Shahadat Hossain Shakil is a competent project management practitioner.
Received education from eminent institutions of Bangladesh (BUET) and UK (University of Manchester).
Spent nine years (eight years full-time and six years with USAID/Bangladesh) in development assistance
management and analytical research with prominent national and international organizations.
Bring to the table a track record of working in multiple domains, including Rohingya displacement, forestry
and biodiversity, environmental safeguard, climate change, and management consultancy.
Project & TA Preparation and Appraisal
Since the Rohingya influx, was involved with multiple impact analyses, need assessments, project initiation,
design, contracting, evaluation, and closing under the Economic Growth office.
Also, as a design member, participated in the USAID’s Bangladesh-Myanmar joint Rohingya crisis strategy
formulation workshop in Thailand on behalf of the mission Dhaka.
Project & TA Administration
At present, supervising three projects focusing on the environmental conservation and livelihood
development of the host communities in Cox's Bazar and Bandarban with a budget of $16 M in partnership
with two ministries and three departments.
Extensively trained on grants and contract management to comply with US government procurement
regulations. Hands-on experience in developing SoW, ToR, and other procurement packages for soliciting
goods and services.
Gained diverse experience of directly overseeing ten TA projects with an approximate of US $85 M budget
over the last six years.
Expert user of financial disbursement tools such as Accrual based accounting, cost-reimbursement,
advance payment, and milestone/performance-based payment.
Co-ordinating global reporting mechanisms: Annual Portfolio Review; Operational Plan; Plan, Performance,
and Report. Monitoring environmental compliance through reviewing EMMP, IEE, and updating mission
compliance tracker.
Sector Work
By representing USAID at the LCG Environment sub-group, have been closely co-ordinating with the
relevant donor agencies, contributing collectively to the Bangladesh government's priorities (i.e., SDG)
while ensuring effective resource utilization.
