Problem: City planning is a high-stakes environment because buildings and roads are used by everyone and also expensive and hard to change after the fact. Projects become more expensive when they face lawsuits.
Law requires public comment on major projects and planning documents. But it often requires going to physical meetings or work is done on paper. Sean example.
Another real life example is the Curtis Park Safeway here in Sacramento
