The City of Kelsey has been in existence for about 78 years ago. The community mainly comprises families who practice farming, both of livestock and cash crops. The surrounding community has a population of approximately 300,000 people. Kelsey geographically is over 1000 square miles and most of this area comprises of farmlands and small rivers. There is a Police department headed by the Sheriff. There’s also an administrative wing headed by the city Mayor. Other notable departments include the city’s Fire emergency, Social-Service center and surrounding educational facilities like kindergartens all through to a chartered college offering certification in agricultural research.
The rise of Kelsey City’s population has made the authorities to take several developmental initiatives and projects to meet the needs the growing population and retain the city’s charm and cozy environment in terms of the facilities it offers available for public use. The fact that the city council intends to build the Stanley Park within Kelsey is a sure sign of progress and a way of promoting the city’s image to the outside world. This project may is vital for the continued existence of Kelsey in several ways as discussed below..

The evaluation information shall then be presented to the
Kelsey City Council to aid the committee tasked with the
project make most valuable and relevant decisions.This project
would surely boost the image of Kelsey city to even greater
heights. Generally,the city’s residents are very hospitable and
this valuable trait might be a key factor in attracting visitors to
the city
The Stanley Park project is projected to occupy 60 acres within
the city’s premises and would be accessible and controlled by
one City Street (Amy, Hillman &Gerald, 2001). Stanley Park
would include all amenities which can be utilized by every
member of the community. The amenities should be able to
cater for the preferences of the local population as well as
visiting persons.This will ensure the park is utilized fully.
Having various athletic grounds for hosting indoor and outdoor
sporting events like the volleyball court, a basketball arena and
a tennis courts will be some key features of Stanley Park.
Another milestone will be the construction of a police post near
the facility just to improve on the safety of the citizens. Having
a fitness center for sports personalities and the general public to
train will also be an important feature of the park. For the
families who wish to spend some quality time together in the
park, a picnic area and a kid’s playground will be available
4. around the park. With all these key features, it is vital to note
that the Stanley Park will be of great significance not only to
the local citizens, but to other prospecting visitors in
Kelsey(Weele, Arjan& van, 2010).
I believe the information provided in the notices and memos
associated with the Project would be vital in valuation
prediction of the project. Also integration of technological
andcomputer related facilities in the proposed park as requested
by some of the respondents would increase the efficiency of
service delivery and disaster preparedness in Kelsey as a whole.
Kelsey City’s administration can use the information from the
evaluation done to ensure that it can financially adopt, manage
and maintain of the Stanley Park project. The project seems to
have numerous benefits for the local community, therefore,
when the administration will be presenting the project to the
public they will have to ensure that they focus on the expected
benefits of the proposed project
A smooth and full completion of a project in any community has
it main drawbacks. Such is expected in the Stanley Park Project.
Various administrative figures in the City would have to involve
and play individual roles; therefore, The City of Kelsey would
have to go through some vital steps for the success of the
Stanley Park Project. The City of Kelsey as a predominant
government, mayor council government, that has to play a role
in any developmental project in the community. Public
administrators do involve in many activities for instance, money
management, law and finance, and record keeping .Sometimes
they perform investigate work and search public records such as
property deeds, life insurance policies, and motor vehicle
information (Amy, Hillman &Gerald, 2001).
When dealing with the Stanley Park Project, public
administrators would therefore be required to do much of their
law and finance duty, and engage in different policy activities
and keep politics out of the project for the benefit of the general
Kelsey community population. Considering Kelsey City is a
mayor-council government city, the council retains executive
5. and legislative authority. The mayor allocates the resources but
the council must accept and approve the allocation of any
resources. Hence, in the City of Kelsey, the mayor is
responsible for considering the community needs and then
presents a recommended plan to the City Council since in a
mayor-council scheme, administration, and policy functions are
separated.

The evaluation of the proposed Stanley Park Project for the City
of Kelsey. The City Council for the City of Kelsey is proposing
to construct a community park to help meet the recreation needs
of the city’s steadily growing population of 625,233 citizens.
According to the City of Kelsey Park site plan, this community
park will include the following:
· Eight multipurpose athletic fields
· Four basketball courts
· Two volleyball courts
· Two beach volleyball courts
· Four tennis courts
· Enclosed skateboard plaza
· Aquatic facility with lap pool and diving pool
· Playground area with water play area
· 6 ramadas
· 2 enclosed dog parks
· Paved path encircling athletic field
· Restroom facility near the athletic field
· 35,000 square feet community center with full gymnasium,
fitness center, game room, dance room and meeting rooms
· 320 square feet Police substation with holding facility in the
community center.
With the proposed park site plan, there are a lot of factors to
consider. In keeping with the goal that the City Council has in
place to provide additional recreation facilities and community
center for the community, some factors must be considered. The
most important crucial factor to consider is the cost to construct
the community center and the annual cost to maintain and
service the center. Additional factors to consider are the
following:
· Facility Maintenance
· Analysis of proposed water usage
· Air quality analysis
7. · Manpower positions (cost) for the aquatic center, community
center, police station.
· Traffic control
· Transportation services
· Security measures
To obtain a proper cost-benefit analysis, the factors with
Stanley Park that produces cost has to be evaluated. Even
though the main purpose of the park is to service the
community, the city must also gain some monetary benefit for
providing the community with this service. According to Dunn
(2008) “Cost-benefit analysis seek to measure all cost and
benefits to the society that may result from a public program,
including various intangibles that cannot be easily measured in
terms of monetary costs and benefits.” The main benefit is to
service the community recreational and activity needs for the
growing population. Using the park facilities year round with no
lapse in programming will be more beneficial for the
community.
Facility maintenance is crucial to ensure the upkeep of the
facility in its entirety. The cost needs to include the (seasonal)
ground maintenance, lawn care, landscaping upkeep, and basic
cleanliness of the inside structural buildings. Looking at some
ways to minimize the city's cost for ground maintenance are a
few suggestions. Community service and usage of inmate work
crews can be options for consideration. Also having quarterly
community volunteered clean parties can help offset some of the
financial responsibility.
The city will need a projection to determine the annual
functioning cost of the aquatic facility, to include maintenance
repairs and seasonal usage of the water play area attached to the
playground. Other uses for the aquatic facility should be
considered to offset said costs. Some suggestions are year round
usage with some membership fee. Fee-based classes, water
aerobics, swim lessons, and possible usage for school swim
meets. Considerations should be made regarding the pending
outcome of the Water, and Sanitation also report Public Health
8. regarding requirements and usage with watershed and affect the
aquatic center will have in regards to ongoing water usage
issues.
The construction and usage of Stanley Park will create air
pollutants. An air quality analysis report will need to be
generated to determine and identify air pollutants and plan for
control techniques to not produce more harm to the city's air
quality. If deciding factors predict more damage to the
environment then possible solutions could be an addition of a
community greenhouse club program being included in
activities offered by the community.
The addition of Stanley Park will produce job growth
opportunities for the city. The community center and aquatic
center operations will need manpower during all hours of
operations. Trained staff will be required for city code
enforcement. Several operational aspects of the park will need
to be consistent with city code ordinance. Some consideration to
dog park regulations, noise ordinance, park rules and
regulations, seasonal staffing regarding park events (Balloon
Classic, Fourth July Events, Car Shows, Concert events and
other calendar scheduled events.) The police substation will
require 24/7 operations that can also monitor facility grounds
through usage of security cameras.
The traffic pattern changes due to the construction and flow of
business to the park will need adjusting. The existing Stanley
Park Site Plan has a 60-acre lot that has access from one surface
street into two parking lots that have a single entry and exit
points. “All development generates traffic…traffic congestion
results in a number of problems, including economic cost due to
delayed travel times, air pollution and accidents.” (Edwards
n.d.) Additional traffic signs/lights should also be considered
to control traffic in the target area. Public transportation routes
will also need to be adjusted (times, other ways or express
service busses).
The Stanley Park Project can become a great asset to the City of
Kelsey. The opportunities that the park project presents are
9. immense. If the funds can be generated to build the park,
community activities and resources can be used to maintain and
justify operations. A bigger park and recs program that includes
competitive recreation sports for all ages will generate
additional funds and can service surrounding communities.
There are multiple possibilities and usages for the community
center that can generate funds. Before and after school daycare
program, structured youth summer camps for all ages,
conference room rentals, dancing classes, and fitness programs
just to name a few.
Once the project budget is established, measures can be set in
place to secure the capital needed to fund the project. If needed
this project can be pushed back to a future date to give the city
time required to generate funds. Temporary city tax increases
might be suggested for voter’s consideration not to have to pull
funds from any single projected area. With the proposed plan,
this project will improve surrounding community and seasonal
tourist activities for the City of Kelsey. The employment
opportunities generated by the constructing and operations of
the Stanley Park Project will also be beneficial to the college
community in regards to summer employment with entry level
positions.
Depending on the outcomes of ongoing analysis from key
factors with the Stanley Park Project, several options that can
be selected. A determination can be made to proceed with the
project as planned. Proceed with the project within a determined
time frame for the future. Completely reject the proposed
project altogether due to cost factor not being beneficial to the
community but being forecasted to be more of a financial
problem due to not being able to live up to long-term
expectations.

The City of Kelsey has had a steady rise in population over the
last several years. This increase in population, has led to an
increase in individuals using community resources. The
Department of Parks and Recreations is experiencing an
increase in facility usage that they are unable to accommodate
on a daily basis. They are also unable to accommodate special
requests. This creates a problem that needs to be addressed. The
proposed Stanley Park Project is the suggested answer to this
problem. This new facility will be constructed on a vacant 60
acre city-owned lot and will house a variety of different
amenities. It will meet sporting needs, and house a playground,
a pool, a dog walk and a community center. There will also be a
11. police substation locate within the park.
Does The Stanley Park Project Have Value
The first step in this project is to determine that this proposed
project will bring value to the community. This can be
determined through evaluation. Specific information needs to be
collected in order to show value? First we need to establish the
need. Is this community center needed? The population increase
and the Parks and Recreation Departments inability to
accommodate the community at existing centers says yes. Right
away there is a value to this project because needs of
community members can now be met. Additional information
that will help evaluate predicted value will be: how much will
the project cost and what is the increase in cost to run this new
facility? How much money can be expected to be generated
through paid programs and renting out space for special
requests? What programs will be offered to residents and will
improvements on quality of life for residents be made. A
program that teaches computer literacy to adults that leads to
better jobs gives value to the project. A child learning to swim
through instructions at the pool that leads to an increase in
aquatic safety provides a value to the project. If the facility can
be rented out for private parties and meetings and paid sports
instructions can be organized, the project can provide value and
possibly pay for itself. Collecting date on the need for the
project, the need being met and outcomes of the project show
the value of the project.
The Use Of Normative Futures In Goals And Agenda Setting
According to Dunn (2008), “An important aspect of normative
futures is the specification of goals and objectives. (pg. 134) As
a community, we must concern ourselves with future changes
because today’s values are likely to change. Goals and
objectives are both future oriented, but goals are broad and
objectives are specific. Objectives are usually quantifiable and
have a time frame. When trying to solve a problem such as the
need for additional recreational facilities in a community, it is
important to set goals, objective and alternatives. Sources for
12. these are, authority, insight, methods, scientific theories,
motivation, parallel cases, analogy and ethical systems. Using
these can help ensure the need is being met. Authority suggests,
going to experts to get the problem solved. Insight, appeals to
intuition or the judgment of individuals considered to be
unofficial experts or “knowledgables”. Method searches for
alternatives that may be beneficial. Scientific theories are also
an alternative produced by natural and social sciences.
Motivation is the stakeholder’s beliefs, values, and needs.
Parallel case looks at experiences with policy problems in other
countries, states, and cities. Analogy is the similarity between
different kinds of problems. Ethical systems are a theory of
social justice policy alternative created by social thinkers.

The Parks and Recreation Department are an authority in this
case because they are experts on the existing facilities run in
the community and the need the community has. They have
conducted needs assessment surveys to find out what the
community wants out of a new facility. The “knowledgables” in
this case are the Council Members. Through method and
scientific theory, alternatives were explored and the Stanley
Park Project was the most beneficial solution to the problem the
community faced. The motivation for the project is the growing
population and the inability to meet the community’s needs at
existing facilities.
Performance measures
Program performance measures based on the goals and
objectives for the project will aid us in determining if the
project has value and is successful. The main goal of
community member satisfaction can be measured through
survey. This can also be measured through the Department of
Parks and Recreations main office when tracking complaints
about inability to accommodate community members, the
number of residents turned away from facilities on any given
day and number of special requests met and turned away.
Specific milestones and benchmarks can be set up to measure
13. these goals based on the time frame for the completion of the
park and it opening up each area. Additionally, things such as
hours of community member participation can be tracked. How
many members used the facility, participate in structured
programs offered, use sports fields, ect. How many special
events are conducted at the facility can be tracked as well. By
establishing indicators, units of measure, baselines and targets,
the success of the project can be measured. All of these work
together to answer the question does the project have value and
is it successful. (Dunn, 2008)
Conclusion
As a result of the steady rise in population over the last several
years, the needs of the City of Kelsey’s community members
were not being met. The current recreational facilities available
to residents were no longer able to accommodate community
members and special requests were being turned away. The
creation of the Stanley Park Project was developed to provide
additional recreational space for the community. This proposed
project is one that is able to be measure to ensure it not only has
a value but that it is meeting the needs of its community
members. Through program evaluation, it will be shown that the
Stanley Park Project is the direction the community should go
in to meet their needs.

The purpose of the Stanley Park is to provide a safe, family
