the 19th century when Britishers
spread education in English medium.
The great object of the British
Government ought to be the
promotion of European literature and
science among the natives of India;
and that all the funds appropriated for
the purpose of education alone.

5. Abbot-Wood Report (1936-
1937)
Abbot and Wood invited in 1936 to advise the government
on certain problems of Vocational education and submitted
report in 1937
6. The Resolution of 1935 of the Central-
Advisory Board of Education
(an advisory body set up in 1921), two
expert advisers, Messrs. Abbot and
Wood were invited in 1936 to advise the
Government "on certain problems of
educational reorganization and
particularly on problems of vocational
education".
7. The absence of adequate and proper vocational education
was being felt in India and the public was raising its demand
for it for a long. Therefore, the Government of India invited in
1936-37 two British experts to come to India and prepare a
plan for vocational education in the country. These two
experts were A. Abbott and S.H. Wood.
These two persons toured in Punjab, Delhi, and U.P and
prepared a report on vocational education within four months.
This report was neither comprehensive nor successful. On the
basis of this report, the Sargent Report of 1944 was published.
The Sargent Report presented a more detailed plan of
vocational education than the Abbott Report did. However, the
latter cannot be ignored, as it has its own importance.
8. The subject of their report is
"Vocational education in India with a section on General
education and administration"

Abbot wrote: Professional education
The object of this commission: is primary secondary and higher
education institutions provide professional or technical knowledge and
if yes then how and where it provides?
9. Recommendations of Abbot-
Wood Report
Vocational education should be organized according to the
needs of various vocational areas
No vocational area should be considered less important
In the organization of vocational education, the main regional
vocations should be specially considered.
Vocational education should be considered at par with
literary and science education and its standard should be
raised.
The Government should open vocational institutions in big
cities and big vocational centers.
Vocational education should be considered complementary
to other types of education.
10. For general and vocational education there should be
separate schools, as the purpose of the two is different.
Skillful workers engaged in small industries should also
be given proper vocational training.
In each province, a Vocational Education Advisors'
Council should be established for developing a healthy
relationship between vocational education and various
vocations.
More focus on technical knowledge more than bookish
knowledge
Encourage girls to participate.
11. Certificate to be awarded after passing a vocational course,
there should be a clear mention of the quality of work done
by the candidate during the period of vocational training.
As far as possible, the vocational school should be
established near vocational centers
Part-time classes should be opened for persons engaged in
various vocations.
12. The Abbot-Wood Report, submitted in
1937, This report suggested a complete
hierarchy of vocational institutions
parallel with the hierarchy of
institutions imparting general
education. As a result of their
recommendations "a new type of
technical institution called the
Polytechnic has come into existence".
The provinces also
started technical, commercial, or
agricultural high -schools conducting
non-literary courses

outbreak of the
second world
war in 1939, no
action was
taken on the
recommendatio
n of this report.
