2. PRESCHOOL EDUCATION IN ROMANIA
The Romanian educational structure consists of a
vertical system of schooling. Five main
components represent the fundamental pillars of
this system:
1. Pre-school education,
2. Compulsory education,
3. Upper secondary education,
4. Vocational education and training,
5. Tertiary education.

• Pre-school education (kindergarten)
• is not yet part of the compulsory cycle (time
horizon 2025) and attendance is correlated
with income and social class.
• in the school year 2020-2021, the high group
became mandatory for children 5-6 years old.
• from 0 to 2 years the children are educated in
families or in nurseries that exist only in cities.
• kindergarten is designed for children 3 to 6
years old.
-as structures within the villages kindergartens are
included in the schools as our institution ,only in cities
the kindergartens have legal personality.
4. PRESCHOOL EDUCATION IN ROMANIA
-Most kindergartens are supported by the state budget but are
especially in cities a large number of private kindergartens.
-There are main two types of kindergartens in our country:
-1.Kindergartens with normal program from 8 to 13( food and
materials are supported by parents)
-the group has a minimum of 10 children and a maximum of 20
and is guided by a single educator.
2.Kindergartens with long program from 7 to 17( food, sleep and
all materials are insured by the institution for a daily fee paid by
the children's families. In recent years there has been an increase
number of long-term kindergartens and a demand from parents
for this type of schooling.
-the group has a minimum of 15 children and a maximum of 30
and is guided by two teachers( one in morning and second in
afternoon)
-learning contents follow the curriculum for preschool education
2019, which aims to form intellectual, physical and socio-emotional
skills during preschool.
5. PRESCHOOL EDUCATION IN ROMANIA
-Curriculum for preschool education 2019 was inspired by the
traditional Romanian education system but also by education-
al alternatives (Montessori, Step by Step, Waldorf, …)
-the main method is the project-based learning method,
thematic projects with a maximum duration of 5 weeks.
-Unfortunately in Romania not all children attend
kindergarten and this fact has tragic consequences in the
school evolution of these children (functional illiteracy and
school dropout). Socio-economic situation of parents, Roma
communities, children with special needs, children from single
-parent families or with parents who went to work abroad are
the most affected by not attending in kindergarten.
We believe that this project will highlight the importance of
early childhood education and parent awareness of
kindergarten attendance.
6. PRESCHOOL EDUCATION IN ROMANIA
The structure of a day in a kindergarten with normal schedule, less or
more time, depending by students ages:
8.00- Receiving children in kindergarten class
8.30- Free game
9.00-Morning meeting( greeting, presence, nature calendar,
emotional state, reading time and introduction of day activities)
9.40-Tranzition
9.45-Activities in small groups on thematic sectors( Library, Arts,
Construction, Play game, Science, Sand and water)
10.00-Tranzition
10.05-Activity in experimental field(Language, Maths, Science…)
10.35-Routine-eating food package brought from home
11.00-Tranzition
11.05-Activity in experimental field ( Arts, Music, Sports, Emotional
Intelligence…)
11.35-Freely chosen activities( books, games, drama, cooking, visits…)
12.00- Out-door games in kindergarten yard or park.
13.00- Remedial activities with children and counseiling with parents and
grand-parents.
7. PRESCHOOL EDUCATION IN ROMANIA
Responsibility and Administration
Ministry of Education
- formulates and implements educational policies and
Strategies, initiates Government decisions. Approves the
curricula, the national assessment standards and the
education units network, is responsible for the distribution
of the financial resources from the state budget to the
school inspectorate.

-appoints and revokes the headmaster of the school and is
responsible for the teaching staff policy and the approval of
the trades and specializations that are to be taught.
