2. What is Pre- Arrival Processing (PAP) ?
•The processing of import data and documents by border agencies before the
actual arrival of the goods to reduce the release time.
•It is a trade facilitation measure ,which expedites release of cargo upon arrival.
3. Legal basis Art. 7.1 (WTO TFA)Pre-arrival Processing
1.1. Each Member shall adopt or maintain procedures allowing for the
submission of import documentation and other required information,
including manifests, in order to begin processing prior to the arrival of goods
with a view to expediting the release of goods upon arrival.
1.2. Members shall, as appropriate, provide for advance lodging of documents
in electronic format for pre-arrival processing of such documents.

documentation/information, e.g. manifest, entry, invoice, Certificate of
Origin, permits, certificates, etc.
Automation – electronic data exchange, scan copies.
Processing – verification, assessment and risk assessment of the data and
documents
Release - Action by Customs to permit goods to be released to an
interested party upon arrival.

5. Clearance - Final determination and satisfaction of Customs duties, taxes,
fees, charges and PGA requirements. Can be accomplished pre-arrival.
Coordinated Border Management - Pre-arrival coordination between
customs and other partner government agencies
Post-Clearance Audit - measures by which the Customs satisfy themselves
as to the accuracy and authenticity of declarations through the
examination of the relevant books, records, business systems and
commercial data held by persons concerned
