Planning
• It is an effective delivery tool and a
strategy to provide direction for
physical development and
accelerating economic growth.
• It aims to capture the aspirations and
desire of the citizenry on the type
and level of development they want to
attain at a certain time.
4. Purposes of Development
Planning
• To optimize the use of resources at the right
time without sacrificing the environment;
• To provide direction in the execution of
development programs/projects;
• To solicit and ensure citizen’s participation
in decision making concerning social and
economic development;
• To respond to the requirements of the local
government code.
5. Process of Development
Planning
Development planning involves:
• Gathering and processing of data about
the community;
• Determining and prioritizing the needs and
problems to be addressed;
• Identifying development opportunities
which can be harnessed towards the
realization of a better quality of life.
6. Planning is a key element in governance
that will answer the following questions:
• WHY is there a need for the local
government to plan?
• WHO are involved in development
planning?
• HOW is the plan accomplished?
• WHAT are the activities that will ensure
the implementation of the prepared plan?
7. WHAT IS A BARANGAY
DEVELOPMENT PLAN?
• The BDP is a comprehensive multi-sectoral
development plan that is formulated through
an inclusive and participatory approach led by
the barangay development council and
approved by the Sangguniang Barangay.
• Specify policy options, programs, projects and
activities intended to contribute towards the
achievement of the barangay’s developmental
goals and objectives.
9. LEGAL BASES
• Each barangay shall have a comprehensive
multi-sectoral development plan
spearheaded by its development council
and approved by its Sanggunian (Section
106, LGC)
• The barangay is the primary planning and
implementing unit of government policies,
plans, programs, projects, and activities in the
community (Section 384, LGC).
10. LEGAL BASES
• The budget of the barangay is to be
utilized in the implementation of the
approved development plan (Article 405(e),
IRR of LGC).
• The Barangay Development Council is
required to submit a copy of its approved
BDP and Annual Investment Program (AIP) to
the local finance committee (Article 410, IRR
of LGC).
11. Why should a barangay prepare a
Barangay Development Plan?
The need to prepare a Barangay Development
Plan (BDP) is in accordance with the budgeting
principle that “local government budgets shall
operationalize the approved local development
plans’’ as mandated under Sec. 305 of R.A. No.
7160.
Without the priority programs and projects
embodied in the plan, there is no basis for the
programming of funds and therefore no basis for
budgeting.
12. How is planning linked with
budgeting?
The plan sets the priority areas of services
and specifies the target outputs and
accomplishments. The budget provides the
available resources to carry out the
activities required to accomplish the
targets.
13. Who prepares and approves the
Barangay Development Plan?
Pursuant to Section 107 of the Code, the
Barangay Development Council prepares
the Barangay Development Plan to be
approved by the Sangguniang Barangay.
14. What is the composition of the
Barangay Development Council?
The Barangay Development Council shall be
headed by the Punong Barangay with the
following members:
a. Members of the sangguniang barangay;
b. Representatives of non-governmental
organizations operating in the barangay,
who shall constitute not less than 1/4 of
the members of the council; and
c. A representative of the congressman.
15. Functions of the Barangay
Development Council
The BDC exercise the following functions:
• Mobilize people’s participation in local
development functions efforts;
• Prepare barangay development plans
based on local requirements;
• Monitor and evaluate the implementation of
national or local programs and projects; and
• Perform such other functions as may be
provided by law or competent authority.
16. When does the barangay prepare the
Barangay Development Plan?
In accordance with the “bottom-up approach”
in development planning, the Barangay
Development Plan should be prepared and
submitted to the City/Municipal Planning and
Development Coordinator before the
preparation of the City / Municipal
Development Plan to ensure that priority
projects of the barangay are integrated in the
mother municipal / city development plan.
17. How long is the term of coverage of
the Barangay Development Plan?
The development plan is usually prepared to
cover a five year period or the medium-
term (6 year period).
18. What is a barangay Annual
Investment Plan?
The barangay Annual Investment Plan is a
component of the medium-term Barangay
Development Plan. It contains the specific
programs, projects and activities with
corresponding project costs including the
necessary fund flows to approximate the
reasonable timing in the release of funds.
19. What should be the basis in
preparing the annual barangay
budget?
The Annual Investment Plan for the budget
year shall be the basis in preparing the
annual barangay budget.

BASED ON THE PREVIOUS DEVELOPMENT PLAN
AND THE ACTUAL IMPLEMENTATION OF PPA’S IN
THE BARANGAY.

BRGY. FOR BETTER ECONOMIC OPPORTUNITIES
AND SOCIAL CONDITION.
3. TO PREPARE AND UPDATE BARANGAY DEV. PLAN
