4. The Lagos Red Line and Blue Line Light Rail Projects are the two rail lines project
currently being implemented in Lagos State. The Blue line runs from Marina to Mile 2
while the red line runs from Oyingbo to Agbado. Both lines when completed shall daily
convey a large number of passenger flow, and as such would invariably have impacts on
the traffic flow of adjoining roads near the stations along each line. Therefore, it is
critical to carry out effective traffic planning and infrastructure enhancements for each
station area to facilitate effective traffic circulation.

for transportation planning and smooth operability as well as for highways, bridges,

2.1 Red Line-Oyingbo Station
2.1.1 Regional Connectivity
The green line in the diagram
represents the access road section
connecting the two transportation
hubs. Once the Red Line is
completed and operational, this
road section shall be necessary for
transporting passengers between
Oyingbo Station and the two
nearest bus stops. As a result, the
present capacity of this road
stretch will have an impact on
traffic in this region in future. At
the moment, several portions of
this road section are severely
damaged. Therefore, CCECC
suggests that the road section and
other close access roads be
adequately rehabilitated.

Presently, the traffic circulation around
Oyingbo station area is shown in the figure.
The yellow dotted line denotes the
pedestrian path, the solid line shows the car
path, and the red line indicates the parking
lot. Since this area is currently a one-way
traffic lane, it is recommended to create an
exit at the back of the station. The main
entry will only be for incoming vehicles,
significantly reducing traffic flow and
pressure. Simultaneously, CCECC proposes
fixing the most badly damaged road
portions in order to increase road efficient
capacity.

2.2.1 Regional Connectivity
The green line in the image represents
the primary route that connects the
Yaba area including Ojuelegba. During
the Red line operation, this segment will
be essential for conveying passengers
between Yaba Station and Ojuelegba,
Onike, and Jibowu. As a result, the
section’s effective capacity will have an
impact on the traffic situation in this
regions. This road stretch is currently in
good shape and does not require
maintenance. CCECC advises adequate
traffic flow planning in this region to
facilitate smooth operation.

Because the station now only provides access to
the Yaba market, it is recommended that an
inner community access to Jibowu be built,
which would improve the station's operational
efficiency and relieve traffic congestion in the
Yaba region.

major connecting road in the Mushin
area. When the Red line operation
commences, this section will be
responsible for transporting the
passengers from Mushin station
between A5 (Lagos-Abeokuta Road)
and A1 (Ikorodu Road). The area's
traffic will be influenced by the station.
The road conditions on these sections
are currently bad, and the width of the
road segment is too narrow to
accomodate the traffic flow. CCECC
suggests that the road portion in this
region be repaired and rehabilitated, as
well as widened.

road section will be responsible for the
flow of passengers to and from Agege
station between Ijaiye and Agege, so the

but the width is relatively narrow.
CCECC recommends repairing the
damaged area of this road section and
widening the road section if certain
conditions are permitted.

the main road in the region, but there is a
three-storey building at the intersection,
which is difficult to demolish, so it is

community access road that connects Iju Station (other
roads are narrower and need to be demolished if used
as the main road). After the red line is operational, this
road portion will be responsible for transferring the
passengers in Iju Station surrounding , therefore its
efficiency will have an effect on the road traffic
conditions
This road section's current road conditions are poor,
and its width is rather narrow. However, due to the
length of the road, there are other alternative routes.
As a result, CCECC suggests that minor repairs be
carried out on the damaged region of this road
segment, and that the full road section be repaired if
permitted.

DANFO operations.;
Simultaneously, it is proposed that the road
and drainages in front of the station be
repaired, as well as the damaged roadways
within the National Theatre.
