Mr. Thomas Efui Mensah is an experienced and resourceful Civil Engineer with about ten (10) years
post qualification experience in project planning, procurement, supervision, Contract management
and administration, project monitoring and evaluation. He has supervised and managed major
Buildings, Roads/drainage, Water Supply and other infrastructural works for various clients.
Some of the projects he has supervised include the Construction of the 60 Bed District Hospitals at
Tepa and Nsawkaw, implementation of integrated infrastructural development works at the Tema
Free zones, 4No. 4-storey University of Ghana Hostels project, 8-Storey block of offices at Osu-RE
in Accra, Essakyir Water Supply System, Koforidua Water Supply System, Tafo Water Supply
System and other projects. He also has working experience in processes for the procurement of
construction works. He has participated in the various stages of the project cycle, from project
feasibility studies through planning to successful implementation. His detailed duties on these
projects have been management of the process and supervision of concrete, building, roads,
drainage, masonry, electrical and plumbing works to meet contract specifications. Mr. Mensah has
had diverse experience working with both clients and contractors. He has demonstrated great ability

Position: Civil Engineer
Some projects involved in include:
60 Bed District Hospital Projects at Tepa and Nsawkaw for Euroget De Invest
( August, 2013 – January 2015)
The scope of work included the construction of facilities for Main building – Administration,
Pharmacy and Outpatient Department, Reproductive Healthcare, Laboratory, Inpatient
Ward, Medical Services, Medical Waste treatment, Water and Sewerage treatment,
Roads and Landscaping.
Position: Resident Manager
Responsibilities:
Review and recommend for improvements of documents submitted by the
Subcontractor, including program of works, Quality Assurance procedures,
Safety procedures and any other documents from the Subcontractor.
Monitor and Evaluate Subcontractor’s Weekly and Monthly progress of
work against the program of works to detect delays and recommend to the
Project Manager and the Subcontractor the need to improve progress of
work
Review of Subcontractor’s weekly and monthly targets to ensure they are
in tandem with the program of works for the project.
Supervise and approve procurement of materials and equipment for the
project
In collaboration with Consultant Engineers, Subcontractor’s representative
and the project Quantity Surveyor, the Resident Manager assists with the

e) Essakyir Water Supply System for Ghana Water Company Limited (GWCL)
(September, 2011 – July, 2013)
Construction of water treatment plant of optimum capacity of 14,400 m3
/day
including Chlorine, Chemical and Electricity buildings, to serve a projected
population of 180,000 for Essakyir and its environs including the laying of some 40
km of pipes and construction of 3No. reservoirs for the project.
Position: Resident Engineer / Assistant Project Manager.

Supervision of all Water-retaining structures, Buildings, Mechanical and Electrical
works for compliance with specifications and the approved program.
Provide Contract Administration services for the Project Management team.

He has also overseen the laying of transmission pipes. He is also involved in
evaluation of the progress of works, preparation of monthly progress report to the

f) Koforidua Water Supply Project for Ghana Water Company Limited (GWCL)

277,000 for Koforidua and its environs including the laying of some 35 km of pipes
for the project.

evaluation of the progress of works, preparation of monthly progress report to the
client, attending monthly Progress and Technical meetings with the contractor.
Supervision of the construction of fifty (50) standpipes for communities along the
route of the pipeline to Koforidua.
g) Tafo Water Supply Project for Ghana Water Company Limited (GWCL) (March,
2009 – 2011)
Construction of 500 m3
reservoir and intermediate pumping station at Tafo and other
four 75m3 reservoirs for some towns along the route of the pipeline.
Position: Resident Engineer / Assistant Project Manager.
Responsibilities:
Provide Contract Administration for the Project Management team
Supervision of all Water-retaining, Building, Mechanical and Electrical works
including external works such as soft and hard landscaping for compliance with
specification and the approved program.
He has also overseen the laying of the High Density Polyesterene pipes to Tafo. He
is also involved in evaluation of the progress of works, preparation of monthly
progress report to the client, attending monthly Progress and Technical meetings
with the contractor.
h) Rehabilitation & Capacity Expansion of Kwanyaku Drinking Water Treatment
Plant for Ghana Water Company Limited (GWCL)
(April, 2007 – 2009)
Construction of a parallel plant to the existing one constructed in 1938, to augment
the production and distribution of portable water within the districts serve population
of about 280,000 by 2025.
Position: Civil Engineer
Responsibilities: His duties on this project are as follows;
Supervision of all Building/Civil, Mechanical and Electrical works including external
works such as soft and hard landscaping for compliance with specification and the
approved program.
