road map, tailored to a specific degree program, that will serve as a guide during their period of study at Defense Institute and have the ultimate objective of securing a job by graduation

  • 12. 12 Defense Institute Reorganization Framework • Provide comprehensive and extended orientation to students on functions of Dean of Advising and Student Services • Implement and maintain feedback mechanisms and task force for refining implementation process • Assess progress at the end of each month in all areas and gather feedback from faculty and staff • Submit reorganization plan for Defense Institute Board approval after initial preparations • Introduce reorganization, including new organizational structure, rationale, and key components • Meet with faculty, staff, and students to explain impact of reorganization and receive feedback • Articulate guiding principles and expected outcomes for the reorganization process and outline overall process and timeline for a successful reorganization – planning and implementation • Begin initial preparations for reorganization retreats Preparatory Work Phase I • Identify key required changes in each area, i.e., each school, Dean of Advising and Student Services, and support functions • Appoint Provost and three Defense Institute Deans with participation by Faculty Senate and Student Council • Plan and hold a series of retreats for the two schools and Office of the Dean of Advising and Student Services with the aim to develop operating framework for the two schools and advising functions • Select program heads in the two schools • Develop implementation plans to be presented to President for final approval Planning Phase II Implementation Phase III Launch • Launch training and development of staff and faculty, particularly in cross functional areas • Begin pilot testing in both academic and administrative areas where appropriate during spring semester • Hold reorganization workshops for faculty and staff on guiding principles, expectations, and requirements
  • 13. 13 Defense Institute Reorganization Task Forces • There will be three reorganization task forces – The Graduate School of Translation, Interpretation and Language Education; The Graduate School of International Policy and Management; and Office of the Dean of Advising and Student Services • Defense Institute faculty, students, and staff are encouraged to participate in the upcoming reorganization efforts, including the upcoming February retreats • Members of reorganization task forces ought to be committed to regular attendance and engaged participation throughout the overall reorganization planning period for spring semester Retreat Summary
