Recent events and developments in a number of European countries give rise to serious concerns about the stability of democracy in parts of the continent. Constitutional and other legal changes, a cut-down on freedom of the press as well as the freedom of association, challenges to the independence of the judiciary, xenophobia, anti-EU attitudes, low voter turnout, erosion of trust in government, and corruption -- all pose growing challenges to the prospects of open societies in Europe. These trends are addressed in a series of events organized by the School of Public Policy at CEU in cooperation with the Hertie School of Governance.
Based on a prior analysis of anti-democratic trends in Europe, the “Rolling Back The Rollback” Forum will examine possible responses to the rollback of democracy and open societies. How can some of the anti-democratic processes be reversed and how can further erosion of the foundations of open societies be prevented?
The morning panels will analyze drivers and dimensions of democratic rollback and the role and credibility of the EU as a guardian of democracy. Featured speakers include Franziska Brantner, Heather Grabbe, Bela Greskovits, Andras Jakab, Kati Marton, Jan Werner Mueller, Kim Lane Scheppele and G. M. Tamás.
The afternoon program will break away from conventional conference format and provide interactive forum space for young actors to discuss and debate novel approaches, spaces and strategies for ‘rolling back the rollback’, with, among others, a special focus on opportunities and limitations of new digital forms of mobilization and participation.
The forum will lay the foundations for policy formulation and dissemination. Its interdisciplinary approach and policy focus will result in recommendations on potential strategies for governments, local and international civil society and EU institutions.

This document discusses a presentation given to the Directors of National Agencies of the Erasmus+/Youth in Action programme about refugees, radicalization, racism, and European values. The presentation argues that conflating these issues risks undermining the value of the programme for European citizenship education. While it is important for the programme to consider its role regarding these complex issues, its role should not be preventing radicalism or teaching refugees values. There are more appropriate roles the programme could play, such as expressing solidarity with refugees and being a constructive force in the divisive political climate.

"Lifting the Corporate Veil" is a legal concept that refers to the judicial act of disregarding the separate legal personality of a corporation or limited liability company (LLC). Normally, a corporation is considered a legal entity separate from its shareholders or members, meaning that the personal assets of shareholders or members are protected from the liabilities of the corporation. However, there are certain situations where courts may decide to "pierce" or "lift" the corporate veil, holding shareholders or members personally liable for the debts or actions of the corporation.
Here are some common scenarios in which courts might lift the corporate veil:
Fraud or Illegality: If shareholders or members use the corporate structure to perpetrate fraud, evade legal obligations, or engage in illegal activities, courts may disregard the corporate entity and hold those individuals personally liable.
Undercapitalization: If a corporation is formed with insufficient capital to conduct its intended business and meet its foreseeable liabilities, and this lack of capitalization results in harm to creditors or other parties, courts may lift the corporate veil to hold shareholders or members liable.
Failure to Observe Corporate Formalities: Corporations and LLCs are required to observe certain formalities, such as holding regular meetings, maintaining separate financial records, and avoiding commingling of personal and corporate assets. If these formalities are not observed and the corporate structure is used as a mere façade, courts may disregard the corporate entity.
Alter Ego: If there is such a unity of interest and ownership between the corporation and its shareholders or members that the separate personalities of the corporation and the individuals no longer exist, courts may treat the corporation as the alter ego of its owners and hold them personally liable.
Group Enterprises: In some cases, where multiple corporations are closely related or form part of a single economic unit, courts may pierce the corporate veil to achieve equity, particularly if one corporation's actions harm creditors or other stakeholders and the corporate structure is being used to shield culpable parties from liability.

Dear Commissioner Malmström,
We would like to invite you to participate at a workshop on a new migration narrative in Europe, which
will take place in Oxford on Wednesday, 4 June 2014. The workshop is co-organised by the Open Society
European Policy Institute and the International Migration Institute of the Oxford Martin School at the
University of Oxford.
Mainstream parties and intellectual elites have been unable to persuade the public that migration into
and within the European Union can bring social, cultural and economic benefits for their countries; and
that the solution lies not in closing the EU to migration, but rather in improving reception and
integration policies to maximise its benefits and manage the adjustment pressures. Many research
studies have demonstrated the positive impacts of migration on our societies, including the contribution
migrants make to social security systems. However, such studies have done little to shift public debate
on migration, which focuses narrowly on the negative side of the story and encourages hostility toward
migration and migrants. This has been made worse during the economic crisis which has increased the
overall level of anxiety in European societies. Populist parties across Europe have been capitalising on
public discontent over austerity measures and the financial crisis to target migrants as a drain on public
resources and the EU as a source of national economic problems. The EU needs a new narrative on
migration that moves beyond economic arguments to frame the issue in ways that convinces the public
of the opportunities it can bring, while showing how to manage the adjustment costs.
The seminar will bring together 40 practitioners and academics to discuss the ways in which such a
narrative could be constructed and learn lessons from other fields which have seen significant shifts in
public attitudes. It will start at 9.15 am and finish at 6 pm on the 4 June, followed by an informal dinner.
