A. Conventions and Regulations
Thefourmost importantpillarsofthe globalmaritimeregulatorysystems are: SOLAS, MARPOL,STCW,ILO-MLC.
· SOLAS= Safety ofLifeat Sea,TheInternationalConventionforthe Safety of Life at Sea whichadoptedon1
November1974.SOLAS promoting safetyoflifeatsea by creatingacommonagreementandruleswhichapply
to all shipsunderthe ContractingGovernmentâsFlagofStates.
SOLAS are coveringregulationsregarding, butnot limitedto, Life Saving Appliances(LSA), FireFightingEquipment
(FFE),GlobalMaritimeDistressandSafety System (GMDSS),InternationalShipandPort FacilitySecurity(ISPS),
InternationalSafety Management(ISM),InternationalMaritimeDangerousGoods(IMDG),Safetyof Navigationetc.
· ISM Code= InternationalSafetyManagement, isthe standardfor establishingsystem for the safe management
andoperationof the vessel andfor pollutionprevention. With obeying this code,it makesthe shipa saferplaceto
work, protectstheseaand marineenvironment,andclearlydefinesthejob asseaman.
· LifeSaving Appliances(LSA)code=provideinternational standardsforlife-savingappliances,alsocontains
recommendationontestingof life-savingappliances.
Exampleof personallife-savingapplianceslikelifebuoys,lifejacket,immersionsuitanti-exposuresuitsandthermal
protective aids;Visual aids: parachuteflares, handflares andbuoyant smokesignal;survival craft: liferafts and
lifeboat;rescueboats; launchingandembarkationappliances;andgeneralalarm andpublic addresssystem.
· FireSafetySystem(FSS) code=to provide internationalstandardsofspecific engineeringspecificationsforfire
safety systems requiredbychapterII -2 of the SOLAS. Theregulationcoveringthestandardandspecificationof:
InternationalShoreConnection,Personnelprotectionagainstfire,portablefire extinguishers,fixedfire-extinguishing
systems, Firedetectionandalarm systems, emergencyfire pumps, andarrangementofmeansof escape.
· Global MaritimeDistressandSafetySystem(GMDSS) =to provide an effective searchandrescuesystem ona
globalbasisusingadvancedtechnologyofsatellite andterrestrial communications.Coveringregulationsregarding:
Minimumshipâsradioequipmentonseaareas A1, A2, A3 andA4, InformationaboutGMDSSsatelliteproviders,
radiowatches,maintenanceofradioequipment
· International MaritimeDangerousGoods(IMDG)code =Theregulationstoimprovethe safe carriageand
transport of dangerousgoodsinorder to prevent injuryto person, damagetoshipsand cargoes, andto prevent
harm to the marineenvironment.TheexampleofIMDG:Explosives material,Flammablegases,flammableliquids
andsolids, oxidizingsubstances,toxic andinfectioussubstances,radioactivematerial,corrosivesubstances,
miscellaneousdangeroussubstancesandenvironmentallyandothermarinepollutants.
· CollisionRegulation (COLREG)=Regulationsandrulesfor the purposeof preventing collisionsatseabetween
two vessels or more.COLREG becometheInternationalNavigationRules, andweshall followit to have a safe
navigationfor ourvessel. COLREG has 38 Rulesand4 Annexes.
2. EspecialCOLREG ruleto understand=05Look-out; 06Safe Speed; 07 Riskof Collision;08Actionto avoid
Collision;09NarrowChannel;10Traffic Separation;13 Overtaking;14Head-onSituations;15 CrossingSituations;
16 The give-way vessel;17 The stand-onvessel.
I advise for all of you to download SeabookMaritime byCapt. OzgurDogan Gunes from Playstoreor Appstore.
Itâs very usefuland worthyto have.
· Standard Trainingand Certification ofWatchkeepingfor Seafarer (STCW)=Last STCWamendmentwas
2010STCWManilaamendments.Thisconventiongivethe detailsof the minimum requirementcertificatesneedto
holdand trainingto carryout beforesigningon a ship.STCWConventionpurposesto providethe international
standardsnecessaryfor traininginstitutesand trainersto developskills andcompetenciesforseafarer.
· International Labor Convention (ILO)âMarine Labor Convention MLC2006=An Internationalconvention
whichwasadoptedonFebruary2006at Geneva. Thisconventionprotectstherights andfreedomsapplicablefor

B. LIFESAVING APPLIANCE&FIREFIGHTINGEQUIPMEN
Cadet Project: Safety
· LIFEJACKET =Provide supportand buoyancyfor personin the water, so they willstaying afloat.
· Immersionsuits = Highlyvisible waterproofmaterialsto keepwearerdry whenin the water. This
suit keeps the wearerâsbodyheat, so that the bodytemperaturewillnotgoingdownin the coldwater. Becauseof
doesnâthave buoyancymaterial, the use of immersionsuitusuallytogetherwith lifejacket.
· Thermal ProtectiveAid (TPA)= awaterproof âbody-warmingcoatâwhichhelpthewearerto recovertheir body
heat. TheTPAmustcover the wholebody, exceptthe face.
3. · General alarm = 7 short blast + 1 longblast à Proceedtomaster stationbring Lifejacketand
ImmersionSuit,wait the next instruction!
· Man OverBoard = 3 longblast à Act as perduty onMusterList!
· Fire =ContinuousRingingAlarm à Act as per duty on MusterList!
· Abandon Ship = OnlyVerbal orderby Master!

D. IALABuoys
IALA= InternationalAssociationof MarineAids to Navigationand LighthouseAuthorities. (now)
· Lateral Buoy =Thebuoys whichindicatingsideofthe vessel to keep with, whileenteringor leavingport.
IALAA:Adopted by mostof the countryaroundthe world(Except AmericanContinental,Japan,andPhilippine).
Enteringport Ă RedLateral for port sideand Green Lateral for Starboard side.
IALAB:Adopted by North America,South America,JapanandPhilippine.
4. Enteringport Ă Green Lateral for port side andRed Lateral for Starboard side.
*easyto memories:Red to portin Region Aand red to starboardin Region B.
· Cardinal buoy=Cardinalmarksareusedto indicatewherethemarinermayfind the best navigablewater, or in
other wordsindicatethesafe side onwhichto pass a danger.Themarinerissafeif hepasses N ofa North mark,E
of an East mark,S ofa South markand W of a West mark.
North FlashingContinuously
East 3 flashesin a group
South 6 flashesin a groupfollowedby a longflash. Thelongflash(of not less than 2 seconds
duration)is to ensurethat 6 flashescannotbe mistakenfor3 or 9.
West 9 flashes ina group
5. Cardinal Buoys
*easyto memories:the number of flashesin each groupcanbe associatedwith the clock face:
3 oâclockâ East 9 oâclockâ West
6 oâclockâ South 12 oâclock(Flashcontinuously) âNorth
· lsolated Dangermarks = lsolatedDangermarksindicatethereis shallowwateraroundthem,and limitsthe
navigablewater areaallaroundthem.
Isolated Danger Mark
· Safe Water marks = Safe Water marksused to indicatethatthere is navigablewater allrounda mark.
Safe Water Mark
· Special Marks = Special Marksmaybe used to indicate tothe marineraspecial area.Thenote
will be available onthe Chart, Sailing DirectionsorNoticeto Mariners.
6. Special Mark
· EmergencyWreckMarkingBuoy= EmergencyWreckMarkingBuoyis designedto providea highlyvisible
visual and radioaidto navigation. It willbe placedasclosetothe wreckaspossible.
