 1857--Calcutta University established.
 1914--1st world war.
 1916--Sir Ashutosh Mukharjee – Education Controller Of
Bengal province.
 7 members appointed in a commission in 14 sep 1917.
 Dr. Michael Sadler V.C of LEEDS UNIVERSITY.
MICHAEL SADLER was leading this commission.
SADLER COMMISSION WAS ESTABLISHED IN 1917
AIMS OF THIS
COMMISSION
(i) Suggestions to
overcome the
problems of calcutta
university.
(ii) Suggestions to reform
the problems of other
indian universities.
REPORT
The Report submitted
in May 1919.
SUGGESTIONS
(i)Suggestions for Secondary Education
(ii) Suggestions for Indian Universities
(iii) Special suggestions for Calcutta
University.
SUGGESTIONS FOR SECONDARY
EDUCATION
 A ‘Board of secondary education’ should be
established in each province.
 The intermediate classes should be separated
from the universities.
 Arts, science, commerce and vocational
education Should be organised in inter class.
 Except english and mathematics , all other
subject should be taught in mother tongue.
SUGGESTIONS FOR INDIAN
UNIVERSITIES
 The universities should be free from government
control and it be given autonomy in every field.
 The administrative rules should be simplified .
 The vice chancellor should be a salaried official.
 Department should be established in the
university and a professor and head should be
appointed in each university.
 Intermediate passed students should only
admitted in the universities .
 The graduation course should be made of 3 years
duration.
 Education of vocational courses-law, medical and
engineering should be organised in universities.
SPECIAL SUGGESTIONS FOR CALCUTTA
UNIVERSITY
 A separate residential teaching university should
be established in DACCA.
 The affiliated colleges of calcutta university,
located outside calcutta should be so developed
to become a new university in future.
 Arrangement should be made for the education of
women observing purdah so that they may not be
prevented from the right to higher education.
EVALUATION
MERITS:-
 Establishment of board of secondary education in
every province.
 All the subjects except english and mathematics
to be taught in mother tongue at the secondary
level.
 To liberate the universities from government
control and it be given autonomy in every field.
 Establishment of departments in the universities.
 Organisation of vocational courses-agriculture,
law, medical, engineering and teacher training
etc. in the universities.

SUGGESTIONS FOR SECONDARY EDUCATION  A ‘Board of secondary education’ should be established in each province.  The intermediate classes should be separated from the universities.  Arts, science, commerce and vocational education Should be organised in inter class.  Except english and mathematics , all other subject should be taught in mother tongue.

SUGGESTIONS FOR INDIAN UNIVERSITIES  The universities should be free from government control and it be given autonomy in every field.  The administrative rules should be simplified .  The vice chancellor should be a salaried official.  Department should be established in the university and a professor and head should be appointed in each university.  Intermediate passed students should only admitted in the universities .  The graduation course should be made of 3 years duration.  Education of vocational courses-law, medical and engineering should be organised in universities.

SPECIAL SUGGESTIONS FOR CALCUTTA UNIVERSITY  A separate residential teaching university should be established in DACCA.  The affiliated colleges of calcutta university, located outside calcutta should be so developed to become a new university in future.  Arrangement should be made for the education of women observing purdah so that they may not be prevented from the right to higher education.
