The Lagos Red Line and Blue Line Light Rail Projects are the two rail lines project
currently being implemented in Lagos State. The Blue line runs from Marina to Mile 2
while the red line runs from Oyingbo to Agbado. Both lines when completed shall daily
convey a large number of passenger flow, and as such would invariably have impacts on
the traffic flow of adjoining roads near the stations along each line. Therefore, it is
critical to carry out effective traffic planning and infrastructure enhancements for each
station area to facilitate effective traffic circulation.
CCECC is a reputed construction company with years of expertise and
professionalism in railways, highways, bridges, housing, construction and operation.
The CCECC planning and design team can aid LAMATA in making effective suggestions
for transportation planning and smooth operability as well as for highways, bridges,
parking lots and other infrastructure to propose planning and design proposals. This will
go a long way in providing a solid assurance for the effective and seamless functioning
of each station following the opening of the Red and Blue Lines of the light rail.

2.1 Red Line-Oyingbo Station
2.1.1 Regional Connectivity
The green line in the diagram
represents the access road section
connecting the two transportation
hubs. Once the Red Line is
completed and operational, this
road section shall be necessary for
transporting passengers between
Oyingbo Station and the two
nearest bus stops. As a result, the
present capacity of this road
stretch will have an impact on
traffic in this region in future. At
the moment, several portions of
this road section are severely
damaged. Therefore, CCECC
suggests that the road section and
other close access roads be
adequately rehabilitated.

2.1.2 Station Traffic Flow Planning
Presently, the traffic circulation around
Oyingbo station area is shown in the figure.
The yellow dotted line denotes the
pedestrian path, the solid line shows the car
path, and the red line indicates the parking
lot. Since this area is currently a one-way
traffic lane, it is recommended to create an
exit at the back of the station. The main
entry will only be for incoming vehicles,
significantly reducing traffic flow and
pressure. Simultaneously, CCECC proposes
fixing the most badly damaged road
portions in order to increase road efficient
capacity.

2.2.1 Regional Connectivity
The green line in the image represents
the primary route that connects the
Yaba area including Ojuelegba. During
the Red line operation, this segment will
be essential for conveying passengers
between Yaba Station and Ojuelegba,
Onike, and Jibowu. As a result, the
section’s effective capacity will have an
impact on the traffic situation in this
regions. This road stretch is currently in
good shape and does not require
maintenance. CCECC advises adequate
traffic flow planning in this region to
facilitate smooth operation.

Momentarily, the traffic flow in the Yaba
station area is shown in the figure. The yellow
dotted line indicates the pedestrian pathways,
the solid line indicates the vehicular routes and
the red indicates the parking area.
Because the station now only provides access to
the Yaba market, it is recommended that an
inner community access to Jibowu be built,
which would improve the station's operational
efficiency and relieve traffic congestion in the
Yaba region.

2.3.1 Regional Connectivity
The green line in the picture is the
major connecting road in the Mushin
area. When the Red line operation
commences, this section will be
responsible for transporting the
passengers from Mushin station
between A5 (Lagos-Abeokuta Road)
and A1 (Ikorodu Road). The area's
traffic will be influenced by the station.
The road conditions on these sections
are currently bad, and the width of the
road segment is too narrow to
accomodate the traffic flow. CCECC
suggests that the road portion in this
region be repaired and rehabilitated, as
well as widened.

station area is shown in the figure. The
yellow dotted line indicates the pedestrian
pathways, the solid line indicates the
vehicular routes and the red indicates the
parking area.
A parking area beneath the Mushin flyover
is required for public transportation
operations. At the same time, it is possible
to consider focusing on repairing the road
marked yellow in the image to ensure that
private vehicles can access the station
directly through this area.

2.4.1 Regional Connectivity
The green line in the picture is the
major connecting road in the Oshodi
area. When the Red line operation
commences, this section will be
responsible for transporting passengers
from Oshodi station between Airport-
Anthony-Mushin respectively. The
aforementioned areas traffic will be
influenced by the station during the
operation the rail line.
The road shown are major expressways
are in good conditions and motorable.
CCECC suggests that a proper and
sustainable Traffic Management Plan
be put in place to avert future traffic
related challenges

direct connection into the station, the red
indicates the parking area.
The arc shaped road is for a smooth vehicular
access around the station and beyond. CCECC
suggest his road needs complete repair works
because it is a deplorable state it will ensure
vehicles access the station directly during rail
operations.

2.5.1 Regional Connectivity
The green line in the picture is the
major connecting road in the Ikeja
Station. There are several locations
that will be accessible to this station,
Airport, Dopemu, Ikeja and others; the
roads in green line are in good
position. The areas’ traffic will be
influenced by the station during Red
line operation.

2.5.2 Station Traffic Flow Planning
Momentarily, the traffic flow in the Ikeja
station area is shown in the figure. The
yellow dotted line indicates the access roads
and the traffic directions are indicated with
the arrows, these roads need to be repaired
because they are not in good shape. The red
line in the image indicates the parking area.
The magenta line indicates a proposed
Multi-Storey Parking Lot for both private
and commercial usage. This will ensure
super smooth transportation around the
station’s environs and beyond.

2.6.1 Regional Connectivity
The green lines in the picture are major
roads connecting the Agege region.
When the Red line is in operation, this
road section will be responsible for the
flow of passengers to and from Agege
station between Ijaiye and Agege, so the
efficient capacity of this road section
will affect the traffic situation in this
area.
Presently, the road conditions are good,
but the width is relatively narrow.
CCECC recommends repairing the
damaged area of this road section and
widening the road section if certain
conditions are permitted.

station area is shown in the figure. The
yellow dotted line indicates the pedestrian
pathways, the solid line indicates the
vehicular routes and the red indicates the
parking area, while line in blue represent a
proposed pedestrian bridge.
Community Access Road ① intersects with
the main road in the region, but there is a
three-storey building at the intersection,
which is difficult to demolish, so it is
recommended to carry out minor repairs
only.
Community Access Roads ③ and ④ are
good shape overall, simple repair work is
recommended.
Community Access Road ⑤ is in bad
condition, and it is suggested that it be
repaired and upgraded.

2.7.1 Regional Connectivity
The green line in the image represents the primary
community access road that connects Iju Station (other
roads are narrower and need to be demolished if used
as the main road). After the red line is operational, this
road portion will be responsible for transferring the
passengers in Iju Station surrounding , therefore its
efficiency will have an effect on the road traffic
conditions
This road section's current road conditions are poor,
and its width is rather narrow. However, due to the
length of the road, there are other alternative routes.
As a result, CCECC suggests that minor repairs be
carried out on the damaged region of this road
segment, and that the full road section be repaired if
permitted.

the Iju station area. The yellow dotted line
denotes the pedestrian path, the solid line
shows the vehicular path, and the red line
indicates the parking lot, while line in blue
represent a proposed pedestrian bridge.
Because this stretch is currently designated
as the closest community road from the
station to the main road, it is suggested that
it should be restored.

2.8.1 Regional Connectivity
The image shows the current state of the
National Station environs. The green line is
an existing road which connects Costain
and the National Theatre without the usage
seamlessly. The road overall conditions of
this road is good but repair works will be
required.

The current traffic flow in the National
Theater station area is shown in the image.
The yellow dotted line indicates the
pedestrian pathways, the solid line indicates
the vehicular routes and the red indicates the
parking area.
It is recommended to construct three
parking lots for the National Theatre, with
parking lot ① serving as a bus stop for large
commercial buses; parking lot ② serving as
a temporary parking lot for private vehicles
while parking lot ③ will be serving as a
temporary parking area in front of the
station, providing temporary parking for
DANFO operations.;
Simultaneously, it is proposed that the road
and drainages in front of the station be
repaired, as well as the damaged roadways
within the National Theatre.

  • 4. The Lagos Red Line and Blue Line Light Rail Projects are the two rail lines project currently being implemented in Lagos State. The Blue line runs from Marina to Mile 2 while the red line runs from Oyingbo to Agbado. Both lines when completed shall daily convey a large number of passenger flow, and as such would invariably have impacts on the traffic flow of adjoining roads near the stations along each line. Therefore, it is critical to carry out effective traffic planning and infrastructure enhancements for each station area to facilitate effective traffic circulation. CCECC is a reputed construction company with years of expertise and professionalism in railways, highways, bridges, housing, construction and operation. The CCECC planning and design team can aid LAMATA in making effective suggestions for transportation planning and smooth operability as well as for highways, bridges, parking lots and other infrastructure to propose planning and design proposals. This will go a long way in providing a solid assurance for the effective and seamless functioning of each station following the opening of the Red and Blue Lines of the light rail. 1.   • 6. 2. STATION STATUS & ANALYSIS 2.1 Red Line-Oyingbo Station 2.1.1 Regional Connectivity The green line in the diagram represents the access road section connecting the two transportation hubs. Once the Red Line is completed and operational, this road section shall be necessary for transporting passengers between Oyingbo Station and the two nearest bus stops. As a result, the present capacity of this road stretch will have an impact on traffic in this region in future. At the moment, several portions of this road section are severely damaged. Therefore, CCECC suggests that the road section and other close access roads be adequately rehabilitated. Costain Oyingbo 7
  • 7. 2.1.2 Station Traffic Flow Planning Presently, the traffic circulation around Oyingbo station area is shown in the figure. The yellow dotted line denotes the pedestrian path, the solid line shows the car path, and the red line indicates the parking lot. Since this area is currently a one-way traffic lane, it is recommended to create an exit at the back of the station. The main entry will only be for incoming vehicles, significantly reducing traffic flow and pressure. During the Red line operation, this segment will be essential for conveying passengers between Yaba Station and Ojuelegba, Onike, and Jibowu. As a result, the section’s effective capacity will have an impact on the traffic situation in this regions. This road stretch is currently in good shape and does not require maintenance. CCECC advises adequate traffic flow planning in this region to facilitate smooth operation. 2.2 Red-Yaba Station Ojuelegba Yaba Onike Jibowu 9
  • 9. 2.2.2 Station Traffic Flow Planning Momentarily, the traffic flow in the Yaba station area is shown in the figure. The yellow dotted line indicates the pedestrian pathways, the solid line indicates the vehicular routes and the red indicates the parking area. Because the station now only provides access to the Yaba market, it is recommended that an inner community access to Jibowu be built, which would improve the station's operational efficiency and relieve traffic congestion in the Yaba region. 2. When the Red line operation commences, this section will be responsible for transporting the passengers from Mushin station between A5 (Lagos-Abeokuta Road) and A1 (Ikorodu Road). The area's traffic will be influenced by the station. The road conditions on these sections are currently bad, and the width of the road segment is too narrow to accomodate the traffic flow. The yellow dotted line indicates the pedestrian pathways, the solid line indicates the vehicular routes and the red indicates the parking area. A parking area beneath the Mushin flyover is required for public transportation operations. At the same time, it is possible to consider focusing on repairing the road marked yellow in the image to ensure that private vehicles can access the station directly through this area. 2. When the Red line operation commences, this section will be responsible for transporting passengers from Oshodi station between Airport- Anthony-Mushin respectively. The aforementioned areas traffic will be influenced by the station during the operation the rail line. The road shown are major expressways are in good conditions and motorable. The yellow dotted line indicates the pedestrian pathways for direct connection into the station, the red indicates the parking area. The arc shaped road is for a smooth vehicular access around the station and beyond. CCECC suggest his road needs complete repair works because it is a deplorable state it will ensure vehicles access the station directly during rail operations. 2. STATION STATUS & ANALYSIS 14

There are several locations that will be accessible to this station, Airport, Dopemu, Ikeja and others; the roads in green line are in good position. The yellow dotted line indicates the access roads and the traffic directions are indicated with the arrows, these roads need to be repaired because they are not in good shape. The red line in the image indicates the parking area. The magenta line indicates a proposed Multi-Storey Parking Lot for both private and commercial usage. When the Red line is in operation, this road section will be responsible for the flow of passengers to and from Agege station between Ijaiye and Agege, so the efficient capacity of this road section will affect the traffic situation in this area. Presently, the road conditions are good, but the width is relatively narrow. CCECC recommends repairing the damaged area of this road section and widening the road section if certain conditions are permitted. 2.6 Red Line-Agege Station Ijaiye Agege Ijaiye Agege 17

The yellow dotted line indicates the pedestrian pathways, the solid line indicates the vehicular routes and the red indicates the parking area, while line in blue represent a proposed pedestrian bridge. Community Access Road ① intersects with the main road in the region, but there is a three-storey building at the intersection, which is difficult to demolish, so it is recommended to carry out minor repairs only. Community Access Roads ③ and ④ are good shape overall, simple repair work is recommended. Community Access Road ⑤ is in bad condition, and it is suggested that it be repaired and upgraded. 2. STATION STATUS & ANALYSIS 2.7.1 Regional Connectivity The green line in the image represents the primary community access road that connects Iju Station (other roads are narrower and need to be demolished if used as the main road). After the red line is operational, this road portion will be responsible for transferring the passengers in Iju Station surrounding , therefore its efficiency will have an effect on the road traffic conditions This road section's current road conditions are poor, and its width is rather narrow. However, due to the length of the road, there are other alternative routes. As a result, CCECC suggests that minor repairs be carried out on the damaged region of this road segment, and that the full road section be repaired if permitted. 2.7 Red Line-Iju Station Ishaga Ifako-Ijaiye 19

It is recommended to construct three parking lots for the National Theatre, with parking lot ① serving as a bus stop for large commercial buses; parking lot ② serving as a temporary parking lot for private vehicles while parking lot ③ will be serving as a temporary parking area in front of the station, providing temporary parking for DANFO operations.; Simultaneously, it is proposed that the road and drainages in front of the station be repaired, as well as the damaged roadways within the National Theatre.
