INTRODUCTION
Thetourism businessisat least 2,000years old. It beganwhen wealthycitizensof ancientRome,
decidingtheywouldrather spendtheir summersawayfrom the city, took trips to the countrysideandthe
coast.
A tourist industry soonsprang upto caterfor the Romans travel and accommodationneeds,andfora while
it thrived. But Romantourism endedwithitsempire,andfor hundredsof years the turbulent economic,
socialandmilitarysituationin Europemadefrequent,safe travel out of the question.
Duringthe medievalera,however, tourism againappearedthanksto a growinginterestin pilgrimages.The
organizers arrangedthetourism basicsof itinerariesandplacestoeat and sleep.And from recordssuchas
Chaucer’sCanterburyTales,it’sevident that manypilgrimswerekeento relaxand enjoythemselvesas well
as visit a holy shrine.In fact it’s from the OldEnglishwordhāligdæg(holyday) that “holiday” derives.
But it was two otherfactors hundredsof years later that encouragedthestartof morewidespreadand
regulartourism:healthandculture.Thosewho couldaffordto do so beganto visit the spa andseaside
towns of eighteenthcenturyEuropeto benefit from the springwaters andfresh air. Others,most notablythe
English,took educationalholidaysto countriessuchasItaly with the intentionof studying paintings,
sculpturesandarchitecture,andvisiting historicalsites.
Straightforwardleisuretourism took holdwhenindustrializationacrossEuropegaverise to anaffluent
middleclasswithanincreasingamountoffree time. Entrepreneursstarted to buildtourist hotelswith an
infrastructureof roads, carriagesandferries.Tourism begantotakeshapeas an internationalindustry.
Theindustrywaspopularandsteadilysuccessful from theearly nineteenthcentury. But for the most part, it
was expensiveand limitedtoa smallnumberoflocations.Theneverythingsuddenlychanged.Inthe 1960s,
a growingnumberofpeoplehaddisposableincomes,andwiththis extra moneycameadesirefor a
different lifestyle. At the sametime, reasonably-pricedcommercialaircraftwereableto carrypassengersto
andfrom any airportin the world.
Masstourism hadarrived, andwith it there cameanextraordinarygrowth infacilities.Fishingvillagesonthe
southerncoastof Spain,for instance,becameresortsthat werehouseholdnames.Elsewhere,business
peoplecapitalizedonthedemandfor tourist attractionsandconstructedleisureandthemeparks.

Thedrivingforcebehindtheserapiddevelopmentswascash.In 2006,the internationaltourism receiptsfor
the three mostpopulardestinations –France,Spainandthe UnitedStates – totaled$179.7billion.The
numberof visitors who contributedthissum was 188.7million.
With figures suchas these, manycountriesaroundtheglobeworkhard to encouragetravelers to visit them.
Theresultin recentyears is the boom inlonghaul flightsto destinationsthat cansupplytourists with sun
almostevery weekof the year.
Unfortunately, it’s this scrambletograba share of the tourist industry that is sometimesdamaging
environmentsunabletosustain largenumbersof visitors. Therearealsoconcernsaboutthepollution
generatedby the ever-risingvolumeof tourist flights, cruiseshipsandroad traffic. And ontop of these
problemsareincreasingfuelcosts;thedemiseof establishedresortsthat have over-expanded;fluctuating
exchangeratesfor currencies;andthecreditcrunch.
Thetourism industrywillno doubt adaptto new demandsandcircumstances.Butdespitesomeoptimistic
predictionsfrom tourism agenciesforits continuedgrowth,thisbusinessmaywellfind that its most
successfulera,for the timebeinganyway, is past.
Manypeoplenowadayslove to travel. Peopletravel for different reasonsandthe reasonwhy
peoplelove to travel is varied and somearealso very personal.Somepeopletravel for leisure,for learning,
for religiousactivities,for sports, or to challengeoneself,toexpandone’sperspective, to buildor strength
relationship,to have an adventure, to escapefrom a demandingjoborfrom a breakup, or in orderto relax

as the activities of personsidentifiedas visitors. A visitor is someonewhois makingavisit to a main
destinationoutsidehis/herusualenvironmentfor less than a year for any mainpurposeincludingholidays,
leisureandrecreation,business,health,educationandotherpurposes.
Travelandtourism canprovide manygreat benefits to manyplaceshereinthe countrybecausethis
industryis very complexand dynamic.Tourismisoneof the majorcontributorstothe economyof the
county. ThePhilippineStatisticsAuthoritysaid that travel andtourism contributes8.2% to the country’s
GDPin 2015. Thenumberoftourists in the countryhas grownenormousduringthelast twenty years. One

importantreasonis the decreaseofthe flight or the travel time.Nowadays it is possibleto reachtheother
sideof the globewithin13 hours.
Developingtourism sectoriseasier thandevelopingthe industrialsector.Enormousinvestments
are neededto attractforeign companiesanddevelopthebasic infrastructureforthe fabrics.Especially
investments areneededto have goodaccessibleports,powerstations, communicationinfrastructureand
industrialzones. Tostimulatetourism,investmentsareneededinthe infrastructure.Especiallyfacilities are
neededinthe ports wherethe arrivals of tourists are. In somespecific touristlocationsthewaterand
electricitysupplyshouldbesufficient.And the accommodationsintheplaceswherethe tourist wants to stay
have to be adjustedto the wishesof the different tourists.
Tourism sectorcomprisesdifferentindustriessuchasaccommodations,FoodandBeverageOperations,
RecreationandEntertainment,TransportationandTravelServiceswhichplayanimportantrolein the
tourism industry. TheWorldandEconomicforum (WEF),inits ‘’TravelandTourismCompetivenessReport
in 2015’’,rankedthe Philippinesat74th overall, 12 placeshigherthanthecountryrankedin their previous
report, the highestimprovementof anycountryin the Asia- Pacific region.
Tourism hasmanybenefitsto contributesuchasEconomicbenefitsbecauseitcanprovidedirectjobsto the
community,socialbenefitsandenvironmentalbenefits.
In order to makean attractionbea destination,planningshouldapplyin orderto set andmeet the desired
objectives.Tourism planningisgoal-oriented,it strives to achievecertainobjectivesbymatchingavailable
resourcesandprogramswiththe needs andwants of people.
Tourism planningistheprocessof gatheringandevaluatinginformationtoidentify andprioritize the current
tourism developmentissues,imaginingthedesiredfuturestate of tourism inthe destinationandchoosing
from the numberof alternatives for achievingthem.
Sta Mariais not yet knownas a tourism destinationunlikethenearbytowns andprovincesof
Lagunabut it has a greatpotentialto bea famousand wellknowntourist destination. It is knownas the ‘’rice
granaryof Laguna’’because thelargericefieldsarein this town. Sta Mariaisthe third largesttown in
Laguna,followedbySan Pabloand Calamba. Santa Maríaisa fourth classmunicipalityin
the province of Laguna,Philippines.Accordingtothe2010census,it hasa populationof 26,839people.
Santa María,at 126 km2 is the 3rd largesttown inLagunain termsof landarea,after San Pablo
City andCalambâCity, followedby Lumbán.It is surroundedbythe townsof Tanay(Rizal) onthe north-
west; Pililla(Rizal) on the west; Mabitac onthesouth-west, Famyon the southeast(both in Laguna);and
Real(Quezon) onthe north-east. It is the northernmosttownin Laguna.

an informationarea,parkingareaandtricycleterminal. All of these arefor the benefitsof the peopleof the
areaand of the tourists localandinternational.Theplaceisvery soothingbecauseofits naturalnature and
breathtakingview.

mostboomingtouristdestinationsinthe town. Theknowledgeaboutthisplacewasmadeknownthrough
the posts of the peopleinfacebookandothersocialmediaaccounts.
Likethe rest of the provincesin the country, the monthsof June-Octoberaretherainy monthsinSta. Maria.
From November-Februaryarethe coldmonthsbecausealsoofthe Christmasseason.From March-May
are usuallythe hottest part of the year.
Someenvironmentalandissuesmightaffectthe tourism development.Hereare someissuesthat might
affect to the possibletourism destination.
Environmental Issues;
Soil erosion
Sta.Mariais a mountainousterrain.StaMaria is locatedonthe upperpart of this mountainous
terrainso oneof the problemsthat mightariseis the soilerosion. Whenthe rainy monthscomesoilerosion
andthe creationof footpaths mightbethe big problem thatwillimpedethecomingofthe visitors. Sincethe
areaisn’t developedyet we planto make concretepathwayssothat the peoplecanwalkfreely and without
any limitations.
Water Shortage
Water is not reallya problem inSta. Mariabutfor this specific touristdestinationthat is still
underdeveloped,watersystem is quite a bigissue. Touriststhatwill visit the placewillfindit hardto use
comfortroomsincasethey needto. Onlyfew residentshave water connectionbecausepreciselythey are
up onthe mountainandthewater system is not yet very wellestablished.Oneof the plansthat we are
goingto do is to have water supplyinthe area andto have enoughcomfortroomsforthe increasingvisitors.
Garbageand Littering

Oneof the environmentalissues StaMaria is facingisthe garbage.Sincethe areais locatedonthe
mountainthereareno garbagetrucksor anyone whocollectsthetrash. Somepeoplejust throwthe
garbage to some vacantplaces.Duringthe peakseasonswhen manytourists comein Sta Mariaa hills
environmentalproblemssuchasgarbageandlitteringcanbeencountered.Sinceitis not yet developed
properwaste disposalisnot yet clearto all.Thereisno garbagebagaroundthe areasthat’s why the people
just throw their garbage’severywhere. Somepeoplewhogothere to celebratetheirbirthdays for example
wouldjust leave their trash suchas bottles, cans,plasticsetc.Thoughsomepeoplewouldbringtheirown
plastic bagsandfollowthe ‘’cleanasyou go’’policy.
Regardingthisproblem weplanto put up or makebigtrash binswith labels,“Biodegradable,Non-
biodegradableandRecyclable’’ inthiswaythe placewillmaintainitsnaturalbeautyand it willbecomea
pollutionfreetourist destination.
Social Issues
Lackofjob opportunities
As for socialissuesthereis no majorproblem concerningthepeople.Usuallythe lackof job
opportunitiesinthe provincesis quitean issue. Because StaMaria is underdevelopedmostofthe
monitoringsecuritiesandmaintenancearevolunteersandthe residents of the area. Thisproposalifit will
pushthrough canhelpthe peopleofthe area to be given an employmentandthereforewillgeneratean
income.
Possibledrug problem
Though StaMaria islocatedonthe mountainandisin the farthest barangayof Sta Mariathereare
someissueslike drugusing that the teenagersor even someof the adults whoare unemployed are
involved in. So this proposalmightbeableto helpthem by giving them an opportunityto work as a guideor
as the caretaker or gardenerof the place.Theywillbegiven trainingsdependingonthe jobthey willbe in.

Sta Mariais a fourth classmunicipalityin the provinceof Laguna,Philippines.Accordingtothe

Tail-end and landlocked, Santa Maria stands as the Rice Granary of Laguna Province. Rich in unspoken
history with not much left physical proof of over four centuries of existence, Santa Maria has kept building on and
laying new foundations for progress. Aside from the promising bounty, the rich natural resources in the municipality can
also boast of the grand beauty for tourism. Matched with the human ingenuity, this tourism potential could offer feasible
economic opportunities on top of employment to private sector and government service. Getting agriculture, tourism
and human resources to work together would enhance productivity and spell an increase in the per capita income.
Santa Maria, founded in 1602, was first named Santa Maria de Caboan. Caboan came from the Tagalog
word Kabuhuan which means bamboo thickets. Buho is a bamboo genus growing abundantlyin the town.
During this period Santa Maria was known to be part of Morong and here people gathered to trade and
barter with pandanmats,wares, livestockandother farm producewiththeChinesemerchants. Aetas would
also be seen selling their claypots, wild honey, medicinal herbs and rootstocks.

History has it that a couple found an image of the Blessed Mother at a place near the river. The
first Spanish friar assigned here, Reverendo Padre Antonio de la Llave, began to build a church, at the site
wherethe imagewasfound. Thetowncametobe calledSanMiguel,inhonorofthe ArchangelMichael,the
first patron saint. Since Christianity was well embraced bythe locals, theywere all too willing to help in its
construction, selling their harvest to finance what they considered a holy task to this day, this church still
stands. Residentsbelievedthat PadreAntonio de la Llave was responsibleforestablishingthisvillage into a
town andin namingitSan Miguel deCaboanin160.In 1613,Reverend PadreGeronimoVasquezchanged
San Miguel de Caboan into how it is called now, Santa Maria.
The town of Santa Maria was later on attached as a barrio of its neighboring town, Mabitac, Laguna.
However, in the year 1901,throughthe Proclamationbythe Gen. OtisCommission, Santa Maria was finally
declared a separate municipalityin the province of Laguna.

It beganwhen wealthycitizensof ancientRome, decidingtheywouldrather spendtheir summersawayfrom the city, took trips to the countrysideandthe coast. A tourist industry soonsprang upto caterfor the Romans travel and accommodationneeds,andfora while it thrived. But Romantourism endedwithitsempire,andfor hundredsof years the turbulent economic, socialandmilitarysituationin Europemadefrequent,safe travel out of the question. Duringthe medievalera,however, tourism againappearedthanksto a growinginterestin pilgrimages.The organizers arrangedthetourism basicsof itinerariesandplacestoeat and sleep.And from recordssuchas Chaucer’sCanterburyTales,it’sevident that manypilgrimswerekeento relaxand enjoythemselvesas well as visit a holy shrine.In fact it’s from the OldEnglishwordhāligdæg(holyday) that “holiday” derives. But it was two otherfactors hundredsof years later that encouragedthestartof morewidespreadand regulartourism:healthandculture.Thosewho couldaffordto do so beganto visit the spa andseaside towns of eighteenthcenturyEuropeto benefit from the springwaters andfresh air. Others,most notablythe English,took educationalholidaysto countriessuchasItaly with the intentionof studying paintings, sculpturesandarchitecture,andvisiting historicalsites. Straightforwardleisuretourism took holdwhenindustrializationacrossEuropegaverise to anaffluent middleclasswithanincreasingamountoffree time. Entrepreneursstarted to buildtourist hotelswith an infrastructureof roads, carriagesandferries.Tourism begantotakeshapeas an internationalindustry. Theindustrywaspopularandsteadilysuccessful from theearly nineteenthcentury. But for the most part, it was expensiveand limitedtoa smallnumberoflocations.Theneverythingsuddenlychanged.Inthe 1960s, a growingnumberofpeoplehaddisposableincomes,andwiththis extra moneycameadesirefor a different lifestyle. At the sametime, reasonably-pricedcommercialaircraftwereableto carrypassengersto andfrom any airportin the world. Masstourism hadarrived, andwith it there cameanextraordinarygrowth infacilities.Fishingvillagesonthe southerncoastof Spain,for instance,becameresortsthat werehouseholdnames.Elsewhere,business peoplecapitalizedonthedemandfor tourist attractionsandconstructedleisureandthemeparks.
  • 4. 3 Thedrivingforcebehindtheserapiddevelopmentswascash.In 2006,the internationaltourism receiptsfor the three mostpopulardestinations –France,Spainandthe UnitedStates – totaled$179.7billion.The numberof visitors who contributedthissum was 188.7million. With figures suchas these, manycountriesaroundtheglobeworkhard to encouragetravelers to visit them. Theresultin recentyears is the boom inlonghaul flightsto destinationsthat cansupplytourists with sun almostevery weekof the year. Unfortunately, it’s this scrambletograba share of the tourist industry that is sometimesdamaging environmentsunabletosustain largenumbersof visitors. Therearealsoconcernsaboutthepollution generatedby the ever-risingvolumeof tourist flights, cruiseshipsandroad traffic. And ontop of these problemsareincreasingfuelcosts;thedemiseof establishedresortsthat have over-expanded;fluctuating exchangeratesfor currencies;andthecreditcrunch. Thetourism industrywillno doubt adaptto new demandsandcircumstances.Butdespitesomeoptimistic predictionsfrom tourism agenciesforits continuedgrowth,thisbusinessmaywellfind that its most successfulera,for the timebeinganyway, is past. Manypeoplenowadayslove to travel. Peopletravel for different reasonsandthe reasonwhy peoplelove to travel is varied and somearealso very personal.Somepeopletravel for leisure,for learning, for religiousactivities,for sports, or to challengeoneself,toexpandone’sperspective, to buildor strength relationship,to have an adventure, to escapefrom a demandingjoborfrom a breakup, or in orderto relax or rejuvenate, to celebrate,to expandone’shorizon, to get in touchwith oneself, for familyand business purposesetc. Tourism isthegeneric term to coverboth demandandsupplythat has beenadoptedinvarious formsand usedthroughoutthe world. AccordingtoUNWTO statistic guidelinesin2010,Tourism isdefined as the activities of personsidentifiedas visitors. A visitor is someonewhois makingavisit to a main destinationoutsidehis/herusualenvironmentfor less than a year for any mainpurposeincludingholidays, leisureandrecreation,business,health,educationandotherpurposes. Travelandtourism canprovide manygreat benefits to manyplaceshereinthe countrybecausethis industryis very complexand dynamic.Tourismisoneof the majorcontributorstothe economyof the county. ThePhilippineStatisticsAuthoritysaid that travel andtourism contributes8.2% to the country’s GDPin 2015. Thenumberoftourists in the countryhas grownenormousduringthelast twenty years. One

Developingtourism sectoriseasier thandevelopingthe industrialsector.Enormousinvestments are neededto attractforeign companiesanddevelopthebasic infrastructureforthe fabrics.Especially investments areneededto have goodaccessibleports,powerstations, communicationinfrastructureand industrialzones. Tostimulatetourism,investmentsareneededinthe infrastructure.Especiallyfacilities are neededinthe ports wherethe arrivals of tourists are. In somespecific touristlocationsthewaterand electricitysupplyshouldbesufficient.And the accommodationsintheplaceswherethe tourist wants to stay have to be adjustedto the wishesof the different tourists. Santa Maria, founded in 1602, was first named Santa Maria de Caboan. Caboan came from the Tagalog word Kabuhuan which means bamboo thickets. Buho is a bamboo genus growing abundantlyin the town. During this period Santa Maria was known to be part of Morong and here people gathered to trade and barter with pandanmats,wares, livestockandother farm producewiththeChinesemerchants. The first Spanish friar assigned here, Reverendo Padre Antonio de la Llave, began to build a church, at the site wherethe imagewasfound. Thetowncametobe calledSanMiguel,inhonorofthe ArchangelMichael,the first patron saint. Since Christianity was well embraced bythe locals, theywere all too willing to help in its construction, selling their harvest to finance what they considered a holy task to this day, this church still stands. Residentsbelievedthat PadreAntonio de la Llave was responsibleforestablishingthisvillage into a town andin namingitSan Miguel deCaboanin160.In 1613,Reverend PadreGeronimoVasquezchanged San Miguel de Caboan into how it is called now, Santa Maria. The town of Santa Maria was later on attached as a barrio of its neighboring town, Mabitac, Laguna. However, in the year 1901,throughthe Proclamationbythe Gen. OtisCommission, Santa Maria was finally declared a separate municipalityin the province of Laguna. Over the longyears of existence,thelocalswereableto establishthe majoreconomic driverwhich is agriculture. Though it meant so much hard work with their bare hands, they kept on clearing and cultivating the rich plains.
