• This unit is yet to be introduce in the Department of Papua New
Guinea Studies & International Relations.
• This unit provides an overview about the Reforms & District
Development Plan in Papua New Guinea. Theoretically, this unit
will be discussing the different trends in the how the new
system in place changes some of the systems that already in
place in the National, Provincial and District Level in Papua New
Guinea. This unit will also guide you as a critique to realize the
changes that are taking place currently and in the near future in
Papua New Guinea.

4. Introduction
• In February 2014 the Parliament passed an amendment to the
Organic Law on Provincial Governments and Local level
Governments which abolished the Joint District Planning and
Budget Priority Committee (JDPBPC) and created a new
statutory authority in each district called the District
Development Authority. The District Development Authority Bill
provides the details for the operation of new District
Development Authorities. There will be one established in each
district and the policies of this government are slowly
transforming Papua New Guinea
5. Objective of the Reforms & District
Development Plan
The Government decentralised system was intended to bring
service delivery closer to the people.
The reforms were intended to strengthen Local level
Governments, establish Provincial and District Treasuries and
made district planning compulsory. It was hoped that the services
would be made available to those living in rural villages.
• Through the reform and district development plan will bring
services closer to the people and strengthen service delivery to
the rural majority.
6. Changes Made to the district level
• People expect services to be delivered locally and the
government decentralisation system means that the majority of
services are at the district level.
• it increases the funding flowing to districts and provincial
governments.
• New housing is being built for public servants in the districts
and most districts now have a district treasury which can
provide basic banking services.
• Funds are being made available were they are needed the most.
7. Authorities who oversees the reforms and
district development plan
• District Development Authorities are the committee which
would oversee and make recommendations on district planning,
determine budget allocations for Local level Government and
draw up the district development plan.

9. Requirements of the Reforms & Districts
Plan
• Provincial Government and district authorities will need to work
in partnership to serve the people of the district.
• Misappropriation or poor performance the NEC will be able to
suspend the Board of the authority and all powers of the Board
will be vested in the Minister for Intergovernmental Relations.
• In order for the country to continue to grow we must take
action to strengthen districts.
10. Outcome of the Reforms & Districts
Development
• The majority of our people live in small villages serviced by the
district headquarters. Services are delivered in their location, and
not here in towns and cities of Papua New Guinea.
• Most of the district are now experiencing the infrastructure
development through the reforms and district development
plan of the government of Papua New Guinea.
