2. Ethical information policy in the age of artificial
intelligence
- Finland is developing its first information policy
- A ministerial working group and a secretariat
are drafting the report called “Ethical
information policy in the age of artificial
intelligence”
- The report will be submitted to Parliament in the
autumn of 2018

10. Why discuss about the roles and niches of
the data ecosystem?
- Securing the quality, uniformity and
interoperability of data generated and used in
society.
- Possibilities to combine data warehouses.
- Identifying and ensuring the expertise needed
in information management and data
management.
– Strengths and roles of various actors.
- More extensive use of data handled by
Statistics Finland.

Editor's Notes
The report combines AI and Information policy paying special attention to ethical issues. Report raises ethical issues for public debate with a view to enabling us to prepare for these and to outline policies and principles on the basis of our best understanding.
The themes of the report include establishing an information policy, the knowledge economy, making use of information and artificial intelligence, increasing the value of information, competence needs, and safe use of information.
A preparatory working group consisting of representatives of all ministries, and a secretariat. The report is the result of collaboration between all ministries and about 200 people involved in the work through the networks. Very open preparation.
The information policy will establish common guidelines for all ongoing projects related to the topic.
Also under preparation in Finland
Data management legislation
National data protection legislation
Data ecosystem operators and elements.
From data warehouses to products and services.
One of our challenges is how to make the special essence of statistical work visible to stakeholders, to make them understand and see the variety of capabilities included in our personnel, processes, systems etc.
The following three slides have been drafted in order to help the communication.
One of our challenges is how to make
Expansion of the use of interoperable data
Describes the current status, so we are talking about the statistical database and on the next slide we talk about the data pool.
Also remember the growing role of standardisation and instructions: now this exists mainly in the OSF network but could be more extensive in future.
What data warehouses does SF currently have, what expertise does SF have to offer to the data ecosystem.
The right to issue instructions and standards.
The discussion is currently going on. We want to be active, even proactive part of the ecosystem. We want to be connected.
