Improvisation of Existing Technologies will be the Key to future: Dr K K Paul – Hon’ble Governor of
Uttarakhand
Speaking at the Inaugural ceremony of the 24th
National Conference on Internal Combustion Engines and
combustion in UPES Dr K K Paul, Hon’ble Governor of Uttarakhand said “Along with focus on innovations one must
focus on improvisation of existing Technologies”. Giving historical examples he shared how the Japanese car
Industry improvised when in 1973 for the very first time the question of Energy Security and the shape of things to
come in the Oil and Gas sector were realized by the Japanese and within a span of couple of years the entire
American car industry vanished and was taken over by the Japanese“. Advising the participants he shared that we
should look beyond Internal Combustion Engines particularly in the Coal to Liquid fuel simply because India has
abundance of coal and also in the direction of driving energy from the Lithium – Iron synergy.
This three day conference is being organized by UPES under aegis of Combustion Institute – India Section (CIIS). Mr
Arun Dhand, Director of Media Affairs in UPES disclosed that Combustion Institute (CI) is an educational non-profit
international scientific society founded 60 years ago in 1954 at Pittsburgh with the purpose of promoting research
activities in combustion sciences. India is one of the 29 member countries of Combustion Institute and this chapter
is known as Combustion Institute – India Section (CIIS) being headquartered in IIT-Madras. Keeping in view that
India’s dependence on import of fossil fuel is expected to reach more than 53% of its consumption by 2030,
underlines the need to develop efficient future Energy systems which are also environmentally compatible for
sustainable development. The theme of this three day conference has therefore been kept as “Combustion for
Energy Security with Sustainability”.
Sharing his thoughts at this event one of India’ most gifted and accomplished scientist Padmabhushan Dr V.K
Saraswat said “that CIIS needs to focus on reducing emissions of combustion because India is the third largest
emitter of Carbon Di Oxide. Encouraging the delegates he further said “That research should be meaningful and
ultimately lead towards societal benefits”. Dr Saraswat who is one of the three full time members of “NITI
AAYOG” has to his credit indigenisation of some of the most modern missiles including ‘Prithvi”, “Dhanush” &
“Prahar” apart from giving to the society the Diagnostic Kits for “Dengue” & “Chikenguniea”. Earlier welcoming
the delegates in the conference Mr Utpal Ghosh, President of UPES advised them to also deliberate on evils of
combustion during the conference”.
Sharing his thoughts on this occasion Prof Durgesh Pant, Director of USAC said that the best of developing
technology is through deliberations like the one which are going to take place in this conference over the next
three days. Mr BVR Mohan Reddy , President of NASSCOM (National Association of Software and Service
Companies who is also the father of CAD/ CAM culture in India said that “Innovation needs to be a part and parcel
of our culture and needs to be focussed at on all levels”. Speaking on the velocity of change which is taking place
across the globe he shared that the rate at which IT industry is growing and keeping in view the population growth
of India the Electronic Imports to India are bound to overtake the Oil imports.
Sharing details about CIIS and the conference Mr P K Pandey, Secretary of CIIS shared that out of the 137 papers
received for this conference, reviewers have shortlisted and selected 128 papers to be presented over the next
three days. Papers have been received from various educational Institutes and research organizations of Tamil

Nadu, Karnataka, Kerala, West Bengal, Gujarat, Madhya Pradesh, Andhra Pradesh, Jharkhand, Uttar Pradesh, NCR
and Uttarakhand. Vote of Thanks was presented by Dr S J Chopra, Chancellor of UPES. Dr Saraswat and Mr Pandey
presented a memento of appreciation to Dr Chopra, Dr Sudhir Joshi, Dr Gurunath & Dr Pankaj Mishra.
The organizing team was led by Dr Shyam Pandey, Dr Vijay Patidar, Ms Vindya Devala, Dr Suresh Kumar & Dr
Omprakash. Present in the audience along with a large number of UPES faculty members were Dr Shrihari, VC of
UPES and Dr Kamal Bansal, Dean of College of Engineering. The entire event was hosted by Mr Arun Dhand,
Director of Media Affairs in UPES.
