RE: Mr T Kostienko
I have known Mr Kostienko since 2012; we became acquainted through my work in the ZHPpgk
(Polish Scouting Association working outside Poland.) At the time I was responsible for the setting up
and development of new units in Europe for the Polish Scouts.
Mr Kostienko contacted our organisation expressing a wish not only to join personally but to set up
and run scout and cub units in Dublin initially, and with a view to recruiting other like minded people
in other parts of Ireland.
He undertook training in our organisation, and with support began to set up units in Dublin. Within a
few months due in no small part to the enthusiasm, dedication and vision of Mr Kostienko, Polish
Scouting had established a considerable foothold in several towns in Ireland. Colleagues in the
Headquarters team, led by the Chief Scout, and I, worked with him in the provision of training in
Ireland and also in England. He managed to enthuse and recruit a large number of people to take part
in these training programmes.
His input into the growth of Polish Scouting in Ireland was not limited to personal contact with
potential leaders, their introduction into training and retraining programmes, but also he was pivotal in
the setting up of electronic communication for all the groups and starting work on its website. He
personally contacted manufacturers in Poland to arrange for the delivery of specially manufactured
uniforms, and took on the role of Cub master, Group Leader and co-ordinator of the developing
movement within the first few months. He was responsible for the setting up of Polish Scouting
Association – Ireland and became its first Chief Officer. He has worked tirelessly and successfully to
obtain support, financial and material for all the newly created scouting units.
From small beginnings in Dublin, Polish scouting in Ireland is now represented in Dublin, Cork,
Waterford and growing. Mr Kostienko is a man of many talents, much enthusiasm, vision and energy,
able to work effectively and efficiently in the achievement of aims and objectives.
