I, Mr. Sebastian Mtweve, male with 32 years by age, I am tourism industry manager by
professional due to the fact that I hold Bachelor of Tourism management from Sokoine
University Of Agriculture. I possess monitoring and evaluation and project management in both

WORK EXPERIENCE:
Product Innovations Associate Director (October 2016 to date)
I work closely with Product Innovations leadership on design, execution and management of
Phase 2 and Phase 3 Trials based on developed products with major focus on both testing the
impact and adoption of each product following One Acre Fund Tanzania adoption strategy. The
major role and or objective of Product Innovation department is to investigate and come up with
the product which will address challenges of smallholder farmers or communities are facing and
making sure that the product will have high impact, to achieve that various research work are
done before the product is disseminated to farmers and that is where I have major role to play.
Major roles and responsibilities
 Supervise and Manage Phase 2 and Phase 3 Trials both in the Office and through targeted
Field Follow Up.
 Participate in Impact Assessment Framework Creation and assessment
 Create Initial Trial Calendar for product innovation department very specific to phase
two/three trials in order to attain systematic way of doing and reducing if not eliminating
overlap of communication between M&E and PI departments in –country
 Assist in key Stakeholders communication and or coordination within the organization
and very particular to logistic and field operation departments
 Prepare or supervise preparation of key materials e.g. data collection tools, reports,
planting guides, sign boards, T-shirts, training manuals, agriculture inputs
 Create Key performance Indicators (KPI) Systems for Monitoring and Execution
 Understand strategic implications of all project initiatives implemented
 Participate and Engage in all aspects of Planning and Execution
 Report writing and results sharing at all levels
 Attending Impact Team Meetings
Major achievements
 Two trials were established which are Diammonium Phosphate (DAP) Plus (+) and DAP
top up trial and now are operating in the field. DAP + is fertilizer trial using three
treatment (DAP +CAN, DAP++ UREA and DAP +UREA) and DAP +. This is a kind of
DAP with extra nutrients. The main objective is to test which fertilizer is most effective
in terms of yield and may have more impact to farmers we serve.

 Assisted in developing DAP Top Up planting card which has ten crops and their
management techniques, follow up with printing and dissemination of planting cards to
farmers.
 Created data collection tools like planting adherence survey tool, top-dress assessment
tool, weeding assessment tool , input delivery tool , Beans seeds accesses and beans
planting training and trained M & E team to collect in ongoing trial and all this data will
help to measure impact
 Prepared training for fertilizer trial which is used with field officer to train farmers
 Prepared all materials need for fertilizer trial (DAP + trial) including needed inputs, signs
and talking point to be used with FO to train participant
 Manage and supervise all trial going on which is DAP top up, fertilizer trial and beans
trials and coordinate all activities with field operation team and other department
Monitoring and Evaluation Senior Manager at One Acre Fund Tanzania –Iringa (from
January 2015 to October 2016)
Major roles and responsibilities
To supervise M & E agents, data entry team and M & E managers, under this position I was
responsible for two department which is Monitoring and evaluation and Product innovation
department. Production innovation is responsible for developing new ideas, testing, and scaling
up. In addition to that coming up with new strategies for organization sustainability and my
major role and responsibilities were as follows:
 To manage and supervise M & E agents through regular field visit with the aim of
collecting high quality data from farmers for measuring impact of the program and
making right recommendation to our farmer.
 Managing M & E agent performance in the field through provision of feedback and long
term, through the use of key performance indicators, development plan and performance
review
 Training and leading of a weekly staff meeting including material preparation, material
production, training and any other aspect of the execution.
 Creating materials, analyzing Key performance indicators and attending department –
level meeting
 To train them on data collection and database designing skills aiming to build capacity
and making them self-dependents and growth opportunities
 Meeting with leadership to discuss operations with a focus on M & E specifically data
correction and management but also assisting OAF Tanzania in any other ways, including
but was not limited to core operation support, innovation department support.

Key achievements under this position
 Ensured high quality management system and strong team work attitude was built, which
led to higher performance and there was no conflict emerged among staff members.
 Effectively managed, trained, planned all M & E and data entry team and coordinated of
all activities happen in the field and office.
 Supervised and managed fertilizer trial in Iringa and Mbeya through designing trial,
choosing participant, production and preparation of material like Planning M & E
activities to be done, surveys and train agent, FO and coordinate with field team and
logistics.
 Effectively supported PICS trial phase two and three through preparing training, marking
materials and conducting trials with farmers and I am proud during mid-last season with
Impact Director we planned to market PICS in all site OAF working and sale to famers
we were able to sale Pics to more the 3000 thousand farmers in all site and now pics is at
scale
 Designed beans planting training and now farmers are using to plant their beans.
 Last big achievement four staff I supervised are managers one is data manager and three
M & E managers
Monitoring and Evaluation at One Acre Fund Tanzania-Iringa (from October 2013 to
January 2015)

 To mentor, train and coach data entry and M & E agent team in all new developed
database and other data collection tools and trained my team to be familiar with
developed to tool so as to attain quality data for easily and accurate impact assessment

The main goal was to discuss the major cause of climate change and how human activities
play role in climate change and what should we do in the world environmental day and plan
way to solve this problem.

The major role and or objective of Product Innovation department is to investigate and come up with the product which will address challenges of smallholder farmers or communities are facing and making sure that the product will have high impact, to achieve that various research work are done before the product is disseminated to farmers and that is where I have major role to play. Major roles and responsibilities  Supervise and Manage Phase 2 and Phase 3 Trials both in the Office and through targeted Field Follow Up.  Participate in Impact Assessment Framework Creation and assessment  Create Initial Trial Calendar for product innovation department very specific to phase two/three trials in order to attain systematic way of doing and reducing if not eliminating overlap of communication between M&E and PI departments in –country  Assist in key Stakeholders communication and or coordination within the organization and very particular to logistic and field operation departments  Prepare or supervise preparation of key materials e.g. data collection tools, reports, planting guides, sign boards, T-shirts, training manuals, agriculture inputs  Create Key performance Indicators (KPI) Systems for Monitoring and Execution  Understand strategic implications of all project initiatives implemented  Participate and Engage in all aspects of Planning and Execution  Report writing and results sharing at all levels  Attending Impact Team Meetings Major achievements  Two trials were established which are Diammonium Phosphate (DAP) Plus (+) and DAP top up trial and now are operating in the field. DAP + is fertilizer trial using three treatment (DAP +CAN, DAP++ UREA and DAP +UREA) and DAP +. This is a kind of DAP with extra nutrients. The main objective is to test which fertilizer is most effective in terms of yield and may have more impact to farmers we serve.  Created project implementation calendar for both trials
